I Project Plannec ~ (dsee@anaheim.net) Dave See, Senior Planner, introduced this item, detailed the project for the Commission and stated that staff recommends approval. Mr. See read into the record an additional condition of approval recommended by the Public Works Depa~tment. Commissioner Buffa and Rudy Emami, Principal Engineer, had a brief discussion regarding the recommended condition of approval by the Public Works Department. ApplicanYs Statement: Kim Pcijatel, applicant, spoke in favor of the item and noted the developer's improved elevations for the entire project and specifically for the South Street location. THE PUBUC HEARING WAS CLOSED. • Greg Hasting, Planning Services Manager, read into the record an e-mail from Commissioner Karaki stressing the importance of the quality of elevations for this project as has been seen in recent proposed projects. 07-10-06 Page 4 JULY 10, 2006 PLANNING COMMISSION MINUTES ~: There was a discussion between the Commissioners, applicant and staff regarding the width of the private street, fire lanes, landscaping of the perimeter waA behind the garages and the building elevations. The applicanf supplied the Commission with updated elevations for the project. Colleen Bathgate, 17992 Mifchell South, Irvine, CA, architect, clarified the elevations for the Commission. Chairman Eastman requested that the entire revised elevation package, including'the addition of awnings to some portions of the exterior elevations, come back before #he Commission for final approval at a future meeting as a Reports and Recommendation item. Ms. Bathgate stated that she would pursue this idea. Commissioner Romero noted a potential shortage for parking with regards to the project and surrounding area. Chairman Eastman concurred. ` Ms. Prijatel stated that the Homeowners Association will be responsible for assigning all parking spaces to the residents. Resident and guest parking will be strictly enforced by the association. Mark Gordon, Assistant City Attorney, stated that he was ready to read '+~to #he record recommended modifications to Condition Nos. 34 and 35 when requested: Mr. See and Greg McCafferty, Principal Planner, clarified the previous questions regarding fire lanes after speaking with a Fire Department representative. Mr. McCafferty suggested that when the plans are submitted to the Building Division, they will be reviewed by the Fire Department for emergency access; • the planner will ensure the project complies with any emergency access requirements and this should be added to the conditions of approval prior to final building and zoning inspections. Mr. Gordon clarified and read into the record the modifications to Condition Nos. 33, 34, 35, and the added condition Nos. 43 and 44. Mr. McCafferty stated that Mr. Gordon's modification to Condition No. 44 will read that the red curbing or signing will be at the discretion and jurisdiction of the Fire Department at the appropriate locations. Ms. Prijatel agreed with all the conditions of approval for the item. Commissioner Buffa applauded this project and recommended approval. OPPOSITION: None Mark Gordon, Assistant City Attorney, presented the 10-day appeal rights for the Tentative Tract Map ending at 5:00 p.m. on Thursday, July 20, 2006, ar-d presented the 22-day appeal rights for the Reclassification and Conditional Use Permit ending at 5:00 p.m. on Tuesday, August 1, 2006.
