Commissioner Buffa stated that the proposed houses surrounding the church are charming and responsive to the needs of the surrounding neighborhood. - Commissioner Flores agreed with the statement made by Commissioner Buffa regarding the adjacent residences. There was a comprehensive discussion between the Commission, staff and applicant regarding landscaping issues, parking requirements, offsetting the position of the houses and demolition of an existing building. Mr. Ramirez said that the applicant has all the appropriate AQMD permits to address any dust issues that may arise and has been operating in compliance with the provisions of their permit. Additionally, staff recommends an additional condition of approval as indicated in the revised draft resolution requiring the operator to require that trucks leaving the site be covered to reduce dust emission during transport. The applicant has reviewed this condition and has concurred with staff's recommendation. Commissioner Faessel asked Sara Pashalides, Project Manager I, if the five year time period is satisfactory to Community Development. Ms. Pashalides said that the five year time limit is satisfactory with the Community Development Department. Della Herrick, Associate Planner, introduced this item by providing a photo simulation of the proposed ~ telecommunication facilities disguised as iight poles. It was noted that staff has included a condition of approval tfiat requires either wrought iron fencing or some other type of decorative fencing around the accessory equipment. The proposed telecommunications facilities disguised as light poles meets design , guidelines and requirements for telecommunications facilities, therefore staff recommends approval of the item. ApplicanYs Statement: Rob Perez, applicant, noted that the design of the stealth telecommunications facilities as light poles is a very successful way to achieve both the goals of increased telecommunications and lighting for the parking structure. Mr. Perez asked that staff approve the elimination of the requirement for a gate as previously stated. The solution would be either wrought iron or no gate. Ms. Herrick agreed with Mr. Perez's request concerning the gate issue. THE PUBLIC HEARING WAS CLOSED. Applicant's Statement: Carl Van Der Hoek, applicant, spoke in favor of the item and agreed with all conditions of approvaL THE PUBLlC MEARING WAS CLOSED. Commissibner Velasquez stated that she is not in favor of the proposed carport elevation. Judy Dadant, Senior Planner, responded by stating that Condition No. 22 does require that final elevation plans come back to staff and as part of the record the Commission could reiterate their direction to staff as part of the final elevation review. She continued by saying that staff is continuing to work with the applicant to reach an improved elevation with regards to the carport design. There was a lengthy discussion between the Commission, applicant and staff as to possible effects of altering the carport's physical design, elevation changes and parking requirements. Also discussed was the acknowledgement that the private driveways do meet the standard engineering details and possibie landscaping modifications.
