RESOLUTION NO. PC2000-100
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
AMENDING RESOLUTION NO. PC2000-61, IN ITS ENTIRETY, AND
GRANTING PETITION FOR RECLASSIFICATION NO. 2000-0023
(RCL tracking number 2000-00003)
WHEREAS, the Anaheim City Planning Commission did receive a verified petition for
Reclassification for certain real property situated in the City of Anaheim, County of Orange, State of
California, described in Exhibit "A," attached.
WHEREAS, the Planning Commission did hold a public hearing on May 22, 2000, to hear
and consider evidence for and against said Reclassification and certain concurrent petitions, and to
investigate and make findings and recommendations in connection therewith; and that the Planning
Commission did approve a Mitigated Negative Declaration, recommend that the City Council adopt
General Plan Amendment No. 2000-000376 (Exhibit "A") and Code Amendment No. 2000-00002, and
grant Reclassification No. 2000-00023 under Resolution No. PC2000-61; but that after the petitions were
scheduled for City Council public hearing, staff identified certain necessary refinements to the petitions,
as approved, and, therefore, the petitions with the proposed refinements were scheduled for Planning
Commission re-consideration at a public hearing prior to the City Council public hearing which is
scheduled on September 26, 2000; and
WHEREAS, the City Planning Commission did hold a public hearing at the Civic Center
in the City of Anaheim on August 28, 2000 at 1:30 p.m., notice of said public hearing having been duly
given as required by law and in accordance with the provisions of the Anaheim Municipal Code, Chapter
18.03, to hear and consider evidence for and against said proposed reclassification and to investigate
and make findings and recommendations in connection therewith; and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing, does
find and determine the following facts:
1. That the petitioner proposes reclassification of approximately 430 acres along, and
surrounding, Anaheim Boulevard between ~3roadway on the north and Katella Avenue on the south to
combine the South Anaheim Boulevard Corridor (SABC) Overlay Zone with the existing underlying zoning
on each parcel in the project area; and also to remove those certain properties located between the
Southern California Edison Co. right-of-way (which is located between Cerritos Avenue and Katella
Avenue) and Katella Avenue from Reclassification No. 99-00-15 which is a resolution of intent to the
Sports Entertainment (SE) Zone.
2. That the existing underlying zoning in the study area consists of the following residential,
commercial, industrial and open space zones: RS-A-43,000 "Residential/Agricultural," RS-10,000
"Residential, Single-Family," RS-7200 "Resudential, Single-Family;" RS-5000 "Residential, Single-Family,"
RM-3000 "Residential, Multiple-Family," RM-2400 "Residential, Multiple-Family," RM-1200 "Residential,
Multiple-Family," CO "Commercial, Office and Professional," CL "Commercial, Limited," CG "Commercial,
General," CH "Commercial, Heavy," ML "Limited Industrial," MH "Heavy Industrial" and OS "Open Space";
and that the southerly portion south of the 5outhern California Edison Co. easement is located in the
Anaheim Stadium Area and has a resolution of intent to the (SE) Sports Entertainment Overlay Zone.
3. That certain portions of the study lie within the Commercial/Industrial Redevelopment
Project Area.
4. That the Planning Commission considered several petitions concurrently with subject
reclassification; and recommended that the City Council approve General Plan Amendment No. 376,
Exhibit "B," to amend the Land Use Element of the General Plan to change the current land use

designations of sub-areas in the study area~ to the Low-Medium Density Residential designation, the
General Commercial designation, the Commercial Professional designation, and the Special Park Site
designation; and also recommended that t~e City Council approve Code Amendment No. 2000-00002 to
amend the Zoning Code by adopting zoning and development standards for a new overlay zone, the
"South Anaheim Boulevard Corridor (SABC) Zone Overlay."
5. That reclassification to the SABC Overlay Zone will provide supplemental land use
options and development standards for the ~improvement of the South Anaheim Boulevard Corridor, and
will accomplish the following objectives: provide a mechanism for the orderly development of property
within the southern portion of the Commerc'ial/Industrial Redevelopment Project Area in order to eliminate
blight and blighting influences; provide a lor~g-term preferred land use strategy and development
standards for the area; encourage regionaf commercial uses to locate south of Ball Road, encourage
"Boulevard Residential" and "Neighborhood Residential" uses north of Ball Road while focusing
neighborhood commercial development at key intersections; encourage new development which relates
well to existing residential neighborhoods; and promote appropriate levels of light, air, density of
development, and efficient circulation of pedestrian and vehicular traffic.
6. That the proposed reclassification of subject properties is necessary and/or desirable for
the orderly and proper development of the ~ommunity.
7. That the proposed reclassification of subject properties does properly relate to the zones
and their permitted uses locally established'~ in close proximity to subject properties and to the zones and
their permitted uses generally established throughout the community.
8. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received in opposition.
CALIFORNIA ENVIRONM~NTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to reclassify the study area by combining the South
Anaheim Boulevard Corridor (SABC) Overlay Zone with each parcel's existing underlying zoning
designation, and to remove those certain properties located between the Southern California Edison Co.
right-of-way (which is located between Cernitos Avenue and Katella Avenue) and Katella Avenue from the
resolution of intent to the Sports Entertainment (SE) Overlay Zone approved in connection with
Reclassification No. 99-00-15; and that study area consists of 430 acres located along, and surrounding,
Anaheim Boulevard between Broadway on ~he north and the I-5/Santa Ana Freeway on the south; and
does hereby approve the Mitigated Negative Declaration upon finding that the declaration reflects the
independent judgment of the lead agency alnd that it has considered the Mitigated Negative Declaration
together with any comments received during the public review process and further finding on the basis of
the initial study and any comments received that there is no substantial evidence that the project will have
a significant effect on the environment.
NOW, THEREFORE, BE It RESOLVED that the Anaheim City Planning Commission
does hereby approve the subject Petition for Reclassification to authorize an amendment to the Zoning
Map of the Anaheim Municipal Code to exclude the above-described properties from the RS-A-43,000
"Residential/Agricultural," RS-10,000 "Residential, Single-Family," RS-7200 "Residential, Single-Family,"
RS-5000 "Residential, Single-Family," RM-~000 "Residential, Multiple-Family," RM-2400 "Residential,
Multiple-Family," RM-1200 "Residential, Multiple-Family," CO "Commercial, Office and Professional," CL
"Commercial, Limited," CG "Commercial, General," CH "Commercial, Heavy," ML "Limited Industrial," MH
"Heavy Industrial" and OS "Open Space" zqnes, and to incorporate said described properties into the RS-
A-43,000(SABC) "Residential/Agricultural-5outh Anaheim Boulevard Corridor Overlay," RS-

containing zoning and development standards for the SABC Zone Overlay) shall be adopted by the
Anaheim City Council.
BE IT FURTHER RESOLV~D, that this resolution shall not constitute a rezoning of, or a
commitment by the City to rezone, the subject property; any such rezoning shall require an ordinance of
the City Council which shall be a legislative act which may be approved or denied by the City Council at
its sole discretion.
