RESOLUTION NO. PC 2000-132
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
RECOMNIENDING TO THE CITY COUNCIL
ADOPTION OF AMENDMENT NO. 3 TO SPECIFIC PLAN NO. 88-1, EXHIBIT A
(THE SYCAMORE CANYON SPECIFIC PLAI~
WHEREAS, on February 9, 1988 the City Council of the City of Anaheim did adopt
Resolution No. 88R-69 to approve Specific Plan No. 88-1, Exhibit A(the Sycamore Canyon Specific
Plan), to provide for development of up to 1,119 residential dwelling units, 20 acres of commercial uses,
133 acres of general open space and certain public facilities on property consisting of 329 acres located
on both sides of Weir Canyon Road approximately 1,650 feet southeast of Santa Ana Canyon Road;
that Exhibit Nos. 4 and 12 contained in the Sycamore Canyon Specific Plan and the Public Facilities
Plan, including Exhibit No. 6, designate a site consisting of 1.87 acres located at the southerly terminus
of Dream Street approximately 344 feet south of Monte Vista Road and further described as 8186
South Dream Street as a Police Substation site; and that Resolution Nos. 89R-123 and 95R-179 were
subsequently adopted to amend said Resolution No. 88R-69, with the last amendment providing for a
total of 1,204 dwelling units; and
WHEREAS, the Land Use Element of the Anaheim General Plan currently also
designates the above-described 1.87-acre site at the southerly terminus of Dream Street for a Police
Station, as illustrated on two attachments to the Staff Report to the Planning Commission dated
November 20, 2000 (Figure 2"Existing" and "Portion B" on the location map); and
WHEREAS, in November 1998, an election was conducted for the residents of the
three planned communities consisting of Sycamore Canyon, Summit of Anaheim Hills and The
Highlands at Anaheim Hills to determine whether Mello-Roos funds collected from the three
participating community facility districts should be used to purchase and construct a Police Substation
facility outside the Sycamore Canyon Specific Plan area boundary; that the residents voted to allow the
City of Anaheim to purchase the former Anaheim Memorial Medical Office Building at 8165 - 8195 East
Santa Ana Canyon Road (a 6-acre property having a frontage of 660 feet on the north side of Santa
Ana Canyon Road and located approximately 50 feet west of the centerline of Roosevelt Road); that
the Police Substation was subsequently established at that location and is currently in operation; and
that, therefore, the 1.87-acre site at 8186 South Dream Street, which is currently designated for a
Police Station by both the Sycamore Canyon Specific Plan No. 88-1, Exhibit A, and the Anaheim
General Plan, is no longer needed for a Police Substation; and
WHEREAS, Amendment No. 3 to Specific Plan No. 88-1 is a city-initiated proposal to
make modifications to certain exhibits in the Sycamore Canyon Specific Plan document and the related
Public Facilities Plan; that the proposed amendments include deleting references to the Police
Substation from Exhibit No. 4"Land Use Plan" and Exhibit No. 12 "Specific Plan" of the Specific Plan
document and from the Public Facilities Plan, including Exhibit No. 6"Open Space and Recreation
Plan"; and that the site designated for a Police Substation on each of those exhibits be replaced with
the General Open Space land use designation; and
WHEREAS, the City Planning Commission did hold a public hearing at the Civic Center
in the City of Anaheim on November 20, 2000, at 1:30 p.m., notice of said public hearing having been
duly given to hear and consider evidence for and against said proposed Amendment No. 3 and to
investigate and make findings and recommendations in connection therewith; and
WHEREAS, said Commission, after due inspection, investigation and study made by
itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing,
does find and determine the following facts:

1. That approval of Amendment No. 3 to Specific Plan No. 88-1, Exhibit A, will amend
Exhibit Nos. 4 and 12 of the Sycamore Canyon Specific Plan and will also amend the Public Facilities
Plan, including Exhibit No. 6, to remove the Police Substation site designation from the herein
described property at 8186 South Dream Street, and will redesignate said 1.87-acre property for
General Open Space land use.
2. That the Planning Commission has recommended adoption of General Plan
Amendment No. 2000-00382 pertaining to the Land Use Element, including relocating the Police
Station site to 8165 - 8195 East Santa Ana Canyon Road and designating the 1.87 acre parcel at 8186
South Dream Street for General Open Space land use; and that the proposed amendments to the
Sycamore Canyon Specific Plan and Public Facilities Plan are consistent with the General Plan
Amendment.
3. That the Police Substation is currently operating at 8165-8195 East Santa Ana Canyon
Road in conformance with General Plan Amendment No. 2000-00382.
4. That the 1.87-acre site at 8186 South Dream Street should be redesignated for General
Open Space land uses until such time as a future development proposal is received and considered by
the City.
5. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received in opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING That the Anaheim
City Planning Commission has reviewed Amendment No. 3 to Specific Plan No. 88-1, Exhibit A(the
Sycamore Canyon Specific Plan), to amend Exhibit Nos. 4 and 12 of the Specific Plan, and to amend
the Public Facilities Plan, including Exh'ibit No. 6, to remove the Police Substation designation from a
site consisting of 1.87 acres located at the southerly terminus of Dream Street approximately 344 feet
south of Monte Vista Road and further described as 8186 South Dream Street, and to redesignate said
site for General Open Space land use; and does hereby approve the Negative Declaration upon finding
that the declaration reflects the independent judgement of the lead agency and that it has considered
the Negative Declaration together with any comments received during the public review process and
further finding on the basis of the initial study and any comments received that there is no substantial
evidence that the project will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that, pursuant to the above findings, the
Anaheim City Planning Commission does hereby recommend that the City Council of the City of
Anaheim adopt Amendment No. 3 to Specific Plan No. 88-1, Exhibit A(the Sycamore Canyon Speci~c
Plan), to amend Exhibit Nos. 4 and 12 of the Sycamore Canyon Specific Plan and to amend the Public
Facilities Plan, including Exhibit No. 6, to delete the Police Substation designation from the site located
at 8186 South Dream Street and to redesignate the site for General Open Space land use.
THE FOREGOING RE'SOLUTION was adopted at the Planning Commission meeting
