RESOLUTION NO. PC2000-20
A RESOLUTION OF TH~ ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT N0. 371 PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
within the City; and
WHEREAS, the Anaheim City Planning Commission did direct staff to initiate an
amendment to the Land Use Element of the General Plan to redesignate certain properties totaling
approximately 7 acres located north and east of the northeast corner of Ball Road and Knott Street, with
frontages of 582 feet on the north side of Ball Road and 414 feet on the east side of Knott Street, being
located 265 feet east of the centerline of Knott Street and 250 feet north of the centerline of Ball Road,
and further described as 3411 to 3435 West Ball Road and 848 to 920 South Knott Street, from the Low
Density Residential designation to the Low Medium Density Residential and General Commercial
designations, and from the Low Density Residential and Medium Density Residential designations to the
Low-Medium Density Residential and Gene:ral Commercial designations; and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on February 28, 2000, at 1:30
p.m., notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and that said hearing was continued from the meetings of January 19, January 31 and February 14,
2000; and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the public hearing was continued for staff to meet with neighborhood residents in the
area to discuss the appropriateness of the recommended land use actions in the context of the
neighboring single family homes; that the neighbors requested that the existing Low Density Residential
land use designation and existing zoning classifications be retained, and that only the existing Medium
Density Residential land use designation be changed to a lower density residential designation, and that
any further land use actions for this area should occur only when the City receives specific development
proposals; and that, therefore, the earlier recommended amendment to the Land Use Element was
revised to reflect the residents' input.
2. That this General Plan Amendment, as revised, pertains to only to the 2.27-acre portion
of the area that was originally advertised and which fronts on the north side of Ball Road; that said 2.27
acres are east of the northeast corner of Ball Road and Knott Street with a frontage of 582 feet on the
north side of Ball Road and a maximum depth of 170 feet, being located 265 feet east of the centerline of
Knott Street, and further described as 3411' to 3435 West Ball Road.
3. That the proposed amendment to the Land Use Element, as it pertains to the 2.27 acres
fronting on Ball Road, is to redesignate these properties from the Medium Density Residential designation
to the Low-Medium Density Residential designation, as shown on Exhibit "B."

4. That the properties at 848 to 920 South Knott Street were withdrawn from this
amendment; and that Reclassification No. 99-00-12, advertised concurrently with this General Plan
Amendment, has also been withdrawn because the amendment was revised.
5. That the General Plan Amendment, as revised, will encourage development of a more
appropriate and compatible residential condominium or small lot single family residential development on
the mid-block properties along Ball Road, which will be compatible with the neighboring single family
residential land uses to the north and east.
6. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit "B" should be adopted redesignating subject 2.27-acre area for
Low-Medium Density Residential land uses.
7. That no one indicated their presence at the public hearing in opposition to the revised
proposal; and that no correspondence was received in opposition.
CALIFORNIA ENVIRONMIENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to
change (a) the current Low Density Residential designation to the Low-Medium Density Residential and
General Commercial designations and (b) the current Low Density Residential and Medium Density
Residential designations to the Low-Medium Density Residential and General Commercial designations
on approximately 7 acres located north and east of the northeast corner of Ball Road and Knott Street,
with frontages of 582 feet on the north side of Ball Road and 414 feet on the east side of Knott Street,
being located 265 feet east of the centerline of Knott Street and 250 feet north of the centerline of Ball
Road, and further described as 3411 to 3435 West Ball Road and 848 to 920 South Knott Street; and
that the proposal was revised to change only the existing Medium Density Residential designation to the
Low-Medium Density Residential designation on approximately 2.27 acres having a frontage of 582 feet
on the north side of Ball Road and a maximum depth of 170 feet, being located 265 feet east of the
centerline of Knott Street, and further described as 3411 to 3435 West Ball Road; and does hereby
approve the Negative Declaration upon finding that it has considered the Negative Declaration together
with any comments received during the public review process and further finding on the basis of the initial
study and any comments received that there is no evidence that the project will have a significant effect
on the environment.
NOW, THEREFORE, BE Il` RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Commission does h!ereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 371 pertaining to the Land Use Element, Exhibit "B,"
to redesignate 2.27 acres of the study area from the Medium Density Residential land use designation to
the Low-Medium Density Residential desigmation.
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
February 28, 2000.
