RESOLUTION NO. PC2000-26
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
RECOMMENDING TO THE CITY COUNCIL
(1) ADOPTION OF AMENDMENT NO. 1 TO THE NORTHEAST AREA SPECIFIC PLAN NO. 94-1,
INCLUDING AMENDING RELATED EXHIBITS, AND
(2) RECLASSIFICATION OF CERTAIN PROPERTY FROM DEVELOPMENT AREA 5"COMMERCIAL
AREA" TO DEVELOPMENT AREA 2"EXPANDED INDUSTRIAL AREA"
WHEREAS, on August 22, 1995 the City Council of the City of Anaheim approved
Resolution No. 95R-155 to approve Specific Plan No. 94-1, the Northeast Area Specific Plan, for the
2,645-acre area generally bounded by the SR 91/Riverside freeway on the south, the SR 57/Orange
freeway on the west, Orangethorpe Avenue on the north and Imperial Highway on the east; and that on
September 12, 1995 the Ciry Council adopted Ordinance Nos. 5517 and 5518 to add Chapter 18.110
"Specific Plan No. 94-1(SP 94-1) - Northeast Area" to the Anaheim Municipal Code relating to zoning and
development standards for the Northeast Area Specific Plan, and to amend the Zoning Map by
incorporating said 2,645-acre area into the SP 94-1 zone
WHEREAS, on June 4, 1996 the City Council adopted Ordinance Nos. 5563 and 5564 to
amend Chapter 18.110 and permit service stations and automotive vehicle repair as conditional uses in
Development Area 4"Transit Core" of the Northeast Area Specific Plan; and
WHEREAS, on June 11, 1996 the City Council adopted Ordinance No. 5565 to amend
Chapter 18.110 pertaining to eating and drinking establishments; and
WHEREAS, on August 20, 1996 the City Council adopted Ordinance No. 5574 to amend
Chapter 18.110 relating to churches; and
WHEREAS, on November 19, 1996 the City Council adopted Ordinance Nos. 5583 and
5585 to amend Ordinance No. 5574, nunc pro tunc, and to amend Chapter 18.110 relating to parcels
identified as a paleontological resource; and
WHEREAS, the petitioner has submitted Amendment No. 1 to the Anaheim Northeast Area
Specific Plan (Anaheim Canyon Business Center) relating to a 1.82-acre irregularly-shaped properry
located at the northwest corner of La Palma Avenue and Hancock Street with frontages of 500 feet on the
north side of La Palma Avenue and 110 feet on the west side of Hancock Street, and further described as
4633 East La Palma Avenue, to change the development area boundaries for this property from
Development Area 5(Commercial Area) to Development Area 2(Expanded Industrial) in order to facilitate
future construction of a new industrial building across the north property line on a larger site that traverses
the two development areas; and that said Amendment No. 1 includes proposed amendments to certain
exhibits contained in the Specific Plan document; and
WHEREAS, this property consists of four parcels that are developed with a portion of an
industrial building that transverses two development areas in the Northeast Area Specific Plan; that these
parcels are located in Development Area 5 of the Specific Plan No. 94-1; and that the Anaheim General
Plan Land Use Element Map designates this property for General Commercial land uses; and
WHEREAS, the City Planning Commission did hold a public hearing at the Civic Center in
the City of Anaheim on March 13, 2000, at 1:30 p.m., notice of said public hearing having been duly given
as required by law and in accordance with the provisions of the Anaheim Municipal Code, Chapter 18.03,
to hear and consider evidence for and against said proposed Amendment No. 1 and to investigate and
make findings and recommendations in co~nection therewith; and

WHEREAS, said Commission, after due inspection, investigation and study made by itself
and in its behalf, and after due consideratio~ of all evidence and reports offered at said hearing, does find
and determine the following facts:
1. That Development Area 2 is intended to provide for increased opportunities for a mix of
light industrial and corporate headquarters research and development uses with essential support
services at strategic locations; and that the underlying base zone used for land uses and development
standards is ML (Limited Industrial).
2. That the property proposed for the amendment has unique site characteristics such as
topography, location or surroundings which~are enhanced by special land use and development
standards.
3. That the proposed amentlment is consistent with the goals and policies of the Anaheim
General Plan and with the purposes, standards, and land use guidelines therein, and will encourage high
quality development compatible with the surrounding area.
4. That the proposed amentlment will result in development of desirable character and will
contributes to a balance of land uses, which will be compatible with existing and proposed development in
the surrounding neighborhood.
5. That the size and shape of the property allows for adequate development of the site for
industrial uses without negatively impacting~ adjacent land uses.
6. That the proposed amentlment respects environmental and aesthetic resources
consistent with zoning and development standards and with economic realities.
7. That the proposed amendment will encourage the assemblage of property to provide
for a comprehensively planned project. ~
8. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received An opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed Amendment No. 1 to the Northeast Area Specific Plan (Anaheim
Canyon Business Center) on property described as a 1.82-acre irregularly-shaped property located at the
northwest corner of La Palma Avenue and Hancock Street with frontages of 500 feet on the north side of
La Palma Avenue and 110 feet on the west~ side of Hancock Street, and further described as 4633 East
La Palma Avenue, to reclassify said property from Development Area 5"Commercial Area" of SP 94-1 to
Development Area 2"Expanded Industrial Area" of SP 94-1, and to amend certain exhibits in the Specific
Plan document accordingly; and does her~by approve the Negative Declaration upon finding that the
declaration reflects the independent judgernent of the lead agency and that it has considered the
Negative Declaration together with any comments received during the public review process and further
finding on the basis of the initial study and any comments received that there is no substantial evidence
that the project will have a significant effect:,on the environment.
NOW, THEREFORE, BE IT RESOLVED that, pursuant to the above findings, the Anaheim
City Planning Commission does hereby recommend that the City Council of the City of Anaheim take the
following actions:
(1) Adopt Amendment No. 1 to the Northeast Area Specific Plan (Anaheim Canyon Business Center),
including amended Exhibit No. 4(DeVelopment Areas), contained in the Specific Plan document;
and

(2) Adopt an ordinance to reclassify the subject property from Development Area 5"Commercial Area"
of Specific Plan No. 94-1 to Development Area 2"industrial Area" of Specific Plan No. 94-1.
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
March 13, 2000.
