RESOLUTION NO. PC2000-99
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
AMENDING RESOLUTIqN NO. PC2000-60, IN ITS ENTIRETY, AND
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2000-00376, EXHIBIT "B,"
PERTAINING TO THE LAND USE ELEMENT

WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, and has over time made certain amendments thereto, showing the general
description and extent of possible future development within the City; and
WHEREAS, the Planning Commission directed staff to initiate an amendment to the Land
Use Element of the General Plan for that certain area described as 430 acres located along the east and
west sides of, and surrounding, Anaheim Boulevard between Broadway on the north and the I-5/Santa
Ana Freeway on the south, as follows:
(a) To redesignate certain properties from the General Industrial, General Commercial, Medium
Density Residential and Low Density Residential designations to the Low-Medium Density
Residential designation; and
(b) To redesignate certain properties from the General Industrial, Business Office/Mixed Use/Industrial,
Commercial Professional, Medium Density Residential and Low-Medium Density Residential
designations to the General Commer~cial designation; and
(c) To redesignate certain properties from the General Commercial, Medium Density Residential, and
Low Density Residential designations to the Commercial Professional designation; and
(d) To redesignate certain properties from the General Commercial and Medium Density Residential
designations to the Special Park Site designation.
WHEREAS, portions of the area proposed to be redesignated lie within the
Commercial/Industrial Redevelopment Project Area;' and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing on May 22,
2000, to hear and consider evidence for and against said General Plan Amendment and certain
concurrent petitions, and to investigate and make findings and recommendations in connection therewith;
and that the Planning Commission did approve a Mitigated Negative Declaration, recommend that the
City Council adopt General Plan Amendment No. 2000-000376 (Exhibit "A") and Code Amendment No.
2000-00002, and approve Reclassification No. 2000-00023; but that after the petitions were scheduled
for City Council public hearing, staff identified certain necessary refinements to the petitions, as approved,
and, therefore, the petitions with the proposed refinements were scheduled for Planning Commission re-
consideration at a public hearing prior to the City Council public hearing which is scheduled on
September 26, 2000.
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on August 28, 2000, at 1:30
p.m., notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment, as proposed to be modified, and to investigate and make findings and
recommendations in connection therewith; and

WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit "IB" should be adopted redesignating specific sub-areas in the
study area to Low-Medium Density land use, General Commercial land use, Commercial Professional
land use, and Special Park Site land use. ~
2. That this General Plan Arraendment will provide a long-term preferred land use strategy
for the area, with the objective of eliminating blight and blighting influences.
3. That this General Plan Amendment will promote appropriate levels of light, air, density of
development, and efficient circulation of pedestrian and vehicular traffic.
4. That no one indicated their presence at the pubic hearing in opposition to the proposal,
and that no correspondence was received in opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to
(a) redesignate certain properties from the General Industrial, General Commercial, Medium Density
Residential and Low Density Residential designations to the Low-Medium Density Residential
designation, (b) redesignate certain prope~ties from the General Industrial, Business Office/Mixed
Use/Industrial, Commercial Professional, Medium Density Residential and Low-Medium Density
Residential designations to the General Commercial designation, (c) redesignate certain properties from
the General Commercial, Medium Density Residential, and Low Density Residential designations to the
Commercial Professional designation, and (d) redesignate properties from the General Commercial and
Medium Density Residential designations ~to the Special Park Site designation in an area consisting of
430 acres along the east and west sides of, and surrounding, Anaheim Boulevard befinreen Broadway on
the north and the I-5/Santa Ana Freeway o~~n the south; and does hereby approve the Mitigated Negative
Declaration upon finding that it has considered the Mitigated Negative Declaration together with any
comments received during the public review process and further finding on the basis of the initial study
and any comments received that there is no evidence that the project will have a significant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED that pursuant to the above findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 2000-00376, Exhibit "B," pertaining to the Land Use
Element to (a) redesignate certain properties from the General Industrial, General Commercial, Medium
Density Residential and Low Density Residential designations to the Low-Medium Density Residential
designation, (b) redesignate certain prope~ties from the General Industrial, Business Office/Mixed
Use/Industrial, Commercial Professional, Medium Density Residential and Low-Medium Density
Residential designations to the General Commercial designation, (c) redesignate certain properties from
the General Commercial, Medium Density Residential, and Low Density Residential designations to the
Commercial Professional designation, and (d) redesignate certain properties from the General
Commercial and Medium Density Residential designations to the Special Park Site designation; and
BE IT FURTHER RESOLV.ED that this resolution does hereby amend Resolution No.
PC2000-60, in its entirety.
