A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2001-00389 PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
within the City; and
WHEREAS, Planning Commission directed staff to initiate an amendment to the Land
Use Element of the General Plan to redesignate subject property ("study area") from the Medium Density
Residentia/ land use designation to the Low-Medium Density Residenfial designation on Parcel 1, an
irregularly-shaped 3.5-acre property located on the south side of Crescent Avenue and the northeast side
of the Santa Ana (I-5) Freeway, having a frontage of 570 feet on the south side of Crescent Avenue and a
maximum depth of 390 feet, being located 150 feet west of the centerline of Westmont Drive, and further
described as 1830 West Crescent Avenue; and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on April 23, 2001, at 1:30 p.m.,
notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;

WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit A should be adopted redesignating subject area to the proposed
Low-Medium Density Residential land use designation, which is intended to provide for and encourage
development of detached, small-lot single-family homes, condominiums, townhouses, and/or apartments
not exceeding the maximum density range as prescribed by the General Plan for Low-Medium Density
Residentia/ land uses.
2. That the Low-Medium Density Residential land use designation is typically implemented
by the RS-5000 (Residential, Single-Family), RM-3000 and RM-2400 (Residential, Multiple-Family)
Zones; and that said designation would permit a theoretical maximurn of up to 63 units on subject
property at a density of 18 dwelling units per gross acre, however, the proposed implementation zone of
RS-5000 would permit a theoretical maximum of up to 30 units at 8.7 dwelling units per gross acre.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to
change the current land use designation from the Medium Density Residential designation to the Low-
Medium Density Residential designation on an irregularly-shaped 3.5-acre property located on the south
side of Crescent Avenue and the northeast side of the Santa Ana (I-5) Freeway, having a frontage of 570
feet on the south side of Crescent Avenue and a maximum depth of 390 feet, being located 150 feet west
of the centerline of Westmont Drive, and further described as 1830 West Crescent Avenue; and does
hereby approve the Negative Declaration upon finding that it has considered the Negative Declaration
together with any comments received during the public review process and further finding on the basis of
the initial study and any comments received that there is no evidence that the project will have a
significant effect on the environment.

NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 2001-00389 pertaining to the Land Use Element,
Exhibit A, to redesignate the study area from the Medium Density Residential designation to the Low-
Medium Density Residential designation.
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
