A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
INITIATING PROCESSING OF
GENERAL PLAN AMENDMENT NO. 2001-00391,
AMENDMENT NO. 6 TO THE DISNEYLAND RESORT SPECIFIC PLAN NO. 92-1,
AMENDMENT NO. 4 TO THE ANAHEIM RESORT SPECIFIC PLAN NO. 92-2, AND
AN AMENDMENT TO THE ANAHEIM RESORT PUBLIC REALM LANDSCAPE PROGRAM
PERTAINING TO THE PROPOSED ANAHEIM RESORT THIRD THEME PARK PROJECT
WHEREAS, on April 16, 2001, Douglas M. Moreland, Senior Vice-President, Walt Disney
imagineering Division, on behalf of Walt Disney World Co., submitted a request for the Planning
Commission to initiate applications for a General Plan Amendment, an amendment to The Disneyland
Resort Specific Plan No. 92-1, an amendment to the Anaheim Resort Specific Plan No. 92-2, and an
amendment to the Anaheim Resort Public Realm Landscape Program, pertaining to the proposed
Anaheim Resort Third Theme Park Project, on approximately 92.7 acres in the City of Anaheim,
consisting of approximately 77.6 acres generally located south of Katella Avenue and east of Harbor
Boulevard; and approximately 15.1 acres generally located north of Disney Way, between Harbor
Boulevard and Clementine Street as depicted on the attached Exhibit No. 1; and
WHEREAS, Mr. Moreland has indicated that the approximate 92.7-acre project area
encompasses five parcels including three parcels owned by the Walt Disney World Co. (totaling 52.9
acres within the proposed`Third Theme Park Overla~l'and 11.1 acres within the proposed"Disney Way
ParkingAre~~, one parcel jointly owned by Walt Disney World Co. and Harbor Field Hol.dings LLC
(totaling 24.7 acres within the proposed'Third Theme Park Overla~!'), and one parcel owned by Southern
California Edison which is anticipated to be leased to the Walt Disney World Co. (totaling 4 acres within
the proposed "Disney Way Parking Are~') as set forth on the attached Exhibit No. 2;
WHEREAS, Mr. Moreland has indicated that, with respect to the parcels not under the
sole ownership or control of the Walt Disney World Co., that the Walt Disney World Co. anticipates
receiving written consent to the applications or full ownership of the subject parcels in the future,
however, for the sake of avoiding delay in project processing, Mr. Moreland requests that the Commission
initiate the applications for the entire 92.7-acre project area, including the parcels not under the sole
ownership or control of the Walt Disney World Co., in order to move forward with the project processing at
this time and to present the proposed amendments for study and consideration at a future public hearing;
and
WHEREAS, the Planning Commission of the City of Anaheim pursuant to Subsections
18.03.050.030, 18.03.050.050 and 18.93.050.010 of the Anaheim Municipal Code is authorized to initiate
applications for review of general plan amendments, specific plan amendments, and related actions; and
the Planning Commission desires to initiate a General Plan Amendment, an amendment to The
Disneyland Resort Specific Plan No. 92-1, an amendment to the Anaheim Resort Specific Plan No. 92-2,
and an amendment to the Anaheim Resort Public Realm Landscape Program, pertaining to the proposed
Anaheim Resort Third Theme Park Project for the purpose of presenting the proposed amendments for
study and consideration at a future public hearing; and
as follows:
NOW, THEREFORE, the Planning Commission of the City of Anaheim hereby resolves
SECTION 1.
The Planning Commission hereby initiates applications for General Plan Amendment No.
2001-00391, Amendment No. 6 to The Disneyland Resort Specific Plan No. 92-1, Amendment No. 4 to
the Anaheim Resort Specific Plan No. 92-2, and an amendment to the Anaheim Resort Public Realm
Landscape Program, pertaining to the proposed Anaheim Resort Third Theme Park Project for the

purpose of presenting the General Plan Amendment, Specific Plan Amendments, and an amendment to
the Anaheim Resort Public Realm Landscape Program for study and consideration at a future public
hearing to determine whether approval of the proposed applications would be in the public interest and
would serve the purposes of implementing the General Plan and enabling orderly development of the
project area.
SECTION 2.
Without limiting any rights the City of Anaheim may have under applicable law, the City
reserves the right to approve, deny or make any changes to General Plan Amendment No. 2001-00391,
Amendment No. 6 to The Disneyland Resort Specific Plan No. 92-1, Amendment No. 4 to the Anaheim
Resort Specific Plan No. 92-2, and the amendment to the Anaheim Resort Public Realm Landscape
Program, pertaining to the proposed Anaheim Resort Third Theme Park Project.
SECTION 3.
The operative date of this Resolution for purposes of setting a public hearing pursuant to
Anaheim Municipal Code Section 18.03.060 shall be the date the Planning Director determines that all
applications pertaining to the proposed Anaheim Resort Third Theme Park Project (General Plan
Amendment No. 2001-00391, Amendment No. 6 to The Disneyland Resort Specific Plan No. 92-1,
Amendment No. 4 to the Anaheim Resort Specific Plan No. 92-2, and an amendment to the Anaheim
Resort Public Realm Landscape Program) are complete, including full compliance with the requirements
of the California Environmental Quality Act.
