A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2000-00381 PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
within the City; and
WHEREAS, Planning Commission directed staff to initiate an amendment to the Land
Use Eiement of the Generai Plan to redesignate subject properties as foiiows: Parcel 1: from tne
General Commercial Land Use designation to the Low-Medium Density Residential land use designation;
and Parcel 2: from the Medium Density Residential land use designation to the Low Density Residential
or to the Low-Medium Density Residential land use designation; that said Parcels 1 and 2 are identified
as "Location C" in the July 2, 2001 Staff Report to the Planning Commission; and that the two areas are
described as follows:
Parcel 1: A rectangularly-shaped 4.59 acre property located at the southeast corner of Crescent Avenue
and Magnolia Avenue with frontages of 209 feet on the south side of Crescent Avenue and 1,018 feet on
the east side of Magnolia Avenue, and further described as 2497 West Crescent Avenue and 430 through
590 North Magnolia Avenue.
Parcet 2: A rectar~gularl-y-shaped 1-7.54-acre-property located at the south.west cocner of Crescen#
Avenue and Gilbert Street, having frontages of 1,273 feet on the south side of Crescent Avenue and 589
feet on the west side of Gilbe~t Street, and further described as 2400 West Crescent Avenue and 511
through 541 North Gilbert Street. -
WHEREAS, Parcel 1 is developed with a senrice station and the Magnolia-Crescent
Shopping Center; that the surrounding land uses are residential to the north (across Crescent Avenue),
west (across Magnolia Avenue) and east, and agricultural to the south; and that the prope~ty is zoned CL
(Commercial, Limited); and
WHEREAS, Parcel 2 is developed with a mobile home park (Casa Hermosa Mobile
Home Park); that the surrounding land uses are single-family residential to the west (across Crescent
Avenue) and north, and a golf course to the east (across Gilbert Street) and south; and that the property
is zoned RS-A-43,000(MHP) (Residential/Agricultural - Mobile Home Park Overlay); and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on July 2, 2001, at 1:30 p.m.,
notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and that the hearina was continued from the June 4. 2001 meetinq: and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit A should be adopted for a City-initiated amendment to the Land
Use Element of the General Plan to redesignate Parcel 1 from the General Commercial Land Use
designation to the Low-Medium Density Residential land use designation; and that Exhibit B should be

adopted to redesignate Parcel 2 from the Medium Density Residential land use designation to the Low-
Medium Density Residential land use designation.
2. That one concerned person spoke at the public hearing regarding the proposal; and that
no correspondence was received in opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the current land use designations of two study
areas as follows: Parcel 1, which consists of a rectangularly-shaped 4.59 acre property located at the
southeast corner of Crescent Avenue and Magnolia Avenue with frontages of 209 feet on the south side
of Crescent Avenue and 1,018 feet on the east side of Magnolia Avenue and further described as 2497
West Crescent Avenue (service station) and 430 through 590 North Magnolia Avenue (Magnolia-
Crescent Shopping Center), from the ~enerai Commercial Land Use designation to tne Low-Yledium
Density Residential land use designation; and Parcel 2, which consists of a rectangularly-shaped 17.54-
acre property located at the southwest corner of Crescent Avenue and Gilbert Street with frontages of
1,273 feet on the south side of Crescent Avenue and 569 feet on the west side of Gilbert Street and
further described as 511 through 541 North Gilbert Street (Casa Hermosa Mobile Home Park), from the
Medium Density Residential land use designation to the Low Density Residential or Low-Medium Density
Residential land use designation; and does hereby approve the Negative Declaration upon finding that it
has considered the Negative Declaration together with any comments received during the public review
process and further finding on the basis of the initial study and any comments received that there is no
evidence that the project will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim -City Planning Commission does kiereby adopt and recommend to the City Council of the C.ity of
Anaheim that Exhibit A of General Plan Amendment No. 2000-00381 (Location C) pertaining to the Land
Use Element be adopted to redesignate Parcel 1 from the General Commercial Land Use designation to
the Low-Medium Density Residential land use designation; and that Exhibit B be adopted to redesignate
Parcel 2 from the Medium Density Residential land use designation to the Low-Medium Density
Residential land use designation.
THE FOREGOING RESOLUTION was adopted at the Planning~omrr~ission meeting of
