A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2001-00386 PERTAINING TO THE HOUSING ELEMENT
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
within the City; and
WHEREAS, the City's current Housing Element was adopted by the City Council in 1989,
amended in 1990, and subsequently certified by the California Department of Housing and Community
Development; and
WHEREAS, State of California guidelines require that cities and counties periodically
update their Housing Elements to reflect changing community conditions; and that the Planning
Commission directed staff to initiate an amendment to the General Plan to consider an update of citywide
housing needs, goals and objectives;
WHEREAS, the Housing Element was amended by the City Council in 2001 and
forwarded to the California Department of Housing and Community Development; and
WHEREAS, at the California Department of Housing and Community DevelopmenYs
request, the 2001 Housing Element was further revised to incorporate additional information and

WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on September 9, 2002, at 1:30
p.m., notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That, as discussed in the Staff Report to the Planning Commission dated September 9,
2002, and its attachments, the draft Housing Element was sent to the California Department of Housing
and Community Development on June S, 2001.
2. That, in a letter dated July 18, 2002, the California Department of Housing and
Community Development informed the City that, subject to certain conditions, it was granting a finding of
compliance.
3. That, in a letter to the California Department of Housing and Community Deveiopment
dated August 12, 2002, Elisa Stipkovich, Executive Director Community Development, states that the City
agrees to meet the conditions set forth by the State. Said letter has been incorporated into Appendix "E"
of the revised Housing Element.
4. That the revised draft Housing Element describes the current status of housing in
Anaheim; reviews the City's accomplishments in meeting the objectives set forth in the current Housing
Element; provides an overview of the housing market as it relates to population and household trends;
and assesses the Cit~s existing and future housing needs, and the Housing Element discusses both
governmental and nongovernmental constraints in meeting identified housing needs.

5 That the revised draft Housing Element describes the housing goals, policies and
programs that the City intends to implement through the year 2005; and that the proposed Housing
Element will, if approved, replace the existing Housing Element dated October 2, 1990.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposed General Plan Amendment and initial study and finds no
significant environmental impacts and does hereby approve the Negative Declaration upon finding that it
has considered the Negative Declaration together with any comments received during the public review
process and further finding on the basis of the initial study and any comments received during the public

is no evidence that the proposed General Plan Amendment will have a significant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 2001-00386 (City of Anaheim Housing Element
1998-2005, dated September 9, 2002).
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
September 9, 2002.
