RESOLUTION NO. PC2002-136
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2002-00405 PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by
Resolution No. 69R-644, showing the general description and extent of possible future development within the
City; and
WHEREAS, Planning Commission directed staff to initiate an amendment to the Land Use
Element of the Generaf Plan to redesignate subject property from the Medium Density Residential land use
designation to the General Commercial land use designation; and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim
Civic Center, Council Chamber, 200 South Anaheim Boulevard, on August 26, 2002, at 1:30 p.m., notice of said
public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim
Municipal Code, to hear and consider evidence for and against said General Plan Amendment and to
investigate and make findings and recommendations in connection therewith; and that said public hearing was
continued to the September 9, 2002 Planning Commission meeting; and that said public hearing was continued
to the September 9, 2002, Planning Commission meeting; and
WHEREAS, said Commission, after due consideration, inspection, investigation and study
made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HEREBY

1. That the evidence presented substantiates the need for an amendment to the Land Use
Element Anaheim General Plan and that, therefore, Exhibit A should be adopted redesignating subject area for
future development within the City and is intended to promote an arrangement of land uses, highways and
public services which provide orderly development and adequate provision for public improvements. Since the
initial adoption of the General Plan in November of 1969, the Planning Commission and City Council have
viewed the General Plan as being flexible within specified ranges. This is reflected in the introduction to the
General Plan text which provides as follows:
`The Anaheim Genera! Plan is not a precise plan and does not show, nor intend to show, fhe exact
land use paftem which will in fact occur. Instead, it indicates the general location of land uses and the
interrelationships of various land use paitems as shown on the General Plan Land Use Map. The
Plan constitutes an expression of current City objectives, principles, standards, proposals and policies
and provides a basis from which decisions relating to specific land use proposals can he made."
CALiFOR~PPA ENVlPONMENTAL QUALlTY ACT ~FlNDlNG: That the Anaheim City Planning
Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change the
current land use designations from Medium Density Residential land use designation to the General
Commercial iand use designations consists of multiple properties with a combined area of approximately 27.3
acres and generally is located north and east of the northeas# corner of Beach Boulevard and Lincoln Avenue,
having a frontage of 1,150 feet on the east side of Beach Boulevard and 490 feet on the north side of Lincoln
Avenue (200 - 328 North Beach Boulevard and 2951 - 2961 West Lincoln Avenue); and does hereby approve
the Environmental Impact Report for The West Anaheim Commercial Corridors Redevelopment Project and
Addendum and Mitigation Monitoring Plan No. 119 together with any comments received during the public
review process and further finding on the basis of the initial study and any comments received that none of the
factors or conditions identified in CEQA Guidelines Section 15162 or 15163 required the preparation of either a
subsequent or supplemental Final EIR with the Addendum and Mitigation Monitoring Plan No. 119 are adequate
to serve as the required environmental documentation for the proposed actions.

NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim City
Planning Commission does hereby adopt and recommend to the City Council of the City of Anaheim adoption of
General Plan Amendment No. 2002-00405 pertaining to the Land Use Element, Exhibit A, to amend the Land
Use Element of the General Plan for those properties designated for Medium Density Residential land use
designation to the General Commercial land use designation since the proposed designation would be
compatible with the zoning classifications and surrounding land uses of adjacent properties, would provide for
appropriate commercial uses along two major arterials and encourage large scale commercial development,
and would ensure compliance with the development standards of the CL (Commercial, Limited) zone.
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
September 9, 2002.
