A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2001-00399 PERTAINING TO THE LAND USE ELEMENT
(2300 - 2340 West Lincoln Avenue)
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, as amended, showing the general description and extent of possible future
development within the City; and
WHEREAS, the Planning Commission did direct staff to initiate an amendment to the
Land Use Element of the Anaheim General Plan to redesignate certain properties consisting of 8.8 acres
located on the south side of Lincoln Avenue approximately 650 feet east of the centerline of Gilbert Street
from the General Commercial and Medium Density Residential designations to the Low-Medium Density
Residential designation; and that said rectangularly-shaped area is further described as having a
frontage of 660 feet on the south side of Lincoln Avenue and a depth of 585 feet (2300 - 2340 West
Lincoln Avenue); and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on May 6, 2002, at 1:30 p.m.,
notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit A should be adopted redesignating subject area from General
Commercial and Medium Density Residential to Low Medium Density Residential ~and uses.
2. That two people spoke at the public hearing in opposition to the proposal; that one
person representing owners of 2301, 2323 and 2331 West Lincoln Avenue spoke with concerns
pertaining to the traffic signal across from the former Home Depot site and suggested that the traffic
signal and left turn lanes remain; and that no correspondence was received in opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission as reviewe e proposa o amen e an se ement of the General Plan to
change the current land use designations from General Commercia! and Medium Density Residential to
Low-Medium Density Residentia! on 8.8 acres having a frontage of 660 feet on the south side of Lincoln
Avenue, being located 650 feet east of the centerline of Gilbert Street, and further described as 2300 -
2340 West Lincoln Avenue; and doss hereby approve the Negative Declaration upon finding that it has
considered the Negative Declaration together with any comments received during the public review
process and further finding on the basis of the initial study and any comments received that there is no
evidence that the project will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 2001-00399 pertaining to the Land Use Element,
Exhibit A, to redesignate the study area from the General Commercial and Medium Density Residential
designations to the Low-Medium Density Residential designation.

THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
May 6, 2002.
