RESOLUTION NO. PC2002-64
~
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 2001-00400 PERTAINING TO THE LAND USE ELEMENT
(3119 - 3169 West Lincoln Avenue)
WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, as subsequently amended, showing the general description and extent of
possible future development within the City; and
WHEREAS, the Planning Commission did direct staff to initiate an amendment to the
Land Use Element of the General Plan to redesignate certain properties described as 2.7 acres located
on the north side of Lincoln Avenue approximately 230 feet east of the centerline of Western Avenue and
290 feet west of the centerline of Grand Avenue from General Commercial to Low-Medium Densify
Residential land uses; and that said properties are further described as 3119 - 3169 West Lincoln
Avenue; and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on May 6, 2002, at 1:30 p.m.,
notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, said Commission, after due consideration, inspection, investigation and
study made by itself, and after due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That the evidence presented substantiates the need for an amendment to the Anaheim
General Plan and that, therefore, Exhibit A should be adopted redesignating subject area for Low-Medium
Density Residential land uses.
2. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received in opposition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to
change the current land use designation from General Commercial to Low-Medium Density Residential
on 2.7 acres having a frontage of 816 feet on the north side of Lincoln Avenue, being located 230 feet
east of the centerline of Western Avenue and 290 feet west of the centerline of Grand Avenue, and
further described as 3119 - 3169 West Lincoln Avenue; and does hereby approve the Negative
Declaration upon finding that it has considered the Negative Declaration together with any comments
received during the public review process and further finding on the basis of the initial study and any
comments received that there is no evidence that the project will have a significant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 2002-00400 pertaining to the Land Use Element,
