A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
THAT PETITION FOR RECLASSIFICATION NO. 2003-00105 BE GRANTED, UNCONDITIONALLY
WHEREAS, on May 5, 2003, the Anaheim City Planning Commission did direct staff to
initiate petitions for Reclassification of certain areas within the Anaheim Colony Historic District, including
subject properties, from multiple-family residential zoning to single-family residential zoning; and that
subject properties total approximately 9.17 acres situated in the City of Anaheim, County of Orange, State
of California, described as follows:
PORTION A
LOT NOS. 1 THROUGH 15 IN BLOCK 'A' OF TRACT NO. 237, AS PER MAP THEREOF
RECORDED IN BOOK 13, PAGE 24 OF MISCELLANEOUS MAPS, RECORDS OF
ORANGE COUNTY, CALIFORNIA.
PORTION B
LOT NOS. 1 THROUGH 30, BLOCK 'F', TRACT 23, CITY OF ANAHEIM, COUNTY OF
ORANGE, STATE OF CALIFORNIA, AS SHOWN ON THE MAP RECORDED IN BOOK
9, PAGE 24 OF MISCELLANEOUS MAPS, RECORDS IN THE OFFICE OF THE
COUNTY RECORDER OF SAID COUNTY;

ORANGE, STATE OF CALIFORNIA, AS SHOWN ON THE MAP RECORDED IN BOOK
9, PAGE 24 OF MISCELLANEOUS MAPS, RECORDS IN THE OFFICE OF THE
COUNTY RECORDER OF SAID COUNTY.
WHEREAS, the above-described real properties are illustrated on the Location Map
(labeled Study Area 7) attached to the Staff Report to the Planning Commission dated June 30, 2003,
Item No. 10; and
WHEREAS, the City Planning Commission did hold a public hearing at the Civic Center
in the City of Anaheim on June 30, 2003 at 1:30 p.m., notice of said public hearing having been duly
given as required by law and in accordance with the provisions of the Anaheim Municipal Code, Chapter
18.03, to hear and consider evidence for and against said proposed reclassification and to investigate
and make findings and recommendations in connection therewith; and
WHEREAS, said Commission, after due inspection, investigation and study made by
itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing,
does find and determine the following facts:
1. That the proposed reclassification of subject properties is from the RM-2400
(Residential, Multiple-Family) Zone to the RS-7200 (Residential, Single-Family) and the RS-5000
(Residential, Single-Family) Zones or a less intense zone; and that the proposal specifically
pertains to the following two areas:
Portion A: RM-2400 (Residential, Multiple-Family) to RS-7200 (Residential, Single-Family)
zoning on the lots located on the west side of Lemon Street between North Street and Wilhelmina
Street, and further described as 703 through 755 North Lemon Street, 202 West North Street and
211 West Wilhelmina Street; and

Portion B: RM-2400 (Residential, Multiple-Family) to RS-5000 (Residential, Singie-Family)
zoning on the lots located on the east side of Lemon Street and on both sides of Zeyn Street
between North Street and Wilhelmina Street, and further described as 702 through 756 North
Lemon Street, 703 through 761 North Zeyn Street, and 700 through 760 North Zeyn Street.
2. That the Anaheim General Plan designates the properties on the west side of Lemon
Street for Low Density Residential land uses, and designates the properties on the east side of Lemon
Street and on both sides of Zeyn Street for Low-Medium Density Residential land uses.
3. That the subject properties are located within the Anaheim Colony Historic District, which
District is bounded by North, East, South and West Streets; and that the proposed reclassification of
subject properties is necessary and/or desirable for the orderly and proper development of the
community.
4. That the proposed reclassification of subject properties does properly relate to the zones
and their permitted uses locally established in close proximity to subject properties and to the zones and
their permitted uses generally established throughout the community.
5. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received in opposition.
6. That three people indicated their presence at the public hearing in favor of the proposal.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City
P.lan.n.ing. Commission-has reviewed the_proposal to_reclassify.a rectang.ular area-to#al.ing approximately
9.17 acres and consisting of the lots located on both sides of Lemon Street and both sides of Zeyn Street
between North Street and Wilhelmina Street, as follows: Portion A from RM-2400 (Residential, Multiple-
Family) to RS-7200 (Residential, Single-Family) or less intense zoning on the west side of Lemon Street
between North Street and Wilhelmina Street (703 throuph 755 North Lemon Street, 202 West North
Street and 211 West Wilhelmina Street); and Portion B from RM-2400 (Residential, Multiple-Family) to
RS-5000 (Residential, Single-Family) or less intense zoning on the east side of Lemon Street and on both
sides of Zeyn Street between North Street and Wilhelmina Street (702 through 756 North Lemon Street,
703 through 761 North Zeyn Street and 700 through 760 North Zeyn Street); and does hereby approve
the Negative Declaration upon finding that the declaration reflects the independent judgment of the lead
agency and that it has considered the Negative Declaration together with any comments received during
the public review process and further finding on the basis of the initial study and any comments received
that there is no substantial evidence that the project will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby approve the subject Petition for Reclassification to authorize an amendment to the Zoning
Map of the Anaheim Municipal Code as follows:
Portion A: To exclude the above-described properties located on the west side of Lemon Street
between North Street and Wilhelmina Street (703 through 755 North Lemon Street, 202 West
North Street and 211 West Wilhelmina Street) from the RM-2400 (Residential, Multiple-
Family) Zone and to incorporate said described properties into the RS-7200 (Residential,
Single-Family) Zone, unconditionally, and
Portion B: To exclude the above-described properties located on east side of Lemon Street between
North Street and Wilhelmina Street (702 through 756 North Lemon Street), on west side of
Zeyn Street between North Street and Wilhelmina Street (703 through 761 North Zeyn
Street), and on the east side of Zeyn Street between North Street and Wilhelmina Street (700
through 760 North Zeyn Street) from the RM-2400 (Residential, Multiple-Family) Zone and to
incorporate said described properties into the RS-5000 (Residential, Single-Family) Zone,
unconditionally.

BE IT FURTHER RESOLVED, that this resolution shall not constitute a rezoning of, or a
commitment by the City to rezone, the subject property; any such rezoning shall require an ordinance of
the City Council, which shall be a legislative act, which may be approved or denied by the City Council at
its sole discretion.
