Mayor Krein called the meeting to order.
MISS DISNEYLAND A~BASSADRESS: Miss Connie Swanson was introduced to the City
Council as"Miss Disneyland Ambassadress".
On behalf of the City Council, Mayor Krein authorized Miss
Swanson to act as Ambassadress to the City of Anaheim in conjunction with
her duties as Miss Disneyland Ambassadress, He thereupon presented Miss
Swanson with a briefcase affixed with the seal of the City of Anaheim.
PROCLAMATION: Mayor Krein proclaimed the week of March 27 through April 2, 1966,
"Anaheim Bicycle Safety Week".
Said proclamation was read in full and ratified unanimously by
the City Council.
MINUTES: Approval of -the Minutes of the Anaheim City Council regular meetings
held February 23, March 1 and 8, 1966, and adjourned regular meeting held
February 25, 1966, was deferred one week (March 22, 1966).
Councilman Chandler entered the meeting, 1:50 P.M.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen,
unless after reading of the title, specific request is made by a Councilman
for the reading of such ordinance or resolution. Councilman Pebley
seconded the motion. MOTION UNANIMOUSLY CARRIED.
PUBLIC HEARING ABANDONMENT: Public hearing was held on proposed abandonment
of a 10-foot public utility easement, Abandonment No. 65-30A, property
located south of Santa Ann Street, northwest of Central Park Avenue (1~22
North Central Par~ Avenue), pursuant to Resolution No~ 66R-139, duly
published in the Anahelm Bulletin March 3, 1966, and notices thereof posted
in accordance with law.
The Mayor asked if anyone wished to address the Council for or
against t2e proposed abandonmen±, there being no response, declared the
hearing closed.
The City Engineer reported that further use of the easement in
question is not con~empla±ed by City Depar±ments or other interested agencies.
RESOLUTION NO. 66R-186: Councilman Pebley offered Resolution No. 66R-186
for adoption, approving said abandonment.

SIGN REQUEST - 2166 WEST LINCOLN AVENUE: Application for sign permit, submitted
by Luminart Neon Company, Inc., on behalf of Linbrook Shoes, was reviewed
by the City Council together with plans and report from the Building
Division.
On motion by Councilman Dutton, seconded by Councilman Chandler,
said sign permit was granted as requested. MOTION CARRIED.
RECLASSIFICAIION NO. 65-66-22 AND CONDITIONAL USE PERMIT NO. 733 - EXTENSION
OF TIME: Request of Griffith Brothers, dated February 21, 1966, was submitted
for one year extension of time to Reclassification No. 65-66-22 and
Conditional Use Permit No~ 733, for compliance with certain conditions
pursuant to Resolutions Nos. 65R-752 and 65R-753. Also submitted and
reviewed by the City Council were reports from the Development Services
Department and City Engineer~
Mr. John Griffith addressed the Council noting certain problems
pertaining to the 15-foot drainage easement extending from Ninth Street
to the Orange County Flood Control District Channel, as required by
subject reclassification, and he requested that the extension of time be
granted.
One year extension of time was granted by the City Council, on
motion by Councilman Pebley, seconded by Councilman Schutte. MOTION CARRIED.
RECLASSIFICAYION NO. 62-63-28 (CONDITIONAL USE PERMIT NO. 307)! Initiated by
the City Council to establish C-1 zoning on property developed as a
department store, service statlon and used car lot, under the jurisdiction
of the County of Orange, arid subsequently annexed to the City of Anaheim;
said R-A property located at 2310 West Lincoln Avenue.

Zoning Supervisor Ronald Thompson noted the location of subject
property, and reported that said reclassification was approved October 30,
1962, subject to certain conditions; that the applicants have applied for
a building permit to construct a supplementary building on the property for
a tire sales facility, and are requesting waiver of Conditions 1, 5 and 6,
sidewalk construction, addition to existing masonry wall on the southern
boundary, and construction of O-foot masonry walls along the east and west
botmdaries, respectively.
Mr. Thompson noted the recommendations of the Development Services
Department Staff, as contained in their report dated March 14, 1966, as
fo] ]ows:
It: is recommend~-d that the request for the waiver of wall construction
be granted. It is further recommended that a bond be posted for the
installation of sidewalks and planted tree wells until such time as
sidewalks are installed either to the east or to the west of subject
oroperty.
It f s recommended that: the installation of tree wells not be waived
but rather that they be [r~stalled at such time that the sidewalks are
constructed along Lincoln AVenue. Because of the recent change in
polic,~ regarding the planting of trees in parkways, it is recommended
t~.at tree fees be required instead of the procedure used at the time
ibis reclassification was approved which required the applican~ %o
plant the trees~
It is recommended that the fees for street tree planting ($99.00) be
lr~cl,.~ded in the aforemer,tioned bond for sidewalk construction. However,
the street ligt'~.ting fees ($1,320.O0) should be paid at this time in
ordez to complete the rezoning from R-A to C-l.
In answer to Councilman Chandler's question, Mr. Thompson advised
that ~-ne staff felt the existing extensive screen landscaping would warrant
the wai,?er of wall construction, and would afford sufficient protection to
ad ja~:ent properties.
RESOLUI'LON NO 66R.-188: Cour:silman Chandler offered Resolution No. 66R-188
for adoption, amending Resolution No. 6~R-972 as recommended by the Develop-
men~ Services Department, deleting therefrom Conditions Nos. 5 and 6, and
allowing the posting of a bored to guarantee installation of sidewalks and
payment of fees fo: tree wells, to be accomplished at. such time as sidewalks
are installed either to the east or the west' of subject property.

RESOLUTION NO. 66R-191 AWARD OF JOB NO. 5020: The City Engineer reported
that the apparent low bidders for contract in connection with Job No.
5020 have requested to be relieved of their bid, due to their failure
to include costs of steel reinforcing bars for items 3 and 4, which would
have increased their total bid to $476,000.00. He further reported on his
findings that said steel costs in fact were not included in the low bid.
Due to the obvious error, the City Council determined that the
low bidder, Charles L. Buroh and Sons, Inc., be relieved Of said bid.
On the recommendations of the City Engineer, Councilman Chandler
offered Resolution No. 66R-191 for adoption.

The Mayor declared Resolutions Nos. 66R-197 to and including

EMINENT DOMAIN - KATELLA AVENUE UNDERPASS: Assistant City Manager Robert Davis
called attention to report dated March 15, 1966, submitted by the City
Engineer, recommending that condemnation proceedings be initiated for the
acquisition of roadway and public utility easemenYs over four parcels of
land along Katella Avenue, at the four corners of the Atchison Topeka and
Santa Fe Railroad Right-of-Way east of State College Boulevard, for the
construction of slopes for proposed grade separation. Cost of fee title
to the four parcels was estimated at approximately $20,000.00.
Mr. Maddox reported that the street underpass would be considerably
le6s costly than would an overpass, and he noted that cost would be
distributed between the Railroad Company, the Public Utilities Commission
and the City of Anaheim, with approximately one tenth thereof to be paid
by the Railroad Company, and the balance to be equally distributed between
the Public Utflities Commission apd the City of Anaheim.
It was requested by Councilman Chandler that~ in the event the
properties cannot be obtained for approximately $20,000.00, as estimated,
the matter be brought back before the City Council for further consideration.

PROPOSED JITNEY ORDINANCE: City Council action on proposed Jitney Ordinance
was deferred to this meeting for a full Council.
Southern California Rapid Transit District correspondence
dated March 7, 1966 (received at open meeting March 8, 1966), setting
forth comments relative to the proposed ordinance, and presentation
dated March 15, 1966, together with map indicating present and future
routes, and suggested permit requirements, were submitted for Council
revlew.
Mr. Mllton McKay, General Counsel of the Southern California
Rapid District, advlsed that the District's interest was due to the fact
that they have five local lines providing the major transportation of the
City of Anaheim and surrounding areas.
He further reported that the only revenue derived by the District
was from fares collected, and it was their obligation to protect these
fares and thelr own financial solvency; that until the establishment of
an Orange County Rapid Transit District, their District has the responsi-
bility of providing public transportation.
He briefed szx amendments considered important to them in
preservzng the integrity of public transportation, and advised that the
amendments suggested were once normally found in public transportation
statute, and were of interest not only to the District but to the City.
Mr. McKay stated that since a study has not been made, they
have no way of knowing what the effect of the proposed service would be,
and in his opinion, the ordinance was broader than a Jitney Ordinance.
He requested the City Council consider that the District is required by
law to set fares to cover only operating costs and capital indebtedness;
and the only thing requested was that they have under the local ordinance
the same provisions as the Public Utility Code.
Mr. McKay reported that zne business of the District was based
on demand, and present Glans are to build a division in Anaheim in the
near future.
Discussion was held concerning the District's right of condemnation,
and Mr. ~cKay explained problems involved in obtaining existing lines
under this authority.
At the request of Councilman Chandler, Mr. Biardsley, Senior
Transportation Engineer, briefly outlined the services provided in the
Anaheim area.
It was noted that the proposed ordinance affects only the area
within the Anaheim City Limits. Councilman Chandler stated he failed to
see how a local service, similar to a taxicab service, would interfere
with the type of activity explained by the representatives of the Rapid
Transit District.

Mr, McKay reported that they were not familiar with the contents
of the proposed Jitney Proposal.
Mr. 'Tom Coughlin, 405 West Katella Avenue, reported that they were
not suggesting nor were they in a position to be competitive with the
Southern California Rapid Transit District operationl that the service
they wish to render would be supplemental to the service provided by the
district, and would be intra-city type of transportation, such as providing
service from the city's recreational points of interest to the downtown area.
Mr. Coughlin favored city control of the operation, and advised
that they were not anxious to be governed by the Public Utilities Commission,
he further reported that they could not be considered competitive in that
the Jitney would be a much smaller piece of equipment, which could be
operated at less cost. In his opinion, the service will compliment and
supplement the public transportation system.
Councilman Dutton called attention to the fact that the City of
Anaheim is unique in that has Disneyland, Anaheim Stadium and soon will
have the Convention Centerl three definite tourist attractions.
Mr. Coughlin doubted if any public transportation system would
be able to handle Anaheim's particular problem, and admitted that they may
not have the problem solvedt however, with local control, changes can be
made when warranted.
Mr~ Mark Green, 8447 Wilshire Boulevard, Los Angeles, Attorney
for the applicant, Anaheim Jitney Service, noted that no one has expressed
opposition to the operation of the Jitney Service, and that the discussion
has been to the contents of the proposed Jitney Ordinance. He further
reported that in his opinion, the proposed ordinance as drafted by the City
Attorney, was fair and necessary to attract private capital into an intra-
city type transportation system. He noted also that the proposed ordinance
places complete control with the City Council over the activities of any
permitee.
Mr. Green stated that he did not have a copy of the Rapid Transit
District's recommendations~ however, in listening to the presentation,
felt that the suggested amendments would not add to the ordinance and would
give authority not presently enjoyed under State laws. In addi±ion, if
such provisions were enacted, he doubted any private enterprise would be
attracted.
Mr. Green referred to Section 8 of the proposed ordinance regarding
transfer of licenses, and recommended that it be changed to permit transfer
of any license, subject to the approval of the City Council.
Mr. McKay advised that statistics indicate 80 percent of people
comming to Anaheim have their own car, and without further study, whether
they would change to the use of the local system is not known. He advised
that the one suggestion considered most important, is the requirement to
provide notice of public hearing on request to permit holders or transit
districts. Mr. McKay agreed to the waiving of Suggestion No. 6, if notice
and opportunity to be heard could b~- obtained.
~r. Tom Jaeper~ ~05-A Wes( Ka%ella Avenue~ referred to their
letter of January 17, 1966~ relative to city control. He advised that their
concern ~as only Anaheim problems, and if the proposal comes under the
authority of the Public Utilities Commission, felt certain that they would
not be interested in instituting the Jitney Service.
In summarizing the evidence presented, Councilman Chandler agreed
that a provision of notice and public hearing should be incorporated in
the proposed Jitney Ordinance, and was of the opinion that the other points
or suggestions made by the Southern California Rapid Transit District, were
implied in the ordinance not necessarily by statutory restriction, but by
discretion of the City Council.

Regarding routes, Councilman Chandler felt that a six months
trial period should be permitted before actually setting routes; he
stated that, the main concern is that the operator of the Jitney System
be financially sound and able to supply the needed service, as the basic
problem will be with the opening of the Convention facility and the need
to move people in the Disneyland complex.
ORDINANCE NO. 2267: At. the conclusion of the discussion, Councilman
Chandler offered Ordinance No. 2267 for first, reading, with the additional
provision providing for notice to any highway transit district having
terminal points in the City of Anaheim, an,d public hearing to allow
presentation of evidence by interested parties.
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 4 OF THE ANAHEIM
MUNICIPAL CODE BY ENACTING A NEW CHAPTER 4.80, TRANSPORTATION--JITNEY
SERVICE.
ARCHITECT - EAST ANAHEIM BRANCH LIBRARY: Assistant City Manager~ Robert Davis,
reported on recommendation received from the Anaheim Public Library Board
of Trustees, recommending that the firm of Tom & Truskier be selected as
Architects for the preliminary design plans and site plan study, for the
East Anahelm Branch Library (south side of Lincoln Avenue, east of State
College Boulevard).
Mr. Richard Layne Tom, Architect, was present and in answer to
Council questioning, reported that the preliminary work would establish
the scope of the work involved in the total project, and advised that fees
to be charged for such preliminary work would be applied to the overall
exoense.
On motlon by Councilman Dutton, seconded by Councilman Pebley,
the City Council concurred with the recommendations of the Library Board,
and the employment of the Architectural Firm of Tom & Truskier was
authorized, as recommended. MOIION CARRIED.
RECESS: The City Council recessed briefly for cake and coffee, served in
celebration of Councilman Chandler~s birthday.
AFTER RECESS: Mayor Krein called the meeting to order, all members of the
City Council being present.
