Mayor Pro Tem Pebley called the meeting to order, and announced
that due to laryngitis, Mayor Krein would be unable to conduct the meeting.
ANAHEIM SENIOR CITIZENS: Mayor Pro Iem Pebley acknowledged the group of Anaheim
Senior Citizens, visiting the Council Meeting today.
Mrs. Virginia Claussen, Director, thanked the City Council for
their warm welcome.
MINUTES - CORRECTION: The City Clerk advised that in the March 1, 1966, Minutes,
Page 92V9, Work Order No, 60Om, Change Order No. 6 - the unit amount was
reported and recorded at $1.30 per cubic yard; that said amount should be
corrected to read $1~60 per cubic yard.
On motion by Councilman Dutton, seconded by Councilman Schutte,
Minutes of the Anaheim City Council Meetings held March 1, 8 and 15, 1966,
were approved, as corrected. MOTION CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the readin9 in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given, by all Councilmen,
unless after reading of the title, specific request is made by a Councilman
for the reading of such ordinance or resolution. Councilman Schutte
seconded the motion. MOTION UNANIMOUSLY CARRIED.
PUBLIC HEARING - RECLASSIFICATION NO. 65-66-92: Initiated by the Anaheim
Planning Commission establishing R-A zone on property designated as the
Rinker Annexation.
The City Planning Commission pursuant to Resolution No. 1963,
Series 1965-66, recommended said reclassification be approved, unconditionally,
and by so doing, establishing permanent zoning for properties known as the
Rinker Annexation.
Zoning Supervisor Ronald 'Thompson reported that subject re-
classification would establish R-A zoning on property included in the
Rinker Annexation, while the public hearing next on the agenda, would
establish R-A zoning on the property designated as the Walnut Canyon
Reservoir Annexation; and he thereupon noted the location of both
annexations.
Mayor Pro Tem Pebley asked if anyone wished to address the
Co~ncil for or against subject reclassification, there being no response,
declared the hearing closed.
RESOLUTION NO. 66R-229: Councilman Schutte offered Resolution No. 66R-229
for adoption, authorizing preparation of necessary ordinance changing the
zone as recommended, unconditionally.

dances were submitted and granted, subject to the recommendations of the
Chief of Police, on motion by Councilman Dutton, seconded by Councilman
Schutte:
a. Application filed by Frances B. Gonzales, on behalf of Sociedad
Protectora Femenil #11 for permit to conduct public dance April 10, 1966,
at Carpenters' Hall, 608 West Vermont Avenue, 1:00 P.M. to 8:00 P.M.
b. Application filed by Frances B. Gonzales, on behalf of Sociedad
Progresista Mexicana #24 for permit to conduct public dance, to be held
April 24, 1966, 1:00 P.M. to 8:00 P.M., at Carpenters' Hall, 608 West
Vermont Avenue.

ORANGE COUNTY TENTATIVE MAP, TRACT NO. 4777: Developer - Marjan Development
Company; tract located on the south side of the Riverside Freeway, west
of Mohler Drive in the East Anaheim Hill and Canyon area, and contains
69 proposed R-1 lots, each containing 8,000 to 10,000 square feet.
The City Planning Commission at their meeting held March 28, 1966,
recommended that the Orange County Planning Commission be urged to consider
the following conditions, if Orange County Tentative Tract No. 4777 were
approved:
That a street improvement bond be posted to guarantee the construction
of improvements along Santa Ana Canyon Road, excluding sidewalks.
That all streets shall be developed to City of Anaheim sections with a
minimum width of 60 feet, except Mohler Drive, which shall be developed
to the satisfaction of the City Engineer.
That a storm drain shall be constructed along the easterly line of
Nos. 16 thru 20 and 33, and in Mohler Drive, to the existing culvert
under Santa Ana Canyon Road. The easement shall be a minimum width
of 10 feet.
4. That all required improvements shall be constructed to the City of
Anaheim standards.
Mr. Thompson noted that the Orange County Planning Department,
Subdivision Section, had requested specific conditions of approval for
drainage and circulation from the City of Anaheim, after the City Council,
or~ March 1, 1966, concurred with recommendations of the City Planninq
Commission that subject tentative map be approved by the Orange Coun[y
Planning Commission.
On motion by Councilman Dutton, seconded by Councilman Schutte
the City Council concurred with the foregoing conditions recommended by
the City Planning Commission and ordered a copy thereof forwarded to the
Orange County Planning Commission. MOTION CARRIED.
LOCKE RANCH PLANNED COMMUNITY DEVELOPMENT- Excerpt from the minutes of the
City Planning Commission meeting held March 28, 1966, was submitted
recommending that the Orange County Planning Commission be informed that
the proposed Locke Ranch Planned Community Development Plan, Revision No.
has been reviewed and that the City of Anaheim would have no objection to
the development of the property, as proposed.
Subject property is located adjacent to the Yorba Linda Count[y
Club, northerly of the Yorba Linda Freeway, containing approximately
394 acres, and it is proposed for development with single family homes,
apartments, commercial shopping areas~ fire stations, schools, electric
sub-stations and green belt areas,
On motion by Councilman Schutte, seconded by Councilman Dutton,
the City Council concurred to the fore9oing recommendations of the City
Plannin9 Commission, and ordered a copy thereof, forwarded to the Orange
County Planning Commission. MOTION CARRIED.

PROPOSED ANAHEIM COUNCIL TOUR (A.C.T.): Mr. Michael Zehra, 3406 Glen Holly Drive,
read his communication dated March 17, 1966, proposing that the City Council
schedule and hold informal public meetings at each high school within the
city, preferably during the winter months, to allow residents direct, free
and full expression of area needs; further, that a separate series o£ special
meetings be held, at a central location, at times and dates convenient to the
industrial, commercial, professional and cultural interests of the city,
affording these interests an opportunity to enlighten the City Council as
to their special needs.
Mr. Zehra was of the opinion that a regularly scheduled program
might build into a beneficial two-way communication system.
At the conclusion of Council discussion, Councilman Schutte
moved that the proposal, to be known as "A.C.T.", be referred to the Public
Information Officer, to prepare a format for such meetings. Councilman
Dutton seconded the motion. MOTION CARRIED.
REQUEST - WEB SERVICE COMPANY: Mr. Mark G. Ancel, of Baker, Ancel and Redmond,
Attorneys representing Web Service Company Inc., addressed the Council
relative to Notice of Appeal from Refusal of City License Collector to
Issue Business License for Calendar Year 1966, filed in the Office of the
City Clerk March 15th, 1966, pursuant to provisions of the Anaheim Municipal
Code, Section 3.08.050. He briefly reviewed Orange County Superior Court
decision in the case of Web Service Company, Inc., versus Spencer, et al,
and advised that on March 25, 1966, a judgement was signed by Judge Stephen
K. Iamura in Orange County Superior Court, who issued a pre-emptory Writ of
Mandate for the year 1965, ordering the City Treasurer to issue a business
license to Web Service Company for coin operated laundry machines, on a
gross receipts basis.
Mr. Ancel thereupon requested that the City Council make a
determination as to the issuance by the City Treasurer of a business
license to Web Service Company, Inc., for the year 1966.
Also addressing the City Council was Mr. William E. Bloomfield,
President of Web Service Company, Inc., who briefly described the coin
operated laundry machine business, and the gross receipts basis upon which
the majority of their business licenses in California's cities are issued.
On the recommendations of the City Attorney, the City Council
reaffirmed its former position in the matter of coin operated laundry
machines, and advised that all matters relating to litigation are to be
handled by the Attorney for the City Council, who will report any discussions
or recommendations for settlement.

LABOR UNIONS - MEMORANDUM AGREEMENTS - ANAHEIM STADIUm: Mr. Geisler briefly
explained the provisions of "Memorandum of Understanding", agreed to between
the City staff and unions as reasonable and proper prevailing rates of pay in
this area~ and employees benefits for the staffing of the Anaheim Stadium.
Employees in the various union labor pools will be called and paid
on a per diem, or per game basis, and will receive from Local 399 union health
and welfare benefits on an event time basis, when a minimum of shifts have
been worked; the City will not be providing any health and welfare benefits,
paid vacation or compensatory time off. Union health and welfare benefits
will be available to all stadium employees who work, whether a union member
or not.
Further, the Union Hiring Hall must refer applicants to the City
without discriminating between members and non-members. A voluntary service
schedule has been established creating a service fee to be paid by those not
wishing to join the union, which in no event shall exceed the monthly union
dues.
Mr~ Geisler advised that the City retains all hiring rights,
including processing~ screening and testing of all potential employees.
Mr. Murdoch reported that the agreement would be for a three-year
term; however, wages and possibly some other economic factors~ such as working
conditions, are only for this and next year~ In addition, the "Grievance
Procedure" provides for an appeal beyond the City Manager's authority.
Discussion was held with reference to employee representation, and
Mr. Geisler reported that the memorandum agreement would not prevent any
employee from representing himself without the presence of the union, except
in the area of wages.

operation, upkeep, remodeling and additions to structures, and the resurfacing
and lining of the parking area at Anaheim Stadium, it was moved by Councilman
Krein, seconded by Councilman Schutte, that the City Council approve letter
dated March 28, 1966, written by the City Manager to %he Building and Construc-
tion Trades Council of Orange County~ setting forth City of Anaheim intention
re contract to ~ndependen~ contractors for certain work. MOTION CARRIED.

KATELLA AVENUE UNDERPASS: For information to the City Council. City Engineer
reported on further analysis of estimated $20,000.00 ~$~a~ere cost of fee
title [o four parcels of land on Katella Avenue at the four corners of the
Atchison Topeka & Santa Fe Railroad right-of-way, upon which initiation
of eminent domain proceedings was aothorized by -the Council March la, 1966,
pursuant to Resolution No~ 66R-201~ He advised that access rights will be
required whether the undercrossing is designed for vertical or slope
embankments; the only saving would be construction costs of a slope bank
rather than vertical; saving approximately $80,000.00.
ANIMAL CONTROL SERVICES: Administrative Assistant Fred Sorsabat advised that the
City of Anaheim has received authorization from the County of Orange for
transfer of animal control services, as recommended to and approved by the
City Council February 1, 1966; that all two year licenses purchased through
the City License Collector will be honored by the Orange County Health
Department.
PROPOSAL - ANAHEIM DISPOSAL COMPANY: Sketches of three alternate proposals were
submitted for Council consideration by C. V. Taormina of the Anaheim Disposal
Company~ for the new advertisin9 to be placed on trucks, as follows:
Alternate 1 - Anaheim City of Progress.
Alternate 2 - Anaheim City of Pride.
Alternate 3 - Anaheim the City Beautiful.
Discussion was held by the City Council, and at the conclusion
thereof, it was suggested that Anaheim Disposal Company consider the wording,
"Anaheim City of Action"~ on motion by Councilman Dutton, seconded by
Councilman Schutte~ MOTION CARRIED.
BICYCLE PARKING - ANAHEIM STADIUM: At the suggestion of Councilman Pebley, the
City Manager advised that he would investigate, and report on the possibility
of providing a bicycle parking area at Anaheim Stadium.
ANAHEIM STADIUM OPEN HOUSE: Discussion was held relative to plans being formulated
for an open house event for the public at Anaheim Stadium, possibly in the
month of May~
PURCHASE - STADIUM SUPPLIES: 'The City Manager reported on purchase of parking
lot equipment for Anaheim Stadium - lO0 units of one foot by six foot
naugahyde covered plastic ropes with appurtenances, and 34 units one foot
by eight foot naugahyde covered plastic ropes, and 85 chrome posts with a
black wrinkled base. He noted the two bids submitted, as follows, and
recommended acceptance of the low bid, that of National Theatre Supply
Company in the amount of $6,493°86, including tax:

Mr~ Ronald Thompson noted the location of subject property and
the existing uses and zoning in the immediate area. He called attention
to revised plans which have been submitted since the public hearing before
the Planning Commission, and advised that the Development Services Department
staff has reviewed said revised plans and found them in accordance with
recommended conditions and all R-3 requirements, with the exception that
a waiver of required distance between buildings would be necessary.
Revised plans and the files were reviewed by the City Council,
and Mayor Pro Tem Pebley asked if the applicant had any further evidence

West Ball Road.
The City Planning Commission pursuant to Resolution No. 1960,
Series 1965-66, recommended approval of said reclassification, subject
to the following conditions:
1. That the owners of subject: property shall deed to the City of Anaheim
a strip of land 53 feet in width~ from the center line of the street,
along Ball Road~ for street widening purposes.
That street improvement plans shall be prepared and all engineering
requirements of the City of Anaheim along Ball Road, such as curbs
