Mayor Krein called the meeting to order.
Councilman Chandler nominated Councilman Dutton Mayor for the
City of Anaheim in accordance with the established Council Policy. (Motion
ruled premature)°
GENERAL MUNICIPAL ELECTION, APRIL 12, 1966 CITY CLERK CERTIFICATION: Pursuant
to Resolution No. 66R-93, City Clerk Dene M. Williams, submitted and read
Certificate of Canvass of Returns of the Regular General Municipal Election
held April 12, 1966.
RESOLUTION NO. 66R-287: Counci. lman Dutton offered Resolution No. 66R-287
for passage and adoption, declaring the results of the General Municipal
Election held on April 12, 1966.
RESOLUTION NO. 66R-287
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA, RE-
CITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ANAHEIM
ON THE 12th DAY OF APRIL, 1966~ DECLARING THE RESULT THEREOF AND SUCH OTHER
MATTERS AS ARE PROVIDED BY LAW.
WHEREAS, a regular general municipal election was held and
conducted in the City of Anaheim, County of Orange, State of California, on
Iuesday, the 12th day of April, 1966~ as required by law; and
WHEREAS, notice of said election was duly and regularly given in
time, form and manner as provided by law; that voting precincts were pro-
perly established; that election officers were appointed and that in all
respects said election was held and conducted and the votes east thereat,
received and canvassed and the returns made and declared in time, form and
manner as required by the provisions of the Elections Code of the State of
California for the holding of elections in cities; and
WHEREAS~ pursuant to Resolution No. 66R-93 adopted the 1st day
of February, 1966, the City Clerk of the City of Anaheim canvassed the
re~urns of said election and has certified the results to this Cify Council,
said results are received, attached and made a part hereof as "Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That there were one hundred two (102) voting precincts
established for the purpose of holding said election consisting of consoli-
dations of the regular election precincts in the City of Anaheim as
established for the holding of state and county elections.
SECTION 2. That said regular general municipal election was held
for the purpose of electing the following officers of said City as required
by the laws relating to cities in the State of California, to wit:
Three Members of the City Council of said City for the full term
of four years;
SECTION 3o That at said regular general municipal election the
following measure was submitted to the electors of said City~ to wit:

SHALL THE CHARTER OF THE CITY OF ANAHEIM BE AMENDED BY
ADDING A NEW SECTION TO READ AS FOLLOWS:
Section 402, The City shall have no power to,
and shall not operate, initiate or control any
commercial enterprise, including but not limited to
retail establishments, restaurants, electricity,
vending enterprises, manufacturing businesses, YES
without submitting a plan for same to a vote of the
qualified electors of the City and securing a two-
thirds approval therefrom.
This Section shall not include the operation
of water supply, garbage and trash pickup, where
necessary to protect the public welfare, nor existing
golf courses, sports stadiums and convention centers,
This Section shall be deemed to be in full force
and effect thirty (30) days from the date of its
passage, and the City shall have a period of three NO
years from passage to divest itself of such interests
unless retention is specifically authorized by the
required vote of the electorate.
SECTION a. That the whole number of votes cast in the City,
the names of the persons and the measure voted for, the offices for which
each person was voted for, the number of votes given at each precinct to
each person and measure, and the number of votes given in the City for
each person, and for and against the measure, are as listed in Exhibit "A"
attached hereto and made a part of this Resolution.
SECTION 5. The City Council does declare and determine that:
A. J. Schutte was elected as Member of the City Council
of said City for the full term of four years;
Fred T, Krein was elected as Member of the City Council
of said City for the full term of four years;
Jack C. Dutton was elected as Member of the City Council
of said City for the full term of four years;
That as a result of said election, a majority of the
qualified voters voting on said measure relating to an
amendment to the Charter of the City of Anaheim, Section
402, did not vote in favor thereof, and that said
proposition was not carried, and shall not be deemed
adopted and ratified~

SECTION 6, That the City Clerk of said City is hereby
directed to enter this Resolution in full in the Minutes of the City
Council.
SECTION 7. That the City Clerk shall immediately make and,
upon compliance by the persons elected with the provisions of Section
11565 and Section 11568 of the Elections Code of the State of California,
shall deliver to each of such persons so elected a Certificate of Election
signed by her and duly authenticated; that she shall also administer to
each person elected, the Oath of Office prescribed in the State Constitution
of the State of California and shall have them subscribe thereto and file
the same in her office. Whereupon, each and all of said persons so
elected shall be inducted into the respective office to which they have
been elected.
SECTION 8. That the City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book of
original Resolutions of said City; and shall make a minute of the passage
and adoption thereof in the records of the proceedings of the City Council
of said City, in the minutes of the meeting at which the same is passed
and adopted.
THE FOREGOING RESOLUTION is approved and signed by me this
19th day of April, 1966.

OATH OF OFFICE: Oath of Office was administered to newly elected Councilmen
Jack C, Dutton, Fred T. Krein and A, J~ Schutte.
REORGANIZATION OF THE CITY COUNCIL: Meeting was called to order by the City
Clerk who announced that nominations were in order for Mayor for the
City of Anaheim.
Councilman Krein nominated Councilman Pebley, Mayor for the
City of Anaheim.
Councilman Pebley declined said nomination due to present
persona], business reasons, and thereupon nominated Councilman Krein, Mayor
for the City of Anaheim.
Councilman Chandler nominated Councilman Dutton, Mayor for the
City of Anaheim.
Roll call vote on nominee Fred T. Krein:

Fred T. Krein was declared Mayor of the City of Anaheim.
Councilman Schutte moved that the vote for Fred T. Krein be
unanimous. Councilman Pebley seconded said motion (vote to stand as per
roll call)~
The City Clerk announced nominations were in order for Mayor
Pro Temporeo
Councilman Schutte nominated Councilman Pebley. No further
nominations were forecoming.
Roll call vote on the office of Mayor Pro Tempore:
AYES: COUNCILMEN: Pebley, Schutte, Chandler and Krein
NOES: COUNCILMEN: Dutton
ABSENT: COUNCILMEN: None
Councilman Dutton withdrew "No" vote, making the vote unanimous
in favor of Councilman Pebley flor the office of Mayor Pro Tempore.
Councilman Pebley was declared elected Mayor Pro Tempore for the
City of Anaheim.
Mayor Krein assumed Chairmanship of the Meeting.
MINUTES: Approval of the City Council Minutes of regular meetings held March
29, April 5 and 12~ 1966, were deferred to the next meeting°
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of readlng is hereby given by all Councilmen,
unless after readlng of the title, specific request is made by a Councilman
for the reading of such ordinance or resolution. Councilman Schutte
seconded the motion~ MOTION UNANIMOUgL¥ CARRIED.
ENTERTAINMENT PEP~IT: Subject to the recommendations of the Chief of Police,
a one year entertainment permit was granted Harold C. Gray, for a 3 or 4
member band, guest star and go go girls (no topless) for the "Slavick"
1160 Dowling Avenue, on motion by Councilman Pebley, seconded by Councilman
Dut~o.. MOTION CARRIED.
DINNER DANCING PLACE PERMIT: Subject to the recommendations of the Chief of
Police, dinner dancing place permit was granted Peter C, Escobar for
dinner dancing at Casa Escobar Restaurant, 1731 South Harbor Boulevard,
evenings 9:00 P.M. to 1:30 A.M., on motion by Councilman Pebley, seconded
by Councilman Dutton. MOTION CARRIED.

AMUSEMENT MACHINE PERMIT: .Subject to the recommendations of the Chief of Police,
Race Car Game Machine permit was granted Starlight Vendors (Richard A.
Howard) for the Pit Stop Hobby Shop, 91~ South Magnolia Avenue, on motion
by Councilman Pebley, seconded by Councilman Dutton. MOTION CARRIED.
PUBLIC DANCE PERMIT: Subject to the recommendations of the Chief of Police,
dance permit was granted Robert Napoles, et al., to conduct a public dance
at Carpenters Hall, 608 West Vermont Street, April 23, 1966, 9:00 P.M. to
1:00 A.M. for the Elizabeth Zamarripa Cancer Fund, on motion by Councilman
Pebley, seconded by Councilman Dutton. MOTION CARRIED.
BUSINESS LICENSE: Appeal from decision of license collector submitted by Andrew
F. Ersek relative to require one year business license for the purpose of
conducting income tax services, was submitted.
Requested for pro-rated license was denied on motion by Councilman
Dutton, seconded by Councilman Pebley, MOTION CARRIED.
SIDEWALK WAIVER: Request of Mr. E. M. Carter, Vice President of W. C. Richards
Company of California, for waiver of sidewalk requirements on Julianna and
Olive Streets (dO1 East Julianna Street) was submitted together with re-
commendations of the City Engineero
On motion by Councilman Dutton, seconded by Councilman Pebley,
temporary waiver of sidewalk requirements on Julianna Street was granted,
subject to no permanent planting or permanent type improvements be permitted
within the area reserved for future sidewalk, and waiver of sidewalk re-
quirements on Olive Street was denied. MOTION CARRIED.
SIDEWALK WAIVER: Request of Thomas P. Walker, for waiver of sidewalk requirement,
property briefly described as the southeast corner of Via Burton Street and
State College Boulevard, was submitted together with recommendations of
the City Engineer and Development Services Department.
On motion by Councilman Dutton, seconded by Councilman Pebley,
temporary waiver of sidewalk requirement was granted, subject to no permanent
planting or permanent type improvements be permitted within the area
reserved for future sidewalk. MOTION CARRIED.
EXTENSION OF TIME - RECLASSIFICATION NO. 64-65-87~ VARIANCE NO. 1680 AND TENTATIVF
TRACT NO. 5674: Request of H. A. Darby, on behalf of the Lusk Corporation for
a 12 month extension of time to Tentative Tract No. 5674 was submitted
together with recommendations of the City Engineer and Development Services
Department~
In accordance with departmental recommendations, one year extension
of time was granted Reclassification No. 6a-65-87, Variance No. 1680 and
Tentative Tract No. 567a, on motion by Councilman Pebley, seconded by
Councilman Dutton. MOTION CARRIED.
CI[Y PLANNING COMMISSION ITEMS, MEETING HELD MARCH 28, 1966: The following
actions taken by the City Planning Commission were submitted for Council
information:
CONDITIONAL USE PERMIT NO. 827: Submitted by Raymond B. Terry requesting
permission to establish a walk-up restaurant on property zoned C-l, 711
West Katella Avenue, and waiver of minimum required setback landscaping.
The City Planning Commission pursuant to Resolution No. 1984,
Series 1965-66, denied said conditional use permit.
VARIANCE NO. 1767: Submitted by Douglas T. McDonald requesting waiver of
minimum side and front yard requirements, R-A property for the purpose of
constructing a single family residence on existing 33.62 by 134 lots,
briefly described as situated tangent to and southeasterly of the cul-de-sac
of Via Sola Circle.
The City Planning Commission pursuant to Resolution No. 1983,
Series 1965-66, denied said variance.

VARIANCE NO. 1775: Submitted by Charles Wagner Enterprises requesting
waiver of minimum required distance between free standing signs, and
waiver of sign locations, property briefly described as located at the
northwest corner of Glen Avenue and Euclid Street (1139 North Euclid Street).
The City Planning Commission pursuant to Resolution No. 1987,
Series 1965-66, denied said variance.
VARIANCE NO. 1777: Submitted by E1Vee Incorporated, requesting permission
to expand an existing trailer park located at 1451 South Lemon Street,
The City Planning Commission pursuant to Resolution No. 1989,
Series 1965-66, granted said variance, subject to conditions.
VARIANCE NO. 1778: Submitted by Lusk Corporation requesting waiver of
minlmum required front setback to permit a variable front setback; property

TENTATIVE MAP, TRACT NO. 6184: In accordance with the petitioner, Council action
on 7entat, ive Map, Tract No. 6184 was deferred to be considered in conjunction
with Variance No, 1780, on motion by Councilman Dutton, seconded by Councilman
Pebley. MOTION CARRIED.
TENTATIVE MAP, TRACT NO. 5623, REVISION NO. 2: Developer, Bayport Development
Company, tract located east of Dowling Avenue between Crowther and Orange-
thorpe Avenue, and contains 31 proposed R-3 lots.
The City Planning Commission recommended said tentative map,
subject to the following conditions:
'That should this subdivision be developed as more than one subdivision,
each subdivision thereof shall be submitted in tentative form for approval.
That a predetermined prlce for Lot "A" shall be calculated and an agree-
ment for dedication entered into between the Developer and the City of
Anaheim prior to approval of the final tract, map. The cost of Lot "A"
shall include land artd a proportionate share of the underground

CONSULTING ENGINEER - KATELLA AVENUE GRADE SEPARATION: Mr. James P. Maddox re-
affirmed previous recommendation that the proposal of Moffat & Nichol
Engineers for engineering services for the Katella Avenue grade separation,
be accepted, stating his reasons therefor.
Mr. James Crosby, Vice President of the Voorheis-Trindle & Nelson
Engineers, addressed the Council advising that since the submittal of their
original proposal, they have obtained the services of Mr. Raymond L. Whitaker
and other engineers with considerable experience in this particular engineer-
ing field, which resumes were included with supplemental information sub-
mitted. He further advised that they were convinced of their ability to
complete the job within the time schedule established.
At the conclusion of the discussion that followed, it was moved
by Councilman Dutton, seconded by Councilman Chandler, that the recommenda-
tions of the City Engineer be accepted, and the City Attorney authorized to
prepare necessary contract documents employing the firm of Moffat & Nichol,
in accordance with proposal submitted. MOTION CARRIED.
METROPOLITAN WATER DISTRICT - PROPOSITION W: Mr. Charles Ao Pearson, Director
of the Metropolitan Water District representing City of Anaheim, addressed
the Council urging endorsement of the forth coming $850,000,000 Water Bond
issue to be designated as Proposition W on the June Primary Ballot.
Mr. Pearson explained the estimated time schedule for furnishing
Northern California water, and the use the bond money would be put to if
approved by the voters.
Wi~h the aid of a map posted on the east wall of the Council
Chambers, Mr. Pearson outlined the proposed line that would be necessary
to take Northern California water.
RESOLUTION NO. 66R-294: Councilman Pebley offered Resolution No. 66R-294
endorsing Proposition W, and recommending a "Yes" vote on the $850,000,000.
Water Bond issue of the Metropolitan Water District, adding thereto a
further clause to read "Whereas, the Metropolitan Water District in its
activity in furnishing water to the general public is of primary importance
to the City of Anaheim."
