representing the Anaheim YoMoC.A.~ presented Mayor Krein with a portrait
of the Mayor~ and a plaque denoting appreciation for his contribution to
the youth of the community by serving as Chairman of the "Big Gifts
Committee" in the YoM.CoAo Building Fund Drive°

PRESENTATION - FRIENDS OF THE ANAHEIM PUBLIC LIBRARY: Mrs° Elizabeth Jo Schultz~
Member of the Library Board of Trustees~ introduced Mro Earl Dahl and
Mrs° F1Qrence Powers~ of Friends of the Anaheim Public Library~ who pre-
sented the City Council with the first five numbered facsimile copies
of the first Anaheim Telephone Exchange Directory~ published in 1895 by
the Sunset Telephone and Telegraph Company°
PROCLAMATION: Mayor Krein submitted a proclamation urging citizens to attend
the first "Glorious Old Fashioned Fourth" Pageant at Anaheim Stadium~
July 49 1966o Said Proclamation was unanimously ratified by the City
Council°
MINUTES: Minutes of the Anaheim City Council meeting held June 14~ 1966, were
approved on motion by Councilman Dutton, seconded by Councilman Pebley.
MOTION CARRIED°
WAIVER OF READING - ORDINANCES AND RESOLU/IONS: Councilman Pebley moved to
waive the reading in full of all ordinances and resolutions~ and that
consent to the waiver of reading is hereby given by all Councilman~
unless after reading of the title~ specific request is made by a
Councilman for the reading of such ordinance or resolution° Councilman
Schutte seconded the motion. MOTION UNANIMOUSLY CARRIED.
DEMANDS AGAINST THE CITY: Demands against the City in the amount of $1~124~181o82,
in accordance with the 1965-66 Budget~ were approved.
RECESS: Mayor Krein recessed the Council Meeting for the purpose of convening

called the meeting to order~ all Members of the Council being present

PUBLIC DANCE PERMIT: Application filed by Carmen Moreno~ on behalf of
Sociedad Progresista Mexicana No~ 14~ for permit to conduct public dance
to be held July 10~ 1966~ at 608 West Vermont Avenue~ was submitted and
granted in accordance with the recommendations of the Chief of Police,
on motion by Councilman Dutton~ seconded by Councilman Schutte~ MOTION

REQUEST - WHITE FRONT STORES: Communication dated June 7, 1966, from George
Silverstein~ Manager~ White Front - Anaheim~ requesting permission to
conduct a special promotion on the parking lot of the White Front Store;

Reports from the Director of Public Works, Police Department,
Fire Department and City Manager were reviewed by the City Council° It
was noted that the request stipulated the area to be used would cover
approximately 50 parking spaces~ including a 30 foot by 100 foot tent
area°
At the conclusion of the discussion that followed~ on motion
by Councilman Pebley~ seconded by Councilman Du/ton~ the foregoing
request was approved~ subject to provisions set forth in City Council
Policy Noo 605. MOTION CARRIED.
REQUEST - BUSINESS LICENSE~ JEROME'S CULLEY SUPPLY COMPANY: Communication
dated June 10~ 1966~ from Robert V. Faust~ Attorney representing Jerome
Amaniera~ requesting City business license for Jerome's Culler Supply
Company~ to be located at 2016~ South Anaheim Boulevard (M-1 Zone), was
submitted and reviewed by the City Council together with reports from
the License and Development Services Departments; it being noted that
the use would be permitted by right in an M-2, Heavy Industrial Zone.
Mro George Beltz, representing the petitioner~ addressed the
Council describing the nature of the proposed operation, which would
consist of purchasing and collection of culler and glass debris, and
storing these materials~ pending resale to wholesale outlets; no proc-
essing~ manufacturing or production of products to be conducted on the
premises~
On the recommendations of the Development Services Department,
it was moved by Councilman Dutton~ seconded by Councilman Pebley~ that
permission to conduct the outdoor storage operation be denied, and the
petitioner be advised of his right to file application for Conditional
Use Permit for the requested use in an M-1 Zone., MO/ION CARRIED.

VARIANCE NO. 1788: Communication dated June 6~ 1966~ from Jerry Ao Brody~
Attorney representing Mrs° Helen Bouck~ requesting waiver of street
widening dedication along Harbor Boulevard~ required as condition of the
granting of Variance Noo 17889 was submitted and reviewed by the City
Council~ together with reports from the City Engineer and the Development
Services Department Zoning Division; property located at 319 North Harbor
Boulevard.
On the recommendations of the Development Services Department~
it was moved by Councilman Dutton~ seconded by Councilman Pebley~ that
said request be denied°
(Councilman Schutte returned to the meeting~ 2:28 P.M.)
~rso Helen Bouck, lessee of subject property~ addressed the
Council advising that the owner of the property did not wish to make
dedication for street widening at this time, and she requested that the
dedication be waived to allow the use of the existing structure for the
sale of art objects and small antiques (no furniture), in conjunction
with residential use~
Council discussion was held~ and it was noted that Variance
Noo 1788 was granted by the City Planning Commission for a period of
two years, subject to conditions; that excerpt from the minutes of the
City Planning Commission meeting held May 23~ 1966, was submitted~
wherein request to delete Condition No. 1 of Resolution No. 2012~ Series
1965-66, was denied°
At the conclusion of the discussion~ Councilmen Dutton and
Pebley withdrew their former motion and second to deny subject request,
and it was moved by Councilman Pebley, seconded by Councilman Dutton~
that Council action on the foregoing request be deferred two weeks (July
129 1966, 1:30 P.M.)~ to allow the owner of subject property and his
attorney an opportunity to be present, MOTION CARRIED.

ON motion by Councilman Dutton~ seconded by Councilman Schutte,
the City Attorney was authorized to file conditional protest with the
Alcoholic Beverage Control Board against said application~ on the basis
that the existing zoning does not permit the sale of beer on the premises.

SIGN REQUEST - CREST HOTEL: Request of Ho E. Roddewig, Vice President, Crest
Hotels~ for permission to erect five off-site signs on city property~ at
various locations along Freedman Way (later reduced to two signs), was
continued from the meeting of June 21, 1966 for further investisation.
The City Council reviewed supplemental report from the Development
Services Department~ dated June 28, 19660
Attention was called to communication dated June 27, 1966, from
Southern California Edison Company, advising that the proposed sign locations
are in the vicinity of the Edison Company right-of-way~ and formal request
from the applicants for use of said right-of-way will require an undetermined
amount of time to process.
At the conclusion of the discussion that followed, and on the
recommendation of' the Development Services Department~ Councilman Pebley
moved that the request be denied. Councilman Schutte seconded the motion.
MOTION CARRIED.
REQUEST - TRIANGLE RESTAURANT: Communication dated June 23, 1966, from William
S. Garman~ Attorney representing Triangle Family Restaurant~ was submitted
requesting removal of recently installed "No Parking" signs posted on Parry
Street~ which were a serious deterent to the restaurant business~ as there was
no private off-street parking provided therefore~ It was noted that the
business is open until 12:00 midnight~
Also submitted and reviewed were reports from the City Engineer
and the Chief of Police~ it being noted that the city off-street parking
lot north of the restaurant would also be affected by the ordinance which
prohibits parking between 9:00 P.M. and 6:00 A.M., except when an event is
taking place at La Palma Stadium° ,
Mro Garman, 730 North Euclid Avenue, Suite 101, addressed the
City Council requesting that the hours of restriction be changed to allow
restaurant patrons to park until their closing hour°
Administrative Analyst John Roche, reported that abandonment of
Parry Street north of the restaurant property was pending~ and it would become
a portion of the municipal parking lot north of Anaheim Boulevard~ upon which
parz~ng was to be restricted in the same manner~
At the conclusion of Council discussion, determination on the
foregoin9 issue was deferred one week (July 5, 1966, 1:30 P.M.) for visual

CONTINUED PUBLIC HEARING - GENERAL PLAN AMENDMENTS NOS. 73 AND 74: Public
hearing was held May 10, 1966~ to consider proposals to amend the Circulation
Element of the Highway Rights of Way~ of the General Plan~ to establish the
width of the south side of La Palma Avenue~ a primary street, as 53 feet
betwee~ Anaheim Boulevard and the Atchison~ Topeka and Santa Fe Railroad
Righ~ of Way on the East (Amendment NCo 73); and Harbor Boulevard on the
West (Amendment No~ 74)° The hearing was continued ~o ~his date to allow
the gathering of topographical information as to the actual locations of
existing buildings on both sides of the street~ how the proposed street
widening would affect said properties~ and other pertinent information.
Stakes were placed at various points on properties to illustrate the effect
of ~he proposed widening.:
Assistant Planner Marvin Kreiger advised that La Palma Avenue
will extend from the City of Torrance on the West to Imperial Highway
when the Riverside Freeway overpass is constructed~ He called attention
to two exhibits posted on the east wall of the Council Chamber~ pointing
out the areas which would be affected by widening the South side of the
Street,,

Mro Kreiger reported on meeting held with the City Engineer and
Traffic Engineer~ concerning the various methods explored in an effort to
meet traffic requirements without change~ he advised that as long as there
was no change in the land use of any properties which would cause an increase
in traffic density~ the existing right of way would serve current needs for
some time to come if on-street parking is prohibited and the roadway is
restripedo If approved~ the General Plan Amendment would be excercised
only when a requested change of use was approved by the City Planning
Commission and City Council~
In answer to Council questioning~ As~ stent City Engineer Ralph
Pease reported that it is contemplated that in the next 5 to 10 years~ 4 lanes
on La Palma Avenue would not accommodate the projected traffic loado He
was of the opinion that a plan for ultimate street widening, similar to the
method used on South Harbor Boulevard~ would be feasiblel and as dedication
was received for one side of an entire city block~ that side of the street
could be widened and improvedo
Discussion was held concerning the depth of properties remaining
after street widening~ and Mro Krieger noted that most of the lots would
be very shallow as they side on La Palma Avenue rather than front on La
Palma Avenue~ therefor any future development would in all probability be
by means of land assembly°
Mr,~ Krieger further advised that without the recommended amendment
to the Circulation Element of the General Plan~ and if the land use in the
area changed or an additional major industry was added to the northeast
section of tke city that would generate cross-town traffic, there would be
no means of acquiring add]tionai right of way for street widening°
Mr. Schutte was of the opinion that with the opening of the River-
side Freeway much of the traffic traversing La Palma Avenue would be diverted
to the freeway°
Mayor asked if anyone wished to address the Council°
Brs~. Ortega~ owner of two R-3 lots at the corner of La Palma
Aven~e and Philadelphia Street~ advised that they purchased the property
for apartment development~ and upon inquiring learned that a 20 foot de-
dication on La Palma Avenue would be required; this would place the roadway
through their' home~,
~r. Murdoch reported that if widening was to occur to an ultimate
slx lane road~ it would involve nearly every house in the residential section,
requiring the acquisition of all the houses on the south side either by
purchase of the properties at the market value at the time of purchase, or
if the use of 'the property changed ~o the substantial benefit of the property
owner iz might warrant the dedication of the necessary right of way. Mro Murdoch
further advised that this was a problem that could not be ignored~ as La
Palma Avenue was one of the arterial highways and widening will eventually
be required°
~rso Ortega stated that if only the portion needed for widening
was purchased by the city~ the remaining area would be insufficient to
develop°
Mro Murdoch advised that this would be an individual situation,
if there is sufficient portion of the lot left after dedication for logical
use~ there would be no need for the city to acquire the entire parcel;
however~ if there is insufficient property left for development after street
widening~ the city very likely would be required to purchase the entire parcel
or pay severage damages°
Mrs,. Catherine Ao White~ Anaheim Mattress Company, 102-106 West
La Palma Avenue, advised that when they constructed their new building~
they were informed that no widening would be required from the south side;
any widening would be from the north~ and as it appears now should the street
be widened as recommended~ it would bring the street through their showroom°

Mro Thompson of Development Services Department~ reported that
at the time the new mattress company building was constructed, La Palma
Avenue was listed as an"exception" and there was no basis for requiring
additional right of way° Attention was also called to the service station
presently under construction at the southeast corner of La Palma Avenue
and Anaheim Boulevard° This, Mro Thompson explained is the reason it is
felt the amendment is necessary so that future development would not
extend into the ultimate right Of way°
Mro James Fo McKenzie~ owner of property at the southwest corner
of La Palma Avenue and Anaheim Boulevard, stated that the widening would
bring the street through the pump islands of the service station. He
questioned why the widening could not be taken from the north side.
Mr~ Thompson again reported that the change would not affect
existing uses~ and would be effective only if future change or use was
made of the property~ or until traffic conditions became critical°
Mr. L~ Jo Holt~ owner of property at Claudina Street and La
Palma Avenue~ stated if the widening occurred as recommended, there would
not be sufficient property remaining to developo In his Opinion
there would be more complica~ons involved and expense, ~taking the widening
from the south side than it would be from the north; in addition~ sale and
rental of the properties are affected by this pending project°
In checking the map posted on the east wall of the Council
Chambers~ it was noted that basically the same problems would exist if
the widening was from the north side of the street°
Mro Holt further advised that in his opinion~ the decision should
be soon so that people in the area will know what can be done with their
lando
Mro Charles Edwards~ 206 East La Palma Avenue~ asked if the
north side of La Palma would ever be widened~ and also asked whether the
curbing would be replaced by the city if the street was widened°
As to the first question~ Mro Edwards was advised that it was
not known at this time if widening would be necessary from the total area
on the north side; however~ in some areas it would be required. A§ to the
timing~it would depend on traffic development.
Mr. Murdoch advised of the city's policy relative to relocating
existing curbs,~
Mr~ Henry Munoz~ 214 East La Palma Avenue, noted the increase
in speed since the opening of the street across the railroad track°
Mayor Krein asked if anyone else wished to address the Council.
There being no response, declared the hea~ng closed,
In response to Councilman Dutton~s question~ Mr. Murdoch advised
that a study to determine the feasibility of possible widening of the
street from the north side could be completed in approximately 60 days°
At the conclusion of Council discussion, it was moved by Councilman
Dutton~ seconded by Councilman Pebley that decision on General Plan Amendments
Noo 73 and 74 be continued to September 6, 1966, 7:00 o~clock P.M. to allow
completion of proposed study exploring the possibilities of widening on the

The City Planning Commission pursuant to Resolution No, 2049~

Mro Thompson noted the location of subject property and the

of the original zoning action~ and advised that multiple family residential
development was no longer permissible in the C-l, General Commercial Zone.
He called attention to findings of the City Planning Commission and the
recommended approval of the deed restriction removal, and their denial

Mayor Krein asked if a representative of the petitioners wished

Mro Lo Do Shank~ 12311 West Chapman Avenue, Garden Grove~
Authorized Agent, requested approval of removing the deed restrictions
and of the conditional use permit for the proposed service station. He
called attention to findings of the City Planning Commission~ that the
surrounding area is primarily residential in character, and advised that
to the south~ the area is primarily residential~ however, on the north
side of Ball Road~ the adjoining properties were zoned C-1.
Relative to the Planning Commission findings concerning existing
service station area~ Mro Shank advised that there were three stations at
one corner~ and four at another, all located one half mile from subject
property~ and in his opinion~ the requested station would provide con-
venient access for the neighborhood to automobile service and repairs.
He noted that they proposed to construct a food market with adjoining
stores on the balance of subject commercial property.
Mro Shank presented copies of a chart for Council review,
illustrating the expenditures and income on subject property since the
year of 1959~ reflecting a loss on the original investment. He advised
that dedication for street widening brought the right-of-way too close
to the existing dwelling on the corner to use the structure for residential
purposesl that said dwelling was to be removed and a ranch-style service
station would be constructed° He submitted a model of the proposed station~
and requested that the conditional use permit be granted as the highest and
best use of the corner portion of subject property°
Plans for the service station were reviewed by the City Council
and discussion held~
The Mayor asked if anyone wished to address the City Council
in opposztion~ there being no response~ declared the hearing closedo

RESOLUTION NO. 66R-450: Councilman Dutton offered Resolution No. 66R-450
for adoption~ granting Conditional Use Permit Nco 839, subject to the
following conditions:
lo That the owner of subject property shall pay to the City of Anaheim the
sum of 15¢ per front foot along Ball Road and Nutwood Street, for tree
planting purposes~ and shall be complied with prior to the time that the
Building Permit is issued or within a period of 180 days from date
hereof~ whichever occurs first~ or such further time as the Commission
or City Council may grant°
2o That the sidewalks shall be installed along Ball Road and Nutwood Street,
as required by the City Engineer and in accordance with standard plans
and specifications on file in the office of the City Engineer.
3o That trash storage areas shall be provided in accordance with approved
plans on file with the office of the Director of Public Works°
That Condition Noso 2 and 39 above mentioned~ shall be complied with

PROPOSED SALARY ADJUSTMENT -GITY PERSONNEL: City Council consideration of pro-
posed salary adjustments for City personnel was continued from the meeting
of June 219 1966, to allow presentations from organizations representing
employees; copies of report and recommendations from the Personnel Director
having been previously furnished each Councilman~
Mayor Krein asked if anyone wished to address the City Council.
Mro Eo Co Williamson, President of the Anaheim Municipal Employ-
ees Association9 noted that those positions recommended for no increase
in salary appeared to be within the lower income brackets, and was of the
opinion the increased cost of living should be considered in all classifi-
cations.
Mro Williamson commended the recommendations that 25% of accrued,
unused sick leave be paid to the employees~ or their survivors~ upon death
or relirement, and the up-grading of Certain classi{icatlons when employees
work in positions above their regular job classifications°
Personnel Director Roy Heissner reported that all the recommen-
dations submitted were based on statistical data compiled from Orange and
Los Angeles Counties, using an index of the sixteen largest California
cities as a cross reference°

Sgto Gene Boyle~ representing the Anaheim Police Association~
briefed the contents of their communication dated June 289 1966, endorsing
the recommendations of the Personnel Director~ however~ recommending that
sworn personnel in the department be included in "premium pay"~ as set
forth in Personnel Rule 6~ Section 6°3 through 6.35.
Mro Heissner reported that a check of the sixteen largest cities
in the State revealed none of them pay shift diferential to Police Officers;
however~ the County of Orange has recently initiated such a plan for the
Sheriff's Department°
Mro Murdoch explained that it is not a common practice to pay
shift differential to Police Patrolmen~ just as the recommendations
for upgrading do not apDly to all classifications, In certain positions~
these benefits were common practice~ while in others~ they are not~ and
those salaries reflect this condition or requirement,
In answer to Councilman Peble¥'s question~ $gto Boyle advised
that all Police Patrolmen work rotating shifts~ spending approximately
eight months per year working evenings or nights; that only a few positions
were permanently scheduled on the day shift°
Martell Thompson~ President of the Firemen~s Association~
addressed the Council in appreciation of the recommendations for upgrading~
and reported that because of their hours of work~ firemen would not neces-
sarily benefit by the upgrading proposal; that acting temporarily as
Engineer~ Captain or Batallion Chief is considered an honor~ and personnel
rotate in the "acting" capacitieso
Regarding the salary increases proposed~ Mro Thompson advised
the Firemen~s Association recommended an additional increase of 2.5% for
the positions of Captain and Batallion Chief,
In conclusion~ Mro Thompson requested that the City Council
consider the value of a longevity plan for City emplDyees~ whereby salaries
would be according to merit and work loads.
Mro Heissner reported that supervisory positions are judged
in comparison to those in other City departments. In answer to Council
questioning~ he advised that supervisory positions are constantly being
reappraised in light of their responsibilities~ duties and shifts~ etc.
Mro Murdoch extended appreciation to the Firemen~s Association
for the position taken on the upgrading recommendations~ and noted the
benefits realized when personnel are given an opportunity to experience
some of the responsibility of positions in a higher classification.
Mro A1Coughlin~ 2316 Romneya Drive, representing the Inter-
national Brotherhood of Electrical Workers~ Local Union No. ~7~ urged
the City Council to adopt recommendations of the Personnel Director~
advislng that the union in agreement therewith.
Council discussion was held relative to the diferential in
compensation for Department Heads and their assistants~ specifically in
the City Clerk's office°
At the conclusion of the discussion~ and on the recommendations
of the City Manager~ Councilman Krein moved that the City Attorney be
instructed to prepare necessary resolutions adopting the salary adjustments
as recommended by the Personnel Director~ to be effective July 8~ 1966;
and the upgrading and sick leave accrual proposals to be effective July 1~
1966~ Councilman Dutton seconded the motion, MOTION CARRIED.
Mro Heissner advised that the various requests made for addi-
tional considerations would be reviewed and recommendations to the City
Council would be forthcoming at a later date in addition to a mid-year
review,

a proposed Memorandum of Understanding between the City of Anaheim and the
International Brotherhood of Electrical Workers~ Local Union No. 47, was
being prepared by the City Attorney for consideration by the Council at
a later date°
