Reference was made to the City Budget as it pertains to the City
Council "Other Charges" which Mr. Reedstrum felt included monies paid Under
Section 1.04.380o
Comparison of City of Riverside and Anaheim Charters relative to
compensation was made~ and Mr. Reedstrum read an article appearing in the
Riverside paper~ wherein a violation of the Charter was charged and a
Superior Court Judge ruled that a specific amount was being paid over and
above what was specified in the Charter, and was in fact in violation of
the Riverside Charter.
In conclusion, Mr. Reedstrum requested that Section No. 1.04.380
be revised eliminating any reference to the Council and Mayor, and that the
Budget be modified accordingly and an order issued that these expense checks
be stopped.

WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen,

for the reading of such ordinance or resolution. Councilman Pebley seconded

REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the
amount of $582,225oI7, in accordance with the 1966-67 Budget, were approved.
PUBLIC HEARING - CONDITIONAL USE PERMIT NO. 121: Pursuant to request from
Harry Knisely~ Attorney representing William Behnke, owner of Mobile
Home Park approved by Conditional Use Permit No. 121, for removal of 90-day
time limit for duration of stay by travel trailers, the City Council on
June 1~, 1966~ ordered said conditional use permit reactivated and public
hearing scheduled in conjunction with reports from the City Planning
Commission and C~ty Attorney relative to further investigation and re-
commendations~ Property located on the east side of Harbor Boulevard
approximately 660 feet south of Orangewood Avenue (2156 South Harbor
Boulevard).
Mr~ Ronald Thompson called attention to excerpt from the City
Planning Commission Minutes of August 29, 1966, recommendin9 that the
request to remove said time limitation be denied~ based on the fact that
the approval would permit a considerably higher population density in an
essentially substandard mobile home park~ and that the Commission was of
the opinion that the: ~':,~rent differences between mobile home parks
and travel trailer parks made a time limit on travel trailers high1Y
desirable.
Responding to questions of the City Council, Mr. Geisler briefed
memorandum dated June 28, 1966, and reported on the differences between
mobile homes and travel trailers in terms of size and allowable methods
of transportation.
Mayor Krein asked if the applicant or his representative
wished to address the City Council.
Mr. Ken Kohne, 1523 West Katella Avenue, Attorney representing
Mr. Knlsely and Mr, Behnke, submitted and read a petition requestin9
approval of subject request, signed by six owners of neighboring property;
and he expressed the opinion that the reputable operation of the trailer
park had been established~
Operation of the park was compared to that of nearby motels,
havin9 a considera~l.e bus,ness decline during the winter months. Mr.
Kohne advised that with the exception of owners of three trailers who
desire to stay on a year-.round bas:s, the operation would remain essentially
a transient park,
In answer to Council questioning~ Mr. William A. Behnke, 2156
South Harbor Boulevard~ Applicant~ advised that vacation trailers come
in various sizes~ and his park catered to trailers with a maximum lenglh
of 28 feet; the trailer pads measuring 20 feet in width by 28 feet in
length. Further, he advised that the parties who desired to rent three of
the nineteen ava:laDle spaces full time were amputees, for whom relocation
was extremely difficult,
Mayor Kre;n asked if anyone else wished to address the City
Council for or against subject request, there being no response, declared
the hearing closed°
At the conclusion of the d~scussion that followed, Councilman
Dutton moved that the request to remove 90 day time limit for travel trailer
duration of stay be denied. Councilman Pebley seconded the motion.
MOTION CARRIED.
It was moved by Councilman Pebley, seconded by Councilman Dutton,
that the three amputees be granted permission to park the trailers on subject
property for a period of three years, subject to renewal at the end of that
time. MOTION CARRIED.

Mr, Weimer advised ~hat ~r:e ~gn which would advertise the Village
Liquor and Market would include a 3 foot ~y 25 feet electrically operated
trave[~ message sign~ wh~ch would also De used for news items, ball scores~
e-tc~ as well_ as ~hopping center advertising, but they did not propose to
sell any advertising, He further advised that each of the stores would
have a sign on the face of ~he building measuring approximately I foot by 8
feet~

sign alterations were of major proportion°

TAXICAB RATES; Pursuant to written request dated August 1, 1966, from E. A.
Slagle~ General Manager of Yellow Cab Service of Anaheim, Buena Park, and
~ullerton, Councilman Dutton moved that public hearing before the City
Council Oe scheduled September 13, 1966~ 1:30 P.M~ to consider proposed
taxicab rate increases. Councilman Schutte seconded the motion. MOTION
CARRIED.
~E__QUESI - AMERICAN MISSIONARY SOCIEIY: Request of Mr. U. J. Fields, for permission
to solicit funds within the City of Anaheim, was submitted°
Mrs, Fields, President of American Missionary Society, 9110 South
Western Avenue, Los Angeles~ California, in explaining their operation,
advised tha~ th:s was a religious m:nistry that distributed free literature
and accepted free-will donations for the support of their home missionary
wor~; and furthe~ explained the Charter of their organization.
Mr,, Fieids advised that their work has been performed in the
Cities of Burbank~ Torren~e and Arcadia.:
Councilman Chandler asked what percentage of solicitation did
the sol:~citors receive fo: their own use, such as salaries, commissions, etc,
Mr,, Fields repl~ed that according to the 1964 Financial Report~ sent
to the City Of Anaheim, 74 percent of the funds collected were utilized
i~t the course of mission work in the terms of distribution of materials
and ministry per se~ 26 percent was coilectin9 fees, transportation fees~
supervisory fees and fund raising in general~
Counctiman Chandler asked how much, percentage wise, do the
solicitors receive.
Mro Fields advised that solicitors could receive as high as 60
percent~ or the ~ime could be given voluntarily,
in answer to Council queszionin9 concerning the financial
statement submizted, Mr. Geisler reporled to the best of his recollection,
of approximately $40,000o00 raised~ ~.1,200o00 was for rental, $1,200.00
for supplies~ and the balance to ministers, missionaries and solicitors,
or approximately 80 percent to the persons collecting %he funds, and as
far as could be determined, the only missionary work is that that is given
when the funds are solicited~ and i~ appeared to him that the solicitors
are the recipients of the funds~
Mr. Fields advised that their missionary work was not basically
foreign missionary work~ however their financial report indicates a gift
of approximately one percent of' the funds for foreign missionary work.
tn further explaining their services, Mr. Fields advised that
they maintain a reading center? conduct classes, distribute books and
literatures~ and have conducted religious training schools°
Mr. Geisler inquired if any missionary work was presently being
carried on in the County of Orange or in this area~ and if any Bibles were
distributed in Orange County or the City of Anaheim.

Mr~ Fields, in answer to the last portion of the inquiry, stated
that they propose to distribute B}bles and religious material in this area
if granted the permit.
Mr. Fields further reported that they were recognized by the
Franchise Tax Board as a Bonafide Religious Organization, and all donations
are deductible in arriving at ones income tax; as for the Federal Government,
they are granted the same permit as that of the Mormon Church.
Councilman Chandler advised that in his opinion, the basic
determination to be made was ~he p. rc~,ntage of /he solicitation as it
applies to the workers and the charity, and in his further opinion, the
evidence submitted does not indicate that the activity proposed comes within
the ordinance of the Oity~
Councilman Chandler thereupon moved that the matter be continued

He noted additional provisions made to alleviate any detriment
to the theatre operation, and indicated their willingness to omit any re=
volving sign on either street° That they have complied with the conditions
of rezoning imposed by the Council, and any delay will create a financial
hardship for the developers, and, thereupon requested that the ordinance
be introduced.
Mr. Ac Gaspare, representing Pacific Drive-In Theatres Corp.~
the lessors of the theatre property, advised that the notice of public
hearing was sent to the property owner, and due to the time involved in
forwarding to the proper person, the notice was not received in sufficient
time to appear at the hearing. He requested that the hearing be reopened
to allow presentation of evidence of economic damages they would suffer if
an agreement could not be reached, and he explained their position with
reference to height and lighting of any signs for subject property.
City Attorney 3oseph Geisler offered to meet with the interested
parties to assist in any way possible to effect a mutually acceptable
agreement prior to final reading of the ordinance°
Mr. Welton suggested that the Theatre Corporation might
consider adding a ten foot section of fencing to the existing twenty foot
fence along Durst Street, as he was of the opinion that a 30-foot sign
oriented to Lemon Street would be necessary to the commercial development.

AFTER RECESS: Mayor Krein called the meeting to order, all members of the
City Council being present.
ANAHEIM CITY CHARTER - RECON~ENDED AMENDMENTS: The City Council reviewed
recommended amendments to the Anaheim City Charter~ dated August 22, 1966,
from the Anaheim Chamber of Commerce Board Of' Directors, officially with-
drawing previously recommended changes to Sections 502 and 604, and setting
forth proposed amendments pertaining to Sections 6069 712, 1211 and 12210
Mr. Harold Smith, President of the Anaheim Chamber of Commerce,
indicated his presence for the purpose of answering any questions of the
City Council.
Mr. William Walker, Chairman of the Chamber of Commerce Charter
Study Committee~ addressed the Council calling attention to the recommenda-
tion for an additional section to the Charter~ to be numbered 1221, which
would establish a limitation for contractual debt of the city allowable
without authorization by affirmative votes of two thirds of the electors
at an election. He noted that the amendment previously recommended dealt
only with bonded obligations; therefore, it was felt that the new recom-
mendation would be a superior amendment.

CLARIFICATION - HARBOR BOULEVARD PARKING RESTRICTIONS: The City Council, on
March 1, 1966, authorized preparation of an ordinance to provide, as of
September 1, 1966, no parking on both sides of Harbor Boulevard between
Broadway and Ball Road, excepting those areas where dedication has been
sufficient for the ultimate widening of the street.
At the request of the City Attorney, the City Council clarified
their action; that it was their intent to exclude only those areas where,
in fact, actual widening of the street was accomplished. The Council further
instructed the City Attorney to de, er preparation~of the no par~i.ngl
ordinance for South Harbor Boulevard until such time as the pending project
for widening is completed.
TEMPORARY PEDESTRIAN WALKWAY:~ BROOKHURST STREET: The Assistant City Manager
reported that~ due to the Anaheim City School District eliminating bus
transportation of students in certain areas, temporary asphalt walks are
being installed by..the City in various locations where dedication has been
made, in order to provide safer routes for school children.
Of particular concern was the residential area east of Brookhurst
Street, north of Lincoln Avenue, where children attending the Mel Gauer
School on Gilbert Street must walk to school by way of Lincoln Avenue~
Brookhurst Street and Crescent Avenue. Mr. Davis advised that the owner of
undeveloped R-3 property to the north of the residential area was required
by the City to construct a solid wall along the south boundary~ and per-
mission is requested to open temporary pedestrian walks in the wall at
Valley, Aladdin, Berniece and Carol Drives.
Mr. Davis further reported that dedication for ultimate street
widening on the Yellis Dairy frontage (east side of Brookhurst Street
immediately south of Crescent Avenue) has not been received by the City,
and to preclude the necessity of placing a crossing guard at the intersection
of Brookhursl with Alameda Street, the installation of a temporary three
foot walkway on the existing dedicated area long Brookhurst~ at an approxi-
mate cost of $4900.00, is recon%mended.
Councilman Chandler asked the projected cost of installing
permanent improvements at that location~ should dedication for the ultimate
width of the street be obtained; and he suggested the possibility of
negotiations with the property ownerfor joint participation in the construc-
tion of such permanent widening and improvements.
Mr. Davis reported on costs for grading and paving, curbs and
gutters, including a five foot sidewalk, estimated by the City Engineer to
be $10,000.00, or, without sidewalks, approximately $7,600.00.

At the conclusion of Council discussion~ it was determined that
the matter be held for further study~ for clarification of the School Board's
position ~ and for negotiations with the owner of the property.
APPOINTMENTS - CITIZENS COMMITTEE~ PARKING AND STORAGE OF TRAILERS~ CA~P-CARS~
EIC.: In addition to those persons who were considered by the City Council on
August 16, 1966, for appointment as members of the Citizens Committee for
the purpose of studying a proposed ordinance regulating parking and storage
of campers, camp-cars, trailers, boats and large commercial vehicles (see
Council Minutes of August 16~ 1966~ pages 9639-9640), Mayor Krein made the
following appointments:
Mr. Richard Lamb - Member
Mr. Louis Herbst - Ex Officio Member
Mr. Robert Mickelson - Ex Officio Member
Mr. Furman Roberts - Ex Officio Member
Said appointments were unanimously ratified by the City Council.
Councilman Chandler moved that Mr. Sam Campbell be appointed
member of said Committee. Councilman Pebley seconded the motion. Councilman
Krein voted "No". MOTION CARRIED.
INSURANCE - ANAHEIM STADIUM FOOTBALL GAMES: Councilman Dutton requested the
City Attorney's Office to check the City's liability insurance as to
spectator coverage at football games in the Anaheim Stadium.
HELICOPTER LANDINGS: Councilman Dutton requested reports from the City
Manager's Office as to a policy or ordinance regarding landing of heli-
copters in the City of Anaheim
PERMISSION TO LEAVE THE STATE: On motion by Councilman Schutte, seconded by
Councilman Pebley, Mayor Krein was granted permission to leave the state
for approximately three weeks, commencing September 15, 1966. MOTION CARRIED.
CONTINUED PUBLIC HEARING - RECLASSIFICATION NO. 65-66-115: Submitted by
Cassatt Geall and 3ack Dell requesting a change of zone from R-1 to C-I;
property located at 1771 and 1775 South Dallas Drive.
Mayor Krein reported that a request has been received for an
additional 90 day continuance to said public hearing to allow completion
of negotiations and plans for subject property.
It was moved by Councilman Schutte, seconded by Councilman
Pebley, that continued public hearing on Reclassification No. 65-66-115
be further continued to November 29, 1966, 7:00 P.M. MOTION CARRIED.
ADJOURNMENT: Councilman Pebley moved to adjourn. Councilman Chandler seconded
