Mayor Krein called the meeting to order.
PROCLAMATION: Mayor Krein proclaimed the week of September 13th through 19th,
1966, inclusive, as "Constitution Observance Week".
Said proclamation was unanimously ratified by the City Council.
MINUTES: Approval of the Minutes of the Anaheim City Council Meetings held
August 30th and September 6th, 1966, was deferred one week (September 20, 1966).
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to waive
the reading in full of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen, unless after reading
of the title, specific request is made by a Councilman for the reading of
such ordinance or resolution~ Councilman Schutte seconded the motion~ MOTION
UNANIMOUSLY CARRIED~
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the
amount of $819,600~93, in accordance with the 1966-67 Budget, were approved.
CONDITIONAL USE PERMIT NO. 704~ Submitted by Robert L. Panek requesting permission
for an ambulance service sub-station in an existing single-family residential
structure; property located at the northeast corner of Euclid Street and
Alomar Avenue (630 South Euclid Street)~
Public hearing was held July 6, 1965, at which time resolution of
intent for C-0 zoning was adopted under Reclassification No. 64-65-128, and
Conditional Use Permit No~ 704 was denied. Rehearing was scheduled November
9, 1965, to consider additional evidence, at which time six months interim
permit for ambulance sub-station on subject property was granted, and said
rehearing continued to June 8, 1966 for study and analysis of zoning regula-
tions governing ambulance services in other municipalities.
On June 8, 1966, the public hearing was closed, and action of the
City Council continued to this date to allow amendment of the Anaheim Municipal
Code as recommended by the Development Services Department, to allow ambulance
service in C-0 zone, by conditional use permit (Ordinance No. 2295, effective
July 21, 1966, amending Section 18~64.020).

Zoning Supervisor Ronald Thompson noted the location of subject
property and advised that C-0 zoning is pending on the parcel, pursuant to
Reclassification No~ 64-65-128.
RESOLUTION NO. 66R-599~ Councilman Pebley offered Resolution No~ 66R-599
for adoption, granting Conditional Use Permit No~ 704 subject to the following
conditions:
lc That trash storage areas shall be provided in accordance with approved
plans on file with the office of the Director Of Public Works, prior to
final building inspection°
2. That this Conditional Use iPermit is granted subject to the completion of
Reclassification No~ 64-65~128~

PUBLIC HEARING - HOUSE MOVING PERMIT: Submitted by Walter La Force requesting
permission to move a metal building from 17762 Edwards, Huntington Beach,
California to 2810 East Orange Street, Anaheim, California, was reviewed by
the City Council,
Slides of the metal building were displayed, and Mro Mickelson
briefed report of the Development Services Department dated September 13, 1966,
noting that the structure was temporarily stored on the property (southeast
corner of Blue Gum and Orange Street), and that the building does not conform
to requirements for metal buildings as set forth in Council Policy No. 526°
The Mayor asked if the applicant wished to address the City Council.
Mr. Walter La Force, 1225 Haven Drive, advised that a moving permit
was requested from the County of Orange on March 28, 1966, and the area id
question was annexed to the City of Anaheim before said permit could be
issued.
Mr, La Force noted that required dedication for street widening,
and setting aside a portion of the property to meet M.-i landscaping require-
ments of the Anaheim Municipal Code, could result in insufficient land re-
maining for the intended plumbing contractor's offices and storage yard. He
thereupon requested that decision of the City Council be delayed to allow
further study, and preparation of estimated cost for bri.nging the structure up
to City standards; and further requested permission to continue interim storage
of the building on the property~
Mro Max Leinfelder, owner of property to the south (service station
and industrial use) noted the dedication and improvements which he was required
to make on his property in order to develop.
It was moved by Councilman Chandler, seconded by Councilman Dutton,
that public hearing be continued to October 11, 1966, 1~30 P.M., the applicant
to submit estimate of cost for improving the structure to meet City of Anaheim
Metal Building Standards; further, that the applicant be granted temporary
storage of the building on the property pending determination of the City
Council on subject application~ MOTION CARRIED~
PUBLIC HEARING - TAXICAB RATE INCREASE: Public hearing was held to consider request
of E. Ac Slagle, General Manager, Yellow Cab Service of Anaheim, Buena Park,
and Fullerton, for increase in taxi rates from 50¢ for first one-half mile to
50¢ for first one-quarter mile; additional rate to remain at 10¢ for each
additional quarter mile and $4 per hour waiting time and traffic delay~
Mayor Krein asked if the applicant wished to address the City Council.
Mr~ Edward Slagle advised that the proposed increase was to defray

rising operating cost and would bring their rates to a comparable level with
those of neighboring cities~
The Mayor asked if anyone else wished to address the City Council
for or against the proposed rate increase, there being no response, declared
the hearing closed~

held September 12, 1966, recommending that the Orange County Planning Com-

On motion by Councilman Schutte, seconded by Councilman Pebley, the
City Council concurred with recommendations of the City Planning Commission,
and ordered copies thereof forwarded to the Orange County Planning Commission.

JOB NO. 988 - ANAHEIM STADIUM SCOREBOARD: Mr. Davis submitted and read letter
dated September 13, 1966, signed by Director of Public Works Thornton E.
iPiersall and Stadium Director Tom Liegler, recommending that construction of
the scoreboard at Anaheim Stadium be officially accepted, and payment to the
prime contractor, Del Eo Webb Corporation be authorized, withholdihg
$25,000.00 from the total amount until four remaining items are completed.
At the conclusion of the discussion that followed, Councilman
Chandler moved that final acceptance of Job No. 988 be tabled to October 4,
1966. Councilman Dutton seconded the motion. MOTION CARRIED.
REPORT - HARBOR BOULEVARD SCHOOL CROSSWALKS; At the request of Councilman Dutton,
Traffic Engineer Edward Granzow reported on removal of warning signs and
pedestrian crossing on Harbor Boulevard at Chartres Street, near St. Boniface
School, advising that one reason for the removal thereof was the hazardous
interruption of the heavy traffic flow on Harbor Boulevard. Further, that
a study made near the end of the past school year by his division, showed
that over 75 percent of the children using said crosswalk approach the school
from either north of Sycamore Street, or south of Lincoln Avenue, and it was
felt that the small number of youngsters coming in from the east on Chartres
Street could walk to Lincoln Avenue and cross Harbor Boulevard with a traffic
signal in greater safety.
Mr. Granzow further reported that installation of oversized school
signs on Harbor Boulevard is proposed; that the traffic signal at the inter-
section of Sycamore Street has been reset to allow sufficient time for small
children to cross, and the crossing of the intersection of Lincoln has been
painted a yellow color to indicate school crossing~ He noted that the
California Vehicle Code does not permit advance warning signs to be painted
on the highway for crossings located at stop signed or signalized intersections.
In conclusion, Mr. Granzow reported that pedestrian "Walk" and
"Don't Walk" signals are being proposed at the Sycamore Street and Lincoln
Avenue crossings of Harbor Boulevard~ and everything possible is being done
to afford safety to the school children.
POPULATION REPORT: Councilman Schutte called attention to an apparent incorrect
report in a local newpaper of population increase to the City of Anaheim
during the past Fiscal Year, and he requested the City Manager's Office to
study and report to the City Council on recent population figures for Anaheim.
TRAFFIC SIGNAL OBSTRUCTION - SOUTH WALNUT STREET: Councilman Chandler reported
that traffic signals at the intersection of Ball Road and Walnut Street are
obstructed from view of north~-bound motorists on Walnut Street approaching
Ball Road, due to existing large trees on both sides of the Street, and he
requested the Traffic Engineer to investigate to see what could be done to
alleviate the situation.
