Mayor Krein called the meeting to order.
PROCLAMATION: Mayor Krein proclaimed the week of November 1 to 7, 1966, as
"American Art Week".
Said proclamation was ratified by the City Council.
PRESENTATION - ANAHEIM HOST LIONS CLUB: On behalf of the Citizens Recreation
Association, Inc., of the Anaheim Host Lions Club, check in the amount of
$2,000.00, to be applied to cost of construction of the La Palma Community
Recreation Building, was presented by Mr. H. M. Nyhus. On behalf of the
City Council., Mayor Krein accepted said check, and extended thanks to the
Citizens Recreation Association.
MINUTES: Minutes of the Anaheim City Council Meeting held September 27 and
October 4, 1966, were approved on motion by Councilman Dutton, seconded
by Councilman Pebley. MOTION CARRIED°
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Pebley moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen,
unless after reading of the title, specific request is made by a Councilman
for the reading of such ordinance or resolution. Councilman Dutton seconded
the motion. MOTION UNANIMOUSLY CARRIED°
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City in the
amounts of $136,601.74 and $701,882.24, in accordance with the 1966-67 Budget
were approved.
CONTINUED PUBLIC HEARING - HOUSEMOVING PERMIT, VARIANCE 1831: Application of W. R.
Hemphill for permission to move three dwellings from 19081 Newport, Costa
Mesa, to 2402, 2408 and 2412 Rainbow Avenue, Anaheim, was scheduled for
public hearing before the City Council October 11, 1966, at which time the
hearing was continued to this date to allow the City Clerk to check petition
of opposition and determine if signatures thereon constituted more than 50
percent of the property owners within 300 feet of subject property.
The City Clerk submitted for Council review a map illustrating
the 300 foot radius from subject property, containing 13 properties shown
in red, represented on the petition of opposition; 7 properties in grey
which were represented on supplementary petitions submitted October 19,
1966, requesting that any houses moved onto subject property be of equal
value to the surrounding homes. It was noted that 22 properties within the
radius were not represented on either petition, that a total o£ 42 properties
were within 300 feet of subject property~ and the petitions did not represent
a majority of properties within 300 feet of subject property.
Mr. W. R. Hemphill, petitioner, submitted information, which he
stated had been taken from the Anaheim Board of Realtors comparative sales
publication, pertaining to prices of recent home sales, listings and appraisals
in the area, in comparison with an area having identical homes to those to
be moved, located on Broadway between Euclid and Brookhurst Streets. Also
submitted was map of the subject area depicting those properties within the
300 foot radius~

Mr. Hemphill listed improvements which would be made to the
houses to be moved, such as new plumbing and copper piping, new foundations,
redecorating, etc., and advised of his plans to sell the homes.
Photographs illustrating the finished appearance of the houses to
to be moved, and improvements previously made to subject property, were
submitted for Council review. Mr. Hemphill further advised that the lots
would be approximately 28 percent larger than those in the area.
Mayor Krein asked if anyone wished to address the City Council in
opposition to the housemoving permit, there being no response, declared the
hearing closed.
RESOLUTION NO. 66R-668: Councilman Dutton offered Resolution No. 66R-668
for adoption, granting said housemoving permit, subject to completion of
Variance No. 1831.

PUBLIC HEARING - RECLASSIFICATIONS NOS. 66-67-24 AND 66-67-25: Initiated by the
City Planning Commission requesting change of zones on property described as
the Blue Gum-Coronado Annexation, located south of Miraloma Avenue, north and
east of the Riverside Freeway, north of La Palma Avenue and west of Blue Gum
Street, with one portion located on the east side of Blue Gum Street between
Coronado and Orange Streets.
RECLASSIFICATION NOo 66-67-24: Requesting change of zone for Parcels 1 and 4
from R-A, Agricultural (interim zoning) to R-A - permanent zoning; and on Parcels
2 and 3 from M-l, light industrial (interim zoning) to M-1 permanent zoning.
RECLASSIFICATION NOo 66-67-25: Requesting change of zone on Parcels 1 and 4
from R-A, Agricultural zoning to M-l, Light Industrial zone.
The City Planning Commission pursuant to Resolution No. PC66-101
recommended approval of Reclassification No. 66-67-24, establishing permanent
zoning for properties designated as the Blue Gum-Coronado Annexation; and
pursuant to Resolution No. PC66-102, recommended approval of Reclassification
No. 66-67-25, subject to the following conditions:
1. Parcel One: Reclassification to M-1 with a resolution of intent only to
be passed pending completion and finalization of plans for the Orange
Freeway and the following:
a. That dedication shall be made to the City of Anaheim on all streets within
the area, according to the Circulation Element of the General Plan.
b. That all engineering requirements of the City of Anaheim, such as curbs,
gutters, sidewalks, street grading and paving, drainage facilities, or
other appurtenant work shall be complied with as required by the City
Engineer and in accordance with standard plans and specifications on
file in the office of the City Engineer at the time the property is
developed.
c. That a preliminary title report shall be furnished prior to the adoption

Planning Supervisor Ronald Grudzinski referred to map of the
annexation area, posted on the east wall of the Council Chamber, noting
locations of the four parcels as follows:
Parcel 1 - Irregularly shaped, having a frontage of approximately 2300 feet
on the north side of the Riverside Freeway, with easterly boundary approxi-
mately 665 feet west of Blue Gum Street, and the northerly boundary approxi-
mately 310 feet south of the Miraloma Avenue centerline.
Parcel 2 (2 portions) - Portion A, irregularly shaped, located at the north-
east corner of Blue Gum and Coronado Streets, having frontages of approximately
610 feet on Blue Gum Street, with approximately 180 feet on Coronado Street.
Portion B, irregularly shaped, located at the southwest corner of Coronado
and Blue Gum Streets, having frontages of approximately 620 feet on Coronado
Street, with approximately 1050 feet on Blue Gum Street.
Parcel 3 - Rectangularly shaped, located at the northwest corner of Coronado
and Blue Gum Streets, having frontages of approximately 640 feet on Coronado
Street, with approximately 970 feet on Blue Gum Street.
Parcel 4 - Rectangularly shaped, located at the southwest corner of Blue
Gum Street and Miraloma Avenue, with frontages of approximately 310 feet
on Blue Gum Street, with approximately 1330 feet on Miraloma Avenue.
Mr. Grudzinski noted action taken by the City Council to adopt
interim zoning for subject area, annexed to the City of Anaheim in August,
1966, and advised that pursuant to the City's policy, the recommended
permanent R-A and M-1 zone were the nearest comparable zoning to that
established under the jurisdiction of the County of Orange. That Reclassifica-
tion No° 66-67-25 recommended that a resolution of intent be adopted for the
R-A portion of the area, to allow M-1 developments where decided by property
owners, while not limiting that portion exclusively to industrial development;
that industrial development had taken place on certain properties within
P&re~ls 2 and 3, and adoption of Resolution of Intent for M-1 zoning on
Parcels 1 and 4 would place these parcels in a comparable position to un-
developed properties in the Northeast Industrial area (Resolution of Intent
for M-1 zoning established under Reclassi£ication No. 61-62-69).
Mayor Krein asked if anyone wished to address the City Council ~or
or against the recommended reclassifications.
Mr. Vincent Joyce, 15421 South Van Buren, Midway City, advised
that he was the owner of a portion of Parcel 4, and it had been his under-
standing that, upon annexation, the zoning on the property would be
comparable to that in the County° He reported that on August 8, 1966, the
County of Orange issued a building permit for construction of a triplex on

his property; that he was desirous of proceeding with the development at
this time.
Discussion was held by the City Council and staff, it being noted
that the County building permit was issued prior to completion of annexation
proceedings. Mr. Grudzinski reported that no one appeared before the City
Planning Commission in opposition to the proposed reclassifications, however
Mr. Joyce had subsequently contacted the Development Services Department,
and they had obtained verification from the County that a building permit
was issued as reported.
Mayor Krein asked if anyone else wished to address the City Council,
there being no response, declared the hearing closed on Reclassifications
Nos. 66-67-24 and 66-67-25.
Further discussion was held relative to the City's Policy of
honoring uses permitted by the County prior to annexation, and to the
additional policy of discouraging residential encroachment into the
industrial areas.
RESOLUTION NO. 66R-669: At the conclusion of the discussion, Councilman
Chandler offered Resolution No. 66R-669 for adoption, authorizing preparation
of necessary ordinance changing the interim zoning to permanent zoning, as
recommended by the City Planning Commission.

PUBLIC HEARING - GENERAL PLAN AMENDMENTS NOS~ 18 AND 52: Reactivated by the
City Planning Commission, encompassing properties located at the intersection
of East Street with Sycamore Street and La Palma Avenue.
The City Planning Commission, pursuant to Resolution No. PC66-105,
recommended disapproval of General Plan Amendment No. 18, and pursuant to
Resolution No. PC66-104, recommended approval of General Plan Amendment
No. 52.
Mr. Grudzinski referred to the East Street study map, posted on
the west wall of the Council Chamber, encompassing properties on both sides
of East Street from Lincoln Avenue northerly to the Riverside Freeway, and
reviewed various zoning actions previously considered by the City Council
in said area. He reported that a study of subject area had resulted in
the Planning Commission's direction to reactivate subject General Plan
Amendments, which pertained to properties already developed for commercial
purposes.
Attention was called to commercial uses established along East
Street at Lincoln Avenue, Sycamore Street, La Palma Avenue and Romneya
Drive, and Mr. Grudzinski noted that a C-0 use had recently been approved
by the City Council on the west side of East Street between Sycamore and
Wilhelmina Street (Reclassification No. 65-66-120).
In conclusion, Mr. Grudzinski reported that three exhibits have
been presented to the Commission, one illustrating a neighborhood commercial
symbol at Sycamore and East Streets, one indicating proposed commercial
symbol at La Palma Avenue and East Street, and one proposing commercial
symbol between these two intersections. He noted findings of the Planning
Commission in the recommended disapproval of General Plan Amendment No. 18
for a neighborhood commercial symbol at the southwest corner of North and
East Streets, and approval of General Plan Amendment No. 52 for a neighbor-
hood commercial General. Plan symbol at the southwest corner of Sycamore and
East Street.
The Mayor asked if anyone wished to address the City Council with
regard to the proposed General Plan Amendments.
Mr. A. C. Anderson, 741 North Rose Street, advised of the current
appraised values on the relatively new homes in his block, and concurred
with recommendations of the Planning Commission regarding the General Plan
Amendments, requesting that no neighborhood commercial or general commercial
be indicated on East Street between La Palma Avenue and Wilhelmina Street.
The Mayor asked if anyone else wished to address the City Council,
there being no response, declared the hearing closed.

EXTENSION OF TIME: Request of A. H. Stovall, Jr., received September 27, 1966,

Conditional Use Permit No. 822 and Variance No. 1771.
180 day extension of time was granted by the City Council, on motion
by Councilman Chandler, seconded by Councilman Pebley. MOTION CARRIED~
REQUEST USE OF MOBILE HOME: Communication dated September 24, 1966, from Mr.
Bill Ditmar, was submitted requesting permission to maintain a mobile home as
a residence for his father on R-A property, located on the north side of
Ball Road east of Gaymont Drive (2901 West Ball Road). Also submitted and
reviewed by the City Council was report from the Zoning and Building Divisions
dated October 25, 1966. '

Mr. Ditmar was present and advised that a house trailer was
located on the property at the time the City of Anaheim annexed the territory
in 1956, and a trailer was being used at the time he purchased the property
in February of 1962. He explained circumstances relating to the health of
his elderly parent, and the necessity of his being located close to their
home.
Regarding inadequate electrical service to the trailer, noted as
result of recent inspection, Mr. Ditmar advised that he would comply with
Building Code provisions.
On motion by Councilman Dutton, seconded by Councilman Pebley,
request to continue use of mobile home was granted for a period of one year,
as recommended by the Zoning and Building Divisions, subject to the following
conditions:
1. That the owner of subject property shall deed to the City of Anaheim
a strip of land 53 feet in width, from the centerline of the street,
along Ball Road, for street widening purposes.
2. That provisions of the trailer section of the uniform Building Code
be met by the petitioner.

TENTATIVE MAP~ TRACT NOo 5989: Developer - Butler and Harbour Inc., property
located on the north side of Orangethorpe Avenue, west of Boisseranc Street,
and contains 59 proposed R-2 5000 zoned lots (Reclassification No. 66-67-19
and General Plan Amendment No. 87).
In accordance with request of the petitioner, Council consideration
of subject tentative tract was continued, to be heard in conjunction with
public hearing on Reclassification No. 66-67-19 and General Plan Amendment
No. 87, on motion by Councilman Chandler, seconded by Councilman Dutton.

CITY OF FULLERTON - SPECIAL PERMIT NO. 17 AND VARIANCE NO~ 1254: Proposed
establishment of service station; property located at the southwest corner
of State College Boulevard and Orangethorpe Avenue.
Excerpt from the minutes of the City Planning Commission meeting
held October 24, 1966, was submitted, noting notice of special use permit
and variance was ordered received and fi]ed.
On motion by Councilman Dutton, seconded by Councilman Pebley,
action taken by the City Planning Commission was sustained, and copy thereof
ordered forwarded to the Fullerton City Planning Commission. MOTION CARRIED.
ORANGE COUNTY TENTATIVE MAP~ TRACT NOn 4633: Property located on the south side
of Yorba Linda Boulevard, west of the Imperial Freeway, and contains
approximately 8.3 acres, proposed for subdivision into 26 single family lots.
Excerpt from the minutes of the City Planning Commission meeting
held October 24, 1966, was submitted recommending that the Orange County
Planning Commission be urged to approve said tentative tract.
On motion by Councilman Pebley, seconded by Councilman Dutton,
the City Councl] concurred with action taken by the City Planning Commission,
and ordered copy thereof be forwarded to the Orange County Planning Commission.

ORANGE COUNTY USE VARIANCE NO. 5804: Proposed establishment of administration
offices for Placentia Unified School District, and establishment of a school
bus storage area with facilities for servicing and maintenance of said
buses in the A-1 (0) General Agricultural (oil production district);

500 feet west of Jefferson Street.

On motion by Councilman Chandler, seconded by Councilman Dutton,
the City Council concurred with action taken by the City Planning Commission
and ordered copy thereof forwarded to the Orange County Planning Commission.

RESOLUTION NO. 66R-674 - JOB NO~ 1003: On the recommendations of the City Engineer,
Councilman Chandler offered Resolution No. 66R-674 for adoption, rejecting

Mr. Sorsabal further reported that the equipment is serviced by
the County of Orange under the City Service Agreement, and a comparison of
the low quotation for this type of equipment received from Motorola by the
County in February of 1966, proved that the foregoing amounts were comparable
to those quoted in said low bid.
On motion by Councilman Pebley, seconded by Councilman Dutton,
purchase of 39 radios from Motorola Communications and Electronics, Inc.,

SOUTH EAST STREET PARKING RESTRICTIONS: The City Clerk reported on telephone
call received in her office this date from Mr. Norman T. Jarvi requesting

South East Street, between Santa Ana and Water Streets, be deferred one
week.
On motion by Councilman Pebley, seconded by Councilman Dutton,
the foregoing issue was continued one week (November 1, 1966). MOTION CARRIED°
PETITIONS - SCHOOL CROSSINGS: Petition received September 27, 1966, containing
approximately 100 signatures, was submitted requesting safe guards for
elementary school crossings in the vicinity of Adelaide Price School, and
suggesting the fo]lowing measures:

1. Crossing guards or school safety patrols at the busy intersections of
Euclid and Crescent, and Crescent and Loara.
2. Some sign indication at Euclid and Crescent that this is part of the
children's route to a school in this area.

Signs on the driveways of Security First National Bank and the Post
Office on Crescent between Euclid and Loara, stressing the need for
safety on account of school children.
4. The trimming of hedges in the area which are at the moment to high for
drivers to clearly see small children crossing.
Also submitted and read were reports from the Chief of Police and
the City Engineer, dated October 14 and 19, 1966, respectively.
Council discussion was held, and further reference made to the
intersection of Orange and Magnolia Avenues, where children cross a wide
thoroughfare (Magnolia Avenue) to reach Mattie Lou Maxwell School. Councilman
Pebley reported on his visual inspection thereof, being of the opinion that
the "walk" signal timing could be extended to allow additional time for the
children to cross.
Traffic Engineer Edward Granzow advised that the "walk" phase of
the traffic signal at said location is on for 14 seconds before the "don't
walk" phase begins flashing, which allows completion of crossing the street
before said flashing ceases, while warning others that they do not have
sufficient time to leave the curb and cross the street in safety. Further,
that the "walk" time period is automatically~increased between the hours of
11:00 A.Mo and 12:00 Noon, when young children are using the crossing.
Mr. Sorsabal noted the cooperation which had been given to school
and parents by the Police Department and Traffic Engineering Division regarding
these matters, and expressed the opinion that a coordinated safety education
effort with the schools, parents, police and traffic engineers, would reduce
or possibly eliminate the problems.
Mayor Krein asked if anyone wished to address the City Council.
Mrs. Sally Benson, Safety Chairman for the Adelaide Price School
Parent-Teacher Association, advised that she represented many women who
walk or drive their children to and from school because they feel the
available routes are not safe. She reported that they have written to the
Anaheim Merchants Association to request school warning signs on private
commercial property in the area; further, they have contacted the Post Office
Department and received excellent cooperation from postal vehicle drivers.
She noted that many motorists do not take sufficient care to watch for the
children, possibly because many are not aware that a school exists in the area.
She advised that the Parent-Teacher Association members would be happy to meet
with City representatives for further suggestions, and she thanked the City
Council for their consideration of the problems.
Mrs. Rosalind Jacobs, 1800 Gramercy, Apartment 26, advised that
she walked her child to and from school each day, and was of the opinion
that small children need some assistance as they are not sufficiently
responsible to be aware of all factors involved. She requested that a
school warning sign be placed at the intersection of Euclid Street and
Crescent Avenue.
In response to Councilman Dutton's question, Mrs. Jacobs felt that
more signs would be the primary factor to alleviate the situation particularly
since people coming to the shopping centers from other areas are not usually
aware of the school locations.
Mr. Granzow briefly reported on existing regulations for locations
of school warning signs.
Mayor Krein asked if anyone else wished to address the City Council;
there was no response.

in summarizing the hearing before the City Planning Commission, advised

Mr. Ronald Thompson noted location of subject property and the
zoning and uses in the immediate vicinity. He advised that the reclassifica-
tion would be a portion of approximate 45 acre R-A parcel; that Portion A
is proposed for a service station, Portion B a walk-up restaurant, Portion C
retail stores, and Portion D a restaurant with on-sale liquor.
Mr. Thompson summarized the action of the City Planning Commission
calling attention to the findings therein, and further advised that the
service station on Portion A would be a permitted use under a M-1 zoning.

In answer to Councilman Pebley's question, Mr. Thompson advised
that a concept plan of development was filed.
Mayor Krein asked if anyone wished to address the City Council.
Mr. McKay, representing the E. H. Sargent & Company located to the
west of subject property, addressed the Council expressing approval of the
M-1 zoning and advising that they were not necessarily opposed to the two
restaurant facilities, but were concerned regarding the retail sales use
of the property proposed to be located between the two restaurants. Mr.
McKay was of the opinion that should the development materialize, the City
Council could be placed in a position whereby the Council would be forced
to allow the retail sale use of the property. He called attention to the
vacancies in the existing shopping center east of subject property, and in
conclusion stated that the E. H. Sargent & Company would like to see the
reclassification granted and the conditional use permit and variance
denied.
Mr. Sidney Weger, Agent representing the applicant, addressed the
Council advising that apparently the only issue was the two or three stores
requested to be located between the walk-up restaurant and the dinner
restaurant. He explained that there would be no difference in the structure,
that the only difference would be the use to which it was put, and gave as
an example a "retail laundry".
Mr. Weger stated that at this time they had no plans for any
specific use, however the property would not meet its full potential if
restricted to M-1 zoning.
Attention was called to the proposed development of the southeast
corner, whereby several shops of an oriental nature would be established
and added to the area if the development materialized.
The Mayor asked if anyone else wished to address the Council,

Mr. Ronald Thompson noted the location of subject property, and
in summarizing the hearing held before the City Planning Commission,
advised that pursuant to Variance No. 329 granted in April of 1955, a
two story duplex was constructed on the property.

Mr. Richard O. Mather, Building Contractor representing the
applicants, presented the Council layout maps of the existing and as
proposed structure. He reported that no additional yard area would be
built upon, and that two thirds of the alteration expense is in existance
as an existing two car garage and storage building would be remodeled to
provide three car space by installing an additional overhead garage door;
the existing third garage on the floor level of the said two story structure
would be converted into a bedroom, bath and closet to complete a third
living unit of approximately 450 square feet.
Regarding the establishment of a precedent, Mr. Mather was of
the opinion that similar situations were too few to make this a problem.
In summary Mr. Mather stated that the applicants would like to
remodel the existing structures without disturbing the yard to create
another unit for additional income purposes.
