Mayor Krein called the meeting to order.
INTRODUCTION: Safety and Training Coordinator, Thomas Tyre, introduced a group
of new city personnel employed during the month of October, 1966.
On behalf of the City Council, Mayor Krein welcomed the employees
to the City Family.
PROCLAMATION: Mayor Krein proclaimed the week November 18 through 24, 1966, as
"Farm-City Week".
Said proclamation was unanimously ratified by the City Council.
MINUTES: Approval of the Minutes of the Anaheim City Council Meetings held
October 11, 18 and 25, 1966, was deferred one week, November 9, 1966.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen,
unless after reading of the title, specific request is made by a Councilman
for the readingof such ordinance or resolution. Councilman Pebley seconded
the motion. MOTION UNANIMOUSLY CARRIED°
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the
amount of $529,784.31, in accordance with the 1966-67 Budget, were approved.
PUBLIC HEARING - ABANDONMENT: Public hearing was held on proposed abandonment
of a portion of an easement for road purposes; property located along the
east side of State College Boulevard, South of Orangewood Avenue (Portion
of Lot 2, Tract No. 71), pursuant to Resolution No. 66R-651, duly published

City Engineer James P. Maddox briefed contents of his report
dated October 15, 1966, recommending approval of the requested abandonment.
Mayor Krein asked if anyone wished to address the City Council
for or against said abandonment, there being no response, declared the
hearing closed.

REQUEST - ANAHEIM CHAMBER OF COMMERCE (CONTINUED FROM THE MEETING OF OCTOBER
~1~ 1966): Communication dated October 20, 1966, from Harold Smith, President
of the Anaheim Chamber of Commerce, was submitted requesting that the
Anaheim City Council approve payment of the cost of printing certain
publications which contribute substantially to the benefit of the
community by creating good relations and stimulating economic growth and
job opportunity.
Mayor Krein asked if a representative of the Chamber of Commerce
wished to address the City Council. There was no response.
Councilman Chandler moved that the City Manager and City Attorney
be authorized to negotiate with the Anaheim Chamber of Commerce relative
to their representing the City in certain public relation activities
and make report and recommendations to the Council for consideration at a later
date. Councilman Pebley seconded the motion. MOTION CARRIED.
PUBLIC DANCE PERMIT: Application filed by Francis B. Gonzales on behalf of
Sociedad Progresista Mexicana #24, for permit to conduct public dance
November 20, 1966, at Carpenters Hall, 608 West Vermont Street, was
submitted and granted, subject to provisions of Chapter 4.16 of the Anaheim
Municipal Code, as recommended by the Chief of Police, on motion by Council-
man Chandler, seconded by Councilman Dutton. MOTION CARRIED°
SIDEWALK WAIVER - 620 EAST KATELLA AVENUE: Request of Nathan Smooke for waiver
for required sidewalk and driveway construction at 620 East Katella Avenue
was submitted.
On the recommendations of the City Engineer, Councilman Pebley
moved that temporary waiver of sidewalk requirements be granted, providing
that no permanent planting or permanent type improvements be permitted
within the area reserved for future sidewalk; and further moved that
waiver of driveways be denied. Councilman Chandler seconded the motion.
MOTION CARRIED.
CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission
at their meeting held October 10, 1966, pertaining to the following
applications, were submitted for City Council information and consideration:
CONDITIONAL USE PERMIT NO. 889: Submitted by Magnolia Baptist Church of
Anaheim requesting expansion of an existing church, and to permitJparking

CONDITIONAL USE PERMIT 890: Submitted by Angelo Zaby requesting permission
to establish a motel and off-sale liquor store with waiver of minimum number
of required parking spaces; R-A zoned property located south and east of the
southeast corner of Harbor Boulevard and Katella Avenues.

VARIANCE NO. 1832: Submitted by George Nakanishi, et al, requesting waiver

VARIANCE NO. 1833: Submitted by George S. and Idamae J. Camburn, requesting

VARIANCE NOo 1834: Submitted by Clifford Wolfswinkel requesting waivers of

VARIANCE NO. 1677: The City Planning Commission pursuant to Resolution
PC66-123 terminated all proceedings on Variance No. 1677, which granted
waiver of 15 foot sideyard for single story four unit apartment building;
property located west of Beach Boulevard, and south of Lincoln Avenue (Oliver
G. Baker, petitioner).
VARIANCE NO. 1295: The City Planning Commission, pursuant to Resolution No.
PC66-124, terminated all proceedings on Variance No. 1295 which approved
certain shops to serve previously approved motel; property located on the
south side of Katella Avenue, West of Harbor Boulevard (Tietz Construction
Company - Petitioner).
CONDITIONAL USE PERMIT NO. 381: The City Planning Commission pursuant to
Resolution No. PC66-125 terminated all proceedings on Conditional Use Permit
No. 381, granted for waiver of front and rear yard setback requirements,
lot width and garage requirements; property located at the northeast corner
of Western and Orange Avenues (Petitioners - Charlie N. and Mae P. Brock,
and Minoru and Hatsue Shiota).
CONDITIONAL USE PERMIT NO. 524: The City Planning Commission pursuant to
Resolution No. PC66-126 terminated all proceedings on Conditional Use Permit
No. 524, which allowed the establishment of a billboard on property located
at the southwest corner of Lincoln Avenue and Loara Street (Petitioner
Bank of America).
VARIANCE NO. 1102: The City Planning Commission pursuant to Resolution No.
PC66-111 terminated all proceedings on Variance No. 1102, which granted
construction and operation of car wash facilities and small commercial
service stores; property located south and east of the southeast corner of
Harbor Boulevard and Katella Avenue (Petitioners ~ Orangewood Development
Company).

CONDITIONAL USE PERMIT NOo 557: The City Planning Commission pursuant to
Resolution No. PC66-127 amended Finding No. 1, Resolution No. 1245, Series
1964-65 granting Conditional Use Permit No. 557, to include a one-operator
beauty shop as an incidental use in the existing mobile home park; R-A
zoned property located north of Orange Avenue and west of Beach Boulevard.
CONDITIONAL USE PERMIT NOs 445: The City Planning Commission pursuant to
Resolution No. PC66-128 amended Condition No. 8, Resolution No. 822,
Series 1963-64, deleting the requirement of masonry wall along the south
and west boundaries of property approved for a church; R-A zoned property
located on the south side of South Street and the west side of Sunkist
Street.
The foregoing actions were reviewed by the City Council and no
further action taken on the above numbered conditional use permit and
variance applications.
TENTATIVE MAP~ TRACT NOS. 6311 AND 6314: Developer - Reichert and Son; Parcel
No. 1 located on the east side of Lewis Street north of Chapman Avenue;
Parcel No. 2 located on the west side of Manchester Avenue north of the
Anaheim City Limits, containing 114 proposed R-2 5000 zoned lots.
In accordance with request of the developers, Councilman Dutton
moved that Council consideration of subject tentative tracts be continued
to be heard in conjunction with Reclassification No. 66-67-22. Councilman
Pebley seconded the motion. MOTION CARRIED°
JOB NO. 5021 CHANGE ORDER NO. 1 AND EXTENSION OF TIME: In accordance of
recommendations of the City Engineer, it was moved by Councilman Dutton,
seconded by Councilman Pebley, that Change Order No. 1, Job No. 5021
consisting of extra work and equipment which had been included in a
separate project (Harbor Boulevard Street Improvement - Delayed for
State approval), in the amount of $21,537.75, be authorized and 15 working
day extension of time be approved. Councilman Pebley seconded the motion.

CANCELLATION OF CITY TAXES: On motion by Councilman Pebley, seconded by Council-
man Chandler, cancellation of city taxes was authorized on property acquired
by the State of California Division of Highways for public purposes, formerly
assessed to the County of Orange (ORA-91-8.0 C724); deed recorded August
15, 1966 in Book 8018, Page 712, Official Records of Orange County California.

FALSTAFF FOUNDATION PROPERTY - COMPLETION OF ACQUISITION: The City Attorney
reported that survey by the City of Anaheim of the Falstaff Foundation
property (Orangewood Avenue overcrossing the Santa Ana Freeway) indicates
an additional .302 acres acquired by the City of Anaheim, and recommended
payment in the amount of $13,590.00 be authorized in accordance with
contract, and pursuant to Resolutions Nos. 65R-959 and 66R-349.
On motion by Councilman Schutte, seconded by Councilman Chandler,
the additional payment of $13,590.00, completing the acquisition of said
property, was authorized. MOTION CARRIED.
PROPOSED STATE HIGHWAY ROUTES: Communication dated September 30, 1966, from the
State Division of Highways was submitted for Council information, together
with maps indicating the areas of studies of proposed locations for State
Highway Routes 90 and 42.
Mr. Maddox reported that the City Engineer's Office would be
represented at public hearings pertaining to the proposed highway routes
and interchanges.
PARKS AND RECREATION COMMISSION- APPOINTMENT: Mayor Krein appointed Mr. David
Ward, Trustee of Magnolia School District, as member of the Anaheim Parks
and Recreation Commission, filling the unexpired term of Fred L. Stern,
ending June 30, 1969.
On motion by Councilman Chandler, seconded by Councilman Dutton,
said appointment was ratified by the City Council. MOTION CARRIED o
CORRESPONDENCE: Minutes of the Anaheim Public Library Board Meeting of September
19, 1966, were ordered received and filed, on motion by Councilman Dutton,

CLAIM AGAINST THE CITY: On the recommendations of John J. Gallagher,
Deputy City Attorney, claim submitted by Mario P. Gonzales on behalf of
Janice Adams, and request to file late claim, considered by the City Council
October 11, 1966, were denied and referred to the City's Insurance Carrier,
on motion by Councilman Dutton, seconded by Councilman Pebley. MOTION CARRIED°
PARKING RESTRICTIONS - SOUTH EAST STREET: Communications dated September 27
and October 19, 1966 from Norman T. Jarvi, owner of property on the west
side of East Street, between Santa Ana and Water Streets, requesting re-
moval of "No Parking" restriction in said block, were submitted.
The City Engineer reported on right-of-way dedications received
in the area, and advised that the widening of subject portion of East
Street can be accomplished on the one side where right-of-way had been
acquired. He noted that during the construction period there would be
times when parking will be temporarily prohibited.
Councilman Pebley moved that "No Parking" signs be removed from
the west side of South East Street between Santa Ana and Water Streets,
and that the City Attorney be instructed to prepare amendment to Ordinance
No. 2204 eliminating said area therefrom. Councilman Schutte seconded the
motion. MOTION CARRIED°
RESOLUTION NO. 66R-708: Councilman Chandler offered Resolution No. 66R-708 for

The Mayor declared Resolution No. 66R-708 duly passed and adopted.
STABILITY STUDY - SANTA ANA RIVER BANKS: Mr. Murdoch reported that pursuant
to Joint Powers Agreement by and between the Orange County Flood Control
District, the Orange County Water District, the City of Anaheim and the
City of Garden Grove, dated September 28, 1965, report entitled "Stability
Investigation, Santa Ana River Levee, South Street to Ball Road, Orange
County, California", dated May 13, 1966, had been received by the City
of Anaheim from Moore and Taber Engineers and Geologists, pertaining to
the strength and stability of the banks of the river near the Burris
Bank Pit. Also submitted and briefed for the Council was supplementary
letter report from said firm, dated August 22, 1966.
On the recommendations of the City Manager, Councilman Schutte
moved that the report of Moore and Taber be accepted and payment of the
City's portion of the total fees be authorized in the amount of $3,000.00.
Councilman Pebley seconded the motion~ MOTION CARRIED.
COMMUNITY PROMOTION: On report and recommendations of the City Manager,
Councilman Dutton moved that a one-half page advertisement of Anaheim
Visitor attractions be placed in the next edition of the California
Mission Trails Visitors' Guide publication, and payment therefor in the
amount of $300.00 be authorized. Councilman Schutte seconded the motion.
MOTION CARRIED.
ANAHEIM STADIUM - RENTAL FEE POLICY: Report dated November 1, 1966, from
Stadium and Convention Center Director Thomas Liegler, requesting
amendment to the Stadium Rental Fee Policy pertaining to advance fees
for specialty events, was submitted and read by the City Manager.
Discussion was held by the City Council, City Manager and City
Attorney, and in order to provide flexibility of the policy and accom-
modate special events for which cost to the City is less than the minimum
established by the fee schedule, Councilman Chandler moved that the pro-
posed amendment be approved, and further moved that, upon presentation
of evidence of the costs of the specialty event to the Stadium and Convention
Committee by Mr. Liegler, said Committee be authorized to determine said
costs and to enter into a contract for rental of the Stadium, subject to
advanced payment being governed to include all operating costs, all other
percentages to remain as written in the schedule policy. Councilman
Pebley seconded the motion. MOTION CARRIED°
REQUEST - PERUVIAN EARTHQUAKE RELIEF DRIVE: Mr. Murdoch submitted and briefed
communication dated November 1, 1966, from Angelica Picaso of the Local
Committee for Peruvian earthquake relief, requesting permission to conduct
a campaign within the city during the month of November, 1966, for solicita-
tion of clothing, medicines and funds for relief to areas severely
damaged during the recent earthquake in Peru. It was noted that the
Committee would be working in cooperation with the Peruvian Consulate
and the government of Peru.
On motion by Councilman Schutte, seconded by Councilman Pebley,
said permit was granted, as requested. MOTION CARRIED.
CONDITIONAL USE PERMIT NO. 873 - REQUEST FOR RRNRARING: Communication dated
October 31, 1966, from Knisely and Kohne, Attorneys representing Doyle &
Shields Realty Company, Petitioners, was submitted together with Affidavit
of Merit in Support, requesting rehearing of petition for Conditional Use
Permit No. 873, denied by the City Council October 11, 1966.
Mr. Harry Knisely, Attorney representing the Applicants, addressed
the Council briefing the contents of the Affidavit In Support, setting
forth the basis of their request for rehearing. In his opinion, the
primary reason for denial of the petition was the location of the property
(912 South Euclid Street), and he felt that the proposed Roaring Twenties

type night club could be compatible in the neighborhood.
Discussion was held by the City Council, it being the consensus
of Council opinion that the items listed as the basis for subject request
had been considered in their previous action of October 11, 1966; thereupon,
it was moved by Councilman Schutte, seconded by Councilman Pebley that said
request for rehearing of Conditional Use Permit No. 873 be denied. MOTION
CARRIED°

ORANGE COUNTY LEAGUE OF CITIES - RESOLUTION REGARDING STATE AND FEDERAL
UNIFORM BUILDING CODES: Pursuant to motion duly made seconded and carried, the
Anaheim City Council at their meeting held August 9, 1966, approved and
supported resolution adopted by the Orange County League of Cities,
opposing recommendation by the Federal Advisory Commission on Inter-
governmental Relations~ as noted in the report entitled "Building Code:
A Program for Intergovernmental Reform".
Communication dated October 28, 1966, from the Orange County
League of Cities, was submitted requesting that the City of Anaheim adopt
a separate resolution of opposition to said recommendations, to be forwarded
to the Orange County League of Cities, the League of California Cities,
appropriate State and Federal Legislators, and other interested parties,
prior to the Annua] Congress of Cities Meeting in Las Vegas, Nevada,
December 1 through 7, 1966.

CONTINUED PUBLIC HEARING - REGULATIONS: CAMPCARS, TRAILERS~ BOATS, ETCo: Public
hearing was continued from the meeting of August 16, 1966, to allow for
study and possible amendments to the proposed ordinance by the appointed
Citizens Committee.
Communication dated October 31, 1966, from the Trailer Coach
Association, Los Angeles, together with draft of the proposed ordinance
as distributed to the Committee October 26, 1966 for study, was submitted
for Council review.
Mr. Alex Discoe, Acting Chairman of the Citizens Committee,
advised that progress has been made by the Committee in studying and
redrafting the proposed ordinance, and requested this hearing be continued
to allow for submission of said ordinance to the City Planning Commission
for report and recommendations.
Councilman Chandler moved that public hearing be continued to
March 7, 1967, 7:00 PoM0, to be held in the Anaheim Central Library.
Councilman Dutton seconded the motion. MOTION CARRIED.
