Mr. Murdoch stated since there is no indication on the part of the Council for a special election and since it is an assumed intent of the cir- culators of the petition to hold the election at the next general municipal election no contest exists. Councilman Sneegas stated although he is against a special election due to costs, he still has reservations about putting both the proposed Charter Amendment Measure and actual election of a Mayoral candidate on the same bal- lot. He felt the public could get confused about the issues, i.e., if a voter desires to vote"no"on the measure, but sees he must also vote for a candidate in the event the measure is successful, he may also feel he must vote "yes" on the measure. Councilman Sneegas stated that he feels there is a grave respon- sibility on both the proponents of the Charter Amendment Measure and the Council to get the public fully informed. Mr. Watts explained that the proposed Charter Amendment, Subsection D, requires both issues to be voted upon concurrently. No further action was taken by the City Council. MEMBERSHIP: Garry McRae, Personnel Director re- ported that an agreement has been reached with the Anaheim Municipal Employees Association providing for a 6.5% increase for their general membership with exceptions for the classes of Park Maintenance Man, Plan Check Engineer, Right- Of-Way Representative, Billing Clerk and Planning Aide; that said agreement also includes a second year agreement for a 6% increase. EMPLOYEE INSURANCE PLAN RENEWAL - BLUE CROSS HEALTH INSURANCE: Mr. McRae reported that the final contract negotiated with Blue Cross represents a 4.0% reduction from the current rates, which reduction results from less than projected claims costs for the year just ending and a projection of similar experience for the next 12 months. That there are no benefit improvements although it has been clarified that the treatment of hyper-kinesis in children is a contract benefit. Further, there has also been established a membership group of "retired employee''~ for employees retiring on or after October 5, 1973. That the following rates will apply as deposit rates for the period November 1, 1973 through October 31, 1974: Single employee - $16.95; employee and one dependent - $41.87; employee and two or more dependents $54. Future retirees under age 65 will be permitted to enroll for coverage in the active group segment and pay regular rates. The benefits for State retirees and spouse 65 years of age and over will be the same as the active group on a non-duplication of medicare basis. The proposed monthly rates for this group will be single - $13; two-party - $26; three-party $39. On motion by Councilman Pebley~ seconded by Councilman Sneegas~ renewal of the Blue Cross Health Insurance contract was authorized as outlined and recom- mended by the Personnel Director in his memorandum dated October 16~ 1973. EMPLOYEE INSURANCE PLAN RENEWAL - AETNA LONG TERM DISABILITY INSURANCE: Mr. McRae reported that the final contract with Aetna Long Term Disability Insurance re- presents an 18% increase in the premium rates for the next year raising the rate from the present 61 cents per $100 of basic wage to 72 cents per $100, the effec- tive date being November 10, 1973 through November 9, 1974. On motion by Councilman Pebley, seconded by Councilman Stephenson, renewal of the Aetna Long Term Disability Insurance contract was authorized as outlined and recommended by the Personnel Director in his memorandum dated October 16, 1973. RETIRED EMPLOYEE LIFE INSURANCE PROGRAM- TRAVELERS: Mr. McRae recommended the approval of-a revised retired employee life insurance program issued through Travelers Life Insurance Company to be effective October 5, 1973. He reported that current plan of reduced life insurance available at employee cost will not be offered after said effective date and the revised program will only affect employees who retire on or after October 5, 1973 and will not alter the coverage of persons retired before that date. Employees who retire on or after the effective date shall receive a paid-up life insurance policy, paid for wholly by the City, with a face value determined by length of service, as follows: a. $100 for each complete year of City service. b. $50 for City service over six months but less than a year. c. The maximum amount shall be $2,000. On the recommendations of the Personnel Director, the Council approved the revised Retired Employees' Life Insurance Program through Travelers Life Insurance Company and authorized the City Manager to sign the application form, and further authorized the payment of the first month's estimated pre- mium in the amount of $3,000, on motion by Councilman Pebley, seconded by Councilman Stephenson.
