RECEIPT OF A PETITION FOR THE ANNEXATION OF CERTAIN UNINHABITED TERRI-
TORY TO THE CITY OF ANAHEIM, DESIGNATING THE TERRITORY AS THE EAST LA
PALMA NO. 2 ANNEXATION; DESCRIBING THE BOUNDARIES OF THE TERRITORY PRO-
POSED TO BE ANNEXED AND GIVING NOTICE OF THE DAY, HOUR AND PLACE WHERE
AND WHEN ANY PERSON OWNING REAL PROPERTY WITHIN SUCH TERRITORY SO PRO-

Councilman Pebley called the meeting to order.
RECESS - EXECUTIVE SESSION: Councilman Pebley moved to recess to Executive Session.
Councilman Thom seconded the motion. MOTION CARRIED. (11:03 A.M.)
AFTER RECESS: Mayor Dutton called the meeting to order, all Councilmen being present
with the exception of Councilman Sneegas. (Mayor Dutton having entered during
Executive Session.) (11:50 A.M.)
DISCUSSION REGARDING SALARY NEGOTIATIONS WITH THE ANAHEIM POLICE ASSOCIATION: Prior
to any motion for adjournment, Councilman Thom referred to the publicized recent

events including the picketing of City Hall by the Amaheim Police Association,
and asked if the remainder of the Council would consider joint meetings between
the Council, City staff and Anaheim Police Association, in an attempt to bring
the area of disagreement into proper prospective.
Councilman Dutton asked Councilman Thom if he was prepared to renego-
tiate contracts with all other City employee groups as well.
Councilman Thom replied that he is addressing himself to the immedi-
ate problem at hand.
Councilman Dutton disagreed, stating that he felt opening 'negotia-
tions with the Anaheim Police Association would precipitate renegotiating con-
tracts with I.B.E.W., A.M.E.A. and all other employee organizations.
Councilman Thom felt this would not be the case since the other
employee groups have already signed their contracts.
Councilman Dutton voiced concern over the fact that Councilman Thom
would consider opening negotiations with the Anaheim Police Association after
the extensive deliberations held in Executive Session, during which the issue
was thoroughly discussed and all Councilmen were aware that the final offer
made to the Anaheim Police Association and to the other employee groups was
the best within the City's capabilities. He pointed out that despite the fact
that some of the placards read that the Anaheim Police were given nothing, they
were offered an increase of 6.75%, which they chose not to accept. Further he
noted that they were granted an additional two week time period in which to
resolve the situation without loss of ~any portion of this increase.
Councilman Thom stated that he has never agreed or voted in Executive
Session as implied by Councilman Dutton, noting that it is illegal to vote in'
Executive Session. He reiterated that he is trying to address the immediate
problem and to resolve it by sitting down to meet and confer with the Anaheim
Police Association and settle the dispute.
Councilman Pebley remarked that during his experience in the past
ten years as Councilman and Mayor, almost every year representatives from the
A.M.E.A., Police, Fire and I.B.E.W. sectors of City employees have come for-
ward and addressed their grievances to the Council directly, and if the Anaheim
Police Association this year had employed this procedure, they too, would have
had an opportunity to make their disagreement known at an open meeting of the
City Council, however they did not choose to avail themselves of this forum.
Councilman Thom suggested that the problem could perhaps be of such
a nature that the Police representatives did not wish to discuss it in public.
He stated that there is no reason to deny them a private meeting.
Councilman Pebley did not feel this is possible at this time.
Councilman Dutton again questioned whether Councilman Thom's request
that they meet and confer with the Anaheim Police Association should be con-
sidered as advocating that the Council reopen negotiations with all City
employee organizations.
Councilman Thom again replied that his statement infers that Council
should meet and confer with the Anaheim Police Association since they have not
reached an agreement, whereas the other employee groups have not only agreed,
but have also signed their contracts. He asked again whether the remainder of
the Council would entertain the idea of meeting with the Police representatives.
He remarked that he feels this to be Council's responsibility.
Councilman Stephenson stated that as far as he is concerned, he has
already meet and conferred regarding salary negotiations for two and one-half
months during which it was determined that the offer eventually made was as
much as the City could extend.
In answer to Councilman Thom, Councilman Stephenson remarked that if
the Anaheim Police Association had desired an opportunity for a private meeting

during the salary negotiations, he was at a loss to explain why they had not
presented a request for such a meeting to the Council. He expressed the opinion
that further salary negotiations are not possible since the City has made a
final offer. He noted that if the public were made aware of the salary and
fringe benefits paid a patrolman after three years, they would not be in sym-
pathy with an additional wage increase.
Councilman Pebley remarked that he had requested a report from the
Personnel Department, for his own information, relative to salaries paid patrol-
men and received the following figures which would apply to a patrolman after
his third year:

This amounts to a total monthly cost to the City of $1,444.51 per

Councilman Dutton felt that one source of the problem might be that
there are many young people on the police force who do not recognize and appre-
ciate the fact that they receive 50 cents in fringe benefits in addition to each
dollar of salary.
Councilman Sneegas entered the Council Chambers. (12:05 P.M.)
After being apprised of the tenor of the discussion, and the suggestion
offered by Councilman Thom that the Council and City staff meet and confer with
the Anaheim Police Association representatives to attempt to resolve the situa-
tion, Councilman Sneegas stated that as he recalled from the negotiating sessions,
the final offer which the City made was considered satisfactory to all parties,
and to date he has not received any input to explain why the Anaheim Police
Association has not accepted it.
Councilman Thom remarked that this illustrates his point, that the
Council should meet with the Anaheim Police Association to find out where the
problem lies.
Councilman Pebley voiced the opinion that the request of the Anaheim
Police Association to meet now comes rather belatedly, after the Council and
staff had spent two and one-half months deliberating, which culminated in the
offer made. He further noted that all of the Council was made aware of the eco-
nomic facts behind the offer and stated he could not understand why Councilman
Thom has reversed his position on this issue once out of Executive Session.
Councilman Thom stated that the only item he changed his mind about was
voting on the conditional resolutions, with which he had previously indicated
disagreement.
At the conclusion of discussion, by general Council consent, Councilman
Thom's suggestion of ajoint meeting between the Anaheim Police Association, City
Council and staff was taken under advisement.
