Mro Ed Ettinger~ Public Relations Director at Disneyland~ referred
his communication of February 15, 1962~ previousiy submitted (copies fur-
nished each Councilman) setting forth in detail facts and information
pertaining to the fireworks displays and advised that he would be willing to
answer any further questions regarding the requested permit°
The Mayor asked if anyone else wished to address the Council°
Mr. Leo Jo Seitz~ 1310 South Palm Street, addressed the Council
and submitted a petition of opposition containing twenty signatures
requesting the revocation of any existing permits and to prohibit without
reservation the use of any noise producing equipment for private gain at
the public's discomfort, specifically the Disneyland fireworks~

fireworks being held 'too oftens that there are people in their area who
work the eleven o'clock sbfft and are sleeping~ and the fireworks displays
are a disturbing element, He referred t.o the heavy traffic which slows
down to observe the fireworks~ 'thereby' causing traffic problems. He
questioned why the meeting was scheduled a'h three o'clock in the afternoon
and why the publicity was only in yes%erday'-s paper°
Mrs, Laneys of the Frontlet Motels addressed the Council favoring
the fireworks disp].ays, advising t. ha% ~hey have never had any objections
from their guests or had a f~re problem as a result of the fireworks°

Mr. Robert Davis~ Assistant City Manager~ read in full the report
of the Traffic Engineer regarding their parking study in the Downtown
Business District9 and submitted maps showing 'the parking lots and the per-
centage of time that there were vacant, spaces~ and the occupancy of the lots,
and the problem areas where all-day parking occured~ and the number of park-
ing spaces on 'the street and the percentage ±bat had all-day parkers~ and
further submitted to each Councilman copies of 'the report of the Chief of
Police regarding time limit parking enforcement°
The maps prepared ~¥ the lraffic Engineer were reviewed by the
City Council and discussion was held regarding %be posting required for a
one hour or two hour 'time limits ~e changing of the me%ers 'to two hour
meters, the cost thereof and the pol:cing involved°
At the conclusion of the discussion~ achion was withheld to the

AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18 OF THE ANAHEIM
MUNICIPAL CODE RELATING TO ZONING. (Lot 12 only, 61-62.-46 - C-i)
(Baney Property only.)
After hearing read in full the title of Ordinance Nco 1679 and
having knowledge of the contents therein, Councilman Thompson moved the
reading in full of said ordinance be waived° Councilman Coons seconded
the motion° MOTION UNANIMOUSLY CARRIED.
CONDITIONAL USE PERMIT NO. 118: Request of Wa To Wade, Agent for Mr. William
N. Johnston, for approval of revised final plot plan filed pursuant to
Resolution No. 6982 in Conditional Use Permit No. 118o
Plans were reviewed by the City Council and compared with the
previous plans filed, and discussion was heldo
Mr. W. To Wade, professional trailer park designer, advised
that requirements of the proposed Irailer Park Ordinance have been incor-
porated in said revised final plans, that the number of trailer park
spaces have been reduced from 122 %o 101 regular trailer spaces and four
vacation trailer spaces°
At the conclusion of the discussion~ Council. man Coons moved that
the revised general "Final" Plot Plans submitted by Mro W, T. Wade in
relation to Conditional Use Permit NCo 118 be approved~ subject to compliance
with all conditions of the proposed Trailer Park Ordinance, and further
subject to the provision that the southerly boundary comply with the roadway

Councilman Coons offered Resolution No. 62R-185 for passage and adoption,
retaining the unlimited parking in 'the Downtown Area which was previously
metered, and converting the following parking lots to all-day parking:
1. The parklng lot at the corner of Emily and Chartres Streets, across
from the Lutheran Church,,
2. The parking lot on the north side of Chartres Stree%~ east of the
telephone building°
3. The parking lot on the south side of Oak Street, be%ween Helena and
Clementine Streets.
4. The parking lot across from The Bulletin office, at Lemon and Broadway.
Further, that the City Manager's Office, Traffic Engineer~ and Police
Departments through 9cod public relations, advise downtown employers of
this action and to request the cooperation of their employees to park in
%he~g lots ins%cad of the areas ~hat were previously metered.

The Mayor declared Resolution Nco 62R-185 duly passed and adopted.
Request of Anaheim Laundromat, 311 North Los Angeles Street, for
loading and unloading zone; request of Dfc Co Mo O'Brien, 502 East Center
Street, for parking limitation sign; and the previous request of Pacific
Telephone and Telegraph Company for fifteen minute parking zone for the
first three car spaces on the north side of Chartres Street and the three
car spaces frontin9 the building located at 200 North Lemon Street, were
held over for further study and possible action on an administrative basis°
FINAL MAP, TRACT ;tO. 3777: DeveJoi>e:~ Coordinated Survice; tract located on the
south side of Riverside Freeway, 50 fee~ we:-;t of Cypress Street, and con-
tains 14 R-I lots.
The City Engineer reported said final map conforms substantially
to the Tentative Map previously approved, that fees have been paid and
necessary bonds posted, and recommended approval of said Final Map°
On the recommendation of the City Engineer, Councilman Thompson
moved Final Map, Tract Non 3777, be approved. Councilman Fry seconded the
motion° MOTION CARRIED.
ANAHEIM CITY PLANNING COMMISSION PRECISE PLAN STUDY NO. 36-63-1: Mro Martin
Kreidt reported on the Precise Plan Study of the area located on the north
side of Broadway, between West and Walnut Streets~ extending northerly to
the alley, to determine if R-3 Zoning on Building Code itself could be
properly effected~ which was considered by the City Planning Commission at
their meeting of Feoruary 5~ 1962~ at the request of the City Council in
their consideration of Reclassification Nco 61-62~42o Mro Kr~dt referred
to the City Planning Commission,s action adopting Precise Plan No° 36-63-1
for the ultimate development of subject area, said development to be
accomplished provided the following requirements were established:
1. Improvement of the alley abutting subject properties on the North to a
width of twenty (20) fee% subject to the approval of the City Engineer°
2. Dedication of all access rights to Broadway°
3. Development in accordance with the provisions of Chapter 18~32 of the
Anaheim Municipal Code for the R-3~ Mul.%lple Family Residential, Zone°
4o Requirement that use of any existing struc%hre shall be subject to the
inspection and approval of the Fire Department°
Discussion was held by the City Council~ and at the conclusion
thereof, Councilman Coons moved %hat Cit~ Planning Commission's recommen-
dations be accepted, and that Planning Study No° 36-63-1 and %heir
recommendations for the development of subject area be approved° Councilman
Thompson seconded the motion° MOTION CARRIED.
RESOLUTION NO. 62R-186: City Planning Commission Resolution N0o 232, Series
1961-62, recommending street name change of North Redwood Drive to North
Redwood Place (northerly of Sycamore Street to its point of intersection
with North Redwood Drive in Tract No° 1246) and South Redwood Drive to
South Redwood Place (southerly of Sycamore Street to its point of intersec-
tion with South Redwood Drive in Tract NCo 1246) was submitted and discussion
was held. At the conclus:on of the discussion, Councilman Thompson offered
Resolution Nco 62R-186 for passage and adoption, authorizing the street name
change as recommended by the City Planning Commission°

The City Planning Commission pursuant to their Resolution Nco
206, Series 1961-62, recommended said reclassification to C-1 limited to
business and professional office use only~ subject to the following con-
ditions:
1. Removal of existing residential structures or development to commercial
standards of the existing buildings, and in either case, final building

2. Installation of a minimum six (6) foot wide landscaped strip abutting

Mrs° H. Co Sauer, 622 South Pine Street~ living directly in back
of subject property, advised that at the City Planning Commission hearing,
Mr. Nltz stipulated to the placement of steel posts along her property line
to protect her fence°

The Mayor asked if anyone wished to address the Council°
Mro Martin Kreidt noted the location of subject property, uses
in the area surrounding subject property, and summarized the evidence and
action of the City Planning Commission°
Mro Phillips, applicant~ 1613 Ham~tead Street, advised that the
Planning Commission, at their hearing, indicated disapproval of the five
foot side yard waiver; however~ the plans of development were not reviewed.
He informed the Council that he presently had ten apartment houses on
Hampsiead, and the additional apartments could not be developed without
relief of the side yard requirement° As he was %he owner of this area,
no adjoining property would be adversely affected°
Plans were reviewed by the Ci'ty Council, and Mr. Phillips
explained that the proposed p].ans would be for four-unit apartments com-
prisin9 1130 square feet each, with approximately 2000 square feet of
land for each apartment~ He further advised that he re-subdivided this
tract in order to acquire larger lots for apartment development°
Mr~ Roy Watkins~ Newport Beach~ Architect for the project,
explained the features of the project which will upgrade the area.
The Mayor asked if anyone else wished to address the Council,

RESOLUTION NO. 62R-200: After further review of the plans by the City
Council, noting the light and air space provided, Councilman Ihompson
offered Resolution No,. 62R.-200~ granting Variance NCo 1436, subject to
the City Planning Commission's Conditions Nos° 3 and 4, and amending
City PIannlng Commission Condition Nco 1 to read, "Development substan-

DANCE PERMIT - "BIG DUDE"~ 10879 MANCHESTER AVENUE: Mro Murdoch called attention
to Police reports concerning the operation at the Big Dude, which reports
indicated that the Dance Permit was granted and the operation allowed to
continue, subject to the serving of food on the premises, and further
indicated that food is no Ionger being served°
It was moved by Councilman Coons, seconded by Councilman Chandler,
that notice be served upon the applicant to appear and show cause why said
Dance Permit should not be revoked° MOTION CARRIED.

Tract No. 3370 was ordered to be scheduled for City Council ac%ion March 6,
