Regular meeting held March 6, 1962, was adjourned to this date
for the purpose of considering the replacement of parking meters in the
downtown area°

The meeting was called to order by Mayor Schutte, who announced
that only the question of the replacement of the meters was to be con-
sidered at this timeo
City Manager Keith Murdoch read petition received by the City
Council dated March 2, 1962, 'that gave rise to the motion to adjourn to
this time to consider this request° He stated that during the discussion
March 6, 1962, regarding the request to return the meters, it was noted
that this would be during the period of time that a study with the
technical departments of the City together with the merchants could be
made for a possible complete solution to the problem°
Locations of the business establishments requesting the meters
be replaced was noted on a map which was posted on the west bulletin board
of the Council Chambers°
Mr° Metteer, Mission Furniture Store, 223 East Lincoln Avenue,
stated it was their position that the meters be returned in ordez to make
a single concrete study of the parking situation° He wanted it clearly
understood that they realized the parking meters were not the final solu-
tion to the problem°
Mr° Joe Kaska, Ritz Cleaners, 307 East Lincoln Avenue, was of
the opinion that the present condition would not have existed if money
from the parking meters had been used to purchase off-street parking lots
for employees and customers° He was opposed to replacing the meters unless
the money derived therefrom was used for the purchase of off-street parking
]ots~
Mro Kaska was advised that revenue from the parking meters
was used for the purchase of off-street parking lots and maintenance
thereof~ and the lots that had been purchased with these funds were
reported upon by some members of the Council°
Dfc Co M. 0'Brien, Do Co, 502 East Lincoln Avenue, requested
immediate replacement of the meters and stated many of her patients,
because of their physical conditions, were unable to get from their cars
to the building, and requested time limits be established and relief given
this situation~
It was noted that the issue before the Council was whether or
not the replacement of the meters would be made9 and that further solutions
regarding individual situations were to be considered at the time of the
study and prior to final recommendations°
Mro Virgil Isbell, Office Barber Shop, 129 East Lincoln Avenue,
requested the parking meters be reinstalled°
Mro Joe Farber~ Lucky Lady Sportswear, 184 West Lincoln Avenue,
requested the situation be left status quo, and felt that the Council
used good judgement in removing the meters~ He felt that if a better solu-
tion was presented and it called for the removal of the meters, they would
never be taken off again° He reminded the Council of the agreement that the
trial period was for six months°

Mr. Charles Kramer, Kramer's Electric, 234 East Lincoln Avenue,
requested the meters be installed and suggested that three or four fifteen
minute meters be placed in each block°
Council.man Chand.ler moved the speaker be limited to three
minutes. Councilman Coons seconded the motion° MOTION CARRIED.
Mro Earle Jackson, Jackson Drug Store, 237 East Lincoln Avenue,
read the notice received by him from the Downtown Merchants? Association
regarding this meeting, and reques'ted that a vote be taken on the question
at this time°
Mayor Schutte asked those in favor of replacing the meters to
stand o
Twenty-two votes plus two votes by proxy were counted°
To the question of all those who wanted the meters off, nine
standing votes were counted°
Councilman Thompson asked if the meters were replaced, could
the income therefrom be used to clear the lots presently owned by the City.
Mr° Murdoch replied, "Yes°"
Discussion was held by the Council~ and it was agreed that the
first petition presented was considered at an open hearing, at which time
it appeared that 'the downtown merchants' group wanted the removal of the
meters° Subsequently, the petition received last week (March 6, 1962)
requested the meters be replaced so that a comprehensive study could be
made to arrive at a sound solution to the problem. It was also noted that
these actions were of an exploratory nature°
It was determined that requests similar to that of Dfc O'Brien
should be considered in the study, and also the "token system" as
suggested by Mro Martin should be considered°
RESOLUTION 62R-213: Councilman Coons offered Resolution No° 62R-213 for
adoption°

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING AND
DIRECTING THE DIRECTOR OE PUBLIC WORKS AND SUPERINTENDENT OF STREETS TO
INSTALL PARKING METERS IN ALL AREAS WITHIN THE CITY AS AUTHORIZED BY
SECTIONS 14o~4o020 AND 14o44o030 OE THE ANAHEIM MUNICIPAL CODE AND ALL
RESOLUTIONS ADOPTED PURSUANT THERETO, AND IN ALL PLACES FROM WHICH THEY
WERE REMOVED PURSUANT TO RESOLUTION NO. 62R-20o
On roll call 'the foregoing resolution was duly passed and adopted
by the following vote:
