Mayor Coons called the meeting to order.
PRESENTATION - NATIONAL SAFETY COUNCIL FIRST PLACE AWARD: Mr. Roy Heissner,
Assistant Personnel Director, advised the Council that 1961 was a safe
year for Anaheim City Employees, as they worked over 1,750,000 man hours
of po%eh%iai accident exposure, and only lost a total of 2,600 hours of
time due %o accidents; that Anaheim can be doubly proud as their safety
program is conducted by a General Safety Committee composed of twenty-six
employees from all of the City's departments and a representative from the
Employees' Association. Further, that Anaheim has also received the firs%
place award in the League of California Cities competition in the employee
group of Six Hundred %o Twelve Hundred; the American Water Works Associa-
tion has presented an Award of Merit for the safety record of employees in
the Water Division; and also the Ci%y'has received a refund check in %he
amount of $44,000. from their industrial accident carrier, State Compensa-
tion Insurance Fund.
On behalf of the City of Anaheim General Safety Committee, Mr.
Heissner presented to Mayor Coons the Greater Los Angeles Chapter, National
Safety Council First Place Award, received by the City of Anaheim, in the
governmental group of cities of 500 or more employees in Southern California,
1961 Business and Industry Safety Contes%.
Mayor Coons accepted the Award, and on behalf of the City Council
praised all City employees for their dedication to safety and their con-
tinued efforts toward good safety practices, making possible for this award
to be received for the second consecutive year.
The City Council requested that a trophy case be placed in the
City Hall to display the awards and trophys received by the City.
RESOLUTION NO, 62R-373: Councilman Krein offered Resolution No. 62R-373 for
passage and adoption.

VARIANCE NO. 1455 - Submitted by Real Estate Disposal Corporation,
requesting permission to operate a boat sales with reconditionin9 on
property located at 1455 West Lincoln Avenue. City Planning Commission
Resolution No. 277, Series 1961-62, denied said variance.
VARIANCE NO. 1462 - Submitted by Rotatin9 Investmen-t~ Inc., requesting
permission to waive rear yard setback requirements on certain lots within
Tract No. 3777. City Planning Commission Resolution No. 280, Series
1961-62, 9ranted said variance application, subject to conditions.
VARIANCE NO. 146] - Submit%ed by Mr. and Mrs. WiIliam E. Allen, requesting
permission to waive minimum floor area of pm posed single family dwelling
units and permit continued use of existing single family dwellings on
property at 1609 East Sycamore Avenue, was withdrawn by the applicant at

CONDITIONAL USE PERMIT NO. 218: Submitted by R. W. Reyes requesting permission
to construct a church and related buildings on property at 1171-1171½ North
West Street. The City Clerk was instructed %o schedule said Conditional Use
Permit for public hearing before %he City Council.
VARIANCE NO. 1454: Submitted by M. Douglas requesting permission to waive
garage door requirement, property located at 1666 Pampas Lane. The City
Clerk was instructed to schedule said Variance application for public
hearing before the City Council.
VARIANCE NO, 1460: Submitted by Irving Marcus, requesting permission to waive
single story height limitations on property located at 147 East Wilken
Way. The City Clerk reported an appeal has been filed and public hearing
scheduled before the City Council on May 15, 1962.
TENTATIVE MAP~ TRACT NO. 4060 (REVISED): Subdivider, S. V. Hunsaker and Sons;
Engineer, Millet, King and Associates; tract located on the north side of
Crescent Avenue between Gilbert and Brookhurst Streets~ and contains 23,
R-3 lots.
The City Planning Commission at their meeting of April 2, 1962,
approved said tentative map, subject to the following conditions:
1. That the development be in accordance with the development of
of Tract No. 2567, subject to the approval of plo% and build-
ing plans by the Building and Planninq Departments.
2. That should this subdivision be developed into more than one
subdivision, each subdivision thereof shall be submitted in
tentative form for approval.
Mr. Martin Kreidt outlined the location of subject tract and
briefly summarized the evidence presented at the City Planning Commission
meeting.
Councilman Dutton moved that Tentative Map, Tract No. 4060, be
approved subject to the recommendations of %he City Planning Commission.
Councilman Schutte seconded the motion. MOTION CARRIED.

City Hall, Anaheim, California - COUNCIL MINUTES - April 24, 1962, B:O0 P.M,
TENTATIVE MAP, TRACT NO. 4645: Subdivider, Kenneth B. Wallace; Engineer,
Harold Raab; tract located on the east side of Gilbert Street and contains
eight proposed R-3 lots, one proposed C-1 lot, and one proposed C-3 lot.
Communication dated April 24, 1962, from Harold L. Raab, Engineer,
requesting that action on Tentative Map, Tract No. 4645 be deferred and
considered in conjunction with Reclassification No. 61-62-92, which is
scheduled for public hearing on May 8, 1962, was submitted and read.
Councilman Chandler moved that action by the City Council on
Tentative Tract No. 4645 be deferred to May 8, 1962, for consideration in
conjunction with Reclassification No. 61-62-92 in accordance with the
request from the applicant. Councilman Dutton seconded the motion
MOTION CARRIED. '
TENTATIVE MAP, TRACT NO. 4647: Subdivider, Nelson B. Reamers; Engineer, Nat
Neff Engineering Company; tract located at the stub end of Canoga Street
near the intersection of Knott Avenue and Ball Road, and contains six
proposed R-1 lots.
The City Planning Commission at their meeting on April 2, 1962,
approved said tentative map, subject to the following conditions:
1. That it be subject to engineering requirements.
2. Subject %o the approval of plot and building plans by the
Planning and Building Departments.
3. Approval of March 28, 1962 revision of subject tentative map.
Mr. Martin Kreidt outlined the location of subject tract~ and
summarized the evidence presented to the City Planning Commission. He
advised that the tract map was originally submitted projecting a stub
street %o the south of subject property; however, on the recommendations
of the Interdepartmental Committee, said map was revised to indicate a
cul-de-sac with in the tract, which would provide for the completed
improvement of Canoga Street, thereby making the creation of a 10,000
square foot corner lot at the intersection of Canoga Street with Glen
Holly Drive, if both were extended, unnecessary; that development of the
property abutting to the South could be possible by the extension of Glen
Holly Drive to the West.
Communication dated April 19, 1962, from Mr. and Mrs. D. H.
McConnell, 910 South Knott Avenue, protesting the cul-de-sac termination
of Canoga Street~ was submitted (copies having been furnished each Council-
man. )
Mrs. McConnell, owner of one of the long narrow lots to the South
of subject property, addressed the Council being of the opinion that if
Canoga Street was extended on to the South, the owners of 'the undeveloped
parcels could move their homes from the front of their property on Knott
Avenue to the rear of their property on Canoga Street, which would leave
a very nice parcel for development on Knott Avenue; that she was not
protesting the development of the residential tract, only the cul-de-sac
street unless it can be explained how her property could be successfully
developed; that they have considered joint development plans with the
property owners in this area, however said plans did not materialize.
Discussion was held by the City Council regarding the acquisition
o£ additlonal land, the potential development of the Knott Avenue frontage,
and workable street patterns for the area.
Mr. Ray Mercado~ tract Engineer, addressed the Council requesting
approval of said Tentative Map, being of the opinion that if 'the map is
denied without prejudice instructing /he developer to acquire additional
land, it would jeopardize their position to acquire said land if they had
to do so to receive an approved Tentative Map.

City Hail, Anaheim, California - COUNCIL MINUTES - April 24, 1962, 3:00 P.M.
Mr. J. W. Dooley, 842 South Knott Avenue, owner of property in
the immediate area, addressed the Council advising that he had no
objection to the tract homes; however felt that there should be a deter-
mination regarding the ultimate use of the remaining property.
Mrs. June Lenc, 3312 West Glen Holly, a resident in the area
and representing the Westridge Home Owners Association, advised that they
were very much in favor of said R-1 Tentative Tract.
Mr. Sykes, representing the company who purchased subject
property, advised that the property was purchased with the intention of
developing as R-3; however after attending several meetings regarding
the development of this area they determined that R-3 was not the proper
development for the back portion of the land, and proceeded to prepare
plans for an R-1 residential tract; that 'they planned to hold the remainder
of the property until the City makes a definite decision as to the use of
the land and then they will proceed with development; that they would be
happy to cooperate with the owners of the property in the area to work out
a fine development.
After further discussion by the City Council, Councilman Dutton
moved that Revised Tentative Map of Tract No. 4647 be approved, subject to
the recommendations of the City Planning Commission. Councilman Chandler
seconded the motion. MOTION CARRIED.
RECESS: Councilman Chandler moved to recess to 7:00 P.M. Councilman Dutton
seconded the motion. MOTION CARRIED. (5:10 P.M.)
AFTER RECESS: Mayor Coons called the meeting to order, all members of the
Council being present.
FLAG SALUTE: Mayor Coons led the audience in the Pledge of Allegiance to
the Flag.
FLY PROBLEM: Mayor Coons advised that the Council met this morning with Mr.
Groat and a group of residents, a group representing the Poultrymen and
Dairymen Association, and representatives from the County Health Department,
and after due discussion, it was determined that the Fly Ordinance should
be revised and more effective control measures established; that a rough
draft of the proposed Ordinance will be prepared and distributed to the
interested groups for the receipt of their comments, with final action by
the City Council as soon as possible.
CLAIMS AGAINST THE CITY: The following claims were denied by the City Council
and referred to the City Attorney's Office and City's Insurance Agent
on motion by Councilman Schutte, seconded by Councilman Dutton:
a. Claim filed by Lucky Store No. 416, 720 West La Palma Avenue,
for damages on February 9, 1962, resulting from a high
voltage condition in their electrical service.
b. Claim filed by Kay Vaughn and Jackie Smith for damages
resulting from a traffic accident on March 12, 1962, at Ball
Road and Agate.
MOTION CARRIED.
RESOLUTION NO. 62R-374: On the recommendations of the City Engineer, Councilman
Chandler offered Resolution No. 62R-374 for passage and adoption, awarding
Job No. 4803, the Ball Road Street Improvement from Beach Boulevard to Knott
Avenue to the low bidder, C. E. Hurley Contracting Company in the amount of
$25,470.14.

RESOLUTION NO. 62R-377: On the certification by the City Engineer that Norwalk
Asphaltic Concretes Inc. has completed the construction of the Magnolia
Avenue street improvement from Crescent Avenue to Lincoln Avenue, and in
accordance with his recommendations dated April 24, 1962s that an extension
of time be granted to Norwalk Asphaltic Concrete~ Inc., from November 24s

addressed the Council regarding a problem in their area caused by the
annexation to the City of Stanton, one lot (Lot 38~ Tract 3104)~ and the
rezoning of said lo{ {o C-l, contrary to the existing Deed Restrictions of
the tract, and to %he detriment of the neighborhood of approximateiy
Three Hundred and Fifty-six homes.

She advised that 'the case directly involving seventy-one homes
has been taken to the Superior Court, and that they are now presently
awaiting the formal court verdict. However, they have been informed what
the verdict will be, to wit: Although the court finds there clearly has
been a violation of the Deed Restrictions on the part of the defendant~
and that there has not been a substantial change or deterioration of the
neighborhood to warrant C-1 Zoning and usage of the home, the court's
decision is in favor of the defendant, on the point that the home owners
have done nothing to ascertain or assert their rights prior %o the com-
pletion of alterations made to the garage for the C-1 use. Mrs. LaMorte
further reported that the court refused %o hear their rebuttal testimony
on all that they had in fact done, and briefly related steps taken by them
to prevent the C-1 intrusion.
She further reported that they were planning to Sake the case
to the appellate court because of its vital importance to ail home owners~
and invited donations to the fund for this purpose from anyone who wished
to contribute.
She further advised of the great need for adequate protection
for R-1 zoned areas and the necessity of the Master Plan~ and urged all
residential property owners to make known their needs regarding zoning
protection.
Mrs. LaMorte noted the present "comb teeth boundaries" separating
one city from another~ and the problems created for poiice~ fire departments,
zoning control, etc., and requested the City of Anaheim to approach the
Orange County Boundaries Commission and 'the cities of Stanton, Buena Park,
Garden Grove and others, to work towards straightening 'up in a logical
fashion the entire mutual boundaries of the various ci-Lies.
Mayor Coons thanked Mrs. LaMorte for her presen!aLion and advised
that the City of Anaheim has avoided, wherever possibie~ 'the reclassification
of property where it did contain Deed Restrictions to 'the contrary. Although
such action is within the power of 'the City Councii~ it has Oeen their
feeling 'that i-t was neither logical or right to place the home owner in a
position of jeopardy to defend a right purchased with his property.
CONTINUED PUBLIC HEARING, RECLASSIFICATION NO. 61-62-62: Submitted by Francis
Elliott and Margaret D. Elliott requesting permission to chanqe Restricted

Appeal from action taken by the City Planning Commission was
filed and public hearing scheduled March 27, i962~ and at the request of
Mr. Ray Mercado, Agent for the applicant, continaed to 'this date.
Mr. Martin Kreidt noted the location of subject property and
summarized 'the evidence presented to the City Planning Commission,
reporting that action of the City Planning Commission denying said Con-

which projected R-3 development for this area.
Mr. Ray Mercado addressed the Council advising that all con-
ditions of the pending C-1 zoning had been complied with, and that the

would be on a corner parcel of property 1~0 feet by i40 feet, and that
the only properly maLerlaliy affeczed~ which sdrrounds 'this parcel, is
owned by the applicant. He advised that the service station proposed
would be ~he same recently' approved at ~he northwesterly corner of Orange
and Knott Avenues.
Mr. 'Thomas Sanders, 1219 Shelly Drive, addressed the Council
advising ~hat when ~he plans for C-1 development were submitted, there
was no reference to a service station a't this corner. He approved of
the C-i zoning, out felt that it shomld not include a service station, as
in his opinion, one was not needed.

California, advised that the plan of development contemplated is that
each parcel of property will be conveyed to a cooperative corporation.
If the entire property :is developed as one, the entire development will
be conveyed to one corporation, who will own the properly in fee, and
all maps will me recorded simultaneously. He explained 'that this program
was under the jurisdiction of the Corporation Commissioner and the Real
Estate Commissioner, the Real Estate Commissioner has succeeded jurisdic-
tion · to 'the Corporation Commissioner; and when the program is presented,
a copy of the Occupancy Agreement arid membership certificate will be
presented and approved.
In answer 'to a question of Councilman Chandler regarding
assurance thai the last sobdivision iTract No. 4621) wouJd be improved
and the people assured of 'their right o~ use, Mr. Schnieder stated that
the required land is put aside at this time, and :if' the 'tract should be
developed separately, an escrow would be created of approximately one-
fifth of the cost needed for the park development, and the park would not
be developed until fdlly subscribed to; thal Tract No. 4621 would be a
separate corporation in which each shareholder in the cooperative corp-
orations would have an interest.
Mr. Ross SLated if the entire projecL was not improved at one
time, a new plan of development moving the recreational facilities further
east would be presented.
Mr. Schnieder further explained that each person who purchases
an apartment has their apartment customized, and that the apartments range

Forty-six apartmenis~ 230 are to be two bedrooms or two bedrooms and den
in size. Approximately 106 are to be one ~edroom, and approximately 110

opposition to Lhe project.
Mr. Robert Musten, 1970 Catalpa Avenue, addressed the Council
in opposition and referred to their previous petition of protest containing
approximately 500 names. He stated their main ~oncern was that of density
and also called attention to the promise of a walt aion9 the north boundary
which would be a mile long. He noted the danger,:in case of a disaster, of
only one exit to this area, and slated ....

Mrs. Wayne Mitchell, 910 Keystone Street, stated that each
apartment unit contains more children than a house unit, and related some
of the problems that the schools near apartment developments are faced
with, reiterating 'their objections 'to any apartments in this area.
Mayor Coons advised those present that by a previous Council
action there is a Resolution of Intent to zone the property R-3, and the
Council has previously determined this to be an R-3 area, that 'the action
tonight is to consider the lot and block subdivision development or a
planned unit 'type development.
Mrs. John C. Bancroft, 1929 Cataipa~ stated that not all the
neighbors were against 'the planned unit development~ that it is evident
that the land will not be used for R.-1, and :in her opinion, commercial or
light industry would be far worse 'than %he proposed R-3. She felt with
the cons'truction of the required wall arid-the aiosina off of tne streets
to their area, her neighborhood would not be affected.
The Mayor asked if anyone had anything new 'to offer~ there being

Mr. Alex Fishman addressed the Council approving of the
reopening of the hearing; however, due to the notification that the
hearing was closed, requested a one-week continuance in order to prepare
matters Pertaining to additional evidence, witnesses and technical
reports on zoning and ownerships in the area.
Mrs. Jacqueline Zustiak, 2108 Hiawatha Street, advised the
Council that they had no problem with commercial along Lincoln Avenue,
their concern was with the frontage on Empire Street.
Councilman Chandler called attention to the technical infor-
mation 9iven to the City Council by the City Attorney,s office, and
asked Mr. Fishman if he had other technical information not already
supplied to them.
Mr. Fishman replied, "Yes."
Mrs. Chavos reminded the Council 'that this question was asked
at the last meeting, whether it would be a closed meeting or open meeting,
and at that time Mayor Schutte advised 'that this would depend upon the
Council. She reported that at the present 'time 'those in opposition were
just as unprepared as Mr. Fishman.
Councilman Schutte moved said public hearing be continued one
week (May 1, 1962, 7:00 O?Clock P.M.), so that both opponents and proponents
can appear with additional and new evidence. Councilman Krein seconded the
motion. To this motion, Councilman Chandler voted "No". MOTION CARRIED.
CONDITIONAL USE PERMIT NO. 193: Submitted by Silas W. Lehmer, requesting per-
mission to construct one-family planned residential development on property
located on the north side of Katella Avenue between Dallas Drive and Nut-
wood Street, its southwest corner bein9 approximately 186 feet east of the
northeast corner of Dallas Drive and Katella Avenue.
The City Planning Commission granted said conditional 'use permit
subject 'to conditions.
Appeal from action taken by 'the City Planning Commission was
filed in the office of the City Clerk, and public nearinq held before the
City Council April 3, 1962, at which time said hearina was closed and
action of the Council deferred to this date, [o allow for revision of
plans to reduce density of the planned units.
Because of the revision in plans and so that both opponents and
proponents may review said revised plans, ~a~or Coons declared 'the hearing
reopened.
Correspondence dated April 24, 1962, from Betty J. Marquardt,
1665 South Nutwood Avenue, objec'tina to said pro~ect was submitted and
read in full. ~ '
Mr. John Rothman, representing the applicant, stated the revised
plans reduced the total dwelling unit count 'to seventy-four, meetinq the
density requirements of the R-1 zone, bein9 '7200 sqoare feet per dwelling
unit.
Convention subdivision was compared with this planned unit
development, taking all factors into accouni, resulting in less than one
additional unit per gross acre in the planned unit development as compared
to the conventional subdivision. ~r. Rothman reported that with their
layout, the adjoining property owners act~ally had greater separation than
they would have with a conventional subdivision.

Mr. Frank Woodman, 1735 South Ivanhoe, representing property
owners in the area, stated that %he people in the area would like to see
this developed into an R-1 subdivision. He called attention %o the fact
that the density was computed takin9 into consideration all of 'the recrea-
tional area, streets, etc. In his opinion the purpose of R-1 was to
give privacy and light and air between houses. He called attention to the
one entrance and exit on Katella, and felt that this was an attempt to
circumvent the R-1 zoning and requested the application be disapproved.
Margaret Richman, 2026 West Forest Lane, addressed the Council
in favor of 'the planned unit project, and stated in her opinion this was
the best plan that could be submitted for the area.
The Mayor asked if anyone else wished to address the Council,
there bein9 no response, declared the hearing closed.
Further discussion was held, and Mr. Rothman explained that each
dwelling unit would have a fifteen foot by forty foot private patio, and
also stated that under the terms of the trust, it would later be determined
if the units are to be sold at this time or rented. If sold, they would be
in the neighborhood of $17,500. each.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ACCEPTING A PERMIT
SUBMITTED BY THE ORANGE COUNTY FLOOD CONTROL DISTRICT TO THE CITY TO CON-
STRUCT AND MAINTAIN STORM DRAIN CONNECTIONS TO SAID DISTRICT'S EXISTING
24-INCH STORM DRAINS IN THE CARBON CREEK CHANNEL ON 'THE SOUFHEASTERLY AND
NORTHWESTERLY SIDES OF STINSON STREET.
On roll call the foregoing resolution was duly passed and adopted

The Mayor declared Resolution No. 62R-397 duly passed and adopted.
M-1 ZONING, NORTHEAST SECTION - CLARIFICATION: I't was moved by Councilman Dutton,
seconded by Councilman Schut%e, that the City Attorney's Office be requested
to prepare necessary document to clarify the intent of the City Council's
action pertaining to M-1 Zoning in the Northeast Section; %ha't as a parcel
is ready to comply with conditions pertaining %o that parcei~ 'that the zoning
could be finalized on an individual existing parcel of record or parcels
approved by the City Council for a split. MOTION CARRIED.
FREEWAY LANDSCAPING: Public Works Department was requested to prepare and submit
plans for freeway landscaping to the State Highway Department~ on motion by
Councilman Dutton, seconded by Councilman Chandler. MOTION CARRIED.
YOUTH IN GOVERNMENT DAY - MAY 1: Mayor Coons called attention to the program for
the Youth tn Government Day.
FUTURE CITY HALL NEEDS: Mayor Coons suggested that studies be commenced and
accumulation of material be started by the Planning Star, Committee on Urban
Renewal of the Downtown Area, Council, City Manager's Office and all parties
concerned regarding location and vary of cost factors involved for a new
City Hall for the City of Anaheim.

Because of the present work and time spent by the various
departments in gettin9 a balanced budget to the City Council by 'the first
of June, Mayor Coons felt the departments involved should be requested to
fit this program into their schedule as soon as possible.
Councilman Dutton concurred with Mayor Coons'suggestion, and
stated the urgent need for such a study makes it necessary to commence
the program as soon as possible.
At the conclusion of the discussion, Councilman Chandle~ moved
that the various departments be instructed to confer with the Urban Renewal
Committee for instituting required studies; that the first interim report
shall be in ninety days, and progress reports every thirty days thereafter.
Councilman Krein seconded the motion. MOTION CARRIED.
ADJOURN: Councilman Chandler moved to adjourn. Councilman Krein seconded the
motion. MOTION CARRIED.

YOUTH IN GOVERNMENT DAY: Mayor Coons announced %ha% forty-six students from
the Anaheim Nigh School District have been with the City officials.and
departments during this day participating in City activities for the pur-
pose of learning more about municipal 9overnment. He commended the
students for their interest and stated that in his opinion, the progressive
future of the City of Anaheim, with young people of this caliber, is
assured.
MINUTES: On motion by Councilman Krein, seconded by Councilman Chandler, minutes
of the City Council meeting held April 17, 1962, were approved. MOTION
CARRIED.
SIGN APPLICATION: Application for permission to erect a sign on the no~,~h~ide', of
Lincoln Avenue approximately 240 feet east of Evelyn Drive (1731 East Lincoln
Avenue) advertising "Custom Homes" subdivision, located on Sunkist Street
south of South S±reet, was submitted.
