The Mayor declared Resolution No. 62R-814 duly passed and adopted,
SIDEWALK WAIVER~ 421 EAST COMMERCIAL STREET: Request of Anaheim Citrus Products
Company for waiver of off-street improvements (curbs, gutters and sidewalks)
in connection with construction of a storage building at the northeast
corner of their property abutting the freeway at 421 East Commercial Street,
was submitted.
On the recommendations of the City Engineer, Councilman Dutton
moved that a temporary waiver of sidewalk requirements along the entire
frontage be granted; tha[ curb and gutter and one standard concrete.,
driveway apron along the westerly portion (175 feet ±) of the property be
installed together with parkway grading at standard grade line along this
portion, Councilman Schutte seconded the motion. MOTION CARRIED.
RECLASSIFICATION NO. 61-62-115 - REVISED PLANS: Revised plans dated August 29,
1962, submitted by John J. Magrann, M.D., in connection with Reclassifica-
tion No. 61-62-115, were reviewed by the City Council together with
recommendations of 'the City Planning Department.
Councilman Chandler moved that revised plans as submitted be
approved, subject to the submission of new plans for the trash disposal
area, to be approved by the Sanitation Division of the Public Works Depart-
ment. Councilman Du%ton seconded the motion. MOTION CARRIED.
FINAL MAP, TRACT NO. 4425: Subdivider, Sycamore Homes, inc., tract located at the
northeast corner of Wagner and Sunkist Streets and contains 33 R-1 lots.
The City Engineer reported said Final Map conforms substantially
with the tentative map previously approved; that bonds have been posted and
required fees paid, and recommended approval of Final Map, Tract No. 4425.
On the recommendations of the City Engineer, Councilman Krein
moved Final Map of Tract No. 4425 be approved. Councilman Schu%te seconded
the motion. MOTION CARRIED.
PURCHASE OF ELECTRICAL EQUIPMENT:
TRANSFORMERS: Mr. George Oelkers, Director of Public Utilities, reported on
informal bids received for the purchase of two, 5,000 KVA Transformers for
use at the Hannum Sub-Station, as follows~ and recommended the acceptance of
the bid submitted by Westinghouse Electric Corporation as the lowest and
best bid on the basis that in comparing the energy losses, the initial cost
difference would be absorbed in less than two years operation:

OIL CIRCUIT BREAKERS: Mr. George Oelkers, Director of Public Utilities,
reported on informal bids received for %he purchase of 69 KV Oil Circuit
Breakers, as follows~ and recommended the acceptance of the bid submitted
by I-T-E Circuit Breaker as the lowest and best bid, on the basis that
the bid of Westinghouse Electric Corporation does not meet specifications:

180 day extension to commence at the expiration of the extension of time
previously granted, on motion by Councilman Chandler, seconded by Councilman

RECLASSIFICATION NO. 61-62-73 - EXTENSION OF TIME: Request dated September 6,
1962, from Frank and Lucile Barrabee, new owners, for 180 day extension of
time for compliance with conditions pursuant to Resolution No. 62R-219 in
Reclassification Proceedings No. 61-62-73, was submitted and said request
was granted, on motion by Councilman Dutton, seconded by Councilman Krein.

ORDINANCE NO. 1750: Mr. Murdoch reported on staff analysis as to the need for
a service road, which would extend south on Grove Avenue to a point adjacent
to the Riverside Freeway, running parallel with and adjacent to the Freeway
nearly to Dowling Street, then north to La Palma Avenuea That as result of
said investigation, recommendations were against providing such a service
road, as the traffic onto La Palma AvenGe from said Grove access road would
adversly affect the traffic pattern in this area.
Councilman Dutton offered Ordinance No. 1750 for final reading.

SPECIAL USE PERMIT NO. 90 - TERMINATION OF PROCEEDINGS: Councilman Dutton
moved that the City Council concur with the recommendations of the City
Planning Commission and terminate all proceedings on Special Use Permit No.
90, as the time limitation has expired. Councilman Chandler seconded the
motion. MOTION CARRIED.

CONDITIONAL USE PERMIT NO. 272 - TERMINATION OF PROCEEDINGS: Councilman
Dutton moved that the City Council concur with the recommendations o{ %he
City Planning Commission and 'terminate all proceedings on Conditional Use
Permit No. 272, as Conditional Use Permit No. 295 supersedes all action
on subject petition. Councilman Chandler seconded the motion. MOTION
CARRIED.
CITY PLANNING COMJ~ISSION RESOLUTION NO. 481~ SERIES 1962-63: Recommending
to the City Council certain amendments 'to Chapter 18.52 of the Anaheim Muni-
cipal Code pertainin9 to the M-l, Light Industrial Zone.
CITY PLANNING COMMISSION RESOLUIION NO. 482, SERIES 1962-62: Recommending
to the City Council the amendment of Chap%er 18.56 of the Anaheim Municipal
Code, pertaining to the M-2, Heavy Industrial Zone.

Discussion was held by the City Council and Mr. Richard Reese,
City Planning Director, and at the conclusion thereof, Councilman Chandler
moved that public hearings on City Planning Commission Resolutions Nos.
481 and 482, Series 1962-63, be scheduled before the City Council October
9, 1962, 3:00 P.M. Councilman Dutton seconded the motion. MOTION CARRIED.
CITY PLANNING COMMISSION RESOLUTION NO. 483, SERIES 1962-63: Resolution No.
483, Series 1962-63, of the City Planning Commission of the City of Anaheim,
adopting certain "off-street parking" standards, marked Exhibit A attached
thereto, and directing that the Planning Department administer these
standards for fulfillment of the requirements of Section 18.04,030 of the
Anaheim Municipal Code, and making available these standards to the general
public for their information, was submitted to the Anaheim City Council.
Discussion was held by the City Council and no further action
taken on City Planning Commission Resolution No. 483, Series 1962-63.
CITY PLANNING COMMISSION RESOLUTION NO 410~ SERIES 1962-63, REVISED AUGUST
20~ 1962: Recommending to the City Council that a land use policy be
established relative to a delimitation of the major Commercial-Recreational
area of the City of Anaheim, and the manner by which uses shall be estab-
lished therein.

PUBLIC DANCE PERMIT: Application filed by Robert Wayne Fetker on behalf of
"Incorrigibles of Anaheim" Car Club, for permit for public dance to be
held September 15, 1962, at the V.F.W. Hall, 805 East Sycamore Street, was
submitted.
Councilman Dutton moved that said Public Dance Permit be approved,
subject to the recommendations of the Chief of Police, and that provision be
made by the applicant for the policing of said dance by four male officers
and one police matron. Councilman Krein seconded the motion. MOTION CARRIED.

PUBLIC HEARING: Request of Mr, Marvin K. Bird, A. & M. Music Company, 10351
Magnolia Avenue, was submitted requesting an entrance from Chanticleer Road
to said property for the loading and unloading of merchandise in connection
with the commercial use of the property.
Mayor Pro Tem asked if the proponent was present. Mr. Murdoch
advised that the proponent informed him that he would not be present, as
he had made his plea and would act in accordance with the Council's wishes.
Mayor Pro Tem Chandler asked if anyone wished to address the
Council.
Mrs. James LeMorte, 2629 Chanticleer Road, submitted and read a
petition of opposition containing twelve signatures of residents on
Chan%icleer Road.
Mrs. LeMorte briefly summarized the history pertaining to the
area and the lot in question, wherein said lot was annexed snOt reclassified
commercial by the City of S%anton; that upon learning of this action, a
Court action was brought by the property owners in the tract to enforce the
deed restrictions prohibiting commercial use of lots within the tract. She
further advised that the Court recognized that the deed res%tic%ions had
been viola%ed; however, the commercial use was not stopped because %he Court
felt they had not instituted proceedings soon enough.
Mrs. LeMor%e then presented a chart indicating the property
within the jurisdiction of the City of Anaheim and subject property.
Upon the chart she placed templets representing parked automobiles fronting
the homes, and pictorially illustrated the congestion that is created by
%he delivery of pianos to %he commercial establishment from this residential
street. She called attention to the fact that even the smallest delivery
van obstructs more than one-half of the street.
Ihe Mayor Pro Tem asked if anyone else wished to address the
Council, there being no response, declared the hearing closed.
RESOLUTION NO, 62R-822: Councilman Dutton offered Resolution No. 62R-822
for adoption, denying the use of commercial ingress and egress on Chanticleer
Road.

Mr. Doyle Wilson~ 2609 Chanticleer Road, felt if commercial
access to Magnolia Avenue, which is under the jurisdiction of %he City of
Anaheim, was prohibited, future commercial uses would be stopped.
Mr. Wilson was advised that action taken by the City Council was
to deny the right to block Chanticleer Road, that no action was taken
concerning Magnolia Avenue.
