LA PA/MA P.ARK~ Mro James Bloom and Mr° Ronald Kline, representing the ,Junior Chamber of Commerce, were present for the purpose of clarifying statements appearing in the newspapers, concerning the stand of the Anaheim ~ ~ · ~ .un.or Chamber of Commerce regarding the proposed community center° 6160 ~i~. Mr~ Bloom, 1722 West Bowing Street, Anaheim, authorized representative of the Anaheim Junior Chamber of Commerce, addressed the Council and quoted from the Minutes of their September 26, 1962 meeting, as follow~: 1. Ihs% the Anaheim Junior Chamber of Commerce Board of Directors oppose the expenditure of city funds for a Community Center until such time as an investigation can be made of the need, other funding methods, total size, and cost requirements° 20 Ihat the Anaheim Junior Chamber of Comanerce Board of Directors advocates the formation of a Citizens Fact Finding Committee composed of one officer from the various community service, and fraternal organizations who have expressed an interest in such a Fact Finding Committee as de- termined in a survey conducted by the Anaheim Junior Chamber of Commerce° Mr. Bloom stated that they were convinced there was a definite need for a community center or centers~ however, felt that adequate community centers can only be constructed after the organizations who will be using them, have had an opinion in the construction, and further advised, that they would be willing to conduct a survey to aid the City Council in · their decision on the community center building in La Palms Park, as well as any future community center buildings~ Mayor Coons stated he felt sure he spoke for the entire Councill that they welcomed their offer to conduct a survey of the specific needs of various organizations within the community° Regarding this particular instance, Mayor Coons advised that ~pproximately 'three years ago, citizen's committees were appointed to in- vestigate various needs of the Water Department~ Power Department, Park and Recreation Department~ City Building Program, Street and Highways~ and others~ which was encompassed in a total bond program; that the citizen's committee working on the park and recreation program determined a% that time 'that there was a great need for multiple purpose community center bui]-dings for meeting places, etco, however, at that time, it was felt that the bondin9 capacity of the City and financial requirements did not justify the inclusion of these buildings in the bond program, inasmuch as the program was recommended as one to continue over some twenty years° As result, the immediate needs were bonded and the other portion of the averal! program was to be handled on the pay as you go basis° Mayor Coons further reported on the project of the Downtown Host l£on"s Club~ whereby funds have been raised and donated to the City for a community center building which was to be constructed as funds were availab!e~ that this project has progressed to the point where a cement floor, 75 feet by i00 feet~ of a future buiidin9 has been installed in La Palma Park, which has been used for approximately two years for dances and other activities° He further stated that the fund raising program has continued and the Lion's Club now has approximately $12,000. for a roof to be installed over the cement floor, as the next step° However, because of the need for this building, the Council decided it would be in the interest of everyone in the community if the building was completed in total° Mayor Coons felt the Junior Chamber of Commerce had a very good point and that some of these other smaller groups and organizations should be contacted and their specific needs noted so that they can be incorporated in future community buildings which will be required in the City° Mayor Coons further advised that this program of the Lion's Club will continue and the additional funds raised and donated ~o the City will either amortize this project or be put into another project. The Council expressed their appreciation to the Junior Chamber of Commerce for their interest and advised that a real service could be realized from the surveys proposed° REQUEST - WAIVER OF LICENSE FEE - St. Michael's Church~ Request of Elizabeth Bo Brozowsky, Fall Festival Chairman, St. Michael"s Episcopal Church~for waiver of the license fee for their Fall Festival to be held Saturday, October 6, 1962, 10:00 A.Mo 'to 8nO0 P~Mo, was submitted° oi. 61 ~ Hall~ Anaheim~ California - COUNCIL MINUTES - October 2~ 1962~ 3~00 PoM. Mrs Brozowsky, 218 Emerald Street, addressed the Council, ex- plaining the operations of this affair and stated that they would collect all fees and operate all attractions wherever possibleo On motion by Councilman Krein, seconded by Councilman Chandler, waiver of the required license fee was granted, under the operational conditions as explained by Mrs° Brozowskyo MOTION CARRIED. CENTRAL LIBRARY = FURNITURE AND FURNISHINGSt Mro Joe Jordan, Architect, re- ported that they have arrived at a design and plan and specifications for the library shelving, the library furniture, the office furniture and fixture work to be installed in the main library building~ and suggested they be submitted to the legal department for approval° He further reported on the time schedule allowed for bids~ contract, installation and completion. it was moved by Councilman Chandler~ seconded by Councilman Dutton, that the procedure as outlined by Mro Jordan be adopted for the formulizing of the plans for biddin9 and installation of library furniture and furn- ishingso MOTION CARRIED° PROPOSED AMENDMENT - TITLE i8~ ANAHEIM MUNICIPAL CODE: Public hearing was held August 14, 1962 on the proposed amendment to Title 18, Section 18.04o030, pertaining to General Provisions, Parking Requirements, as recommended by City PlanninU Resolution Noo ~08~ Series 1962~,63, and Council action was deferred to September 4~ 1962~ and again to this date° [[he foi:.owflng revision~ resulting from further study, was submitted: Section 18o04o030 (L)(a) For dweilings¢ parking spaces shall be provided on 'the ::ame site with the main building and such parking spaces ~,ha!t not oe less than ten (i0) feet wide by twenty (20) feet long, shall have adequate provisions for ingress and egress, shall have a minimum of nine (9) feet clear access to the abutting alley or access areas~ shall not be used for storage or other purposes which will reduce its usability for off=street vehicular parking purposes, and shall, not extend in front of the building setback lineo Section 18o04o030 (i) (~) For uses other than residential, there shall be parking spaces a minimum of 8 1/2 feet wide by 19 feet long on the same lot with the main buildings or contiguous thereto, or within a reasonable distance of the subject property, the layout of said spaces shall meet or may exceed the minimum off-street parking standards adopted by the City Council and in accordance with the following requirements° Section 18o040030 (1) (c) Where it can be shown that unusual site con- ditions or topography require modification in the off-street parking area standards such modification may be authorized by the Development Review Board upon a recommendation of approval by the City ~raffic Engineero Such modification shall be limited to matters of layout and design and in no case shall result in a reduction of the minimum number of spaces required by Code° Discussion was held concerning the provision prohibiting storage or other pL!rposes~ ~pd Councilman Chandler was of the opinion that this requirement was too restrictive~ and thereupon moved the City Attorney be instructed to prepare necessary amendment to the Anaheim Municipal Code, in accordance with revision submitted by Mro Reese (noted above), however~ deleting from Section 18o04o030 (1)(a) the phrase, "shall not be used for storage or other purposes which will reduce its usability for off-street vehicular parking purposes,~. VAUGHAN: Application for permission to erect a non-conforming sign at 1233 South Brookhurst Street, together with plans, was submitted and reviewed by the City Council° Mro Irwin Youngreen, representin9 the Applicant, addressed the Council, requesting that the location of said sign be moved Qortherly, 32 feet. It was moved by Councilman Chandler, seconded by Councilman Dutton, that said sign application be granted, subject to the sign being located in the center 10% of the property frontage, and further subject to no pro- jection over the property line. MOTION CARRIED. SIGN APPLICATION - McDONALD'S: Application for permission to erect three non-conforming signs at 2411 - 2417 West Ball Road, together with plans~ was submitted and reviewed by the City Council. Discussion was held by the City Council regarding the location of the property and the fron%age~ and the Mayor asked if the Applicant or his Agent was present° There was no response° Councilman Chandler mo~ed said sign application be continued for one week~ October 9~ 1962, and that the Applicant be requested to be in attendance° Councilman Dutton seconded the motion° MOTION CARRIED. SIGN APPLICATION - HUN~LE OIL COMPANY: Application for permission to erect a non-conforming sign a't 2180 West Ball Road~ together with plans, was submitted and reviewed by the City Council° Councilman Schutte moved said sign application be approved, subject to no projection over the property line~ Councilman Krein seconded the motion. REQUEST - IRFfERIM BUSINESS LICENSE: Request of Robert MacMahon, Attorney representing Coast Electronic Institute, for an interim business license for the purpose of conducting an Electronics Manufacturing School at 231-A North Euclid Street, and advising that proper application to allow said use would be filed prior to Council consideration of this request, was submitted° Mr~ Martin Kreidt reported a Conditional Use Permit for the conduction of said school has not yet been filed by the Applicant. Discussion was held by the City Council and Councilman Krein moved that action on said request be withheld pending receipt of a report regarding the necessary parking needs to support the proposed school activities° Councilman Chandler seconded the motion. PUBLIC DANCE PER~II - PLACIDO VEYNA~ Application for permit to conduct a Public Dance October 14, 1962 at the Carpenters Hall, 608 West Vermont Avenue, filed by Placido Veyna, was submitted, together with recommendations of the Chief of Police. It was moved by Councilman Dutton, seconded by Chandler, that said public dance permit be denied, in accordance with the recommendations of the Chief of Police (applScation in conflict with Council Policy No. 601). CANCELLATION OF COUNTY TAXES~ On motion by Councilman Chandler, seconded by Councilman Dutton, the Orange County Board of Supervisors were requested to cancel County taxes on property acquired by the City of Anaheim for municipal purposes pursuant to Resolution No. 62R-701, (Eva Doyle property) deed recorded August 23, 1962 as Document Noo 17518 in Book 6222 at Page 814.
