Mayor Coons called the meeting to order.
MINUTES: Minutes of the Anaheim City Council meetings held October 9, 16, 17
and 23, 1962, were approved, on motion by Councilman Chandler, seconded by
Councilman Dutton. MOTION CARRIED.
RESOLUTION NO. 62R-ga8: Councilman Krein offered Resolution No. 62R-948 for
adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING AND
DIRECTING THE PAYMENT OF DEMANDS AGAINST THE CITY AS OF OCTOBER 23, 1962.
(Warrants Nos. 20941 to 21218, both inclusive, totaling $573,783.27)

The Mayor declared Resolution No. 62R-948 duly passed and adopted.
PUBLIC HEARING, HOUSE MOVING PERMIT: Application was submitted by Carl F. Bur-
nett requestin9 permission to move a dwellin9 from Stanton House Movers
Yard, Buena Park, California, to 705 West La Verne Street, Anaheim.
Application and photo were reviewed by the City Council, together
with Building Department recommendations. It was noted that the subject lot
contains one dwelling, and is presently zoned R-l, Single Family Residential.
The Mayor asked if anyone wished ~o address the Council.
Mr. Carl F. Burnett advised that although his property is R-l, he
has been advised by the City that there is sufficient lot area to accommodate
the additional dwelling.

Attention was called to Section 18.24.030 of the Anaheim Munici-
pal Code, wherein an R-1 lot containing 14,000 to 15,000 square feet may
be developed with more than one dwelling unit, provided all requirements
of the R-1 Zone are complied with.
Discussion was held by the City Council and Assistant City
Attorney regarding the required lot frontage per dwelling in the R-1 Zone
noting subject lot frontage is 92 feet. '
On motion by Councilman Schutte, seconded by Councilman Krein,
public hearth9 was continued one week (November 7, 1962, 3:00 P.M.) to
allow the City AttorneyVs office to determine the legality of granting said
House Moving Permit for second dwelling on this lot. MOTION CARRIED.
SIGN REQUEST: Application by Mr. Roy Henry, Flamingo Motel, for roof sign
advertising the Flamingo Motel, was denied by the City Council July 24,
1962, and request to refile and for reconsideration of said application was
9ranted on October 9, 1962.
Mr. Henry, owner of 'the Flamingo Motel, advised that the former
roof sign was removed, that the sign now requested to be installed on the
roof has been re-painted and was the sign formerly installed on the pedestal
in front of the motel on the West Street frontage. The former wooden sign
removed from the roof was approximately 60 square feet~
Drawing was reviewed by the Council.
CounciLman Schutte moved said request be granted, provided the
bottom ct the sign shall be installed not more than 3 feet above the
existing roof line, and top of the sign shall not extend more than 8 feet
above the roof line. Councilman Krein seconded the motion. MOTION CARRIED.
SIGN REQUESI': Application was submi'tted by Seaside Oil Company for permission
to erect a non-conforming sign (four feet projection) at 2800 West Ball
Road advertising Walker Oil Company.
Plans were reviewed by the City Council, and report from the
Building Department noted.
On motion by Councilman Krein, seconded by Councilman Dutton,
said request was granted, subject to the provision that there be no
projection over the property line~ MOTION CARRIED.
SIGN REQUEST: Application by Lancer Real Estate for permission to construct a
non-conforming sign at 1231 South Euclid Street, was submitted at the
meeting of October 16, 1962 and continued to this date to allow the appli-
cant an opportunity to contact other businesses at this location concerning
erection of an integrated sign accommodating the entire commercial shopping
center.
~r. John Fairfax, 618 Patricia Lane, Santa Ana, advised that
there are three signs existing for the stores in this area, that all the
businesses have been contacted, and they are not interested in participating
in an integrated sign at this time because of funds expended for the
existing signs. He further stated that the existing "A-board" sign for
Lancer Real Estate will be removed if this request is 9ranted.
Mr. Orval Halvorsen, 2012 West Orange Avenue, owner of subject
property, advised that he maintains control in the leases of any signs
installed on the property, and called attention to the need due to %he fact
that the buildings are set back from the street and are not visible to
traffic approaching from the South. tn his opinion, all-night lighting
from existing signs on the property makes the area attractive while
provzding greater safety. Further, he would approve only one more sign in
addition to this request, and %hat would be for the south boundary of %he
property. He felt the existing signs were not obnoxious.
Report of the Building Department was referred to by the City
Council.

Discussion was held by the City Council regarding the desirability
of an integrated sign, and at the conclusion thereof, Councilman Dutton
moved said sign application be denied. Councilman Chandler seconded the
motion. MOTION CARRIED.
ORANGE COUNTY USE PERMIT NO. 929 - EXTENSION OF TIME: Request of Edmond L.
Grant, Secretary, Lamb of God Evangelical Lutheran Church, dated October
11, 1962, for one year extension of time for compliance with street
improvement requirements pursuant to Orange County Permit No. CP 929, was
submitted.
Mr. Maddox reported that a right-of-way easement for the Sunkist
Street frontage was granted to the County of Orange. Furthers the City now
has a street improvement program in this area and the church has been
contacted and advised of the possibility of contactin9 the City's con-
tractor relative to the improvement of their 200 feet alon9 Sunkist
Street.
Mr. Kreidt reported information obtained from the County of
Orange concerning this permit. That in lieu of a bond, the church has
entered into an agreement to install street improvements 30 days after
the lowering of Sunkist Street.
Further discussion was held, at the conclusion thereof, Councilman
Chandler moved ghat a 30 day extension of time De granted to allow the City
En9ineer an opportunity to negotia-te wi-th the church concerning improvements
and dedication of sufficient frontage for street widening. Councilman
Dutzon seconded the motion. MOTION CARRIED.
CONDITIONAL USE PERMIT NO. 193 - EXTENSION OF TIME: Request of Silas W. Lehmer
dated Ociober 18, 1962, for ninety day extension of time for compliance
with certain conditions pursuant to Conditional Use Permit No. 193, together
with communication from Mr. Chris'tiansen, Trust Officer of First Wes%em
Bank, Trustees for subject proper%y, were submitted.
Ninety' day extension of time was granted on motion by Councilman
Krein, seconded by Codncilman Schut%e. MOTION CARRIED.
VARIANCE NO. 1317 - EXIENSION OF TIM5: Request of Robert W. MacMahon, Attorney,
dated October 17, 1962, on behalf of Richard and Lucy Anthony, for extension
of time for compliance with certain conditions of Variance No. 1317, was
submitted.
Discussion was held by the City Council and the Assistant City
Attorney relative 'to 'the fact that the subject variance expired prior
to compliance with conditions.
~r. MacMahon requested a retro-active action extending the
variance, realizing conditions were complied with after the expiration of
the variance. He outlined delays encountered in leasing the property, and
further advised that the contract has been let for the street improvements.
It was noted 'that the variance was granted by the City Council
December 20, 1960, and the Anaheim Municipal Code provides for only one
extension of 180 days; for this reason, it was moved by Coun~lman Dutton,
seconded by Councilman Chandler, said request be denied without prejudice
~oa new application. MOTION CARRIED°
SIDEWALK WAIVER - ~ABLE STREET: Request of Southern Pacific Company for waiver
of sidewalk requirements on Mable Street, from Adams Street to 350 feet
~ west of Adams Street, for the realignment of Mable Street, was submitted.
On the recommendations of the City Engineer, Councilman Krein
moved temporary waiver of sidewalks be 9ranted, provided no permanent
planting be permitted in the area reserved for future sidewalks. Council-
man Schutte seconded the motion. YOTION CARRIED.
SIDEWALK WAIVER - 1690 SOUTH LEWIS STREET: Request of Brunswick Corporation for
waiver of sidewalk requirements at 1620 So. Lewis St., was submitted and read.

On the recommendations of the City Engineer, Councilman Dutton
moved temporary waiver of sidewalks be 9ranted, provided no permanent
plantin9 be permitted in the area reserved for future sidewalks, Council-
man Chandler seconded the motion. MOTION CARRIED.
RECLASSIFICATION NO. 60-61-76 - REVISED PLANS: Revised plans dated October 12,
1962, submitted by Chip Chasin in connection with Reclassification No,
60-61-76, were reviewed by the City Council, together with recommendations
of the City Planning Department.
Councilman Chandler moved that this request be continued until
such time as the conditions of the reclassification have been met.
Mr. Sandy Chrysler, 502 Neptune, Newport Beach, advised that
they were in the process of purchasinq the property, and intend to comply
with requirements of the reclassification next week, and begin development
of the property in November, if revised plans are approved.
Councilman Chandler withdrew the former motion, and moved that
revised plans be approved, subject to conformance with all conditions of the
reclassification within 30 days. Councilman Dutton seconded the motion.
MOTION CARRIED.
RECLASSIFICATION NO. 54-55-32 - REVISED PLANS: Revised plans dated October
16, 1962, submitted by William L. Reeves, South Pacific Designers, in
connection wi'~h Reclassification No. 54-55-32 (Tract No. 1647), were
reviewed by the City Council together with recommendations of the City
Planning Department.
Councilman Chandler moved thai. revised plans as submitted be
approved, in accordance with recommendations of the Planning Department.
Councilman Krein seconded the motion. MOTION CARRIED.
RECLASSIFICATION NO. 58=59-109 - REVISED PLANS: Revised plans dated October
15, 1962, submitted by' Dr. M. 09ara in connection with Reclassification
No. 58-59-109, were reviewed by the City Council together with recommen-
dations of the City Planning Department.
On motion by Councilman Chandler, seconded by Councilman Krein,
revised plans were approved as amended, subject to conformance with City
of Anaheim parkin9 requirements and approval by the Department of Public
Works, Sanitation Division, of trash storage areas. MOTION CARRIED.
RECLASSIFICATION NO. 60-61-38 - REVISED PLANS: Communication received from
Mr. Harry Knisely, Attorney, requestin9 approval of revised plans for
Reclassification No. 60-61-38, was submitted.
Mr. Knisely addressed the Council advising that they were unable
to make a necessary correction in time for this meeting, and requested a
one week continuance.
On motion by Councilman Krein, seconded by Councilman Chandler,
one week continuance to this issue was 9ranted (November 7, 1962).
MOTION CARRIED.
RECLASSIFICATION NO. 62-63-14 AND CONDITIONAL USE PERMIT NO. 281 - REQUEST FOI~
RE-HEARING: Communication received from Harry Knisely, Attorney, requesting
re-hearing on Reclassification No. 62-63-14 and Conditional Use Permit No.
281, on 'the basis of newly discovered evidence, was submitted.
Mr. Knisely briefly reported on additional information contained
in portfolio submitted to the City Councilmen.
Councilman Krein stated thai he had reviewed the additional inforr
marion presented and considered the new evidence, that his position was not
changed and thereupon moved said request be denied. Councilman Schutte
seconded the motion.

STEEL FABRICATION BIDS~ HANNUM SUBSTATION: Mr. Murdoch reported that the basis
for rejection of bids received October 16, 1962, was on the assumption
that this was a contract operation. Further investigation reveals that
this was for material to be furnished.
Mr. Geisler, Assistant City Attorney, explained that this was an
item similar to fixture-type items. That these are steel structures which
are manufactured, or constructed, %o be bolted to the fixtures which are
established at the substation upon which transformers are placed; they are
transportable and subject to movement, similar to any other fixture. On
this basis, and in view of the fact that the only two manufacturers capable
of manufacturing this material were contacted and submitted informal bids,
and due to the urgency of the matter, felt the award of the bid was
justified.
Councilman Chandler moved that action taken rejecting informal
bids be rescinded. Councilman Dutton seconded the motion. MOTION CARRIED.
On motion by Councilman Dutton, seconded by Councilman Schutte,
Steel Fabrication Bid No. 180 for Hannum Substation was awarded to the low
bidder, Coast Iron and Steel Company, Compton in the amount of $8,550.88.

CITY PLANNING COMMISSION RESOLUTION NO. 498, SERIES 1962-63 - AMENDMENT TO CODE:
City Planning Commission Resolution No. 498, Series 1962-63, dated September
17, 1962, was submitted, recommending that the size of the area designated
in Title 18, Section 18.80.090 of the Anaheim Municipal Code, be amended and
that Section 18.80.100 thereof be deleted.
Mr. Kreidt addressed the Council suggesting the public hearing be
advertised and held on the reduced area discussed at the Commission-Council
Policy meeting.
The City Planning Commission's formal action was for a larger area,
and although the City Council has the authority to reduce said area at the
public hearing, it was determined by the City Council that official action
from the City Planning Commission on the reduced area should be obtained;

CONDITIONAL USE PERMIT NO. 305: Submitted by Richard and Lucy Anthony, requesting
permission to construct store buildings on property located at 1050 Wes% Ball
Road. Subject petition was withdrawn at the Planning Commission hearing
upon the applicants~ request, and the Commission recommended that the filing
fee be refunded.
The City Council took no action on Conditional Use Permit No. 305
at their meeting held October 16, 1962, and inasmuch as costs were incurred
by the City~ it was moved by Councilman Chandler, seconded by Councilman
Dutton, that recommended~ refund be denied. MOTION CARRIED.
VARIANCE NO. 1522: Submitted by Raymond J. Young, Owner, Johanna K. Hegel, Agent,
for permission %o establish a real estate office at 504 North State College
Boulevard. The City Council at their regular meeting held October 16, 1962,
granted said variance, with provision that an application for reclassifica-
tion to the correct zone be made on subject property on or before October
26, 1962.
At the request of Mrs. Hegel, one week extension of time (November
2, 1962) for filing reclassification petition was granted~ on motion by

CONDITIONAL USE PERMIT NO. 299:
RECLASSIFICATION NO. 62-63-2: Submitted by Everett J. Martinez, Mrs.
Amelia E. Walter and Joseph and Marie Packer, Owners, requesting a change
of zone from R-A to R-3 on property briefly described as an irregularly
shaped parcel of land with a frontage of 259 feet + on the west side of
West Street, and a maximum depth of a97 feet ~, th~ southeast corner of
said property being 451 feet ± north of the northwest corner of La Palma
and West Street, and further described as 1135-1145 North West Street.
The City Planning Commission pursuant to their Resolution No. 453,
Series 1962-63, recommended said reclassification to R-3, to permit the
establishment of a two-story apartment buildin9 on Parcel No. 1, continued
utilization of two single family residences on Parcel No. 2, and construc-
tion of single-story apartments on Parcel No. 3, subject to the following
conditions:
1. Dedication of thirty-two (32) feet from the monumented centerline of
West Street (20 ~eet existing).
2. Preparation of street improvement plans and installation of all
improvements for West Street, subject to the approval of the City
Engineer and in accordance with the adopted standard plans on file
in the office of the City Engineer.
3. PaTment of $2.00 per front foot for street lighting purposes on West
Street.
4. Provision of a three (3) foot public utility easement and a two (2)

requesting permission to construct a two-story planned unit development on
that portion of the property included in Reclassification No. 62-63-2
described as Parcel No. 3.
The City Plannin9 Commission pursuant to their Resolution No.
a93, Series 1962-63, 9ranted said Conditional Use Permit No. 299 for a
multiple family planned unit development, subject to the following con-
ditions:

k~r. Martin Kreidt designated the location of Parcels 1, 2 and 3
included in the reclassification proceedin9s on the map, and noted that
Conditional Use Permit No. 299 is requested for Parcel No. 3 only; he
briefly referred to Plannin9 Study No. 52-51-4, endorsed by the City Plan-
nih9 Commission, projecting R-3 development for subject property and the
abutting property to the North. ~r. Kreidt noted the previous actions by
the City Plannin9 Commission on both subject applications, and advised
that the revised set of plans considered by the Commission in conjunction
with their action on Conditional Use Permit No. 299 (Parcel No. 3) were
not considered by them at the time action was taken on Reclassification
No. 62-63-2, and therefore recommended that any action taken by the Ci~
Council pertainin9 to Parcel No. 3 be on the basis of the revised plans.

Councilman Chandler questioned whether the owners of ali of the
properties (Parcels 1, 2 and 3) were going to develop the entire property
at the same time.
Mr. Kreidt advised that the Commission's action was based on the
assumption that the three parcels should be developed simultaneously.
Plans and the files were reviewed by the City Council, and the
Mayor asked if the applicants were present and wished to address the
Council.
Mr. John Von der Heide, Agent, (Reclassification No. 62-63-2) in
answer to Councilman Chandler regarding development, advised %hat possibly
the entire property could be developed simultaneously~ however there are
two different developers, independent of each other. He stated that they
have worked very closely with the City Planning Department in the prepara-
tion of plans.
Mr. Lynn Thomsen, 1658 Mells Lane, purchaser of Parcel No. 3,
advised regarding joint development of the entire property, that as soon
as action on subject applications are final, it is their intent to proceed
immediately with development of Parcel No. 3 (Conditional Use Permit 299).
He explained in detail their plans of development and advised that the
revised plans for Parcel No. 3 are for twenty-eight units with two-story
s%ruct'ures being 2'~9 feet from the east property line of the home owners
to the West. He presented to the Council a lay-out sketch indicating the
line of vision from the residential rear yards to the two-story buildings,
and called attention to the required six foot wall on the westerly line of
subject property. He assured the adjacent residents that with the erection
of said wall, they would not be able to look up into the apartments and it
would be impossible for the apartment residents to view the residential
rear yards.
The Mayor asked if anyone else wished to speak in opposition
on either application.
Mr. Robert Denham, 1136 Lombard Drive, submitted a petition in
opposition to Conditional Use Permit No. 299 signed by residents on Lombard
Drive, who will be able to view the two-story apartments. He advised that
he was not opposed to any dwellings on subject property of single story
height, and referred to a previous request for multiple story dwellings on
the property immediately to the North, which was denied~ that in this
particular area including the hospital, %here are no two-story buildings,
and therefore, did not feel that two-story development should be allowed on
subject property.
Mr. John C. Schultz, 1130 Lombard Drive, addressed the Council in
opposition, concurring with the statements of Mr. Denham, and questioned
on whose property line the six foot wall would be erected.
Mrs. Blanche Bassett, 1144 Lombard Drive, spoke in opposition to
the erection of any two-story buildings to be viewed from their living
room~ however advised that they approve of one story construction.
Mr. Saul Schechter, 2657 Mardi Gras, recalled that the original
plans were for subterranean garages~ and questioned why they were abandoned
by the developer. He was of the opinion that in considering high-rise
structures, consideration should also be given to subterranean to also serve
as fall-out shelters.
Mr. Thomsen advised that the subterranean garages were originally
considered as better land utilization.
The Mayor asked if anyone else wished to address the Council,
there being no response, declared the hearing closed on Reclassification
No. 62-63-2 and Conditional Use Permit No. 299.

RESOLUTION NO. 62R-969: Councilman Dutton offered Resolution No. 62R-969
for adoption, authorizing the preparation of necessary Ordinance changing
the zone to R-3, subject to the recommendations of the City Planning Com-
mission, with the following additions and amendments thereto:
Condition No. 8 - Access drives shall be a minimum of twenty-one (21) Feet
in width with adequate angle cut-offs provided, or a minimum of twenty-eight
(28) feet in width if no cut-offs are provided, and in all cases, shall
have a minimum vertical clearance of fourteen feet for Parcel No. 3.
Condition No. 9 - Time limitation of one hundred and eighty (180) days for
the accomplishment of Items Nos. 1, 2, 3 and 15.
Condition No. 10 - Development substantially in accordance with Exhibits
1, 2, 3, 4 and 5, as applicable to Parcel Nos. i and 2; development sub-

Mr~ Ronald Grudzinski~ Senior Planner~ Anaheim Planning Depart-
ment, noted the location of the property and explained the actions of the
City Planning Con%mission in considering this request° Reference was made
to Plan Study 45-114-4, posted on the bulletin board~ which was adopted by
the City Planning Commission May 14, 1962~ and encompasses the area bounded
on the north by South Street~ on the east by Route 19 Freeway, on the south
by Ball Road, and on the west by State College Boulevard° Display included
present land use° Mro Grudzinski reported that the Planning Commission
considered that the optimum development for this area would be low density~
however, the projected population of 11,300 people in the area would demand
a neighborhood shopping center to serve their basic convenience needs of
approximately six acres in size. With this in mind, it was determined tnt
the subject location would be the best location for this shopping center,
to be buffered from the low density homes by medium density single story
development to the east and north°
/he Mayor asked if the Applicant or his Agent wished to address
the Council°
Mro Henry Fredricks, 1500 Maurine Place~ Fullerton, California,
presented an exhibit of the proposed development~ explaining that the
Shoppin9 Center would contain 81~000 square feet~ accommodating a super
market, drug store, variety store~ hardware store~ etco /hat 456 parking
spaces would be provided which is well above Code requirements° That the
streets in the tract are so designed as to channel traffic to the corner
intersection~ there being no access from the trac~ to the adjacent R-1
area°
Mro Fredricks further advised of the many changes made to the
plan in an effort to conform with the development of the area~ such as
one story development~ shake roofs~ block walls to the east and north,
landscaping, and that the R-3 portion of the tract would contain 66 one-
bedroom units, 33 two-bedroom units~ and 34 three-bedroom units, or a
total of i33 units, each provided with one and one-half garages° This,
in his opinion~ was extreme low density for the approximate 11~ acres°
He further felt that development was needed in the area and would increase
rather than decrease the value of the area°
The Mayor asked if anyone else wished to address the Council°
Mr~ William Silverman, 507 Westgate Drive, Anaheim, California,
President of Anaheim RioVista Homeowners Association~ addressed the
Council in opposition to the zone reclassification° (Copy of statement
made was filed by Mro Silvermano) In his opinion, this would establish
a precedent for commercial zoning along the entire length of Ball Road
to the Rivero He noted that there was at present, a major shopping
center within one and one-half miles of this locationo Considering
economics involved and considering those shopping centers developed or
to be developed in the future within two square miles of the area~ he
advised it would require a population of 42,000 people or one-third of
the population of the City of Anaheim, to support them°
Mro Silverman further stated that they were not in opposition
to commercial or R-3 developments, but felt they should be established
in areas where adjacent R-1 property would not be devaluatedo
Reference was made to the projected freeways in the areas, and
Mr. Silverman called attention to the present hazards involved in making
a left-hand turn from a shopping center onto State College Boulevard°
The Mayor asked if anyone else wished to address the Council°
Ruby Carroll, resident of Cliff Park Way, address the Council,
advising that all of the homes on Cliff Park Way have rear yard living
areas, and if the R-3 development was established, they would be viewing
the proposed carports°
Mayor Coons noted that a six foot masonry wall was planned
adjacent to the R-1 areas.

Mro Silverman called attention to the fact that a wall would not
stop the sound of cars starting and stopping°
Mr. Harold Hyman, 1114 Groveland Place, advised of an informal
conversation with Plannin9 Commissioner Pebley, concerning the probable
zoning of the property to the east, and also advised that the petition of
opposition filed with the Planning Commission contained more than 120
signatures of residents in the tract immediately north of subject property.

agreeable to the carrying out of the same type of zoning that the County
of Orange was providing, however, Mro Murdoch did not remember any comment

ANAHEIM DOWNTOWN HOST LIONS CLUB - PRESENTATION TO THE CITY OF ANAHEIm,
Mro Stanley Whieldo'n, President, on behalf' of the Anaheim ~D'own'town Hos~
Lions Club, presented Mayor Coons a check in the amount of $14~000.00 to
be applied towards the building of the recreational hall in La Palma Park.
He reported that they are continually working, raising funds, hoping to thereby
amortize the balance of the cost of the building contributinq
the facility for everyone in the cow~nunity without cost to A~aheim citizens.
Mayor Coons, on behalf of the City, accepted said check with
gra'titude~ and commended the Lions Club on this project, stating that this
was a wonderful idea to foster in the communityi that other organizations
have indicated similar projects and they should be encouraoed~as this creates
a real proprietary ' * ~ -

Commission"s change of position~ explained the original plan study was
endorsed on this property including the southwest corner of Ball Road and
Dale Avenue and extended %o Fern Avenue for approximately 200 feet in depth,
wherein the City Planning ~ommiss}on recommended the frontage of the pro-
perty be reserved for low~ medium density, and the remainder of the pro-
perty reserved for s~ngle family residential development° Further, it was
considered by the City Planning Commies~on, that given the low density
single story construction, that the planning staff should re-evaluate the

Mro Ch~p Chasen~ proposed developer~ advised the Council that

Discussion was held by the City Council and Mr. Reese, Planning
Director~ advised that the Urban Renewal Committee were presently studying

PARKING LOTS - CHARTRES STREET: Mro Murdoch submitted and read report and
recommendations from Mro Granzow, Traffic Engineer, concerning the
occupancy of the City Parking Lots on Chartres Street°

Chartres Street be rigidlY enforced during the period of November 23 to
December 31, 1962. MOTION CARRIED.
~.L~UEST - Y.M.C.A.: Request to close a portion of Citron Street south of
Lincoln Avenue, to barricade that portion of the street from Chestnut
Street northerly to the Y.M.C.A. north property line, from 3:00 P.M. to
9:00 P.M. November 10, 1962, was submit%ed.
On the recommendations of the City Manager and Chief of Police,
said request was granted on motion by Councilman Dutton, seconded by
Councilman Chandler. MOTION CARRIED.
A.B.C. APPLICATION - ON-SALE BEER LICENSE~ PIZZA JACK~ 173a SOUTH EUCLID
STREET (C-2 ZONE):
In accordance with Item 6 of Declaration of Restrictions
limiting the use of the property to one restaurant with cocktail bar and
any C-1 use, protest was authorized on motion by Councilman Chandler,
seconded by Councilman Dutton, due to the fact that there is at present
one restaurant and cocktail lounge on the property. MOTION CARRIED.
PROPOSED CITY CHARTER: Discussion was held by the City Council and City Manager
concerning a proposed City Charter for 'the City of Anaheim. At the con-
clusion thereof, Councilman Chandler moved that the City Council express
their intention to appoint an advisory committee of fifteen members and
fifteen alternate members, citizens of the City of Anaheim, and of any
area actually under annexation proceedings to the City of Anaheim, to
study a proposed charter for the City; that the City Council be ex-officio
non-voting members of said Committee, that adequate publication of said
intention be given, and as many individual groups as may be in the City
of Anaheim be notified, and the general public and any interested group
be invited to submit their recommendations as to whom should serve on the
Committee; said recommendations to be submitted to the office of the City
Clerk by November 27, 1962. Further, that the date of December 4, 1962,
be set as the date for the consideration of the appointment of said Committee.
Counczlman Dutton seconded the motion. MOTION CARRIED.

Halloween Festivity Committee, the last three years serving as General

ZONING CONTINUANCES: Councilman Chandler suggested that pending conditional use
permits, variances and reclassifications which have been pending for a
period of time be reviewed for possible termination, and that the City
Attorney's office be requested to compose the wording concerning the amount
of time to be placed on these actions, which would cause them to automati-
cally become void after the expiration of one extension of time.
The entire City Council was in accord with the above suggestion.
CITY POLICY - SEAL OF THE CITY OF ANAHEIM: Mayor Coons reported that the Union
Bank Building in Orange has in the entry a replica of the City seals of
Orange County cities, and advised that the officials of the bank have made
arrangements to make the moldsof the very excellent replicas available to
the cities, and thereupon moved that it be a Policy of the City Council to
install one of these plaques of the seal of the City of Anaheim on every
municipal building we build now or in the future. Councilman Krein seconded
the motion. MOTION CARRIED.

MINUTES: Approval of the minutes, Anaheim City Council meeting held October
30, 1962, was deferred one week, November 13, 1962.
CONTINUED PUBLIC HEARING, HOUSE MOVING PERMIT, CARL F. BURNETT: Application by
Carl F. Burnett to move a dwelling from Stanton House Movers Yard, Buena
Park, California to 705 West La Verne Street~ was submitted to the City
Council October 30, 1962, and continued to this date to allow the City
Attorney"s office to de%ermine the legality of granting said permit permit-
ting a second dwelling on this R-1 lot.
Assistant City Attorney Joseph Geisler reported that the best
method to comply with the request would be for the applicant to file Record
of Survey for a lot split, and request a variance, or conditional use permit,
to allow more than one dwelling on subject property.
Carl F. Burnett, 705 West La Verne Street, addressed the Council
advising that he has commenced processing Record of Survey and variance,
and 'the matter is scheduled for the November 269 1962 agenda of the City
Planning Commission.
On the recommendations of the Assistant City Attorney, it was moved
by Councilman Dutton, seconded by Councilman Krein, that said application be
continued to December 11, 1962, to allow the applicant sufficient time for
the filing of a variance and Record of Survey for a lot split. MOTION CARRIED.
