SIGN APPLICATION - CAL TONE MUSIC COMPANY: Application requesting permission to
erect three non-conforming signs at 2167 West Lincoln Avenue was submitted.
Plans and recommendations of the Building Department were reviewed
by the City Council.
Mr. Sigmund Tanski, 2167 West Lincoln Avenue, addressed the
Council explaining in detail the importance of each requested sign and the
construction and locations thereof.
Councilman Dutton moved that Sign A (free-standing sign on Lincoln
Avenue) be granted, subject to no projection over the property line and
limited to thirty (30) square feet in area, (exclusive of the clock)i Sign B
(wall sign on east side of building) be granted, limited to thirty (30)
square feet in areal and Slgn C (projected sign on rear of the bu[lding) be
denied. Councilman Chandler seconded the motion. MOTION CARRIED.

SIDEWALK WAIVER - MILLER STREET AND LA PALMA (RECLASSIFICATION NO. 61-62-69(3):
On the recommendations of %he City Engineer, Councilman Chandler moved that
temporary waiver of sidewalks be.granted, on Miller Street (east and wes%
sides) from i,320 feet north of La Palma Avenue, and on the north side of
La Palma Avenue, from Miller Street to 330 feet west of Miller Street,
subject to the provision that no permanent planting (trees) be permitted
within the area reserved for said sidewalks. Councilman Krein seconded
the motion. MOTION CARRIED.
DINNER DANCING PLACE PERMIT: Application filed by Mr. Murray Kramer requesting
Dinner Dancing Permit for Kramer~s Original Hofbrau, 1160 North Dowling,
was submit'ted.
Recommendations of the Chief of Police dated November 9, 1962,
were submit%ed %o each Councilman.
Councilman Dutton moved that said Dinner Dancing Place Permit be
denied, in accordance with the recommendations of the Chief of Police.
Councilman Schutte seconded the motion. MOTION CARRIED.
Mr. Murray Kramer, owner of Kramer~s Hofbrau, addressed the
Council advising that ninety per cent of their business is the personnel
employed by Autonetics, and those workin9 the late shift requested %o have
dancing until 1:00 P.M. He explained their food service, and stated that
they have had no difficulty' in maintaining the operation of the hofbrau
in an orderly manner, and requested %he Council reconsider their action of
denial.
Mr. Kramer was advised by the Council to contact the Chief of
Police relative to an investigation and recommendations for denial.
APPLICATION ~'OR PRIVATE PATROL SYSTE~: Application for Private Patrol filed by
the Wackenhut Corporation, doing business as General Plant Protection
Company, Division of the Wackenhu% Corporation, was submitted and copies
of the recommendations of the Chief of Police furnished each Councilman.
Councilman Krein moved that said application for private patrol
system be granted, subject to the recommendations of the Chief of Police.
Councilman Schutte seconded the motion. MOTION CARRIED.
Rk~UEST - ANAHEIM CHORALEERS: Request submitted by J. Carroll Beckwith, Jr.,
President, Board of Directors, Anaheim Choraleers, for funds in the amount
of $525.00 %o allow the presentation of a Christmas Concert December 15,
1962, w~thout charge to the community, was reviewed by the City Council.
RESOLUTION NO. 62R-1019: On the recommendations of the City Manager and
Assistant City Attorney, Councilman Krein offered Resolution No. 62R-1019,
authorizing the expenditure of the budgeted amount, not to exceed $500.00,
for music promotion, Anaheim Choraleers.

RECLASSIFICATION NO. ~0-61-a6 ,- REVISED PLANS: Revised plans submitted by Mr.
R. M. Miller, Owner, were reviewed b'y the City Council, and discussion was
held regarding the poss~b!e requirement of a wall on the north property line;
and 1% was noted thai there is a separation between the parking area and %he
residen'tial property by reason of the alley.
Councilman Dutton moved lha% said revised plans be approved,
subject Lo the ins~aliation of three, five by' five tree wells and tree
planting (tree well locations indicated on the plans and signed by Mayor
Coons). Counczlman Chandler seconded the mo%ion. MOTION CARRIED.
REQUEST - ANAHEIM CHAMBER OF COMMERCE: Resolution of the Board of Directors of
the Anaheim Chamber of Commerce requesting the City of Anaheim and the
State of California Division of Highways to remove Los Angeles Street as 101
Bypass, and relocate said i01 Bypass to Harbor Boulevard, starting at the
Santa Ann Freeway and proceeding north to its intersection with Los Angeles
Street, where it will then connect with the present 101 Bypass, was submitted
and copies furnished each Codncilman.
On report and recommendations of Mr. Murdoch, Councilman Schutte
moved that said matter De referred ko the City Manager and City Engineer for
fdrther study and report, December I1, 1962. Councilman Krein seconded the

TRACT NO. 46i2 - OCCUPANCY PERMITS: Request of Gail H. Eagleton, Attorney
representin9 R. D. Bo99s and Virginia Bo99s, owners and developers of Tract
No. 4612, for issuance of Occupancy Permits on certain homes within said
tract, was submitted.
On report and recommendations of the City Manager and Assistant
Cit? Engineer, Coancilman Chandler moved that the Occupancy Permits not be
withheld on Tract No. 4612, with the exception of Lots Nos. 1 and 35, by
reason of '~he ii,ica'Eton now pending in the Courts concerning the northerly
six feet of said tract. The City Engineer to retain the tract bonds until
said matter is afjudica%ed. Councilman Krein seconded the motion. MOTION
CARRIED.
RECOMMENDED POLICY FOR NAMING CITY PARKS: Policy for naming City Parks as
approved by the Park and Recreation Commission at their October 11, 1962,
meeting was s'ubmit~ed for Council consideration.
Discussion was held by the City Council, and the City Manager's
office was requested to contact Mr. Collier, Director of Parks and Recrea-
tion, and Mr. 3ohn Wright, Park and Recreation Commission, as to a time
and date for a joint study session on said mat%er.
PURCHASE OF EQUIPMEN7 - POLICE CARS AND STATION WAGON: The City Manager
reported on informal bids received for the purchase of nine police cars
and one station wagon, as follows, and recommended the acceptance of the
low Did, that of McPeek Plymouth, in the total amount of $14,032.76,
including 'tax, less trade-in, for the ten units:

ALCOHOLIC BEVERAGE APPLICATIONS: The followin9 Alcoholic Beverage applications
were submitted by the City Manager for Council consideration:
a. Person-to-person transfer of On-Sale Beer license - The Tiki Room, 910
North Los Angeles Street (established business). No action was taken
by the City Council.
New On-Sale Beer license application, Brother's Corral, 1126 North
Los Angeles Street (established restaurant, C-2 Zoning). Councilman
Chandler moved that the City Attorney's office be authorized to protest
the issuance of said license application on the basis that such On-Sale
premises would be across the street from La Palma Park and Stadium,
which is used almost entirely throughout the year by school children.
Councilman Schutte seconded the motion. MOTION CARRIED.
New Off-Sale Beer and Wine license, U-Tote'M of California, Inc., 3260
West Lincoln Avenue (C-1 Zoning - Centralia School approximately seventy-
five yards across street). No action was 'taken by the City Council.
Premises-to-premises transfer, On-Sale General, filed by Russell C.
Mangold, for the Cascades, 2125 South Harbor Boulevard (Variance has
been granted for cocktail lounge). On review of investigation report
by the Police Department, Councilman Schutte moved that the City Attorney's
office be authorized to protest said application, on the basis of the
applicant's police record. Councilman Dutton seconded the motion.

Application for premises-to-premises transfer, On-Sale General, Cleopatra's
Dinner House, 903-905 South Euclid Avenue (presently zoned C-1 - public
hearing on Conditional Use Permit No. 237 allowing said use was continued
to December 4, 1962.) The City Council authorized the City Attorney's
office to enter a conditional protest, pending the results of public
hearing on Conditional Use Permit No. 237.
Application for new On-Sale General license submitted by Josephine P.
Ortiz for Au-Jus Steak House, 1732 West La Palma Avenue (presently zoned
C-l). The City Council authorized the City Attorney's office to enter
a conditional protest on said application, pending action on Conditional
Use Permit application, requesting On-Sale of Alcoholic Beverages on
subject property.
Application for person-to-person and premises-to-premises transfer of
Off-Sale General license, 15047 East Lincoln Avenue, proposed shopping
center, Alpha Beta Market, located in unincorporated County area, zoned
C-1 by the County of Orange. No action was taken by the City Council.
Application filed by Alfred A. Verier, Jr., for On-Sale Beer license at
15061 Lincoln Road, located in the proposed shopping center at the
northeast corner of Lincoln Avenue and Rio Vista, being County territory
and zoned County C-1.

Mrs. Claudia Peters, 2645 Carnival Avenue, resident in the area,
addressed the Council in opposition, and requested that protest be filed~
if possible, as subject County C-1 zoned property is included in a request
for annexation to the City of Anaheim, and should said annexation proceedings
be completed, on-sale liquor would not be an allowable use under Anaheim C-1
Zoning Code.
Discussion was held by the City Council~ and at the conclusion
thereof, Councilman Schutte moved that the City Attorney be authorized to
protest said application, on the basis that on-sale liquor is not an allow-
able use under the City of Anaheim C-1 Zoning Code, and referring to the
expression of the City Council March 21, 1961 (page 4720 of Council Minutes)
to the Orange County Planning Commission, that subject to the presentation
of specific plans for a neighborhood shopping center, that the Anaheim City
Council has no objections to the institution of a C-1 Zone on the northeast
corner of Rio Vista and Anaheim-Olive Road (Lincoln Avenue) providing that
the C-1 Zone be limited to the uses contained in the C-1 section of the
Anaheim Municipal Code. Councilman Krein seconded the motion. MOTION
CARRIED.
LIBRARY CHARGES - NON-RESIDENTS: Upon report and recommendations of the City
Manager that with the enhancement of City Library facilities and services,
there appears likely to be a wider use of Library facilities by non-residents,
Councilman Krein moved that the Council recommend to the Library Board and
Library Staff that a study and comparison be made of the residents and non-
residents library fees, including the possibility of a special rate for
student non-resident cards. Councilman Schutte seconded the motion. MOTION
CARRIED.
EMPLOYMENT - DEPUTY CITY ATTORNEY: On the recommendations of the City Attorney
and City Manager, Councilman Schutte moved that the employment of Mr.
Allan Watts as Deputy City Attorney, effective December 3, 1962, be
authorized. Councilman Chandler seconded the motion. MOTION CARRIED.
PUBLIC INFORMATION: Councilman Chandler requested that the Public Information
Officer compile a list of all regular meeting dates and places of the City
Council, City Planning Commission, Park and Recreation Commission, Library
Board, Civil Defense Committee, Urban Renewal Committee and any other
committee appointed by the Council, and that said list be made available to
the public in the office of the City Clerk and City Manager, and also
published in the Anaheim Newsletter.
Further, that procedure sheets indicating step-by-step procedures
and time limitations with reference to zoning matters, annexations, etc., be
placed in the Council Policy Manual.
PROPOSED PARKING ORDINANCE (ALL-NIGHT PARKING): Mayor Coons reported on communi-
cations received both for and against the proposed over-night parking
prohibition, studies from other jurisdictions with similar problems, and
his personal inspection and investigation of the parking situation throughout
the City, and as result thereof, concluded that an ordinance prohibiting
over-night parking would neither be enforceable nor the answer to the
problem. '
The Council requested that the Police Department and Public Works
Department through the City Manager's office, further study this problem in
an effort to reduce the all-night parking situation as much as possible.
