Mayor Dutton called the meeting to order.
INVOCATION:'-Reverend Wayne Bibelheimer, of the Magnolia Baptist Church, gave
the Invocation.
FLAG SALUTE: Councilman Clark led the Assembly in the Pledge of Allegiance
to the Flag.
MINUTES: Minutes of the Anaheim City Council meetings held June 30 and July 7,
1970, were approved on motion by Councilman Clark, seconded by Councilman
Thom. MOTION CARRIED.
WAIVER OF READING - ORDINANCES A~D RESOLUTIONS..: Councilman Pebleymoved to waive
the reading in ~ull of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen, unless after read-
ing of the title, specific request is made by a Councilman for the readin~
of such ordinance or resolution. Councilman Clark seconded the motion. 14)TION

.I~P0~T - FINANCIAL DEMANDS AGAINSTTHE CITY: Demands against the City, in the
amount of $3,096,487.77, in accordance with the 1970-71 Budget, were approved.
..REQUEST - COMMUNITY RELATIONS DIRECTOR: Larry Wright,' 315 South Clementine Street,
Director of Neighborhood Outreach Project, requested the City Council consider
a fairly high level position within City Government of a Community Relations
Director t°. serve as an ombudsman in attempting to close the communication
gap between Anaheim citizens and government with regard to problems within
minority groups, service organizations, etc.
Councilman Clark suggested, rather than adding a Community Rela-
tions Director to the City's payroll, the same purpose could perhaps be served
at a Commission level, with a Councilman as one of the members, and suggested
a study be made of the feasibility of such an office or Commission.
In answer to Councilman Dutton's request for a list of specific
problams in Anaheim, Mr. Wright invited Councilman Dutton to spend an after-
noon with him ~herein he personally would show bit. Dutton some of the prob-
lems. Councilman Dutton said he would be happy to do so.
At the suggestion of Councilman Thom, th~ Council requested Mr.
Wright to submit ~n outline as to specific problem areas that could be handled
by a Co~nunitY Reiations Director, indicating how he vould expect such a per-
son to 'implement his ideas for solving these problems.
COND!TI.~ USE PERHIT NO. 265 - REVISED PLANS: Revised plans submitted by Leroy
Rose and Associates, in connection with Conditional Use Permit No. 265, were
reviewed by the City Council, together with recommendations of the Develop-
ment SerVices Department that subject revised plans be approved.

ENTERTAIN~I~' PERMIT: Application filed by Tom T. Kitano, for entertainment
permit to allow three musicians and a vocalist, from 9:00 P.H. to closins,
at the Prime Rib Inn, 328 North Stanton Avenue, was submitted and granted,
subject to provisions of Chapter-4.18 of the Anaheim Municipal Code, as
recommended by the Chief of Police, on motion by Councilman Thom, seconded

PRIVATE PATROL PERMIT - STERLING SECURITY S~RVICE AND INVESTI~ATION BI_~_~J: Ap-
plication for private patrol permit submitted by Frederick Benjamin Taylor,
dba Sterling Security Service and Investigation Bureau, for private pat-
rol and suard services and private investigations in the Anaheim area of
Orange County was submitted and granted, subject to provisions of Chapter
4.60 of the Anaheim Municipal Code, as recommended by the Chief of Po&ice,
on motion by Councilman Thom, seconded by Councilman Pebley. MOTION CAIt-

at their meeting held June 29, 1970, pertainins to the following applica-
tions were submitted for City Council information and consideration:
CONDITIONAL USE PER~IT NO. 1150: Submitted by Central Assembly of God,
Ernest L. Friend, Pastor, to establish a pre-school nursery and a day
school on an existing church site on R-A zoned property located on the'
east side of East Street, north of Turin Avenue, with waivers of:

ment Services Ronald Thompson reported on the findings of the Development
Services Department regarding request pendin~ before the Orange County
Planning Commission for change of zone from County Al, General A~ricul-
tufa1 District, to R'2-(4000), Group D~ellings District, for several par-
cels totaling approximately 32 acres on property located on the north side
.of .Santa Aha Canyon Road, opposite Nohler Drive.
The City Planning Commission, at their meeting held July 13, 1970,
by Motion, recommended the Orange County Planning Commission be urged to
defer any decision on Orange County Zone Change No. ZC?O-2, until such
time as the City of Anaheim Development Services Department Staff has com-
pleted the Scenic Highway and Density Studies and presented findings and
recommendation to the Planning Commission and City Council for action.
. The City' Planning Commission reconnendations were sustained and
ordered forwarded to the Orange County Planning Commission for their in-
formation, on motion by Councilman Pebley, seconded by Councilman Thom.

cilman Dutton moved to recess to Executive Session for the purpose of dis-
cussing a personnel matter. Councilman Clark seconded the motion. I~TION

AFTER R~CES$: Nayor Dutton called the maetin~ to order, all e~bers of the City
Council being present, except Councilman Stephenson.

approved on motion by Councilman pebI'ey, seconded by'CounCilman Clark.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: CounCilman Clark moved' to waive
the reading in full of all ordinances and resolutions, and that consent to
