Mayor:Dutton called the meeting to order.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading i~ full of all ordinances and r~solu~ions, and that

KECESS'~ EXECUTIVE'SESSION: At the r'equest of' the c~tY Manager, CounCilman ThOm

AFTER RECESS: Mayor Dutton called the meeting to order, all members of the
City Council being present, with the exception of Councilm~n Pebley.

EMPLOYEE BENEFITS - SALARY PROPOSALS: Mayor Dutton invited Personnel Director
.Roy Heissner to address the Council.
Mr. Heissner reported that a two-year agreement had been reached
and a memo of understanding signed with the International Brotherhood of
Electrical Workers, Local 47,~'to i~crease salaries of I.B.E.W. members em.
ployed by the CiSy of Anaheim 7-1/2%, effective September 11, 1970, through
October 7, 1971, and 7%, effective October 8, 1971, through October 5, 1972.
Mr. Heissner stated that also included in that twa-year memo of
understanding with I.B.E.W. Local 47, to be effective July'l, 1971, is
adoption of the one-half continuance for miscellaneous.employees in the
Public Employees Retirement System, and an agreement ~hat the City of
Anaheim, for the same two-year period, pay the entire cost of the rate
increase for the major medical health insurance and the contract with
Blue Cross of Southern California.
Mr. Heissner advised that it will be their recommendation to
adopt a long-term disability insurance program which the City of Anaheim
will pay at the approximate rate of 51 cents per hundred dollars income.
This insurance would provide 60% of salary up to a maximum of $1,500.00
per month to age 65, after a 6-month waiting period from date of each
illness or disability, to become effective January 1, 1971.
Mr. Heissner further reported the memo of understanding agrees
to make changes in the upgrade policy, increasing the amount of upgrade
pay in most classifications represented by I.B.E.W. Local 47.
City Manager Keith Murdoch explained the upgrade procedure change
also applies to persons upgraded to a higher reclassification on a tempo-
rary basis, such as taking over another's responsibilities in his absence.
Mr. Heissner recommended the City Council at this time adopt
Resolutions effecting the proposed salary increase agreement with I.B.E.W.
Local 47, revision of Personnel Rule No. 6, changing the upgrade policy as
defined, and granting the same salary increase to' all other employees 'whose
classifications are either not represented, or'represented'by less than
50% membership in an employee organization.
