investigat9 possible ordinances governing the type of material distributed
in such' a manner that it.would be available to children; however, this could
be difficult to enforce.
Councilman Clark invited Mrs. Alfred Moreno, 2659 West Rome, to
address the Council.
Mrs. Moreno presented a petition purportedly containing l~567'.sig-
natures of citizens objecting to the handbill in question, and asked that
laws be 'passed to prevent residents from being subjected to that. type of ma-
terial again. Mrs. Moreno also raised objection to distribution of handbills
at the time children are enroute to school.
In answer to Councilman Thom's suggestion of an ordinance prohibit-
ing distributioh of door~to-door material, as had been done in Fullerton,
Assistant City Attorney Alan watts advised that that ordinance is under liti-
gation at this'time. He further advised t-hat the possibility of filing a
charge under the recently-adopted Penal Code gainst distributing harmful ma-
terial to children under the age of 18 is being investigated.
Councilman Pebley recommended filing the charge, even if it would
not hold up in court; Councilman Clark recOmmended the charge be filed against
Loew's Theatres, and not the distributing firm.
Councilman Stephenson advised that there presently is a require-
ment under a solicitor's license where persons wishing to distribute that
type of material, or solicit, must go before the Police Department for a
permit and be recorded; h~°wever, quite often these firms get in and out be-
fore they can be caught. He reiterated the material in question.unfortunately
could not be ruled obscene, according tb the :interpretation o-f the laws.
On motion by Councilman Pebley, seconded by Councilman Clark, the
petition Objecting to the advertisement was returned to Mrs. ~oreno, as re-
quested. MOTION CARRIED.
ADJOURNMENT: Councilman Clark moved to adjourn to 9:30 A.M., Thursday, October

Mayor Dutton called the meeting to order.
A.M.E.A~ - ~I~..OF UNDERSTANDING: Personnel Director Roy Heissner advised that
a two-year memo of understanding had been signed with the A.M.E.A. for a
7-1/2% salary increase, effective September 25, 1970, and a 7% salary
crease the second year. He added that the memo of understandins also in-
cluded rate increases for health insurance for the next two years, and a
long-term disability insurance program; wherein the City wi'Il pay the full

cost of the premium and, effective July of 1971, includes a one-half con-
tinuance amendment to the Retirement System. Mr. Heissner recommended
the City Council adopt a resolution covering the salary adjustments.
Mr. Heissner also recommended the Council adopt a resolution
covering a similar salary adjustment for the classification of Fire Bat-
talion Chief.
RESOLUTION NO. 70R-492: Councilman Clark offered Resolution No. 70R-492
for adoption.
