In answer to Mayor Pro Tem Schutte's question, representatives

SIGN REQUEST: Application submitted by Dennis Ondracek, requesting permission

was reviewed by the City Council together with reports from the Building

presence for the purpose of answering any questions.
On motion by Councilman Krein, seconded by Councilman Pebley,

RECLASSIFICATION NO. 63-64-100 - EXTENSION OF TIME: Request of Tony Julian,
dated December 214 19649 was submitted for 180 day extension of time to
Reclassification No. 63-64-100, for compliance with certain conditions

180 day extension of time was granted by the City Council, on

Pursuant to Resolution No. 1456, Series 1964-65, the City
Planning Commission on December 21~ 1964, granted said conditional use
permit subject to conditions, and in forwarding said action for City Council
information and consideration, recommended that the Council review parktng
provisions for the restaurant in conjunction with parking established for the
adjacent Melodyland Theatre°
The City Clerk called attention to communication dated November
16, 1964, from Harrison Wo Hertzberg~ Attorney for the owners of the circle
theatre (copies furnished each Councilman), requesting notification of any
application on subject property to be considered by the City Council for
any use other than parking purposes for the theatre°
Mr° Gerry Ac Bauman, President of Condesco, Inco, designers and
builders of the proposed restaurant, advised that the property owner, Mr.
Freed~n, desired to address the City Council concerning said parking
provision] however, he had no% yet arrived at the meeting. He further
advised that his firm is employed by Don the Beachcomber, to design and
Construct several Polynesian restaurants in various parts of the country.
Mro Mickelson reported that Conditional Use Permit No. 186 for
Melodyland Theatre did not include subject property, however approximately
two acres of subject property is leased to the theatre for parking pur-
poseso
At the conclusion of the discussion, it was determined by the
City Council that consideration of Conditional Use Permit No° 661 be
deferred, to allow the applicant to be present°
Later in the meeting~ Mro Leo Freedman, 7 Freedman Way, reported
that a verbal agreement for parking had been consummated this date between
the Attorneys for the theatre and himself, and advised that ample parking
was provided for both facilities~ He displayed a rendering in color,
illustrating the elevation of the proposed restaurant°
Further discussion was held by the City Council, and Mr. Geisler
was of the opinion that the approval of subject conditional use permit would
not impair the private rights of Melodyland Theatre.
No further action was taken on Conditional Use Permit No. 661.

Excerpt from the minutes of the City Planning Commission meeting
held December 21, 1964, was submitted recon~ending that Planning Study No.
76-5-1 be adopted as a feasible means of the extension of Del Monte Drive
westerly to Knott Street°
Mr. Mickelson noted exhibit of said planning study posted on
the east wall of the Council Chambers, and advised that the Planning
Commission recommended any development which takes place on properties
west of projected center line of existing Del Monte Drive as depicted
on Exhibit "A'% incorporate the continued extension of Del Monte Drive
as shown on said Exhibit "A"~ or in such a manner as to provide vehicular
access, surface drainage and utilities service to the parcels served by
existing and proposed Del Monte Drive°
On motion by Councilman Pebley, seconded by CoUncilman Krein~

Mr° Virgil Kasiah, 901 Autumn Driver stated that Finding No° 7
of the Planning Commission resolution noted three persons appeared before

property is owned by the Orange County Flood Control District, further R-A
zoning will be initiated by the City Planning Commission, to zone the
property in accordance with the existing use°

side of Palm..Lane9 approximately 375 feet south of Ball Road0
The City Planning Commission pursuant to Resolution No° 1453,
Series 1964-65, recommended said reclassification for approval, subject to
the following conditions:
1o That the owners of subject property shall deed to the City of Anaheim
a strip of land thirty feet in width~ fromthe center line of the street
along Palm. Lave South~ for street widening purposes~
That street improvement plans shall be prepared and alt engineering
requirements of the City of Anaheim. along Palm Lane South and Palm
Lane East9 such as curbs and gutters9 sidewalks9 street grading and
paving9 drainage facilities9 or other appurtenant work shall be
completed as required by the City Engineer and in accordance with
standard plans and specifications on file in the office of the City
Engineer~ or that a bond in an amount and form satisfactory to the
City of Anaheim shall be posted with the City to guarantee the
installation of said engineering requirements°
That the owners of subject property shall pay to the City of Anaheim
the sum of $2°00 per front foot along Palm Lane South~ for street
lighting purposes°
4o That the owners of subject property shall pay to the City of Anaheim
the sum of 15¢ per front foot along Palm Lane South and Palm Lane
East, for tree planting purposes°
5° That trash storage areas shall be provided in accordance with approved
plans on file with the office of the Director of Public Workso
6° That fire hydrants shall be installed as required and determined to be
necessary by the Chief of the Fire Department°
7o That the owners of subject property shall pay to the City of Anaheim
the sum of $25o00 per dwelling unit, to be used for park and recreation
purposes, said amount to be paid at the time the building permit is
issued°
8° That driveways shall be a minimum width of 21 feet°
9. That a minimum vehicle clearance of 14 feet shall be provided for a
minimum width of 21 feet and at corner cut~offso
That Condition Nos° 1~ 2, 3~ 49 and 12, above mentioned, shall be
complied with within a period of 180 days from date hereof, or such
further time as the City Council may grant°
Ihat Condition Nos° 5, 69 and 79 above mentioned~ shall be complied
with prior to final building inspection°
That the owners of subject property shall deed to the City of Anaheim
a 3-foot overhang easement along the east boundary of subject property°

Mro ~ickelson noted the location of subject property and the
existing uses and zoning in the immediate area, briefing the evidence
submitted to and considered by the City Planning Commission°
Mayor Pro Tem Schutte asked if anyone wished to address the Council
for or against the proposed reclassification, there being no response,
declared the public hearing closed on Reclassification No° 64-65-65o
RESOLUTION NO o 65R-30: Councilman Krein offered Resolution Noo 65R-30 for
adoption, aUthorizing preparation of necessary ordinance changing the zone
as requested, subject to the recommendations of the City Planning Commission°

659 AND GENERAL PLAN A~ENE~ENT NO o 48: Submitted by Grace Elizabeth Dickerson,
requesting change of zone from R-A to R-2 and permission to establish a
one and two-story multiple family planned residential development with
subterranean parking; property described as located on the north side of
Broadway, approximately 134 feet west of Date Street°
The City Planning Commission recommended denial of said
reclassification and in accordance with Resolutions 1449~ Series 1964-65~
1450~ Series 1964-65 a~d 1451~ Series !964-65 and conditional use permit,
together with Genersl Plan Amendment Noo 480
/he City Clerk read communication received this date at open
meeting from Ro Wo MacMahon~ Attorney for the Applicants, requesting that
the public hearing be continued to February 2, 1965, for the following
reasons:
1o Revised plans are being prepared to reduce the density of the proposed
development~
2. The undersigned has been extensively engaged in other matters during
the last two weeks and has been unable to devote a proper measure of
time to the presentment of this matter to the City C°uncil~ and
3o The developers of the proposed project are unable to be present at
the hearing scheduled for this evening°
Mr. Stanley Ho Hankins, 223 South Wayside Place, addressed the
City Council advising that residents of the area were opposed to any
developments for subject property other than homes, in accordance with
the surrounding R=i zoning° He stated that revised plans reducing the
density originally requested were submitted January 7, 1965, to the
Planning Department, and forwarded to the City Clerk's office to be~
considered by the City Council, and he requested that the reclassification
and revised plans be returned to the City Planning Commission for further
consideration and recommendation°
The City Attorney was of the opinion that scheduled public
hearing before the City Council would have to be held, and at that time,
if a substantial change to the plans have been made~ the City Council
could either deny the applications, or refer them back to the City
Planning Commission for further recommendation°
On motion by COuncilman Krein~ seconded by CoUncilman Pebley,
public hearing on Reclassification Noo 64-65-66, Conditional Use Permit
No. 659 and General Plan Amendment No. 48 was continued to February 2,

PUBLIC HEARING - HOUSE MOVING PEP~IT: Applitcation submitted by E. B. Kahn
requesting permission to move a dwelliing from 5104 West Lincoln Avenue,
Cypress, California, to 3301 West Thornton Avenue, Anaheim, was reviewed
by the City Council together with reports from the Building Department.
The Mayor asked if anyone wished to address the Ci.ty Council in
opposition to said application, there being no response, declared the public
hearing closed.
RE_SOLUTION NO. 65R-325 Councilman Schutte offered Resolution No. 65R-32
for adoption, granting housemoving permit.
