REVISED RECLASSIFICATION NO. F-55~56-27: Submitted by Wagner Realty Company,
requesting C-1 and P-1 zoning on property described~ briefly, as %he southeast
corner of Placentia Avenue and Anaheim-Olive Road°
Action on said reclassification was withheld at the meeting of January 7,
i958 to allow further investigation with reference to the corner improvement and
also the P-1 zoning°
The Mayor asked if anyone wished to speak on the matter°
Councilman Coons asked if there had not been some previous discussion
regarding the use of a portion of the property for R~3o
Mr. Mungall, Secretary of the City Planning Commission, stated that Wagner
Realty proposed to use the P-1 zone for R-3 for the erection of multiple family
dwellings°
A gentlemen representing Wagner Realty Company, addressed the Council and
advised that all of the P-1 zone on the south would be used for R-3 with a street
connecting to the tract directly west of the subject property° Another street will
be from the east end of the P=i~ running northerly to Anaheim=Olive Road and a
portion of the C=i zone will be used for R=3 dwellings°
Mayor Pearson asked what type of building was planned for the corner
location at Placentia and Anaheim~Ol~ve Road°
The representative advised that there was only approximately 42 feet that
they could use because of the location of Aliec~s Grocery, but that they have some
people who will put in an outside diner with parking to the rear and east of Allec~so
Councilman Coons referred to the recent similar situations that had been
before the Council regarding drive-ins in C~,i zones~ wherein the applicants have
stipulated that the property will not be used for a dri. ve=in restaurant and he was
of the opinion that drive=ins should also be restricted in this caseo
Mro Mungall advised that at the request of the Council, a resolution had
been passed at the City Planning Commission's meeting of January 20, 1958, placing
drive=in and walk-up restaurants in the C=3~ Heavy Commercial, zone.
The representative stated that they did not know what to do with the corner
if it could not be used for an outside diner. They want to clean it up and pave it
and the outside diner would be a good looking building of plaster and frame with a
canopy extending out in front of the building approximately 15 or 16 feet with tables
and benches, and can also be used at night as there will be good lights. They
believe it would be a profitable business as there will be approximately 300 people
employed by the shopping center who will have no convenient place to eat° They had
considered building a regular type coffee shop but could not get anyone interested
because of %he location of Allec~s Grocery Store° He presented a map of the area,
showing the shopping center and the general location of the proposed diner°
Councilman Coons stated his objections were to the type of business, not
to the type of buildings. That the shopping center is a very nice looking development,
however, he felt the applicant should go along with the other owners who filed deed
restrictions eliminating the drive=ins in C~i.
Mayor Pearson was of the opinion that when the conditions of zoning have
been complied with by the applicant, that the zoning should be accomplished.

APPLICATION FOR HOUSE MOVING: On motion by Councilman Coons, seconded by Councilman
Schutte, public hearin9 was ordered held February 4, i958, 7:00 PoMo on application
submitted by Y.. Nose, requesting permission to move a dwelling house from 5016
Berryman, Culver City, California, to 850 South Western, Anaheimo MOTION CARRIED.
CORRESPONDENCE: (a)o West Anahein Bapti~ Church - requesting permission to
erect directional signs in certain locations ~_thin the City limits, directing
people to their church~
Don Taylor, Pastor of the West Anaheim Baptist Church, addressed the
Council and advised that they wished to erect signs at the corners of Ball and
Gilbert, and Brookhurst and Cerritos~ and presented one of the metal signs they
propose to erect°
Reverand Taylor was advised by the Council that they had no objections
to the signs if they were erected on private property, which in most instances,
is approximately 12 feet from the curb, and if the signs are under five feet.
(b)o Blind Industries Sales~ Inc!, David H. Streiow, General
Manager. On the recommendation of the Administrative Officer, it was moved by
Councilman Fry, seconded by Councilman Coons, that a free permit be 9ranted the
Blind Industries Sales, Inc. to sell and de!]vet their merchandise in the City
of Anaheim, with the stipulation that eacb salesman must be registered with our
Police Departmept. ~OTION CARRIED.
(c)o Orange County Society for Crippled Children and Adults, Inc.~
Robert Lo Williams, Executive D]rector. On the recommendation of the Administrative
Officer, the Orange County Society for Crippled Children and Adults was granted
permission to sell paper lapel Easter lilies on the streets of Anaheim, March 21
and 22, 1958, on motion by Councilman Schutte, seconded by Councilman Wisser.
MOTION CARRIED.
(d)~ Trooic Motel, C~ B~ Satre, Owner~ - request for removal of
divider in middle of street on Katella Avenue, starting 390 feet west of the center
of West Street on Katella, removing 30 feet westward to allow left turn into motel
at 1126 West Katella Avenue.
It was moved by Councilman Coons, seconded by Councilman Fry, that this
request be referred to the Engineerin9 Department and that a map be prepared showing
the present openings and those proposed~ and be again presented to the Council for
further study and action. MOTION CARRIED.
(e). Communication dated lanuary 13, 1958 from C. Gardner with
reference to the Anaheim City Park was referred to the Administrative Officer~
(f). State of California, Division of Hiqhways, communication
dated January 9, 1958 containing copy of resolution by which the portion of State
HJghway Route 2, in Orange County between Route 174 and Route 176, was redesignated
as Route 19.
Said communication was ordered received and filed.

and containing a certified copy of their Resolution No. 330, correcting and relocating

INSURANCE: Adjustment of additions and deletions, Aetna Policy No. P 6174709,
covering varfous pieces of City equipment totaling $139.37 was approved and
ordered paid on motion by Councilman ~isser, seconded by Councilman Coons.

MUNICIPAL PARK TENNIS COURTS: Copies of the memorandum prepared by the City
Attorney relative to the liability of the City with reference to the Municipal
Park tenn-~s courts were received by each Councilman prior to this meeting.
Discussion was held regarding the repair of the existing courts and the
Administrative Officer reported that to iaycold the four existing courts would
cost approximately $8,000. and to pour concrete courts, either at %he present
location or at a new location, would cost approximately $20,000.
CJt¥ Eng~neer~ George E~, Holyoke, explained to the Council the laycold
process o~ repair.
Discussion was also held regarding the condition of the seven high
school tennis courts and the proposed courts fn future parks and school sites.
Councilman Schutte moved ~hat the four existing tennis courts be ~M~/[~
repaired by the laycold process, said repafrs to include, if possible, necessary lighting
for night playing. Councilman Fry seconded the motion. MOTION CARRIED. ~ ~
PUMP iAX: George F, Oelkers, D~rector of Public Utfi]ties~ reported the pump
tax from July l, 195'7 to December 3,.~ i95'7 on 4,554o7 acre feet to be
$17,763.33. Payment of said pump tax. was authorized by the City Council on
motion by Councilman Schutte, seconded by Councilman Fuy. MOTION CARRIED.

INVIYAIION: The Administrative Officer, at the request of Mark Stephenson, Chief
of Police, extended an invitation to the Council to attend the quarterly meeting of
Police Chiefs of Zones 5 and 6 which comprises the area from Santa Barbara south to
San Diego, and is being held Thursday, January 23, 1958 at the Gourmet Restaurant.
CITY SEAL: The Administrative Officer was requested to contact several decal
companies and obtain samples of city seals for further Council consideration.
RECLASSIFICATION NO. F-56-57-82; William Friedman - R-.3 zoning, Lots 1 to 17,
both iaclusive, of Iract No. 2567.
Action on ordinance rezonin9 said property was withheld pending final

RECLASSIFICAIION NO, F-56-57-45: Submitted by Eugene A. Fahrion, requesting R-3
zoning on property north of Broadway, east of East Street and adjacent to the church
site~
The Mayor asked if anyone had anything to offer regarding this matter.
Mr. Fahrion described the proposed layout of this property and the size
of units he intended to build and discussion was held.
The Council felt that the units should be limited to one story structures
and ordered this to be made a part of the rezoning.
Before any further action is taken, the Council felt they should study the
complete plans and also give the residents in the immediate area an opportunity to
do the same~ therefore, the matter was continued for one week (January 28, 1958) and
Mr. Fahrion was requested to submit at that time, plans showing the complete layout
including front and side elevations.
The City Clerk was instructed to notify those persons whose signatures
appear on a filed petition of protest that the plans of the proposed units will be
available for their review on the above date.
PUBLIC UTILITIES AND PURCHASING OFFICES: City Administrative Officer outlined to
the Council the uses contemplated for the proposed two-story office building to be
erected at 518 South Los Angeles Street.
On motion by Councilman Coons, seconded by Councilman Fry, the architects
were authorized to proceed with the preparation of necessary plans and specifications~
MOTION CARRIED.
INVITATION: The City of Buena Park extended an invitation to the Council to attend
the dedication ceremonies, January 25, 19587 of its new Civic Center~ 6650 South
Grand Avenue~
REPORT; Annual report of financial transactions concerning streets and roads of
C~ties and Counties of California, fiscal year 1956-1957, as received from Robert C.
K]rkwood~ State Controller, was ordered received and filed.
Councilman Coons moved to adjourn. Councilman Wisser seconded the motion.
