Councilman Coons moved that final map of Tract No. 3278 be approved
the recommendations of the City Engineer, subject to the approval of the

The City Planning Commission, pursuant to their Resolution No. 208,
Series 1957-58, granted said Variance, subject to the nine conditions established
by the City Council for such directional signs.

VARIANCE NO. 933: Submitted by Erich C. Winger, requesting permission to
enlarge his chicken ranch operation by:
a. one brooder for 600 chicks,
b. one house for growing pullets, capacity 1200,
c. six houses for laying hens, capacity 400 each, total 2,400 hens,
on property described as 9001 West Lincoln Avenue (northeast corner of Lincoln

The City Plannin9 Commission, pursuant to their Resolution No. 209,
Series 1957-58, granted said Variance to enlarge the chicken ranch operation,

presented.

VARIANCE NO. 934: Submitted by Fred T. Mackay, requesting permission to operate
a real estate office at 8192 Lincoln Avenue (south side of Lincoln Avenue,
between Stanton and Dale Avenues).
The City Planning Commission, pursuant to their Resolution No. 210,
Series 1957-.58, granted said variance for a real estate office, subject to
usf. ng the front 250 feet of the property and the placing of the two real estate
signs not over 4 feet by 10 feet, 30 feet back of the property line.
Mr~ Fred Mackay addressed the Council and advised that it is planned
to use the existing dwelling on the property as a temporary real estate office
and in the future to build a permanent office on the front of the property.
No action was taken by the City Council.
VARIANCE NO. 935: Submitted by Palmall Properties, Incorporated, requesting
permission to construct a service station at the southeast corner of Broadway
and Manchester Avenues.
The City Planning Commission, pursuant to their Resolution No. 211,
Series 1957-58, granted said Variance for a service station, subject to the
erection of the station in accordance with the plot plan presented.
A plot plan was submitted and placed on the bulletin board.
No further action was taken by the City Council.
VARIANCE NO. 936: Submitted by Harvey and Pearl Duke, requesting permission to

RKQUEST TO USE PUBLIC ADDRESS SYSTEM: Postcard communication dated March 19, 1958
from Mr. G1ynn Clayton~ requesting permission to use public address system on his
automobile for a "Voter's Registration Drive" was submitted and read.
Mr. Clayton addressed the Council and stated that his activity would be
~trictly a non-partisan voter'"s registration drive; that he will tour the residential
areas and by use of the loud speaker~ urge people to register or register them his-
serf as he is also an Orange County Deputy Registrar of Voters,
On motion by Councilman Fry~ seconded by Councilman Coons, permission was
granted ~.r. Clayton to operate a public adress system on his automobile for a three
~eeks voter s registration drive, it being thoroughly understood that this is
.~trictly a non-partisan activity. MOTION CARRIED.
APPLICATION FOR PUBLIC DANCF: On the recommendations of the Chief of Police~ public
dance permit was granted Frank Moreno and Ray Alvarado to conduct a one-day dance
April 6~ 1958~ at the Carpenter's Hall, 608 West Vermont Avenue~ on motion by
Councilman Wisser, seconded by Councilman Coons. MOTION CARRIED.

.REFUND - PRIVATE PATROL APPLICATION: On the recommendations of the Chief of
Police, it was moved by CounCilman $chutte that the $25.00 filing fee paid by
Herbert So Morrison~ 614 - 36th Street, Newport Beach, for private patrol
application~ be refunded as Mr. Morrison does not have a State license.
Councilman Fry seconded the motion. MOTION CARRIED.
FRANCHISE STATEMENT - FOUR CORNERS PIPE LINE COMPANY: Statement of gross receipts
dated March 10, 1958 from Four Corners Pipe Line Company advising that no gross
receipts were received by them arising from the use, operation or possession of
their franchise during the year 1957, was ordered received and filed on motion
by Councilman Schutte, seconded by Councilman Fry. MOTION CARRIED.
ANAHEIM CHAMBER OF COMN~:RCE RESOLUTION: Resolution of the Anaheim Chamber of
Commerce requesting turn-off signs on the Santa Aha Freeway to read "Central
Business District", was submitted and read.
George Eo Holyoke, City Engineer, reported that the matter of signs
on the Freeway is under study by the City Engineering Department and their
recommendations ~rill be completed within a short time and forwarded to the State
of California.
The Council requested that the City Engineer contact the Traffic
Committee of the Anaheim Chamber of Commerce with reference to the recon%mendations
to be contained in the report to the State.
CANCELLATION OF CITY TAXES: On motion by Councilman Fry, seconded by Councilman
Coons, cancellation of City taxes was authorized on property acquired by the
State of California for highway purposes and formerly assessed to E1Camino
Water Company° MOTION CARRIED.
CANCELLATION OF COUNTY TAXES: On motion by Councilman Coons, seconded by
Councilman Wisser, the City Council authorized request to Orange County Board
of Supervisors to cancel County taxes on property purchased by the City for
public purposes, pursuant to Resolution No. 4398 and acquired from H. E. and
Elsa K:~ Krueger (1/6th interest in well and well site). MOTION CARRIED.
RESOLUTION NO. 4431: Councilman Schutte offered Resolution No. 4431 and moved

of Parks and Recreation, advising that the Park and Recreation Department has
arranged its programs and schedules during August so that La Palina Park will

recommending that the use of the park be provided free of charge, except that
a $25.00 per day charge be made when the lights are used, was submitted and
read.
Additional communication from Don K. Deft, Director of Parks and
Recreation, requesting emergency appropriations to light the soft ball diamonds
at the Lincoln Neighborhood Park and Western High School and requesting
transfer of $36,000.00 from the Contingency Fund, was also submitted.
Councilman Schutte was of the opinion that the two matters should
not be considered in one action and thereupon moved that the request of the
Anaheim American Legion for use of La Palma Park during the month of August~

PUBLIC HEARING - REVIEW NO. 16: Submitted by Wilton Abplanap, requesting
permission to establish a trailer park on property at 3345 West Lincoln Avenue
(north side of Lincoln Avenue, between Knott and Western Avenues).
The City 'Planning Commission, pursuant to their Resolution No. 204,
Series 1957--58, granted said special use permit for a trailer park, subject
%o:
1. Approval of the plans by both the Planning and Building
Departments.
2. Erection of the buildings and improvements of the site in con-
formity with the plans approved by the Planning & Building Departments.
3. Engineering requirements including the dedication and complete
improvement of the required right-of-way within a 90 day time limit; said right-
of-way to be 40 feet measured from the centerline of Lincoln Avenue.
Review of action taken by the City Planning Commission was ordered
by the City Council.
/he Mayor asked if anyone wished to address the Council.
A revised plot plan of the proposed development was placed on the
bulletin board and discussion was held. Mr. Mungall~ Planning Directory
reported that Mr. Abplanap was aware of and agreed-.to the payment of the
$100.00 per acre charge for Parks and Recreation.
No one present addressed the Council and no written protests were
received in the office of the City Clerk, thereupon, the Mayor declared the
hearing closed.
RESOLUTION NO, 4435; Councilman Coons offered Resolution No. 4435 and moved
for its passage and adoption, granting Special Use Permit No. 16, subject to
the recommendations of the City Planning Commission and further subject to the
payment of $100.00 per acre fee for the acquisition of park and recreation
sites, and subject to the development in accordance with the revised plan
presented, indicating landscaping, etc.

PERMIT TO WILTON ABPLANAP TO ESTABLISH A TRAII~R PARK ON PROPERTY AT 3345 WEST
LINCOLN AVENUE, UPON THE CONDITIONS HEREINAFTER SET FORTH.
On roll call the foregoing Resolution was duly passed and adopted by
the following vote:
