.REQUEST - 20TH CENTURY LITES, INC.: Request from 20th Century Lites, Inc.,
dated September 16, 19587 for permission to install a nonconformin9 si9n at
135~ West Center Street, was submitted and read.
Mr. MacTavish and a Gentleman representing the sign company, were
present and addressed the Council, and presented a sketch of the proposed sign,
indicating in red, that portion of the sign exceeding the regulation limits as
established by the Anaheim Municipal Code.
Discussion was held regardin9 the possibility of revampin9 the sign
or placing the sign at an angle from the buildin9 which would meet the four foot
requirement.
At the conclusion of the discussion, Councilman Pearson moved that the
request be denied° Councilman Fry seconded the motion° MOTION CARRIED.

SIDEWALK WAIVER - DRIVEWAY PERMIT - VISTA FURNITURE COMPANY: Regarding the
request of Vista Furniture Company for a waiver of sidewalk requirements to
allow them to blacktop the front of their new addition and also requesting
permission to construct a 40-foot driveway opening to allow space for four
trucks instead of two trucks, the Administrative Officer reported that upon
investigation, this would be consistant for that particular area and recom-
mended the request be granted.
Councilman Fry moved that said request be granted. Councilman
Schutte seconded the motion. MOTION CARRIED.
INTERSTATE ADJUSTEZE CORPORATION: Mr. Jo C. Rinker addressed the Council and
advised that although Interstate Adjusteze Corporation have made great improve-
ments in their operation~ the noise was still objectionable to the people in the
a~'ea~ not only at night, but in the day time, and requested that the City
CouncJ. 1 either abide by the Ordinance, that is, confine the noises so that they
will not disturb the adjoining property owners° He further advised that the
objections result from what seems to be the dropping of steel.
Mr. John Y. Lewis, Secretary-Treasurer of Interstate Adjusteze Corporation
addressed the Council, advising that they were approximately 70% or 80% through
their rush period and hope that by the middle of October the night work would~be
eliminated° He further advised that they would certainly attempt to further
quiet their operations and that they were doing everything possible to eliminate
the objections to the neighborhood°
Mr. Rinker reiterated the fact that this industry was located within
a residential area and within the five years have increased the number of their
machines and changed from an assembly to a fabrication operation.
Capto Rhoads addressed the Council, advising that on September 15, 1958,
he visited the plant and referred to work that was supposedly being confined to
indoors that was being done in a shed on which the opening was covered by a
canvass drop~ In his opinion, this would not constitute indoors. He further
advised that a great amount of noise emanated from this shed, and although
Interstate Adjusteze had made great improvements, he felt that they still were
not living up to the agreement made by them to the City Council.
Mr. Lewis replied that the only operation in this shed was weldin9 and
the reason for the canvass drop over the door was to eliminate light from that
end of the building reflecting into the homes, it was not intended to deaden
sound°
Capt. Rhoads again advised that this was the location where the
objectionable noises were emanating.

Mr. Fedderman addressed the Council, advising that there was nothina in
that particular part of the plant but welding and referred to he and his wife's
recent visit s to the plant late at night and finding nothina objectionable.
Mr. Lewis advised that the sounds emanating from the plant in the daytime
could be compared with the normal daytime traffic on Center Street or train traffic,
which fact was proven by the sound decibel rating previously taken.
City Administrative Officer, Keith A. Murdoch, referred to the previous
rating taken by the sound engineer employed by Interstate Adju~ceze Corporation, and
proceeded to explain the Denver Ordinance, and that this activity would come within
the Denver Ordinance for industry adjacent to commercial, however, whould not come
within the Denver Ordinance as required for areas adjacent to single family residential.
Councilman Fry stated that just this morning he had received a call regarding
the noise.
~ir. Lewis answered that there had been an emergency at the plant this
morning~ that they had been using the yard for storage of completed parts and with
the threatening of rain it was necessary to open the plant up and move this material
under cover.
After further discussion, it was determined to allow the continuation
of the Interstate Adjusteze activity for an additional three weeks, it being
understood that every effort will be continued to further reduce the noise, and
during the three week period, the City will endeavor to prepare an Ordinance
establishing sound factors as a standard by which these operations can be measured,
it being recognized that all property owners have certain property rights.
ORANGE COUNTY RHINOS: Mayor Pearson announced Mr. Fedderman's interest in the
Orange County Rhinos and explained the position of the Club regarding the
attendance to the games, resulting in a financial situation and solicited the
support of the Anaheim people to this organization.
Mr. Fedderman explained that the team has been going for a couple of
years at a financial loss and that it was just sold and will now be known as the
Montebello Rhinos, however, it was his sincere desire that the team remain here
and known as the Orange County or Anaheim Rhinos and be given another week or two
try, and requested that the Council waive the $100.00 rental fee charged for the
football field.
!Hr. Rinker addressed the Council in full support of the Anaheim Rhinos
and stated he would like to see the Council take necessary steps 'to see that the
Rhinos remain in Anaheim.
PARKS AND RECREATION DIRECTOR: Mr. Bill Stronach, Parks and Recreation Director,
was introduced to the Anaheim City Council by Administrative Officer, Keith A.

CORRESPONDENCE: (a) Oranqe County Board of Supervisors - regarding the establishment
of a schedule for the handling of annexations before the Orange County Boundary
Commission.

ORDINANCE NO. 1287: Final action by the City Council on Ordinance No. 1287 was

MURRAY MANOR ANNEXATION: Mr~ Preston Turner, City Attorney, reported on in-
vestigatJon made regarding the validity of the Murray Manor Annexation° In view
of the description of the property as submitted to the Orange County Boundary
Commission being dj fferent from the description of the property incorporated
in all other actions taken by the C~t¥ Council, and although there were two
Court decisions wherein it was ruled that the requirement to submit the description
of the property to the Boundary CommissJon was directory and not mandatory, in
his opJnJoo, 'the safest course to take would require commencing new proceedings
for the annexation of the territory that was ~ntended to be annexed to the City
of Anahe~m~
The City Councii authorized the commencement of new annexation proceedings
to annex territory intended to be annexed ]n the Murray Manor Anne'xation, on motion
by Councilman Schutte, seconded by Councilman Fry. MOTION CARRIED.
PURCHASE OF PROPERTY: Administrative Officer, Ke]th Ac Murdoch, reported on the
poss.~.ble purchase of the lot located at the northwest corner of Lemon and Broadway;
that the lot was to be. purchased by the Parkin9 District jf the District was formed,
and ~f not, the lot would theo be considered for purchase by the City, however,
+his port, on of tne D~s'tr~ct has been dropped from the District plan and even if
the Distr~ct ~s formed, this area will not now be included. The escrow has been
extended to its iJmits, and if it ~s the desire of the City to purchase this lot,
it would be purchased from the City's ContingencY Fund, which purchase, he
recommended with the provision that no ~mprovement be provided on the lot and no
commitments be made 'to use it for parking purposes.

Mro T. K. Cushman, Superintendent of Mechanical Maintenance, explained
the differences in the trucks on which the digger will bemounted and advised
that the Williams Digger would be best suited for our particular, operations.
Mro Kirk, representing Calavar Corporation,'addressed~the Council
advising that 90~ of the diggers used in California were the Hiway Diggers, and
further informed the Council that they have a complete stock of parts and
7~ested further consideration in regards to the award of this purchase.
Ke~th Ao Murdoch, City Administrative Officer, recommended the purchase
he made from the low bidder, in line with the policy that has been established,
generally accepting the low hid on the equipment that will do the job.
Mr. Kirk again addressed the Council, offering, inasmuch as these
were infomal bids, to make their price equal to the price of the Williams
Digger o
Mro Harold Daoust, Purchasing Agent, addressed the Council, advising
that Mro Kirk had made a similar offer to him, which offer was refused on the
basis of fairness°
Councilman Pearson moved that purchase be authorized from the lowest
bidder in line with the past policy as established hy the City Council.
Councilman Schutte seconded the motion~ MOTION CARRIED.
Councilman Borden moved to adjourn to September 30, 1~58, 7~00 P.M.
to the Wesley Methodist Church, 630 North Los Angeles Street, Anaheim,
California. Councilman Fry ~econded the motion° MOTION CARRIED.

requesting waiver of Ordinance No. 991, Section 2 in Appendex No. 4, to 1225
square feet on property described as Lots 1 to ~4 inclusive of Tract No. 2317
(north side of Hast South Street between Reseda and Sunkist Streets).
The City Planning Commission, pursuant to their Resolution No. 45,
Series 1958-59, granted Variance No, 1026 to waive City Code requirements with
the understanding by the Planning Commission that the granting o¢ this Variance
does not establish a precedent,
