TRANSFER OF FUNDS: Councilman Borden moved that transfer of $33,500.00 from the
Contingency Fund to the Parking Meter & Lots Account be authorized to cover
purchases of property recently made by the City, and further, that advance pay-
ment at this time be authorized for the LaMont and Kelsey properties in order
to meet escrow instructions, being Warrants Nos. 14874, 14875 and 14876.
Councilman Schutte seconded the motion. MOTION CARRIED.
PUBLIC HEARING - VARIANCE NO. 1025: Submitted by S & R Construction, Inc., re-
questing permission to amend Reclassification Application No. F-56-57-6 to allow
two story R-3 structures on property located, briefly, on the north side of Vermont
Avenue, west of Placentia Avenue.
The City Planning Commission, pursuant to their Resolution No. 44, Series
1958-59, denied said Variance.
Appeal from action taken by the City Planning Commission was filed by
Mr. Raymond H. Swentek, President of $ and R Construction, Inc., and public
hearing ordered.
The Mayor asked if anyone wished to address the Council.
Mr. Ed Royce, 1821 Tyrol Place, addressed the Council, referring to the
previous hearing on this matter and objecting to the variance because of the in-
creased traffic the R-3 development would bring to the area~ the over-crowded
conditions of the school, and the fact that there is no outlet on Tyrol Place.
He referred to the petitions of protest filed and was of the opinion that the
matter was formerly settled when the ruling was to have single units facing
Tyrol Place and one-story R-3 units fa~ing Vermont Avenue.
Mr. Swentek, Applicant, addressed the Council, advisino that the proposed
units would be approximately 100 feet removed from Tyrol Place, and that, in fact,

there were only two residences near the property in question. He further advised
that he had no objections to them building two-story R-1 and felt that he should
not be restricted to build two-story units.
A map of the proposed area was placed upon the bulletin board for all
to review°
Councilman Coons referred to City policy where they do not allow two-
story structures backing up to R-1 so as not to invade the privacy of R-1
development.
Mr. Dan $anford, one of the property owners in the area, advised that
the last time this matter was considered, it was treated as one complete unit.
Mr. Scheferman, property owner in the area, was of the opinion that
to allow this variance would establish a precedent which would prevail both
east and west of their properties.
There being no further discussion, the Mayor declared the hearing
closed.
RSSOLUTION NO, 48Q8; Councilman Schutte offered Resolution No. 4808 and moved
for its passage and adoption, upholding the action taken by the City Planning
Commission in denying Variance No. 1025.

PUBLIC HSARING - RECLASSIFIQATION NO. F-58-59-12: Submitted by J. R. Scholz,
requesting permission to erect a 2,000 square foot, concrete block building and
operate a restaurant and cocktail bar in the building, and also to allow two
signs to be erected on the property at 819 S. Euclid Avenue (west side of
Euclid Avenue, between Crone and Beacon Avenues).
The City Planning Commission, pursuant to their Resolution No. 48,
Series 1958-59, granted said Variance, subject to the deeding of 53 feet from
the centerline of Euclid Avenue for future street widening, and subject also
to the plans presented.
The Mayor asked if anyone wished to address the Council.
Mr. Leonard Smith, Authorized Agent representing the Applicant~
addressed the Council and presented revised plans of the proposed building
and explained that the property owners have already deeded fifty feet for
future street widenin9 and will be willing to deed an additional three feet
as required in the City Planning Commission's recommendations, however, this
would be the only parcel of property in the immediate area that would then
meet the new street standards of the City.
The City Council reviewed the revised plans which indicated two
entrances into the restaurant which is able to accomodate approximately
70 people, the cocktail bar will accomodate approximately 12 people.

Secretary of the City Planning Commission, that no objections to the proposed

from the people in the area had been filed.

and Maude O. Brewster, et al, requesting R-3 zoning on property located at 11662-
11722 and 11702 Loara Street (east side of Loara Street, south of Orangewood Avenue).
The City Planning Commission, pursuant to their Resolution No. 47,
Series 1958-59, recommended said reclassification, subject to the following
conditions:
1. Deeding to the City of Anaheim 45 feet from the center line of Loara
Street for widening.
2. Installation of improvements on Loara Street as required by the City
Engineer.
3. The filth9 of R-3 Deed Restrictions limiting any multiple-family
dwelling to only one story.
Public hearing was continued from the meeting of October 7, 1958, for
further investigation by the City Council.
The Mayor asked if anyone wished to address the founcil.
George E. Holyoke, City Engineer, advised, regarding the matter of 45
foot dedication for future street widening, that this was an error and the City
would only require 32 feet, rather than 45 feet.
It was noted that development in the area was presently R-1.
Mr. Pearson felt that this area had good R-1 potentiality and to grant
the reclassification would establish a precedent, thereby throwing the entire area
open to similar type developments.
It was Councilman Coons understandin9 that the reclassification was
requested in order to allow the Applicant to build another house on their property.
Mr. Brewster addressed the Council, advising that he wanted to build a
triplex on the northwest corner of his property, which would be at the front and
north of the existing residence, and further, he would like to build an additional
house in the rear at a later date.
Further discussion was held regardin9 access to the rear of these
properties, the types of development, and the control thereof.
Attention was called to the necessity for City services and the requirement
of proper ingre~and egress to properties served.
Mr. Brewster advised that there was no way of cuttin9 a street through
the property.
Mayor Pearson was of the opinion that the entire area should be considered

in order to get the best use of the land, and at the conclusion of the discussion,
it was suggested that the Applicants get together with the City Engineer and
Planning Commission, to try and work out a suitable solution which would be
best for the majority of the people in the area°

hearing was continued to November 4, 1958, 7:00 P.M. MOTION CARRIED.

Mr. Younger, agent for the Applicant, explained the proposed location
of the house and a picture of the dwelling was presented.
Mr. Murdoch, City Administrative Officer, advised that 7781Placentia
Avenue, was, in fact, 1139 North Placentia Avenue, not 1143.
There being no one else addressing the Council regarding thls matter,
the Mayor declared the hearing closed.
RESOLUTION NO. 4811: Councilman Schutte offered Resolution No. 4811 and moved

FINAL MAP - TRACT NO. 3351: Subdivider, the Owen Company. Tract located at the
southeast corner of South Los Angeles Street and Ball Road and contains 12 industrial
lots.
George E. Holyoke, City Engineer, reported that final map, Tract No. 3351,
was substantially the same as the tentative map, that necessary bonds have been
filed and all fees paid, and recommended the acceptance of said tract.
Based on the recommendations of the City Engineer, Councilman Coons moved
that final map, Tract No. 3351, be approved. Councilman Borden seconded the mot~n.
MOTION CARRIED.
VARIANCE NO. 1031: Submitted by Dr. Frederick A. Rusch, requesting permission to
erect a medical, dental office at 847-851 North Palm Street.
The City Planning Commission, pursuant to their Resolution No. 60,
Series 1958-59, granted said variance, subject to the following conditions:
1. Repair sidewalk and curb, where necessary, on North Palm Street, as
specified by Public Works Director.
2. Place a sign at the rear of the property entering upon the alley,
entitled~ "Stop and Turn Right Only"~
3. Place a sign at the alley entering onto La Verne Street entitled~
"Stop Before Entering".
4. Erect building and off-street parking in conformity with Plot Plan
and elevation presented.
Councilman Coons stated that this appears to be rezoning by Variance
procedure and moved that review of action taken by the City Planning Commission be
held November 4, 1958, 7:00 P.M., and further, that the Applicant be advised that
this apparently is rezoning rather than a variance, and perhaps he should make
application for rezoning, rather than wait for Council action on the variance.
Councilman Schutte seconded the motion. MOTION CARRIED.
VARIANCE NO. 1032: Submitted by Eldon H. Gleason, requesting permission to erect
a building for offices, sales, service and regeneration of water units and equip-
ment at 1910 Manchester Avenue.
The City Plannin9 Commission, pursuant to their Resolution No. 61,
Series 1958-59, granted said Variance, subject to the following conditions:
1. The erection of the building in conformity with the plans presented.
2. That the front set-back be a minimum of 17 feet from the property line.
3. Prepare street improvement plans and install all improvements in
accordance with standard plans on file in the office of the City Engineer.
4. All improvements to be installed before final inspection of the
building is granted.
Discussion was held and it was recalled that a large area including this
property had been considered at one time for M-1 zoning, and there had been no
objections to the proposed M=i zoning along Manchester. It was further determined
that this application did qualify under the variance terms and procedure.
No further action was taken by the City Council.
VARIANC~ NO. 1033: Submitted by Lewis L. and Camille S. Sinor, requesting permission
to erect a 16 foot by 24 foot real estate office building on property located at
414 North Placentia Avenue.
The City Planning Commission~ pursuant to their Resolution No. 62~
Series 1958-59, granted said Variance, subject to the following conditions:
1. The providing of five improved parking spaces on the property.

Mr. Sinor addressed the Council, urging the 9ranting of the Variance,
and advised that the building would cost approximately $3000. and would be
placed on the lot in a position so that additional improvements can be made
to the building in the future.
Councilman Coons was of the opinion that this was a reclassification
allowing a business office in a R-A zone where there are no other like businesses
in the area, and thereupon, moved that review of action taken by the City Planning
Commission be held November 4, 1958, 7:00 P.M. Councilman Schutte seconded
the motion. MOTION CARRIED.
VARIANC~ NO. 1034: Submitted by Orangewood Homes, requesting permission to
erect a temporary lOfoot by 20 foot subdivision directional sign on property
located at the southeast corner of Harbor Boulevard and Orangewood Avenue (11568
Harbor Boulevard).
/he City Planning Commission, pursuant to their Resolution No. 63,
Series 1958-59, granted said Variance, subject to the following conditions:
1. The nine conditions established by the City Council for such
directional signs.
2. /he deposit of $100.00 for the keeping of weeds cleaned up
under the sign. Balance of said deposit to be returned at the expiration of
the six months period.
No further action taken by the City Council.
VARIANCE NO. 1035: Submitted by Marvin N. Liles, requesting permission to
enclose canopy and erect a new store front on property located at 500 South
Citron Street.
The City Planning Commission, pursuant to their Resolution No. 64,
Series 1958-59, granted said Variance, subject to the following conditions:
1. Repair sidewalks on Citron and Santa Aha Streets as required by
the Public ~Torks Director.
2. Consent to the removal of trees on South Citron Street.
3. Install door on Santa Ann Street so that trucks may unload on
this street rather than on Citron Street.
No further action was taken by the City Council.
VARIANCE NO. 1036: Submitted by Edwin A. ~Jeston, requesting permission to erect
a 3 foot by 5 foot sign, perpendicular to and 11 feet in from existing curb of
the property located at 9961 Magnolia Street.
The City Planning Commission, pursuant to their Resolution No. 65~
Series 1958-59, granted said variance, subject to the erection of the sign 3
feet by 5 feet on 2 inch by 2 inch posts. Maximum height of sign to be 5 feet
and located 32 feet south of the north property line and 11 feet west of the
curb.
Discussion was held an~ it was determine~ to erect the advertising
sign would take this business out of the category of a home occupation and
would become a business in a nonconforming zone~ that to grant the variance
would, in effect~ be granting a change of zone, thereupon, said matter was
referred back to the City Planning Commission for clarification on motion by
Councilman Coons, seconded by Councilman Borden. MOTION CARRIED.

VARIANCE NO. 1037: Submitted by Moraga Fulton Building Company, requesting permimion
to waive City Code requirements of 70 foot lot widths on property described as
Lots 1 to 9, inclusive, in Tentative Tract No. 2567 (west side of Morago Street,
be%ween Crescent and Valdina Avenues).
The City Planning Commission, pursuant to their Resolution No. 67,
Series 1958-59, granted said Variance for the frontages of 62 feet on Lots 2 to 9
and 68 feet on Lot 1.
Mr. Nerenbaum, engineer representing the developer, explained that the
variance was originally approved when this property was owned by the former owner;
that when the new owner submitted the final map for approval, he was informed of
the expiration of the Variance; the tentative map having been approved by the City
Council, this is subsequent to the original approval. He noted one change in the
map, being, 45 foot dedication instead of 30 feet on Crescent Avenue.
No further action was taken by the City Council.
REVIEW NO. 20: Submitted by W. C. Steffens, requesting permission to construct a
recreation center consisting of an iceskating rink, coffee shop, sanck bar, bowling
center, swimming pool, miniature golf course and other similar and related uses,
on property described briefly, as the east side of Placentia Avenue, between
Orangewood and Chapman Avenues, (north of Orange Drive-In Threater).
The City Planning Commission, pursuant to their Resolution No. 73,
Series 1958-59, granted said Special Use Permit, subject to the following conditions:
1. The dedication of 53 feet from the center line of Placentia Avenue
to the City of Anaheim for street widening.
2. Erection of building essentially in conformity with the plans presented.
3. Preparation of street improvement plans and install all improvements
in accordance with approved standard plans on file in the office of the City
Engineer.
~. All improvements to be put in before final inspection of building is
given.
Councilman Coons announced his withdrawal from discussion relative to this
matter, as he was a party of interest.
Mr. R. ~!. Wungall, Secretary of the City Planning Commission, submitted
plans of the proposed project, which were reviewed and discussed by the City Council.
The question of utilities was raised, and it was determined that the C~y
was in position to serve this project power and water, however, there were no
sewers available at this time in this particular area, and it was hoped that the
Sanitation District trunk line will be installed in Placentia next year.
No further action was taken by the City Council.
TENTATIVE MAP - TRACT NO. 2534: Subdivider, Doyle and Shields. Tract located at
the northeast corner of Euclid and Ball Road and contains 20 lots.
The City Planning Commission approved said tentative map, subject to
the following conditions:
1. That the corner lots must be increased to Ordinance requirements~
a Variance must be granted.
2. Limited access shall be provided into the alley for utility poles
on Lot No. 14.
3. Pertinent plot and building plans must be submitted to the City
Council for review.
4. Require that should this subdivision be developed as more than one
subdivision, each successive subdivision thereof shall be submitted in tentative
form for approval.
Map of said tract was placed on the bulletin board and explained by the
City Administrative Officer. It was noted that the entire parcel is presently
zoned C-1.
A gentleman, representing Foyle and Shields, advised that they intend

to build apartment houses on the lots within the subdivision, however, the
immediate corner would be held out for future commercial uses.

TENTATIVE ~.~AP - TRACT NO. 3361: Subdivider, George M. Holstein and Sons.
Tract located on the south side of Ball Road, west of Euclid Avenue~ and
contains 33 R-1 lots.
The City Planning Commission approved said tentative map, subject to
the following conditions:
1. The working out of the problem of the existing eucalyptus trees
with Mr. Oelkers, Director of Power and [^!ater Department of the City of Anaheim.
2. That pertinent plot and building plans be submitted to the City
Council for review.
3. Require that should this subdivision be developed as more than
one subdivision, each successive subdivision thereof shall be submitted in
tentative form for approval.
Map of said tract was placed upon the bulletin board and explained
by the Administrative Officer.
George Oelkers~ Director of Public Utilities, advised that the
eucalyptus trees be removed in order to serve this tract.
A gentleman, representing the developer, reported that this would be
similar to the Anawood Development; that the house plans were the same as those
used in the Anawood Tract.
Subject to the recommendations of the City Engineer and Director of
Public Utilities, Councilman Coons moved that tentative map, Tract No. 3361
be approved. Councilman Borden seconded the motion. ~.~OTION CARRIED.
REVISED TENTATIVE MAP- TRACT NO. 3095: Subdivider, Charles Laraway. Tract
located on the north side of Crescent Avenue, 1320 feet west of North Euclid
Avenue, and contains 32 R-3 lots.
The City Planning Commission approved said Revised Tentative Map~
subject to the following conditions:
1. That the westerly street shall be developed to its full width,
a minimum of 54 feet, designated as Street "E" of the Tentative Map. 2. That "A" Street shall be 64 feet in width.
3. Provided restriction of access if necessary on alleys at designated
points to provide for utility service and anchors.
4. Provide a bumper curb along the south side of the alley contiguous
to Crescent Street to protect the concrete block wall to be constructed parallel
to Crescent Avenue.
5. That pertinent plot and building plans be submitted to the City
Council for Review.
6. Require that should this subdivision be developed as more than
one subdivision, each successive subdivision thereof shall be submitted in
Tentative form for approval.
Mr. Holyoke, City Engineer, reported that the Flood Control District
advised that this area agrees with the area map of the properties proposed for
condemnation.

drawn in conformance to the correspondence received by them from the Orange

O~RDINANCE NO. 1287: Ordinance No. 1287 creating the office of City Manager, was
submitted for final reading.
Councilman Coons referred to several broc:hures or throw-away letters,
one received by him through the mai] which appears %o be the work of someone other
than a resident of this City, and recommended that the Council hear arguments on
the proposed Ordinance only from those people who are residents or taxpayers of
this City, or from legal representatives of a resident or taxpayer, because this
Ordinance only effects those people.
Mr. White, resident of 2214 Vi~girpla Avenue, addressed the Council,
approving the adoption of the proposed Ordinance.
In answer to his question regarding whether or not a ruling had been
received from the Attorney General on this matter, Mz'~ Turner, City Attorney,
advised that this was an act authorized by the State Covernment Code.
Attorney James C. ~,~onroe, of the law firm of Monroe and Chula, addressed
the Council, advising he represented Mr. l^~illiam Harris, resident of the City of
Anaheim, opposing the adoption of the Ordinance. He explained to the City Council,
by Sections, their reasons for such objections and compared the present Resolution
establishing the office of City Administrative Officer to the proposed Ordinance
establishin9 the office of City Manager. He felt that the adoption of the Ordinance
would not in any way relieve the Council of the burden or responsibility that they
could not now be relieved of under the present system.
Mayor Pearson advised that Anaheim, being a general law city, can repeal
or amend the Ordinance as necessary, whereas, if Anaheim were a charter city, any
amendment of this kind would necessarily be put to the vote of the people. He
further advised that the City Council was not trying to be relieved from any
responsibility; that they were try~.ng only to expedite matters and save time in
operation.
..t(r. Jack C. Dutton, gr, ~lalt Taylor and !&'. John Wright, all long-time
residents of the City of Anaheim, ~:ach addressed the Council, bitterly denouncing
the action of the so called Liberty l~eague and defending the action of the City
and urgin9 the passin9 of the Ordinance. Each speaker e>:pressed complete confidence
in the judgment~ knowledge and int~.~rity of the City Council and the Administrative
Officer.
A resounding ovation f~om the audience was given after the speech of
each of these men.
It was apparent from the majority of those present~ that the enactment
of this Ordinance met their approval.

To this remark, several persons stood, advising that they were
Anaheim citizens and that she did not speak for them.
It was determined that the Anaheim resident in opposition to this
Ordinance, Mr. William Narris, had been represented by Attorney Monroe, and
inasmuch as ~.'!rs. Chandler was not representing an Anaheim resident, she was
given no further recogrdtJon from the Chair.
Wt. Monroe reiterated that his presence here was on behalf of a
client who had solid objections to the proposed Ordinance and in no way a para-
of any subterfuge.

PERFORMANCE STANDARDS ~ MEASUREMENT OF SOUND: Discussion was held regarding
suggested performance standa'rds (copies of Which were given to each Councilman)
taken from the New York City, Chicago~ and Denver Ordinances, with reference
to adopting a policy to be used as a measurement under the terms of the existing
Ordinance in interpreting the general terminology of what shall be determined
objectionable.
Administrative Officer, Mr. Murdoch, felt that these proposed standards
would adequately protect the people of Anaheim, however, a definite opinion
could not be given until more experience had been obtained. He further reported,
however, that the. measurement taken by Interstate Adjustezes would not come
within the Chicago or Eenver Ordinances.
RESOLUTION NO. 4814: Councilman Coons offered Resolution No. 4814 and moved for
its passage and adoption, adopting performance standards for manufacturing zones
as has been submitted by the Administrative Officer for the purpose of interpreting

TENTATIVE MAP - TRACT NO. 2515 (CLOSE OF PUBLIC WAY): Mro Gus Larson, 10112 Western
Avenue, addressed the Council, regarding tentative map, Tract No. 2515, located on
the east side of Western Avenue, south of Ball Road, and reported that the proposed
Tract would shut off a public roadway.
Councilman Coons moved that the City Engineer be instructed to contact
the subdivider of Tract Noo 2515 and work out all necessary details for the pro-
tection of all parties concerned. Councilman Schutte seconded the motion. MOTION
CARRIED.
I_NDIAN POW WOW /HOBBY CITY): Mrs. Ruth Burke, 1224 South Stanton Avenue, addressed
the Council, and presented a petition calling attention to the conditions created
by the holding of Indian Pow Wow meetings at 1236 South Stanton ~venue, Anaheim,
California, and requesting that permission to hold future meetings be denied, and
also presented a letter of protest from the ~tanton Community Church.
This matter was referred to the City Administrative Officer for further
investigation.
RECLASSIFICATION NO. F-57=58~=43 (C-2 - West side of Stanton Avenue, approximately
400 feet north of Ball Road): Mr. Gantes appeared before the City Council and
presented revised plans to replace those made a part of Reclassification No. F-57-58-43
(Ord. No. 1258) and requested their approval. He explained that the plans were
orginally modern architect and now proposed Old English architect.
It was moved by Councilman Schutte, seconded by Councilman Coons, that
revised plans, as presented, be approved. Councilman Borden declined to vote on
this matter as he was a party of interest. MOTION CARRIED.
WEEDS - RAILROAD RIGHT-OF-t~AY: Mr. John Wrioht, Rancher, addressed the Council
~e~errin9 to the Ordinance requiring the des{ruction of weeds, and suggested
that if the railroad would not take care of the weed situation in their rights-
of-way, that the City do so and bill them accordingly in the same manner as
other property within the City. He called attention to the terrific 9opher
situation that follows these rights-of-way and creates problems, not only for
ranchers~ but for every residence as well.
Mro Wright was advised that the Director of Public Works would notify
the railroad to take necessary steps to correct the situation.
~IDEWALK WAIVER - 1133 - 1155 N. CITRON STREET: Communication dated October 6,
1958, from Robert E. Kennedy, 804 W. Romneya Drive, was submitted and read,
requesting sidewalk waiver on property at 1133~1155 N. Citron Street.
George E. Holyoke, City Engineer, reported that a former letter was
received and is on file, wherein Mr. Kennedy advised he would install sidewalks
when requested by the City to do sol that many school children are now using
Citron Street to go to school, therefore, he would recommend the request be denied.
On the recommendations of the City Engineer, said request of Mr. Kennedy
for sidewalk waiver, was denied, on motion by Councilman Coons, seconded by
Councilman Borden. MOTION CARRIED.
~OUNCIL CHAMBERS - PURCHASE OF CHAIRS: Sample of chairs included in the proposal
for remodeling of the Council Chambers were shown to the City Council. These
chairs being unsatisfactory to the Council~ it was suggested by Councilman Coons
that investigation be made of the orchestra type seats.

Park & Recreation Department.
Said appointments were ratified by the City Council on motion by

WHALER'S INN MOTEL ICERRITOS ENTERPRISES~ INC); Regarding communication received,
dated September 29, 1958, advising that they had removed a portion of the fence
surrounding their pool at Whaler's Inn Motel, t750 Harbor Bouldvard, and further
advising that there is 24 hour surveillance of this area~ the Administrative
Officer reported that he had answered this communication and notified them of
the violation of Ordinance adopted September 10, 1958, and further advised them
to contact the Building Department~ so that their safety devices will comply with
the Ordinance.

ADMINISTRATIVE OFFICER'S REPORT - PETITION RECEIVED SEPTEMBER 24, 1958: The
Administrative Officer reported on petition requesting the following action:
1. Construct a sidewalk along one side of Orange Avenue between
Orangeview Junior High School and Western Avenue;
2. Construct a foot bridge across Carbon Canyon Wash on Western
Avenue;
3. Provide stop signs on Knott Avenue at Orange Avenue.
Regarding Condition No. 1 he explained the status of each parcel
involved, the conclusion of which~ he recommended the installation of approxi-
mately 300 feet of sidewalk between the two schools~ which could be justified.
Regarding Condition No. 2, he suggested that a pipe be placed under
the street to carry run-off water.
The City Council turned this matter over to the Administrative Officer
to handle and so advise the people.
ADMINIFTRATIV5 OFFICER,S REPORT - REGARDING IFPROVEMENT TO BALL ROAD, WEST OF
HIGHWAY NO, 39: Mr. ~urdoch reported that the City would not be able to get
this street completed before the winter rains, and suggested, subject to the
checking into the legality of it, that a ditch be placed on the south side of
Ball Road to relieve the situation. He also stated that the City would take
whatever means they could to 9ire relief and that he would so notify the people.
PEr,fISSION TO LEAVE THE STATE - CITY TREASURER: On motion by Councilman Coons,
seconded by Councilman Schutte, May Belle E. Spencer, City Treasurer, was
granted permission to leave the State during the month of October, 1958.
MOTION CARRIED.
PERMISSION TO LEAVE THE STATE - MAYOR PEARSON: On motion by Councilman Schutte,
seconded by Counci!man Coons, ,'~ayor Pearson was 9ranted permission to leave
the State to attend a water meeting durina the month of October, 1958. MOTION

CITY ADMINISTRATIVE OFFICER - ABSENT (MEETING OCTOBER 21~ 1958): At the request
of the Administrative Officer, permission was granted him to be absent from the
next Council meet~.ng, October 21, 1958, on motion by Councilman Schutte,
seconded by Councilman Coons. MOTION CARRIED.
:DOWNTOWN MERCHANTS~ ASSOCIATION - STREET TREES: Before considering the proposal
to place 95 trees in redwood boxes in the downtown area, the Council requested
a cost estimate to be submitted at the next meeting.
LA PALMA PARK STADIUM: Request of Dick Glover, Anaheim High School District,
for permission to play the Anaheim-Garden Grove game in La Palma Stadium,
Thursday, October 30~ 1958, instead of Garden Grove stadium as originally
scheduled, was submitted and discusssd.
On the recommendations of the Administrative Officer, Councilman
Coons moved to approve the leasin9 of the Stadium on the basis of $250.00 charge
plus 10% of the concess]~ons. Councilman Borden seconded the motion. MOTION
CARRIED.
MURRAY MANOR ANNEXATION: ORDINANCE NO. 1295' Councilman Coons offered Ordinance
No. 1295 and moved for its passage and adoption. Said Ordinance was read in
full.

RESOLUTION OF CONDOLENCE - RAY VAN WAGONER: The following Resolution of Condolence
was unanimously adopted by the City Council:
RESOLUTION OF CONDOLENCE
WHEREAS, the Governing Body of the City of Anaheim has learned, with sorrow,
o£ the untimely death of RAY VAN WAGONER and wish to express %heir sympathy to his
family; and
WHEREAS, Ray Van Wagoner will be remembered as an active civic and com-
munity leader, serving on the Anaheim City Council from April, 1940 to April, 1956;
as Exalted Ruler of Anaheim California Lodge No. 1345, B.P.O. Elks; and as Commander
of the Anaheim Post No. 72 of the American Legion; and
WHEREAS, the loss of the association and companionship of Ray will be
keenly felt by members of the City Council and by the officers and employees of the
City of Anaheim, who held him in high esteem for his friendliness~ integrity of
character, and clear judgment in the conduct of City affairs;

NOW, THEREFORE, BE IT RESOLVED by the City Council that the City of
Anaheim deeply mourns the passing of Ray Van ~agoner, and on behalf of the
people of Anaheim, extends the deepest sympathy to his wife, Goldie A. Van Wagoner,
and to other members of his family.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes
of the City Council of the rity of Anaheim and a copy be forwarded to his
beloved wife, Goldie.

_PUBLIC HEARING - REVIEW NO. 19: Submitted by Kenger Properties, Inc., requesting
permission to establish a deluxe 216 space trailer park, with recreation building,
swimming pool, play area and required utility building, on property described ms
304 West Katella Avenue (on the west side of Haster Street, south of Katella
Avenue).
The City Planning Commission, pursuant to their Resolution No. 57,
Series 1958-59, granted said Special Use Permit, subject to the followin~
conditions: ~
1. Dedication to the City of Anaheim of 60 feet from the centerlime
of Katella Avenue at the main entrance to the park.
2. Dedication to the City of Anaheim of 45 feet from the centerli~e
of Haster Street.
3. Prepare street improvement plans and install all improvements ~
required by the City Engineer.
4. Payment of $200.00 per acre for the acquisition of Park'and
Recreation sites.
5. All the above to be done within 90 days or subject to any exted'slon
that may be given by the City Council.
6. The Trailer Park to be built in conformity with the plans presented.
Review of action taken by the City Planning Commission was ordered by
the City Council.
