PUBLIC HEARING - REVIEW NO. 19: Submitted by Kenger Properties, Inc., requesting
permission to establish a deluxe 216 space trailer park, with recreation building,
swimming pool, play area and required utility building, on property described as
304 West Katella Avenue (on the west side of Haster Street, south of Katella
Avenue).
The City Planning Commission, pursuant to their Resolution No. 57,
Series 1958-59, granted said Special Use Permit, subject to the followina
conditions: -
1. Dedication to the City of Anaheim of 60 feet from the centerlir~e
of Katella Avenue at the main entrance to the park.
2. Dedication to the City of Anaheim of 45 feet from the centerli~e
of Haster Street.
3. Prepare street improvement plans and install all improvements as
required by the City Engineer.
4. Payment of $200.00 per acre for the acquisition of Park'and
Recreation sites.
5. All the above to be done within 90 days or subject to any extension
that may be given by the City Council.
6. The Trailer Park to be built in conformity with the plans presented.
Review of action taken by the City Planning Commission was ordered by
the City Council.

Mr. Charles Price, representing Kenger Properties, Inc., addressed the
Council and presented a plot plan and artist's rendering of the proposed park,
and explained the layout and facilities.
Mr. Bob Martin, representing Orangewood Development and owner of the
proporty surrounding the proposed trailer park, addressed the Council favoring
this use, which, in his opinion, would be an asset to the City of Anaheim.
Mr. Deitschman addressed the Council on behalf of Mr. Scharnweber, and
requested information regarding the fence or wall.
Mr. Alfred I. Switzer, Civil Engineer, 7007~ Hazeltine Avenue, Van Nuys,
California, designer of the park and also designer of the West WindsTrailer Park
and Bahia Trailer Park in Garden Grove, addressed the Council, advising that there
would be a fence along the entire rear portion of the park as well as on the front
of the park~ that it would be a solid fence, however, the exact type of fence has
not yet been determined.
A gentleman addressed the Council, owner of the property to the south,
and requested assurance of a masonry fence instead of a wooden one.
Mr. Price assured the gentleman of a wall and advised that they wanted
to construct a wall of a type that would blend with the park itself.
Mr. Switzer continued to explain the facilities of the park, the size
of the trailer spaces, which are designed to accommodate a trailer and 2 automobiles,
the width of the streets, etc~, and further advised that there were no intentions
to deviate from the plans as submitted with the application, except as may be
required by the City Council.
Mr. Price stated that this was the ultimate use of the land and was not
a transit type park and was designed as a permanent type trailer park.
George ~. Holyoke, City Engineer, reported that the recommendations of
the City Planning Commission adequately cover all engineering requirements~ that
the City will require the improvement of Haster Street and on Katella Street at
the entrance of the park.
In answer to the request for a definite type of fencing, it was the
general opinion of the City Council that the fence should be a six foot concrete
block wall.
Councilman $chutte advised he would like to check further regarding
the sizes of a good trailer court.
Mr. $witzer referred Mr. $chutte to the La Paz Park in Anaheim which
used the swastika type of development in their new addition to the park and, in
his opinion, would be comparable to this proposed project.
Councilman Borden reminded the Council that 13 of the proposed 216 spaces
were transit spaces and pointed out the requirement of the City of Anaheim for
permanent residences. In his opinion, he did not believe that this was the
proper development for the area and recalled that during the past five months
there has been approved trailer parks which would accommodate approximately 600
substandard homes in the City of Anaheim.
Councilman Schutte felt that the establishment of a trailer park did
not violate any City Ordinance providing necessary permits had been obtained.
Mr. Price stated that this was a special piece of property, inasmuch
as it was a parcel of property that did not border on any street, and due to
its location, it would be rendered unuseful for any other commercial purpose.
Reference was made to the State of California Health and Safety Code which set
down definite regulations for trailer parks.
Mr. Vic Harris, owner of the former Nixon Restaurant on Harbor Boulevard,
addressed the Council, favoring the special use and advised that in his opinion,
it would be a substantial improvement to that parcel of property.
Mr. Bob Henry of Twin Cities Realty, asked where the children from the

park were to be schooled.
He was answered that there would be no children in the park, and
therefor no burden on the school system.

requesting C-1 and R-3 zoning on Parcels 1, 2 and 3. Property described as
located at the southwest corner of Lincoln Avenue and Empire Street, adjacent
to the Lin-Brook Hardward store.,
The City Planning Commission, pursuant to their Resolution No. 53,
Series 1958-59, recommended C=i classification on Parcel No. 1 only, subject
to the following conditions:
1. The placing of Standard C-1 Deed Restrictions of the City of
Anaheim on the property.
2. The erection of the building in conformity with the plans presented.
3. Dedication of necessary Right-of-Way on Lincoln Avenue to satisfy
Sta~e requirements.
4. Improvements on Lincoln Avenue as required by the City Engineer°
5. A time limit of 90 days for the completion of all requirements.
Communication of protest from Archie Shoemate, President of Lincoln
Park Civic Association, was submitted and read.
The Mayor asked jf anyone wished to address the Council.
A plot map of the property involved was placed upon the bul~ tin
board and explained by Mr. Mungall, Secretary of the City Dlannin? Commission,
wherein action taken by the Planning Commission recommended C-1 zoning on
that parcel located on the south side of Lincoln Avenue, approximately 130
feet west of Empire Street.
A gentleman addressed the Council advising he was spokesman for the
group, and requested that the entire application, that of the three parcels,
be considered at this time.
Mr. Baines, Co-owner of Parcel No. 1, requested that Council proceed
with the consideration of C-1 zoning on Parcel No. 1 only, which would be
approximately 350 feet from the residential property; that the depth of 250 feet
is necessary to provide ample parking; that the only ingress and egress would
be from Lincoln Avenue; and the commercial building was designed to be one-
story construction.
Mr. Tom Welch, resident in the area, questioned the rezoning of the
parcel for a depth of 250 feet and felt that the rezoning of Dr. Bumstead's
property on Lincoln Avenue established a precedent and that some further thought
should be given to this point.
A petition of protest purportedly containing several hundred names,
was presented at open meeting.
Councilman Borden moved that the application be referred back to the
City Planning Commission so that action might be taken on the entire three
pieces of properties simultaneously. Councilman Pearson seconded the motion.

and Mr, Jack Kehoe, resident at the corner of Ira Street and Winston Road; addressed
the Council advising they had no objections to the R-3 zoning if the buildings were
kept to one-story construction,
On motion by Councilman Fry, seconded by Councilman Schutte, said public
hearing was ordered continued for two weeks, November 4, 1958, 7:00 P.M. MOTION
CARRIED.

Scaglione, requesting R~3 zoning on property at 9102 Lincoln Avenue (south side ~
Lincoln Avenue, east of Magnolia Avenue).
The City Planning Commission, pursuant to their Resolution No. 46,
Series 1958-59, recommended said reclassification, subject to the following conditions:
i. The filing of R-3, Multiple Family Residential Deed Restriction.
2. The removal of the C-l, Neighborhood Commercial Deed Restrictions on
the subject property.
3. The installation of a 30 foot improved roadway along the east side
of the property for access and egress.
Public hearing was continued by the City Council from their meeting of
October 7, 1958, and the Applicant was requested to submit plot plan showing
building arrangement.
The Mayor asked if anyone wished to address the Council.
Mr. Scaglione submitted plot plan as requested, showing building arrangements
and those interested came forward to the Council table and discussion was held.
Councilman Fry offered Resolution of Intention, authorizing the preparation
of necessary Ordinance changing the zone pursuant to the recommendations of the
City Planninc Commission.
Further discussion was held and inasmuch as the Applicant appeared to be
willing to wait until the entire area of development could be considered by the
City Planning Commission, Councilman Fry withdrew his offer of Resolution of Intention
and moved that the application be returned to the City Planning Commission for an
all-over study of arrangements with reference to the development of streets.
Councilman Schutte seconded the motion. MOTION CARRIED.
CORRESPONDENCE AND REQUESTS:
(a)~ Request of Gerald M. Bate.~ for sidewalk waiver at 736 North East
Street, was not considered by the City Council, due to the fact that installation
of sidewalks is not a requiremenT, prior to final inspection of driveway construction.

was submitted, calling attention to the situation of South Street, regarding the
conditions of the street and traffic.
Assistant Administrative Officer, Mr. Robert Davis, reported that the
paving of the street was planned in a future project, however, recommended that
no change be made ~n the traffic situation.
Mr. Davis was requested by the City Council to so notify Mr. Fisher
of these facts.
(c). Complaint received from Mr. Harold M. Simpson was submitted
(copies furnished each Councilman) regarding the over abundence of crows that
roost on a tree at the southwest corner of the ~naheim Cemetary, near the
residence of Mr. Simpson.
Mr. Davis reported that the Police Department are still working on
th~s problem, and are endeavoring to eliminate this annoyance.
(d), Communication from Paul F, Woodard~ Garden Grove, regarding the
speed limit on Brookhurst, was submitted.
The Administrative Office recommended that the speed limit not be
changed, and no further action was taken by the City Council.
(e)~ Request of Anaheim Y~s Men for permission to rent City owned
property located at the northeast corner of South Lemon Street and Broadway,
was submitted, (Copies furnished each Councilman).
It was the general feelina of the City Council, that this lot would
be required, especially during the holiday season, for other purposes~ and
suggested that they endeavor to find a different location.
PERL~IT: Application for Public Dance Permit, Carpenter's Hall, November 15, 1958,
submitted by League of United Latin American Citizens, Fullerton Council #278.
Chief of PoLice, Mark A. Stephenson, recommended said permit be granted.
It was the general feeling of the City Council that inasmuch as
Anaheim has a League of United Latin ~merican Citizens Council to serve this
area, and in accordance with past policy limiting such requests to Anaheim
~roups, the request be denied, and it was further suggested that the group
find quarters ~n the City of Fullerton for %his affair.
REVIEW NO. 22: Submitted by Roman Catholic Archdiocese, requesting permission
to erect a church and school at the southeast corner of Ball Road and Empire
Street,
The City Planning Commission, pursuant to their Resolution No. 74,
Series i958~59, granted said Special Use Permit, subject to the payment of
$2~00 per front foot for street lighting purposes.
The Mayor asked ~f anyone was present regarding this Application.
Father Hugh O~Conner addressed the Council and presented an artist~s
rendering of the proposed development, comprising of approximately 6~ acres.
The Mayor further requested that those present approving the granting
of the Special Use Permit, to please stand~ It was noted that a great majority
of the audience stood, signifying their approval~
No further action was taken by the City Council.

._CANCELLATION OF COUNTY TAXES; On motion by Councilman Borden, seconded by Councilman
Fry, the Orange County Board of Supervisors were requested to cancel County taxes
on property purchased by the C~ty of Anaheim for public purposes, pursuant to
Resolution No. 4774, and Deeds recorded in Book 4438, pages 120, 121 and 122, from
Double-Three Associates, a partnership~ MOTION CARRIED.
PICNIC SHELTER -~ CITY PARK: Plans of the proposed picnic shelter for City Park
at the approximate cost of $10,000. were submitted, reviewed and ordered held over

After hearing read in full the title of Ordinance No. 1296 and
having knowledge of the contents therein, Councilman Fry moved the reading in
full of said Ordinance be waived, Councilman Borden seconded the motion.

~MPORARY APPOINTMENTS .:, PERSONNEL: Temporary appointments of Mr. Eugene Do
Hardy, Attorney, and Mrs° Mae Pritchard, Secretary, employed for the purpose
of drawing up new zonin9 Ordinance, was extended to December 31, 1958, on
motion by Councilman Borden, seconded by Councilman Fry. MOTION CARRIED.
PROPOSED ZONING ORDINANCE: Councilman Borden moved that the City Council meet
jointly with the City Planning Commission November 7, 1958, 2:00 P.M., for the
purpose of discussing proposed zoning ordinance. Councilman Schutte seconded
the motion. --MOTION CARRIED.
PER~SONNEL: The followin9 appointments of personnel were reported by the Mr.
Robert Davf s: Archie C. Witte and W_~.lliam Miller, Recreation Attendants,
Park and Recreation Department; James A. Millerd, Senior Recreation Leader,
Park and Recreation Department; Robert ~. Hardy, Robert E. Hedrick, ~filfred E.
St.Clair, and Daryll D. Gill, Laborers, City Parks Department; and Shirley M.
Light, Duplicating Machine Operator, Purchasing Division.
Said appointments were ratified by the City Council on motion by
Councilman Schutte, seconded by Councilman Fry. MOTION CARRIED.
ACTING CITY ENGINEER: On the recommendations of City Administrative Officer,
.~,~r~ Thornton Piersall, Assistant City Engineer, was appointed Acting City
Engineer for the City of Anaheim, on motion by Councilman Schutte, seconded by
Counci 1man Borden. ~.OT~ON CARRIED.
STREET TREES ~ DOWNTO~]N AREA~ Mr. Robert Davis reported on the estimated cost
for the street trees for the downtown area as proposed by the Downtorn Retail
~lerchant~s Association, as follows:
$26~50 per redwood box
$20.00 per tree
The proposJt[on of the Downtown Retail Merchant:s Association was to
purchase the redwood boxes and the City of Fnaheim to purchase and maintain the
trees., The extent of the program to depend on merchant participation.
The City Council was in general aareement with this program, on con-
d~t~on that the redwood boxes as purchased 6y the Retail Merchant's Associatidn
become the property of the City of Anaheim, and the placement and complete con-
troi of the trees be under the jurisdiction of the City.
With this in mind, Mr. Davis was requested to further investigate the
proposition for report at the next meeting.
3RACT NO, 2326 ~ TH5 CALAMAR COMPANY: Assistant City Attorney, Joseph Geisler,
reported that the St. Paul Fire and Marine Insurance Company has reimbursed the
City of Anaheim in the amount of $5,690.75 for the finishing of off-site im-
provements within Tract No. 2326 (The Calamar Company) and recommended the
release of their Bond No. 1743422.
It was moved by Councilman Borden, seconded by Councilman Fry, that fine
C~ ty Attorney be authorized to dismiss the suit against St. Paul Mercury Indemnity
Company, with preiud~ce, and further authorize the signing of a release,
rekeasing the surety of the St~ Paul Mercury Indemnity Company of liability
pursuant to Bond No. 1743422, Tract No. 2326. ~OTION CARRIED.
DRIVEWAY OPENING~ 1108 T,~. CENTER STREEI: On the recommendations of the City
Engineer, driveway openin9 at 1108 West Center Street (Five-Point Market) as
requested by Jewel Jenkins, was approved on moti-on by Councilman Schutte,
seconded by Counc.~lman Fry. MOTION CARRIED.

Appreciation was unanimously adopted by the City Council:
ESOLUTION OF APPRECIATION
WHEREAS, George E. Holyoke, City Engineer, has served the People of
Anaheim continuously from March 3, 1943, and has seen fit to retire from Municipal
employment on October 31, 1958~ and
WHEREAS, Mr. Holyoke has rendered valuable service to the City as a
Project Engineer, prior to his permanent employment, and has safeguarded the
interests of Anaheim Community, in Joint Outfall Sewer and Orange County Sanitation
District matters and in other administrative matters requiring his services; and
~!HEREAS, the City Council of the City of Anaheim take this opportunity
to express their thanks and appreciation to you, George, for the accomplishments
made possible during the rapid expansion and progress of this City through the
transition period from four square miles to that of twenty-four square miles within
our incorporated limits~
