The gentlemen were advised that first they must apply for a moving permit from the Building Department, and, second, they must request a Special Use Permit from the City Planning Commission to enlarge their present facilities. MOTION CARRIED. INTERSTATE ADJUSTEZE CORPORATION: Mr. Jake Eckerson, 210 W. Vine Street, addressed the Council and reviewed past appearances before the City Council relative to the noise and vibrations emitting from Interstate Adjusteze Corporation, He advised that he was speaking for Vine Street residents and that the operations of the plant 3063 City Hall~ Anaheim~ California - December 9~ 1958 - 7:00 were still very offensive° That at the last meeting, the sound tests taken by the Redel Corporation were found to be within the standards adopted by the City Council, however, it appears that the plant is again in full operation, including the big press outside in the yard, and in his opinion, they were again using the large die. In their opinion, Interstate is in direct violation with the conditions of operation established by the City Council and appropriate action should be taken by the City. Mr. Eckerson asked permission to play an eight minute tape recording made by four ladies in the neighborhood, expressing their thoughts and opinions regarding this situation~ Permission to play the tape was granted and the Council and audience listened to the recorder. Mro Murdoch advised that the random sampling tests made by Redel Corporation have not been fully completed~ that Redel Corporation have been instructed not to notify Interstate or the City when these tests are being taken, however, any time when the noise appears to be the most offensive to those in the neighborhood, if someone would notify his office, arrangements would be made to have a test taken immediately. Mr. Eckerson advised that it was his opinion that the dropping of steel on the concrete floor is perhaps the most obnoxious sound, and if these noises are within the standards adopted, then the standards are inadequate. Further discussion was held, and the City Council requested that further study be made regarding compliance by Interstate with the conditions of operations established by the City Council, and also that further noise and vibration tests be made at random and also at the request of the City ~anager~s office. _CORRESPONDENCE: (a) .Division of Hiqhways - regarding studies being made of Huntington Beach Ooulevard, Stanton Avenue and Grand Avenue and requesting a copy of any Master Plan which the City of Anaheim may have developed for the area in question. Mr. Murdoch advised that such a plan would be forwarded. (b) ~mil A. Heinze and Camille Allec~ Jr - requesting per- mission to construct a 29 foot driveway approach on the east side of Grove Avenue, south of Live Oak Street (1264 Live Oak) to allow storage of his trailer on the south side of his garage° A layout showing the requested driveway approach extension and the proposed storage site for the trailer was placed on the board and discussion was held. It was the opinion of the Council that because of the numerous boats and trailers stored on residential lots, that action on this request could set a precedent. It was moved by Councilman Schutte, seconded by Councilman Coons, that action on said request be withheld for one week (December 16, 1958), and that further study be made to establish a policy of the Council regarding the necessity for driveway openings, etc. to allow for %he storage of boats and trailers on residential lots, MOTION CARRIED. RECLASSIFICATION NO. F-58-59-26: Request for rehearing on Reclassification Application No. F-58-59-26 by Ho EQ Slayton, et al, was submitted and read. Reference was made to the Anaheim Municipal Code wherein the action taken by the City Council is final, however, the Applicant may file a new application at any time. CONDITIONAL USE PERMIT NO, 2: Submitted by 3chh Simone, requesting permission to operate helicopter service for sightseeing purposes at the northwest corner of Lincoln and Stanton Avenues. The City Planning Commission, pursuant to their Resolution No. I09, 3064 City Hall~ Anaheim~ California - December 9~ 1958 - 7~00 P~M. Series 1958-59, granted said conditional use permit, subject to the erection of a 30" wire mesh fence around the landing area and further that no helicopters be stored on the property when not in use° Mr. $imone, Applicant, addressed the Council, urging the granting of said permit. Mr. Ben Rochelle, owner and developer of the southeast corner of Stanton and Lincoln Avenues, verbally appealed the action taken by the City Planning Commission and requested said permit be denied~ ~ On motion by Councilman Schutte, seconded by Councilman Coons, the verbal appeal of Mr. Rochelle was considered, and public hearinq ordered to be held 3anuar¥ 6, 1959, 7:00 P.M~ MOTION CARRIED. VARIANCE NO. 1057: Submitted by Mrs. P. G. (Olive) Harlow requesting permission to establish and operate a beauty shop in the garage at 940 Bluejay Lane and to erect an unlighted sign on the property. The City Planning Commission, pursuant to their Resolution No. 110, Series 1958-59, granted said variance to operate a beauty shop in the present garage on the property, subject to: 1. The erection of a wall or fence between lots 60 and 61 of Tract No. 2242. 2. The erection of a sign not more than 2~ x 4' or a total of 8 sq. ft. 3. 7he black topping of the area to be used for off-street parking. 4. The filing of a bond or an agreement that another garage will be built on the property within one year~ It was noted that the property is zoned R-3 on which the subdivider built a model home. Mr. A. R. McDaniel, Engineer representing the subdivider, addressed the Council and requested that the fence not be made a condition of the tentative map, however, if the fence was required, that it be five foot rather than six foot. Mrs. Spaulding addressed the Council, advising that they would prefer a chain link ~ence, however, a cement block wall would be acceptable, but regardless of the type of fence, they felt it should be s~x foot. Councilman Coons was of the opinion that the six foot fence should be made a condition of the tentative map and included in the bonds posted therefor. · Councilman Schutte moved that tentative map, Tract No. 2755~ be approved, subject to the recommendations of the City Planning Commission, and further subject to the erection of a six foot fence along the entire east boundary line, said condition to be included in the bonds posted on said tract. Councilman F~ seconded the motion. MOTION CARRIED. 3066 City Hall, Anaheim~ California - December 9~ 1958 - 7:00 P.M. TENTATIVE MAP - TRACT NO. 2767: Subdivider, Luxury Homes. Tract located on the east side of Sunkist Avenue, 1322 feet south of East La Palma Avenue, and contains 85 R-1 lots. The City Planning Commission approved said tentative map~ subject to the following conditions: 1. Ihe completion of annexation of the subject property to the City of Anaheim. 2. The approval of this tract to be subject to approval by the State Division of Highways regarding allignment of the proposed Freeway contiguous to the east side of the tract. 3. That in the event of acquisition of the property to the north side of the subdivision on Underhill Avenue is not consummated~ the street entrance tb Sunkist Avenue be re-located southerly to approximately Lots 5 and 7. 4. The cul de sacs are of excessive length, but because of the special conditions abutting the proposed Park, they are recommended. 5. Griffin, Assistant District Engineer, Division of Highways~ wherein it was recommended that the east tract line be repositioned to the west approximately 16 feet to conform with their proposed street right of way allignmen%. A map of the tentative tract was placed on the board and discussion was held. It was pointed out that the tract included 12 lots which are not owned by the developer and said lots are presently in escrow by the City of Anaheim and the property owner. Mr. Piersall advised that the recommendation that "A" and "B" Streets be made 64 foot streets was omitted from the minutes of the Engineering Committee and should be made a condition of this tract~ Councilman Schutte moved that tentative map, Tract No. 2767, be approved subject to the recommendations of the City Planning Commission, and furthers:that "A" and "B" Streets be made 64 foot streets, and further subject to the presentation of house plans before the final map is approved.
