PUBLIC HEARING ~ RECLASSIFICATION NO. F-58-59~32: Submitted by Dr. Edwin Ho
Kersten, requesting C~3 zoning at the southeast corner of North Citron and La
Palma Avenueo
The City Planning Commission, pursuant to their Resolution No. 105,
Series 1958~59, recommended said reclassification be denied for the southeast
corner of West La Palma Avenue and North Citron Street, for a service station.
Appeal from action taken by the Ci ty Planning Commission was filed by
Mro Dick So Heffern, representing Dr. Kersten, and public hearing ordered.
The Mayor asked if anyone wished to address the Council.
Mr. Heffern addressed the Council, and explained their plans for a
shopping center, which is prevented by the present restrictions on the propertyo
He stated he had contacted a number of people on Citron Street and on the north
side of La Palma Avenue, and found that the majority of the people are interested
in having this area developedo A sketch of the proposed project was presented
and reviewed, and Mr. Heffern assured the Council that this was the development
contemplated for the propertyo
Mro McGinnis, 931 North Citron Street, addressed the Council, protesting
the rezoning, and presented a petition of opposition containing 9 signatures.
Reference was made to the other service stations and shopping centers in the im~
mediate area, and in his opinion, the reclassification of this property would hurt
their property valueso He requested the City Council to allow the present re-
strictions to remain on the property.
Others addressing the City Council in opposition and stating their reasons
therefor, were: Mrso Jolissaint, 1001 No Citron Street; Edwin Lo Gall, 929 N. Citron
Street; Mr. Cox, 943 Citron Street; Mr. William Gruttman, 930 Winter Street; Mr.
Breckman, 946 Winter Streeto
Mr. Jerry Dolan, 723 Wo La Palma Avenue~ addressed the Council, advising
that this development would be superior to many that could locate on this property.
Further discussion was held regarding the character of La Palma Avenue,
the proposed plans of the shopping center, and Mr. Heffern referred to the petition
approving the rezoning, which was filed with the City Planning Commission.

Mr. Heffern was asked if the wall was reduced and the landscaping
retained, could the development be realizedo
Mro Heffern answered, in his opinion, it could not.
Mayor Pearson suggested that Mr. Heffern endeavor to revamp these
plans so that they would be more acceptable, by possibly reducing the number of
openings to less than five, perhaps retaining a portion of the wall; that it
appears that most of the people immediately opposite the property are in favor
of the rezoningo
Councilman Schutte moved that the hearing be continued to Januarv 6.
1959, 7:00 P.M. and the Applicant requested to prepare a scaled drawing of the
project. Councilman Coons seconded the motion. MOTION CARRIED.
Action by the City Council on the request to remove certain deed
restrictions from the property was also deferred to January 6, 1959, to be again
considered with application for rezoning Noo F-58-59-32.
PUBLIC HEARING ~ RECLASSIFICATION NO. F-58~59-3l: Submitted by Raymond J. Schirm,
requesting C~l and P~l zoning on property located at the northeast corner of
Euclid Avenue and Romneya Drive.
The City Planning Commission, pursuant to their Resolution Noo l04,
Series 1958~59, recommended said reclassification, subject to the following
condi ti ons;
l. If any portion of the P-l Parking Zone is used for R~3, a
Tentative Tract Map must be filed.
2. Any multiple family residential built, if adjoining R=l zoned
property, must be kept to only one story.

Council, advising they had no knowledge of the intended multiple dwelling units.
Further discussion was held regarding that portion of the application
for P~l zoning, which automaticly allows R-3 developmento
Consideration was given to the establishment of a condition that if
any portion of the P~l property is used for R=3 purposes, that a tentative map
first be submitted, together with plans of the proposed R-3 development; that
the P-l property not be used for R-3 purposes until and unless approval of the
plans has been given by the City Council.
Councilman Coons moved that the hearing be ,continued to January 20,
1959, 7:00 P.M. to allow the Applicant an opportunity to work out the problems
with the adjacent property owners. Councilman Borden seconded the motiono

REPORT - ORANGE COUNTY DUMP OPERATIONS - VARIANCES NOS. 631 AND 687: Mr. Murray
Storm, Orange County risposal Engineer-Orange County Road Commission Office, was
present, and addressed the Council regarding the operations of the various County
dump sites, explaining their two main interests were, (l) to provide adequate
dump facilities for the community in general, and (2) to cooperate to the fullest
extent with the citizens and the City Officials of the City of Anaheim. In reply
to a letter received from Mro Davis of the City Manager"s Office, he outlined
what steps their office felt could be taken to eliminate these objections.
The report referred to was read in full by Mr. Murdoch.
Mr. Mitchell, resident in the area, advised that they still very definitely
objected to Sunday operations, and objected to the dust and odor conditions.
Mr. Storm stated that this was the first time they had encountered an
objectionable odor condition, however, only one other dump site is close to a
subdivision, and at that particular site the residences were on the windward side.
He further advised that additional site for the Northern County residents is planned,
and that the east side of this particular dump would probably be filled within the
next six or eight months, the remainder of the fill to take two years or longer.
Regarding the mice situation, arrangements have already been made with the County
Agricultural Department to eliminate this problem.
Mr. Mitchell called attention to the fact that the dump was not completely
fenced by the County, and he felt that their objections had been ignored.
At the conclusion of the discussion it was determined, regarding the dust
problem, that further provisions be worked out, such as the employment of additional

personnel for watering the area, or the installation of a sprinkler system or
rainbirds, to alleviate this problemo
Regard~ng closing and opening of the dump, it was determined that
the dump be closed 30 minutes before dusk to allow for covering the final deposit of
debris? thereby cutting down odor; that the opening time not be changed.
Regarding Sunday operations, Councilman Coons moved that an amendment
be made to the restrictions on the Variances that were granted on the Sparks
and Rains property (Variances Nos 631 and 687) to eliminate all dumping on
Sunday because of the nuisance that has been created to the adjacent property
owners, Councilman Schutte seconded the motiono MOTION UNANIMOUSLY CARRIED.

as contractors, have completed the improvement of Haster Street from Orangewood
Avenue to Simmons Street~ Job No, 207, in accordance with plans and specifications,
and recommended said work be officially accepted.
