Mayor Clark called the meeting to order.
INVOCATION: Reverend John K~ Saville, o~ St. Michael's Episcopal Church,
gave the Invocation.
FLAG SALUTE' Councilman D~.tton led the Assembly in the Pledge of Alle-
giance to the Flag.
PROCLAMATIONS: The following Proclamations were issued by Mayor Clark
and unanimously approved by the City Council:
"American Art Week" - November 3 - 9, 1969
"Youth Appreciation Week" - November 10 - 16, 1969
MINU%ES: Minutes of the Anaheim City Council meeting held October 14, 1969,
were approved on motion by Councilman Dutton, seconded by Councilman
Schutte~ MOTION CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Pebley moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen, un-
less after reading of the title, specific request is made by a Council-
man for the reading of such ordinance or resolution. Councilman Schutte
seconded the motion. MOTION UNANIMOUSLY CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in
the amount of $314,782.36, in accordance with the 1969-70 Budget, were
approved.
PUBLIC HEARING - COLCHESTER-BALL ANNEXATION: Pursuant to Resolution No. 695~.-
.,
553, duly published in the Anaheim Bulletin October 14 and 21, 1969,
public hearing was scheduled to consider proposed annexation to the City
of Anaheim certain territory designated as Colchester-Ball Annexation.
The City Clerk reported that according to the last equalized
assessment roll, the assessed valuation of privately owned property
within the area proposed for annexation, exclusive of improvements there-
on, is $218,490.00; that written protests filed by owners of property
within the area, as identified on the last equalized assessment roll,
total $86,020~00, representing less than 50%.
Mayor Clark asked if anyone wished to address the City Council
relative to subject annexation; there was no response.
In accordance with Section 35120 of the Government Code, Coun-
cilman Dutton moved public hearing on the Colchester-Ball Annexation be
continued to November 12, 1969, 1:30 P.M., to allow for the filing of
supplemental protest to said annexation. Councilman Schutte seconded
the motion. MOTION CARRIED.
R~CLASSIFICATION NO. 68-69-74 - EXTENSION OF TIME: Request of E.C. Drews,
M.D., of X.Y.Z. Investment Fund, dated September 15, 1969, for extension
of time to comply with certain conditions, pursuant to Resolution No~
69R-185, was submitted, together with reports from the City Engineer
and Development Services Zonin~ Division~ the latter recommending a six
month extension of time to expire April 8, 1970, subject to bonding for

engineering requirements and dedicating vehicular access rights to Coolidge
§treet within 30 days of said approval.
On motion by Councilman Dutton, seconded by Councilman Pebley, 6
months extension of time was granted, as recommended by the Zoning Division~

REQUEST - FIRST BAPTIST CHURCH: Communication dated September 23, 1969, signed
by Allen J. Kanyuck, Teacher, and Reverend Edwin W. Turns, Associate Minis-
ter of the First Baptist Church, was submitted requesting permission to tell.
Bible stories to children in Pearson Park on Sunday mornings. Also submitted
and reviewed was report from the Parks and Recreation Director recommending
denial.
Mr. Kanyuck, 444 East Crystal View Avenue, Orange, addressed the
Council advising that the activity would be conducted through the sponsor-
ship of the Anaheim First Baptist Church, and the park had been chosen due
to its proximity to the church. That they did not plan to solicit members
nor funds for the church, but to share simple stories with an estimated aver-
age of five to ten children, ranging from five to ten years of age, and they
would be working in groups of two to three.
Discussion was held by the City Council and Mr. Kanyuck, and it
was noted that if the activity was conducted as described and outlined by
Mr. Kanyuck and in accordance with the provisions of the Anaheim Municipal
Code regulating park activities, a permit would not be necessary; thereupon
said request was withdrawn by the applicant, and no further action taken~
PUBLIC DANCE PERMIT: Application filed by Lewis R~ O!ivos, Jrt, for permit to
conduct public Halloween dance October 31, 1969, at Carpenters' Hall, 608
West Vermont Avenue, was submitted and granted, subject to provisions of
Chapter 4.16 of the Anaheim Municipal Code, and that four (4) officers and
one (1) matron from the Anaheim Police Department be hired to police said
dance, as recommended by the Chief of Police, on motion by Councilman Dutton,
seconded by Councilman Pebley. MOTION CARRIED.
PROPOSED AMENDMENT TO TITLE 16 - FIRE ZONES: The City Clerk reported on the pro-
posed up-dating of the City Fire Zones, and noted that the City Council had
not received for review the Fire Zone Study as prepared by the Development
Services Department~
City Attorney Joseph B. Geisler advised that a public hearing was
not required as the adoption of fire zones was by ordinance~
Assistant Director of Development Services Ronald Thompson reported
that their office had worked closely with the Fire Chief to up-date the fire
zones, as contained in their study.
It was determined that the consideration of the proposals and recom-
mendations for up-dating the fire zones be deferred one weeR (November 4, 1969)
to allow the City Council to review the study and recommendations submitted by
the Development Services Department.
CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission at
their meeting held October 6, 1969, pertaining to the following applications,
were submitted for City Council information and consideration:
~ONDITIONAL USE PERMIT NO, 1139: Submitted by Euclid Shopping Center, to es-
tablish a plant nursery in conjunction with a proposed home builders supply
facility, with waiver~ of maximum height of a free-standing sign and screen-
ing of outdoor storage for a plant nursery. C-1 zoned property is generally
located on the south side of Katella Avenue, easterly of Euclid Street.

The City Planning Commission, pursuant to Resolution No. PC69-
204, approved said variance in part, denying waiver of maximum height o£
a free-standing sign, granting waiver of required 6-foot masonry wall in
favor of a six-foot chain link fence with a 2-foot slumpstone decorative
wall on the outside thereof, subject to conditions.
The foregoing action was reviewed by the City Council and no
further action taken.
VARIANCE NO. 2130: Submitted by Paul Treat, to establish a ll7-unit, one and
two-story apartment complex, with waivers of minimum distance between build-
ings, maximum, number of main building on a site, minimum building site area
per dwelling unit and minimum living unit floor area. R-3 and R-A zoned
property is generally located at the northeast corner of Grand Avenue and
Del Monte Drive~
The City Planning Commission, on October 6, 1969, and pursuant
to Resolution Nor PC69-203 approved said variance in part, subject to con-
ditions.
Review of the action taken by the City Planning Commission was
requested by Mayor Clark and the City Clerk was instructed to schedule the
matter for public hearing before the City Council.
TENTATIVE MAP~ TRACT NO. 7088: Developer - Ponderosa Homes; tract located on
the east side of Rio Vista Street, north of Lincoln Avenue, and contains
77 proposed R-2-5,000 zoned lots~
On motion by Councilman Dutton, seconded by Councilman Pebley,
Council consideration of said tentative map was deferred, to be heard in
conjunction with Reclassification No~ 69-70-19. MOTION CARRIED.
CONDITIONAL USE PERMIT NO. 1129: Application for rehearing of Conditional Use
Permit No. 1129, and affidavits of merit in support thereof, dated October
17, 1969, was submitted by Leo Freedman, recorded owner of Melodyland
Theater property.
The City Clerk read communication dated October 28, 1969, from
Sealy M. Yates, attorney representing Christian Center Church of Orange
County, Inc., as well as Mr, Freedman, requesting Council consideration
of said rehearing request be deferred until November 25, 1969.
On motion by Councilman Schutte, seconded by Councilman Dutton,
consideration of the application for rehearing of Conditional Use Permit
No. 1129 was ordered held over to November 25, 1969, as requested. MOTION
CARRIED.
CHANGE ORDER NOo 1 - WORK ORDER NOS. 547B~ 556.B~ 1213 AND 5027: On report and
recommendation of the City Engineer, Councilman Schutte moved that Change
Order No. 1, Work Order Nos. 547B, 556B, 1213 and 5027, consisting of ad-
ditional materials and extra work in the amount of $26,705.17 be authorized.
Councilman Pebley seconded the motion. MOTION CARRIED.
PUBLIC IMPROVEMENT PROJECTS' Councilman Pebley offered Resolution Nos. 69R-613
and 69R-614 for adoption.

LEASE - CITY-OWNED PROPERTY: The City Manager reported that the Pacific Teler
phone Company was interested in purchasing City-owned property (parking
lot) located at the rear of their business office on the north side of
Chartres Street, between Lemon Street and Anaheim Boulevard; a portion of
said property presently under lease to the TelePhone Company at $225.00
per month~
Mr. Murdoch recommended that the City continue to lease the pro-
perty until some determination is made on the possible redevelopment pro-
gram for the downtown areas
Terms of the existing lease were discussed and re-analysis there-
of by the City Manager was requested.
No further action was taken on proposed sale of the property in
question
PURCHASE: The City Manager reported on informal bids received for the purchase
of six (6) Pad Mounted, Three Phase Transformers for the Electrical Divi-

On the recommendations of the City Manager, Councilman Pebley
moved that the low bid of General Electric Company be accepted and purchase
authorized in the amount of $6,917.40, including sales tax. Councilman
Dutton seconded the motion MOTION CARRIED.
CLAIMS AGAINST THE CITY: The following claims were denied as recommended by
the City Attorney and ordered referred to the insurance agent on motion
by Councilman Pebley, seconded by Councilman Dutton:
(a) Claim submitted by Southern Counties Gas Company for per-
sonal property damages purportedly caused by a City employee, on or about
July 1, 1969.
(b) Claim submitted by Mr. Leslie Eason for personal property
damages purportedly sustained when a golf ball struck a window, on or about
October 13, 1969.
MOTION CARRIED.
CORRESPONDENCE: City of Newport Beach Resolution No. 7086, expressing concern
about the threat to public health from air pollution, was ordered received
and filed on motion by Councilman Schutte, seconded by Councilman Dutton.

all legal means of prohibiting "Adult" Book Stores presently operating
and unwelcome in this City.
