Mayor Pebley called the meeting to order.
INVOCATION: Reverend Stanley Herber, of the Free Methodist Church, gave
the Invocation.
FLAG SALUTE: Councilman Dutton led the Assembly in the Pledge of Allegiance
to the Flag.
MINUTES: Minutes of the Anaheim City Council meeting held December 12, 1967,
were approved, on motion by Councilman Dutton, seconded by Councilman
Krein. MOTION CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Krein moved to waive
the reading in full of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen, unless after read-
ing of the title, specific request is made by a Councilman for the reading
of such ordinance or resolution. Councilman Dutton seconded the motion.
MOTION UNANIMOUSLY CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City in the
amount of $1,688,063.14, in accordance with the 1967-68 Budget were ap-
proved.
PUBLIC HEARINGS - RECLASSIFICATION NO. 67-68-37. RECLASSIFICATION NO. 67-68-38
AND VARIANCE NO. 1928: Inasmuch as subject petitions pertained to the same
property, the City Council held public hearings concurrently; petitions
submitted by Henry Wagner, concerning property located on the west side of
Sunkist Street, north of Ball Road.
RECLASSIFICATION NO. 67-68-37: Request for change of zone from A-I (County),
to R-2. The City Planning Commission, pursuant to Resolution No. PC67-266,
recommended approval of said reclassification, subject to the following con-
ditions:
1. That a Final Tract Map of subject property be approved by
the City Council and recorded in the office of the Orange County Recorder.
2. That the owner of subject property shall pay to the City of
Anaheim the sum of $25.00 per dwelling unit, to be used for park and rec-
reation purposes, said amount to be paid at the time the Building Permit
is issued.
RECLASSIFICATION NO. 67-68-38 and VARIANCE NO. 1928: Requesting change of
zone from A-I (County), to R-2, 5,000, and also requesting permission to
establish a lIS-lot, single-family subdivision having 5,000 square foot
lots, with waiver of minimum required floor area.
The City Planning Commission, pursuant to Resolution No. PC67-267,
recommended approval of said reclassification, subject to the following con-
dition:
1. That a Final Tract Map of subject property be approved by
the City Council and recorded in the office of the Orange County Recorder.

-The City Planning Commission, pursuant to Resolution No. PC67-268,
granted said variance, subject to the following condition:
1. That this variance is granted subject to the completion of Re-
classification No. 67-68-38.
Zoning Supervisor, Ronald Thompson, noted the location of subject
property in the County of Orange, being a part of the proposed Sunkist Annex- 0
ation, and lying south of and adjacent to the Anaheim City Limits. In su=a.r- "
izing the evidence submitted to and considered by the City Planning Commission .
he advised that in accordance with current City policy, Reclassification No.
67-68-37 was filed to illustrate the suitability of subject property for low,
medium density residential purposes, prior to consideration of application
for R-2, 5,000 zoning. That their intent was to develop subject property
with a single-family subdivision having 5,000 square foot lots, some houses
having under the 1,525 square foot minimum requirement in the East Anaheim
area.
Mayor Pebley asked if the applicant had additional evidence to pre-
sent.
Mr. Harry Tancredi, developer, stated he would be glad to answer
any questions.
The Mayor asked if anyone else wished to address the City Council,
for or against subject applications, there being no response declared the
public hearings closed.
In response to Council questioning, Mr. Thompson called attention
to a letter which had been filed by Mrs. Madison, Agent for the petitioner,
declaring their intent to request termination of Reclassification No. 67-68-37,
should Reclassification No. 67-68-38 be approved.

RESOLUTION NO. 68R-l: Councilman Dutton offered Resolution No. 68R-l for
adoption, authorizing preparation of necessary ordinance changing the zone
of supject property to R-2, as requested, subject to the recommendations
of the City Planning Commission, and further subject to completion of annexa-
tion proceedings to the City of Anaheim.

TENTATIVE MAP. TRACT NO. 65l2. REVISION NO.1: Developer: H. Tancredi;
tract located on property described in Reclassification No. 67-68-38,
lying approximately 678 feet north of Ball Road on the west side of Sunkist
Street, and contains 45 proposed R-2, 5,000, One-Family Zoned Lots.

The City Planning Commission, at their meeting held December 4,
1967, approved said Tentative Map, subject to the following conditions:
n
1. That the approval of Tentative Map of Tract No. 6512 is
granted subject to the approval of Reclassification No. 67-68-38 and Var-
iance No. 1928.
2. That should this subdivision be developed as more than one
subdivision, each subdivision thereof shall be submitted in tentative form
for approval.
3. That the vehicular access rights, except at street and/or
alley openings, to Sunkist Street shall be dedicated to the City of Anaheim.
4. That in accordance with City Council policy, ~ 6-foot masonry
wall shall be constructed on the easterly property line separating Lot Nos.
29 through 36 and Sunkist Street, except that corner Lot Nos. 33 and 34
shall be stepped down to a height of thirty inches in the front yard set-
back, and except that pedestrian openings shall be provided in said walls
where cul-de-sacs abut the planned highways right-of-way line of an arter-
ial highway. Reasonable landscaping, including irrigation facilities, shall
be installed in the uncemented portion of the arterial highway parkway the
full distance of said wall, plans for said landscaping to be submitted to
and subject to the approval of the Superintendent of Parkway Maintenance.
Following installation and acceptance, the City of Anaheim shall assume
the responsibility for maintenance of said landscaping.
5. That all lots within this tract shall be served by underground
utilities.
6. That the east-west street shall be named Clifpark Way; that
Street "A" shall be named Clarence Street; and that Street "B" shall be
named Ambridge Street.
Councilman Chandler moved that Tentative Map, Tract No. 6512,
Revision No.1, be approved, subject to the recommendations of the City
Planning Commission. Councilman Dutton seconded the motion. MOTION CARRIED.

RECLASSIFICATION NO. 67-68-37: At the request of Mr. Harry Tancredi, 1104 East
Seventeenth Street, Santa Ana, Reclassification No. 67-68-37 was terminated
on motion by Councilman Dutton, seconded by Councilman Krein. MOTION CARRIED.
ZONING PROCEDURE: Discussion was held by the City Council, relative to the policy
of approving R-2, 5,000 zoning on property deemed suitable for higher density
development, and at the conclusion thereof, Councilman Chandler moved that
the procedure be referred to the City Attorney and Development Services De- 0
partment for study of possible change of procedure. Councilman Dutton seconded
the motion. MOTION CARRIED. I...
PETITION - HELICOPTERS: The City Council continued from the meeting of December
19, 1967, consideration of request for Council support and assistance in
complaint to the California Aeronautics Board against low-flying helicopters;
said request submitted by Mr. John Krajacic, together with petition represent-
ing four motels.
Assistant City Manager, Robert Davis, reported that investigation
showed the helicopters were following the established flight pattern, basic-
ally oriented to the Santa Ana Freeway; that these flight patterns were es-
tablished in 1961, after hearings before the City Council. Any change to
the pattern would involve areas developed to higher densities, and the pres-
ent patterns were the most logical ones for the approach to the present
Heliport location.
No further Council action was taken on subject request.
RECLASSIFICATION NO. 65-66-82 - EXTENSION OF TIME: Request of Robert H. Lintz,
dated December 15, 1967, was submitted for six months extension of time,
to Reclassification No. 65=66-82, for compliance with certain conditions,
pursuant to Resolution No. 66R-175.
On motion by Councilman Dutton, seconded by Councilman Krein, two
one-year extensions of time were granted, effective September 1, 1966, sub-
ject to the applicant posting a bond for necessary engineering requirements,
as recommended by the Development Services Department. MOTION CARRIED.

TENTATIVE MAPS. TRACT NO. 4230 AND TRACT NO. 6184. REVISION NO.1: On motion by
Councilman Chandler, seconded by Councilman Krein, Council consideration of
Tract No. 4230 was continued to be considered in conjunction. with Variance
No. 1926, and consideration of Tentative Tract No. 6184, Revision No. l,
was continued to be heard in conjunction with public hearing on Reclassifi-
cation No. 67-68-41, as requested by the respective developers. MOTION CARRIED.
PUBLIC IMPROVEMENT PROJECTS - CALL FOR BIDS: Councilman Chandler offered Resolu-
tion Nos. 68R-4 and 68R-5 for adoption.

The Mayor declared Resolution Nos. 68R-7 and 68R-8 duly passed and
adopted.
PURCHASE: The City Manager reported on proposed purchase of completely equipped
demonstration trailer, together with tools, for the Utilities Departments,
advising that the A.B. Chance Company, of Burlingame, California, has offered
to sell said heavy duty trailer for $3,969.14.
On the recommendations of the City Manager, Councilman Krein moved
that purchase of the used trailer and tools, from the A.B. Chance Company,
be authorized,in the amount of $3,969.14. Councilman Dutton seconded the
motion. MOTION CARRIED.
CLAIMS AGAINST THE CITY: The following claims against the City were qenied, as
recommended by the City Attorney, and ordered referred to the insurance agent,
on motion by Councilman Dutton, seconded by Councilman Krein:
a. Claim submitted by Allstate for damages purportedly resulting
from inadequate warning signs on City property, on or about September 29,

b. Claim filed by Earle LeRoy Ciolli, for personal injuries pur-
portedly sustained on or about September 30, 1967.

WEED ABAtEMENT - REIMBURSEMENT: With reference to action taken by the City Council,
December 19, 1967, authorizing reimbursement to payee of costs for removal of
rubbish, plus overhead costs, upon evidence of payment of charges on the tax
bill, (47 parcels, total of $7,482.52), Mr. Murdoch was of the opinion that
evidence of payment was not necessary since charges were already extended on
the tax bills.
Councilman Chandler moved that the previous action taken be amended
to make said reimbursements in accordance with the list computed by the Direc-
tor of Public Works. Councilman Dutton seconded the motion. MOTION CARRIED.

The Mayor declared Resolution No. 68R-12 duly passed and adopted.
REQUEST - ROLAND B. DAVIS: Councilman Dutton read portions of letter received
from Major Roland B. Davis, currently serving in Vietnam, suggesting that
a flag from City Hall, or other appropriate building, be sent to him to be
carried on a mission in North Vietnam.
Councilman Dutton thereupon moved that the Public Information
Officer be authorized to send one of the flags flown over City Hall to
Major Davis. Councilman Chandler seconded the motion. MOTION CARRIED.
ANAHEIM CONVENTION CENTER - COMMENDATIONS AND COMPLAINTS: Councilman Chandler
noted that copies of letters of commendation and complaint pertaining to
the Convention facility had been received by the City Council, and he re-
quested that information pertaining to the disposition of the complaints be
furnished.
A brief discussion was held by the City Council, regarding the
handling of refund requests made to the Convention Center and the staff
was directed to study the present method for possible revision in order
to establish a more ,efficient procedure.

Mayor Pebley callen the meeting to order.
INVOCATION: Dr. D.S. Madden, of Grace Missionary Baptist Church, gave the
Invocation.
PLAG SALUTE: Councilman Chandler led the Assembly in the Pledge of Allegiance
to the Flag.
~ISNEYLAND WORLD AMBASSADRESS: Miss Sally Sherbin, 1968 D~sneyland World Am-
bassadress, was appointed Ambassadress for the City of Anaheim, and
the Anaheim Police Department was authorized to issue her the proper
identification, on motion by Councilman Chandler, seconded by Council-
man Schutte. MOTION CARRIED.
Mayor Pebley presented Miss Sherbin with a brief case, bearing the
City Seal, together with a dozen red roses.
INTRODUCTIONS: Safety and Training Supervisor, Tom Tyre, introduced new em-
ployees attending the Council meeting as part of their orientation
program.
On behalf of the City Council, Mayor Pebley welcomed the new person-
nel to the City family.

were approved, on motion by Councilman Krein, seconded by Councilman Chandler.

WAIVER OF BEADING - ORDINANCES AND RESOLUTIONS: Councilman Krein moved to waive
the reading in full of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen, unless after read-
ing of the title, specific request is made by a Councilman for the reading
of such ordinance or resolution. Councilman Schutte seconded the motion.
MOTION UNANIMOUSLY CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City in the
amount of $400,580.01, in accordance with the 1967-68 Budget, were approved.
CONTINUED PUBLIC HEARING - VARIANCE NO. 19l0: Submitted by Humble Oil Company,
requesting permission to erect a free-standing sign with waivers of maximum
number of free-standing signs, maximum sign height, maximum sign area and
location of free-standing sign; C-2 zoned property located at the northeast
corner of Ball Road and Harbor Boulevard, (5l9 West Ball Road).
The City Planning Commission, pursuant to Resolution No. PC67-l9l, n

Because of a possible conflict of interest, Mayor Pebley withdrew
from the Council Chamber, and Mayor Pro-Tem Schutte assumed Chairmanship of
the meeting.
