MINUIES: The Minutes of the regular meeting held November 24~ 1953 and Special Meeting held November 30, 1953 at 3:30 P.M. were approved on motion by Councilman Heying, seconded by Councilman Schutte. MOTION CARRIED. _WARRANTS AND DEMANDS: Councilman Van Wagoner reported demands against the city amounting to $249,196.51. CounCilman Heying moved that report of Finance Committee be accepted and that warrants be drawn upon the Treasurer to pay said demands in accordance with report. Councilman Schut%e seconded the motion. MOTION CARRIED. _coNrrINUED PUBLIC HEARING: F-53-54-9: Reqlassify the strip along the West side of South East St., presently zoned as R-3, to P-L Zone. (the northerly 794 feet from East South Street) /he City Administrative Officer~ Keith A. Murdoch reported that Mr. Paul Goble, Mr. Patrick Smith, Mr. Wolf, protesting property owners, Mr. and Mrs. Yan%cey, Mr. Gurnee and Mr. Miller~ proponents, together with Mr. Mungall and himself, met Friday, November 27th in his office. It was determined that truck traffic and other heavy industrial traffic should be routed away from East Street insofar as possible. It was agreed by all present that an alley~ or service road along the West end of the Yantcey and Gurnee properties from South Street to Water Street would serve this purpose. /he Yantceys and Mr. Gurnee agreed that such an access would be provided. The P-L Zone along East Street can be developed with a service drive in back to the West of the 25 foot required landscaped area. This drive need be open only at South $treet~ Water Street and approximately half way between the two. The Yan%ceys and Mr. Gurnee agreed that provisions would be made limiting the service drive to these three openings. The drive itself together with adequate parking is to be used for customer pickup or delivery. /his solution seemed to be the best which could be derived. It apparently is not entirely satisfactory to the property owners on the F. ast side of East Street, particularly as it applies to the depth of the required landscaped ares. HoweVer, the property owners felt that the recommendation of the Planning Commission for 95 feet minimum landscaped area was the maximum which could be required and still have an economic balance maintained. Mr. Murdoch outlined in detail, illustrating on the map the various provisions with the streets, alleys, set-back provisions, parking, entrances and exits. General discussion was held by the Council and Planning Engineer, also Mr. Frank Miller, Realtor, as to ~wnership and locations of buildings proposed.
