BASEBALL STADIUM - DONATION: Mayor ~handler read i.n full communication from Mr. Lon Peek, extending congratulations upon the formation of the Baseball Stadium Non-Profit Corporation, and inclosing a $500,00 donation towards future Stadium expenses. On motion by Councilman Krein, seconded by Councilman Dutton, said donation was accepted on behalf o! the Stadium Corporation and ordered forwarded to the Non-Profit Corporation. MOTION CARRIED. He submitted photographs of other sign~' i~:t. he area for Council review, and reported that efforts to obtain an ' integrated sign at this location have been unsuccessful. .. Discussion was held regarding the ownership of the shopping center property, and Mr. Murray advised, according to his information, the person he was dealing with owned six of the total stores in the shopping center, and only one other free-standing sign existed on his Dropert¥o Councilman Dutton moved said sign request be continued two weeks (June 16, 1964), to allow determination of ownership of the fifteen stores at this location, and to allow the applicant an opportunity tc endeavor to obtain integrated signing for the commercial center,-':' Councilman Krein seconded the motion. Order to Show Cause why Variance No. 1205 should not be revoked for non-conformance with plans submitted under said variance, was scheduled for hearin9 before the City Council this date (Motel - northwest corner of Harbor Boulevard and Vermont Street). Mrs. Monica Lombardo, 503 West Vermont Street, owner of subject property, addressed the City Council and advised that the basket-ball court was installed after checking with the building department, on the west boundary of the property, being the logical location. -~ Discussion was held concerning the basket-ball back-board obs- tructing the view of the adjacent motel sign, and Mrs. Lombardo advised that view was obstructed from only a short distance from the sign. And further reported that the back-board has been removed, however, the pole remains and will be removed or relocated when they remodel. Discussion was held by the City Councils and it was noted that the pole was installed on a portion of the required parking space area of the motel property~ (Councilman Schutte returned to the meeting, 2:50 At the conciusion of the discussion, Councilman Dutton move8 that Variance No. 1205 be revoked, unless the basket-ball back-board and' pole are removed within 48 hours. Councilman Pebley seconded the motion. MOTION CARRIED. Mrs. Lombardo reported the light from the adjacent Tops Motel sign was offensive and requested the situation be corrected. Mrs. Lombardo was advised that the proper procedure t.o remedy this situation would be to file a complaint with the City Attorney's Office. SIDEWALK WAIVER - !521 .NORTHL.MIL.LER STREET..: Request of Theodore Baraglia for temporary waiver of sidewalks at 1521 North Miller Street was sub- mitred. On the recommendations of the City Engineer, Councilman Dutton moved temporary sidewalk waiver be granted~ subject to the prCvisi'~n'that no permanent .~lanting or permanent type improvement be permitted within the area reserved for future sidewalks. Ibis proposed budget would enable the City to keep abreast zf ~he continuing expansion as well as maintaining an aggressive policy for commercial and industrial development. Approximately $1,400,000 of this budget figure represents programs not included in last year~s budget such as increased street construction, financed from the newly authorized additional gasoline tax; revenue and expenditures due to acquisition of a portion of the Dyke Water system: and a cash payment from the '"Room Tax" revenue to start construction of the Convention Hall~ Thus, the actual budget increase for comparison purposes ~ould be about 10.6%. Major increases lnctude $620,000 additional electrical power ourchased for resale, and $604~585 additional debt service for recently authorized improvement~bonds, The total of all Capital Improvements and Capital Outlays this year is a record breaking $4~464,086, This figure points up the City's sound financial policy of oa¥ing for major improvements on a pay-as-you-go basis, wherever feasible, leaving only those long=term major improvements that cannot be financed currently to be bonded. Included ~n the Capital Improvement Program are the following substantial items: Street widening, improvement and construction $816,000~ traffic signals, railroad crossing =rotection, and safety striping $203,150: minor storm drains $10!,000~ sewer construction $399,000~ additional shop build--~~ ings $28;212; electric and water meters for new customers $367,800~ trans- formers and extensions to electric distribution lines $455,000~ continue~ purchase of Edison Company facilities in accordance with current agreement $250,000: water main extensions $21!,130~ and additional street lighting $65,000. Continuation of the long~range park development program, under City policy, ~ill provide about 30 acres of new development this year. $234,000 is allotted for these improvements, while $350,000 is included for acquisi- tion of additional properties. $70~000 is proposed for lighting 9 holes and the driving range at 'the ~unicipal Golf Course. This will provide the City with one of the very few night-lighted regulation courses in the Country. The increased play available to the ~ ~ . .~it¥ s golfers should provide amortization of this projec~ in about 5 years. The operational portion of the proposed budget provides a total of $8,547~531 or 35~2% of 'the budget for salaries and wages~ including a provision for recommended salary ad.justments~ In addition~ fixed costs ~or fringe benefits of $541~000 for retirement and $277,480 for compensation, life and medical insurance premiums are provided~ Increases in overtime pay and shift differential payment~ adopted last fall by the City Council are alsc, :ncluded. In the field of advertising and promotion, provision is made for a Development Coordinator as requested by the Council to a~tract and follow through on new commercial and industrial prospects as well as provide better service to existing developments~ Likewise, a program? for national adver±is~ lng to promo±e Anah'eim:'s indus±rial, commercial, and ~Ourls± poSen±iai is included. It is ~ur~her proposed that the Newsletter be expanded to a monthly rather than a bi-monthly publication. The total budget of $115,9!1 for Community Promotion and Public Information should provide a well=rounded program in this important area, part:icularly with the scheduled 1966 opening of the two major facilities, the Stadium and the Auditorium=convention Hall. The Police Department will be bolstered by the addition 6f 27 men for a total of 228 persons. This will allow two more patrol areas, hence, providing more intensive coverage. The Fire service has recently opened Station No. 6. This coming year will see the opening of No. 7 (from funds budgeted in 63-64). This station will provide much needed coverage in the southeast part of the primarily for industrial service. The budget calls for 19 new men and a new pumper for back-up service, until Station No. 8 is constructed. The Finance Department has taken another major step to improve our accounting and financial reporting procedures by the i'nstallation of a new I~ B. M~ 1440 Computer in May, 1964, Anaheim will be the first govern- mental agency in the West to use this new system. The new computer will serve the City for several years and will greatly expedite the processing of data and permit a much wider range of activities to be automated. The City will continue its very successful recreation program, with no significant increases. As in the past, those programs that should be self=sustaining will only be carried on if sufficient fees are collected to support them, Since the opening of the new Library, the use of this facility has increased tremendously. The Library Department has requested six additional employees to better serve the public. The book budget will be increased by 25% to a total of $130,000 to start building a book stock for which space is now available. I must caution that the budget format has been modified slightly this year. Most of the object account numbers have been changed to facilitate accountin9 procedures on the new computer~ A number of the departmental accounts have been broken down into additional account numbers to more clearly define specific functions or programs. While these changes make it somewhat difficult to compare individual accounts in this budget with previous years, the departmental totals will still give a valid comparison with last year~s expenditures. 'You are ~ell aware that the program for City operation includes more than just the items listed in the annual budget° Many of these items require considerable employee time, supplies and sometimes equipment whfch have all been provided for in the budget. More importantly, these projects require a great deal of City Council consideration and some important deci- sions. The Stadium Project, which will be financed through the use of a , Non=profit Corporation, must continue to move rapidly, Likewise~ the time schedule for the Auditorium=Convention Hall calls for diligent pursuit. The limits and extent of responsibility of the Non=profit Corporation, the Stadium Commission, the City Council, and the Management staff must quickly be determined and outlined. A Manager for the two fa¢ilities~should 9et on the job very soon. Financing must move ahead without delay. And of course, the agreements between the various participating agencies should be entered into as soon as possible. ' Civil Defense has had very little attention in recent Yaars, but the Alaskan earthquakes emphasized the need for a thorough review of our organization and procedures to be followed in case of disaster. Training time must. be allowed. The recommendations of Victor Gruen and Associates for revitaliza- tion of ~he downtown area will have to be considered this ¢oming:~¥ear, The decisions made in this and other possible Urban Renewal areas will be ~igni'~can± and long-las~in9, Development of the Santa Ana Canyon area and the part the City of Anaheim plays in this development continues to be challenging. The projects authorized to be constructed from Improvement Bonds continue <o move along according to schedule. The Utilities Yard should be started this year, The c'onstruction of the 900 million gallon reservoir should begin this year as soon as land acquisition is completed. In answer to Councilman Dutton~s question, Mr. Kreidt noted that a portion of subject property was formerly a dump site, and concern was ex- pressed by the petitioner that the soil compaction along the easterly pr'6~' perry line might not support the footing for the required 6-foot masonry wa] ] The Mayor asked if the applicant was present and wished to address the City Council. Mr. Dan Holden, 136 West ~hiting, Fullerton, Attorney representing the Petitioner, advised that because the property was a former dump site, now filled, and due to uneven sinkage, the petitioner suggested that a more flexible fence such as cedar~ 9rape-stake construction would be more prad'- tical along the easterly property line; however the City Planning Commission felt_, with proper footings this problem could be resolved. He noted that the soil in the area proposed for trailer sales (Lincoln Avenue frontage) is corn. posed of solid ground~ Mr~ Holden submitted for Council review a colored rendering of the oroposed mobil-home park. Mr. Murdoch reported that, in the opinion of the Assistant City. Engineer? it would be extremely impractical to install sufficient footings for a masonry wall on the east boundary of subject property at this time.
