Mayor Chandler requested an analysis be made of all recommenda-
tions submitted, together with reasons for approval or dtsaproval.
Councilman Krein requested a report on the number of days
accumulated and taken as sick leave over a two year period.
Before the conclusion of the discussion, an explanation was
given regarding AMEA Recommendation No. 9 concerning Property Maintenance
Division, Mr. Murdoch reported that originally the selection of per-
sonnel in this division were those with multiple skills, however for
some time now, the men have been actually working in their predominant
skill, and the City now recruits for men in a given trade, He further
advised that in the near future~ the personnel in this division will be
reclassified 'to their'~appropriate and predominant skill,

Discussion was held by the City Council, and at the conclusion
thereof it was determined that ~aid suggested document should not be
released as this is a step in the negotiations and public release of an
incomplete proposal could po:ssibl¥ lead to misinterpretation and confusion.

Councilman Dutton referred to reasons set forth ,in said report
from the Director of Parks and Recreation~ which comprise the basis for
the recommendation, and stated 'that to grant subject request would open
a door to requests from many groups for sponsorship~
Mro Raymond W. Rieke, Chairman of the Ways and Means Committee,
Anaheim Scouts Drum and Bugle Corps~ advised that Boy Scout groups are
basically self supporting; however, when this ma'tter was first brought
before the Council~ the Corps proposed to terminate its connection with
the Boy Scout organization~
In answer to Councilman Krein~s question~ Mr~ Rieke reported
that the group has previously raised its own funds through dances and
ticket sales, e±c~, and during the past year they earned over $3,000 for
their operating expenses. He noted that the Corps has well represented
Anaheim throughout the country~ and was of the opinion that they could
perform a service to the City in the future~
On the recommendations of the Parks and Recreation Directory
Councilman Dutton moved that request for sponsorship of the Anaheim Scouts
Drum and Bugle Corps be denied~ Councilman Krein seconded the motion.

Discussion was held by the City Council and the City Manager,
anO at the conclusion thereof, Councilman Kmein moved that the Anaheim
Downtown Association be requested to set forth more specifically the
proposed duties and areas of activity of such a citizens~ sd. visory
committee~ and its ar~a of contact with the Redevelopment Agency and
Advisory Committee, and to submit a list of twenty names suggested for
membershipt further, that_ the Associat:ion confer with the Urban Renewal
Advisory Committee on the duties and any of their requests concerning the
formation of the proposed citizens~' advisory committee. Councilman Schutte

submitted to the City Planning Commission; that the Commission was of the
opinion ~he proposed reclassification and use ~ould be incompatible to the

Planning Staff met with representatives oi the Standard 0il Company~ who
advised that they 'would contact the petitioner~and either a service station
only would be requested for the site~ or Standard Oil Company would with-
draw their plans, leaving only the real state office on the property. It
was noted that parking and setback requirements for the parcel proposed
for the office use would make such use prohibitive without a variance
which was not advertised under this conditional use permit,
Plans and the files were reviewed by the City Council,
Mr. 'Yom Brundage~ 11452 Barclay Drive~ Garden Grove~ representing
the Standard Oil Compa. n~ advised 'there must be some misunderstanding,
as they did not inten~' to 'withdraw their service station plans if the
real state office was also considered~ however~ they would take the
entire parcel for a service station if the applicant desired to withdraw
the real state office pians~ He submitted an artist:s rendering, in color,
of the proposed service station building~ conforming as nearly as possible
with the residential character of the area~ having a hip roof, chimney,
natural exterior, 6-foot planter in front of the restrooms, being a front
entry designed station to keep automobiles away from the residential area.
He stated they would be agreeable 'to 'whatever conditions the Council deemed
necessary to make 'the :3ta:tion 2ompat:ibie w°th the area°

urging the placing of both measures on the November Ballot and expressing~
in detail~ his reasons th ere f ore :~
Discussion was held by 'the City Council and City Manager~ and
Mayor Chandler asked ~f anyone in the .audience wished to speak for or against
placing the .measure on the .November Baiiot~
