Mro Davis reported that with the acquisition of the Dyke Water Company facilities~ by City Council action~ the rates for unmetered services within those areas outside the City of Anaheim (County of Orange~ Cities of Garden Grove~ $tanton and Orange) were reduced from a $9~00 fla$ rate to $6~50 flat rate, and the metered services charge was the equivalent rate of the prevailing supplier within the area of the service location. in answer to a Council question, Mro Davis reported on the rates charged by the Southern California Water Company advising that all Southern California Water Company users are on metered service, and the bill of an average consumer would be approximately $5,25 per month. Mr~ Fred Johnson~ City Attorney for the City of Stanton~ advised that according to his information the water system within the City of Anaheim was self sustaining~ and if this was correct information, there was no ap- parent reason for higher rates charged to those persons outside the City than within the City~ particularly when they a~e in the same general area~ Mr. ..Johnson referred to court decisions wherein in all cases it was ~nd~cated that when a municipality took over an existing system, there must be equitable determination of rates° ~ro Davis reported that reference to Anaheim's water system as self sustaining was somewhat misleading, that the lower rate charge within the City took into consideration that the inside Ci!y u~er also pays taxes into the General Fund, a portion of which is u~ to g~ortize the payment of bon~s used for major water imprDv~ments and ~~p ~rv!ces.
