The City Clerk of the City of Anaheim called the meeting to
order for the purpose of electing an Acting Mayor and Mayor Pro Tempore,
due to the absence of Mayor Chandler and Mayor Pro Tempore Duttono
Councilman Krein moved that Councilman $chutte be acting Mayor
and Mayor Pro Tempore for this meeting° Councilman Pebley seconded the
motion. MOTION CARRIED=
MINUTES: On motion by Councilman Pebley, seconded by Councilman Krein, minutes
of the Anaheim City Council meeting held July 21, 1964, were approved.

RESOLUTION NO. 64R-557: Councilman Krein offered Resolution No. 64R-557,
declaring Conditional Use Permit No~ 512 null and void, as said conditional
use permit was superseded by Conditional Use Permit No. 587,

CONDITIONAL USE PERMIT NO~ 590 = ENCROACHMENT PERMIT: Conditional Use Permit
Nee 590 for expansion of existing motel and waiver of minimum required
landscaping on M~I and P-L property, at 1836 South Anaheim Boulevard, was
granted by the City Planning Commission, with no action being taken by the
City Council at their meeting held July 28, 196~.
The City Clerk called the attention of the Council to excerpt
from the Anaheim Planning Commission minutes of their meeting held July 8,
1964, containing their recommendation that a temporary encroachment permit
be granted to allow the existing motel sign within the ultimate right-of-way
of South Anaheim Boulevard, until such time as the sireet is ~o be widened.
On the recommendations of the Deputy City Attorney, Councilman
Krein moved that temporary encroachment permit for said sign be approved, subje
±o receipt of necessary dedica±ion for s~ree~ widening purposes along South
Anaheim Boulevard, said sign to be removed at such time as improvements are
installed~ Councilman Pebley seconded the motion. MOTION CARRIED,
YELLOW CAB SERVICE - TRANSFER OF TAXI CAB PERMITS: Request of Mr. E. Ao Slagle,
President~ Yellow Cab Company of Northern Orange County, Inc., dated July
2~, 1964, for permission to transfer taxi cab permits from two old units
(1959 Plymouth, Serial No~ M184100300, and 1961Dodge~ Serial No. ~8-15111972)
to two new units (1963 Dodges, Serial Nos. 4832 123848 and 4832 171879), was
submitted and authorized on motion by Councilman Pebley~ seconded by Councilmar

ENTERTAINMENT PERMIT: Application filed by Duane M. and Barbara J. Hess, for
entertainment permit for Duane~s Pirate Cavern, 1031 North Euclid Street,
was submitted and 9ranted, subject to the recommendations of the Chief of
Police, on motion by Councilman Peblev, seconded by Councilman Krein.

~IGN R.EqUEST~ Application submitted by Martin Luther Hospital, requesting
permission to erect a roof sign at 1825 West Romneya Drive, was reviewed
by the City Council 'together with plans and reports from Building and
Planning Departments~
Mr. Arthur E. Coltrion~ Administrator of the hospital~ reported
that the sign plans have been revised, and the plans now project a stationary
sign of lesser dimensions than previously requested, and would be visible
from the East and ~est,
On motion by Councilman Krein, seconded by Councilman Pebley.,
said sign permit was 9ranted for a non-rotating sign in accordance ~ith '
revised plans. MOTION CARRIED.
SIGN REQUEST: Application submitted by Brookhurst Gardens, requesting permission
to erect a temporary directional sign advertising homes for sale in Tract
Nco 5053, sign to be located on the east side of Brookhurst Street approxi-
mately 300 feet north of Orange Avenue (512 South Brookhurst Street), was
reviewed b7 the City Council together ~ith plans and reports from the
Building and Planning Departments°
On motion by Councilman Krein, seconded by Councilman Pebley,
said sign permit was granted for a period of six months~ subject to the
posting of a $100 bond to insure removal of said sign. MOTION CARRIED.
SIGN REQUEST: Application submitted by James Burns, requesting permission to
erect a non-conforming sign at 1360 South Anaheim Boulevard, was reviewed
by the City Council together with plans and reports from the Buildin9 and
Planning Department~
On motion by Councilman Pebley, seconded by Councilman Kreln,
said sign permit was 9ranted~ as requested. MOTION CARRIED.
..RE. CLA$S~FiCAT.ION NO~ 59-60-91. - EXTENSION O? T.I~E: Request of Joseph A. Martinez,
dated July 21, 1964, was submitted for one year extension of time to Bond
No. 3134947, guaranteeing installation of engineering improvements on subject
property (Condition No~ 2 (b).-Resolution No° 5999).
Report from the City Engineer was read by the City Clerk and it
was noted that subject property was rezoned G-l, by Ordinance No, 1886.
One year extension of time to bond for engineering improvements
was granted by the City Council, on motion by Councilman Krein, seconded
by Councilman Pebley, MOTION CARRIED.
RECLASSIFICATION NO, 63-64-68 AND VARIANCE NO. 1616 -EX/ENSION OF TIME: Request

~URCHASE OF Eq~iPMENT~ Mr. Davis reported on quotation received from IBM
Corporation, the only source of supply for the purchase of 8 disk packs,
and recommended acceptance of said quotation in the amount of $~,076,80,
including tax, plus freight charges from San Jose, California.
On the recommendations of /he Assistant City Manager, Councilman
Krein moved that quotation of IBM Corporation be accepted, and purchase
authorized in the amount of $4~076o80~ plus freight° Councilman Pebley
seconded the motion° MOTION CARRIED.
CLAIM AGAINST THE CITY: Claim filed by Mr. Harry Pringle for damages purportedly
received when his vehicle struck a drop in the road surface~ resulting in
damage to the automobile, on July 13, 1964, was denied and referred to the

He advised that the balance of necessary funds have not been deposited with
the City Attorney's Office, as was required by 1:30 PoM. this date.

Pebley moved tha~ Mro Castle be con±ac±ed and advised that if the balance
of necessary funds are not deposited with the City AttorneyOs Office within

Mr. E. W~ $tinson, owner of property at 1121 North Lemon Street,
advised oi the existing industrial and commercial uses in the area, and
was of the opinion that commercial zoning should be granted to all parcels°

Mr. Rober't Mickeison~ Associate Planner~ referred to the Sectional
District Map posted on the east wail o~ the Council Chamber~ noting the
location of the area in question~ the subject properties, and existing uses
and zoning in the immediate area° in briefing 'the evidence submitted to
and considered by the City Planning Commission~ he called attention to
Area Development Plan No. I0 pertaining to properties on the west side of
Lemon Street between Anaheim Boulevard and Romneya Drive, which was considered

.City Hall~ Anaheim~ California - COUNCIL MINUTES.- Auqust 4~ 1964~ 1;30 P.M.
APPOINTMENT - PUBLIC UTILITIES DIRECTOR; In accordance with the report and
recommendations of the City Manager, on motion by Councilmm Pebley,
seconded by Councilman Dutton~ the City Manager was authorized to appoint
Mr. Gordon Hoyt, Director of Public Utilities, replacing Mr. George F.
Oelkers~ retiring from City Service. MOTION CARRIED.
PERSONNEL - PROPOSED POLICY; Discussion was held concerning the adoption of a
policy with reference to payment of moving expenses incurred by newly
appointed staff members.
No action was taken by the City Council at this time.
PROPOSED BOND MEASURES - CITY HALL - LIBRARY; Discussion was held concerning
placing the City Hall ,and Library Bond Measures on the November 3, 1964,
General Ballot.
Mr. Davis, Assistant City Manager, reported on the State Bond
Measures~ and possible County Measure~ to be placed on the November 2rd
General Election BallOt. He advised that because of these measures, coupled
with the present financing program for the Convention and Stadium facili-
ties, it is recommended by the City Manager that the City Hall Measure and
Library Measure not be placed on the November Ballot. It is further recom-
mended that studies presently under way be continued so that when these
issues are placed before the voters~ schematics and possible preliminary
plans will be available.
On motion by Councilman Dutton, seconded by Councilman Schutte,
action taken at the June 307 1964~ meeting to place the City Hall Measure
and Library Measure on the November 3rd, General Election Ballot was
rescinded. MOTION CARRIED.
ADJOURNMENT: Councilman Krein moved to adjourn to August 6, 1964, 8:00 P.M.
and also moved waiver of further notice of said adjournment. Councilman
Pebley seconded the motion. MOTION CARRIED.
